The government is currently implementing an e-government system to provide services to the community using technology. E-government or electronic government is the use of information technology by the government to provide information and services to its citizens. Presidential Instruction No. 3 of 2003 concerning national policies and strategies for e-government development and Presidential Regulation of the Republic of Indonesia Number 95 of 2018 concerning Electronic-Based Government Systems are the legal basis for designing SPBE in Indonesia. The application of e-government at the Directorate General of Immigration can be seen in its centralized services using SIMKIM. This research uses a qualitative approach with descriptive analysis method. In the discussion this research has been based on the selection of research problems related to the suitability of e-government design in SIMKIM at the Directorate General of Immigration based on Presidential Instruction No. 3 of 2003 and Presidential Decree No. 95 of 2018 and the implementation of e-government at the Directorate General of Immigration according to the stages of the Deloitte and Touche framework. The results of the discussion stated that the implementation of e-government at the Directorate General of Immigration was in accordance with the two regulations and the Director General had entered the second stage based on the Deloitte and Touche framework. It is hoped that this research can be used for further research development.

The Government through the National Railway Master Plan has launched the development of the Airport Railway Network and Services to facilitate passenger mobility, one of which is the construction of the Adi Soemarmo Airport train. In April 2017 a groundbreaking project for the development of the Adi Soemarmo Airport, Boyolali District by the President of the Republic of Indonesia was scheduled to be operational in 2019. This study uses a discrete choice model to express the opportunities of each passenger to use the airport train. The research instruments were prepared using predictor variables developed from service dimensions according to Gaspers. The sample used was 200 respondents with random sampling techniques. The data collected is processed using a binary logical regression model because the response variable is in the form of a dichotomy. The results showed the accuracy of the train schedule and affordability of train fares affect the willingness to use airport trains.

This paper focuses on the similarity of functions between Trademarks and Limited Liability Company Name, namely quality assurance function, which enables both to provide a guarantee on the reputation of goods and/or services offered to the consumer. Such similarity of functions between those two different legal terminology opens a loophole for any party, based on bad faith, to conduct passing off towards a registered trademarks owned by another party through the use of a limited liability company name. This paper shows the urgency of a harmonization and integration between the mechanism of applying for Trademark registration and the submission of the name of a limited liability company in Indonesia. Therefore, this paper will examine and criticize the laws and regulations relating to the two terminology above, inter alia the Law Number 20 of 2016 regarding Trademarks and Geographical Indications and the Government Regulation Number 43 of 2011 regarding Procedures for Filing and Use of Limited Liability Company Name. This paper concludes that the government of the Republic of Indonesia must immediately amend the regulation on the requirements for submitting the name of a limited liability company, by requiring the Directorate General of General Legal Administration to reject the name of a limited liability company that uses a name that has been registered as a brand by another party.

This research aims to analyze the implementation of the service STO Jakarta Kelapa Gading according to the Circular of the Director-General of Tax No. SE - 84 / PJ / 2011 and SE - 09 / PJ / 2013, and within six components of the assessment Pilot KPP. The research method used to obtain and analyze data that can support this writing is a qualitative method through interviews and document collection through library research. The implementation of excellent service is an obligation of the KPP as a public service provider. To carry out performance evaluations and give awards to offices that have performed excellent service according to existing regulations, an assessment was held to obtain a pilot KPP title held by the Ministry of Finance Assessment Team. This assessment is regulated in Decree of the Minister of Finance of the Republic of Indonesia Number 128 / KMK.01 / 2013 concerning Guidelines for Evaluation of Pilot Service Offices in the Ministry of Finance and Decree of the Director-General of Tax Number KEP-161 / PJ / 2015 concerning Guidelines for Evaluation of Pilot Services Offices at Regional Office Level Directorate General of Taxes. Jakarta Kelapa Gading KPP is the first KPP Pilot Model in the North Jakarta area. Therefore following the implementation of existing services so that the KPP can get a pilot KPP title.

The regional head as the organizer of the government in the region is also an extension of the central government, has a pretty heavy task, therefore in order for the State's goals to be achieved, regional heads must be chosen that are truly credible, qualified and qualified, so that it can bring success to regional development in carrying out government affairs as mandated by the Act, which will ultimately have a positive impact, in the form of support for national development. This research is intended to examine, criticize and analyze which are expected to provide solutions related to the development of the authority to form laws in the constitutional system of the Republic of Indonesia. The formulation of the problem in this study are the dynamics of regional elections in Indonesia in the reformation era and the implications of the dynamics of regional elections in the Indonesian constitutional system. The method of approach used in this study is normative juridical, which is an approach that uses the positivist concept which states that law is identical with written norms created and enacted by authorized institutions or officials. The dynamics of regional head elections in Indonesia in the Reformation era include the conditions for pairs of candidates for regional head elections and the mechanism for regional head elections. Pairs of regional head candidates must be proposed by political parties or a combination of eligible political parties.

The purpose of this study is to analyze the development trend of floating net cage aquaculture in Indonesia. The study took place at the Directorate General of Aquaculture, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia from February to June 2021. The literature survey method was employed to obtain data in this study. The data utilized in this study is secondary data received from the Directorate General of Aquaculture, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia, in the form of statistical data on floating net cage aquaculture from 2004 to 2016. Data was analyzed using quantitative descriptive analysis, which included study of developmental indexes. The results showed that the development trend of floating net cage aquaculture in Indonesia as seen from fishery households, cultivators, feed, land area, production, and production value experienced fluctuating changes from 2004 to 2016.

The purpose of this study is to analyze the competitiveness profile of floating net cage aquaculture in Indonesia. The research was conducted in February – June 2021 at the Directorate General of Aquaculture, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia. The data collection method used in this study is the literature survey method. Primary data in the form of questionnaires with expert judgment respondents as many as 13 people consisting of 11 Lecturers of the Faculty of Fisheries and Marine Sciences, Padjadjaran University, and 2 employees of the Directorate General of Aquaculture, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia regarding the proportion of competitiveness of floating net cage aquaculture fisheries. Secondary data in the form of statistical data on floating net cage aquaculture in 2017 was obtained from the Directorate General of Aquaculture, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia. Data analysis was carried out by using quantitative descriptive analysis. The results showed that Central Java Province which was supported by facilities and infrastructure variables, West Java Province which was supported by human resources and production variables, and North Sulawesi Province which was supported by science and technology variables were in the top three with very high competitiveness category, while the Riau Islands Province and the Bangka Belitung Islands Province are in the bottom two ranks with the low competitiveness category.

ABSTRACTInternal Control System is one of the criteria in giving opinion by the auditing body in Indonesia. Beside that, the government is required to regulated and maintain an Internal Control System within the government as a whole. This study aimed to evaluate the Internal Control System in expenditure of Credit Program Interest Subsidy in Directorate General of Treasury at The Ministry of Finance. In this study, Internal Control System consist of control environment, risk assesssment, control activites, information and communication, and monitoring activities. The Primary data were obtained from questionnaire and interview with financial managers in Credit Program Interest Subsidy in Directorate General of Treasury and official that related in making decisions to make Internal Control System become adequated, while the secondary data were obtained from the reports that associated with Intern Control System and expenditure in Credit Program Interest Subsidy which selected by purposive sampling. The Model was evaluated by Descriptive Analysis and Rating Scale. The Result of this study: (1) From the descriptive analysis has shown that internal control system did not systematic and integrated; (2) Rating scale has shown that the information and communication elements had the lowest value, and indicators human resource guidance from the element of control activities had less value.  Keywords: internal control system, interest subsidy expenditure, rating scale  ABSTRAKSistem Pengendalian Intern adalah salah satu kriteria dalam pemberian opini yang dilakukan oleh Badan Pemeriksa Keuangan. Disamping itu, pemerintah diharuskan untuk mengatur dan menyelenggarakan sistem pengendalian intern di lingkungan pemerintah secara menyeluruh. Penelitian ini bertujuan untuk mengevaluasi Sistem Pengendalian Intern belanja subsidi bunga kredit program di Direktorat Jenderal Perbendaharaan Kementerian Keuangan. Dalam penelitian ini, Sistem Pengendalian Intern terdiri atas lingkungan pengendalian, penilaian risiko, kegiatan pengendalian, informasi dan komunikasi, dan pemantauan. Data primer diperoleh melalui kuesioner dan wawancara dengan pengelola keuangan belanja subsidi bunga kredit program di Direktorat Jenderal Perbendaharaan, dan pejabat yang terkait dengan pengambilan keputusan agar sistem pengendalian intern menjadi memadai, sedangkan data sekunder diperoleh dari laporan yang terkait sistem pengendalian intern dan belanja subsidi bunga kredit program yang dipilih secara sengaja (purposive sampling).  Model dalam penelitian ini dievaluasi dengan analisis deskriptif dan skala rating (rating scale). Hasil dari penelitian ini menunjukkan bahwa Sistem Pengendalian Intern belanja subsidi bunga kredit program tidak sistematis dan terpadu. Skala Rating menunjukkan bahwa unsur informasi dan komunikasi memiliki nilai terendah diantara unsur yang lain dan sub unsur pembinaan sumber daya manusia dari unsur kegiatan pengendalian memiliki nilai terendah.Kata kunci:    sistem pengendalian intern, belanja subsidi bunga, skala rating

Since its publication in 2013, Park Yuha’s book Comfort Women of the Empire (Cheguk ŭi wianbu) has become a major point of contention for those concerned with the “comfort women” issue. However, while this book has been frequently cited amidst the recent maelstrom of Japan–Korea relations, the actual content of the book has received insufficient scrutiny. The aim of this article is to concretely examine the content and problematic aspects of Park’s book, building on research that has been carried out since the 1990s into the ‘comfort women’ issue and the question of post-war reparations. Based on the assumption that the Japanese government does not have any legal responsibilities, Park’s book claims that: 1) the “comfort women” victims do not have any right to claim compensation for damages from the Japanese government; 2) even if they did have such a right, the government of the Republic of Korea gave up all rights of claim at the Japan–Korea negotiations that concluded with the Treaty of 1965; and 3) the “economic cooperation” funds that the ROK received as a result of this Treaty were in fact a form of post-war reparations related to the Sino–Japanese War. However, Park has been unable to provide satisfactory grounds for these claims, due to the fact that her book Comfort Women of the Empire does not have an accurate understanding of the preceding research it uses. I argue that Park’s work contains serious methodological flaws, including a failure to define core concepts, such as reparations; the existence of mutually contradictory passages; the arbitrary selection of evidence to support her arguments; and the misuse of previous research. As a result, the book has critical flaws from the standpoint of its fundamental stated aim of promoting historical reconciliation.

The first season of excavations at Tell al Rimah was undertaken from March 1st to May 13th, 1964, by a joint expedition of the British School of Archaeology in Iraq and the University Museum, Philadelphia. My thanks are due to my colleagues on the staff for hard work in the difficult circumstances of makeshift accommodation and a new site. Mrs. T. H. Carter of the University Museum was Assistant Director and took charge of Area C of the excavations. Miss Barbara Parker was epigraphist and photographer, assisted in the latter task by Mr. Nicholas Kindersley, who also undertook a part of the surveying. Mr. Julian Reade supervised the excavation of Area A, the temple, and Mr. David Crownover of the University Museum joined us in the second half of the season to give valuable assistance with the supervision of the dig and the cleaning and recording of finds. Many visitors gave us generous help; Mr. David French in the survey of other sites in the area, Mr. Jeffrey Orchard with the catalogue of finds, Professor Jørgen Laessøe with the epigraphy, and Miss Ann Searight and Miss Nan Shaw with the cleaning and conservation of finds. Sayyid Tariq al Na‘imi was the representative of the Directorate-General of Antiquities, and his energy and local knowledge were invaluable to us. We owe a great debt to the officials of the Government of Iraq for their hospitable assistance, to H. E. the Mutasarrif of Mosul Liwa and to Sayyid Ahmed al Mufti, Qaimaqam of Tell Afar.  ABSTRAK.Kelapa sawit adalah komoditas yang paling banyak dibudidayakan di Indonesia, hal ini dikarenakan tingginya permintaan pasar international akan minyak nabati. Fenomena ini menimbulkan dampak negatif pada aspek sosial dan lingkungan. Untuk mengatasi hal tersebut, pemerintah mengeluarkan kebijakan yang dikenal dengan ISPO (Indonesian Sustainable Palm Oil) standard, yaitu prinsip dan kriteria untuk perkebunan kelapa sawit di Indonesia yang dibuat sebagai bentuk perwujudan peraturan perundang – undangan dan dukungan Pemerintah Republik Indonesia untuk mewujudkan perkebunan kelapa sawit yang berkelanjutan dan ramah lingkungan. PTPN VIII Kebun Tambaksari adalah salah satu perusahaan perkebunan kelapa sawit yang telah menerapkan standard ISPO dalam pengelolaan perkebunannya. Penelitian ini bertujuan untuk mengkaji sejauh mana pemenuhan aspek sosial dan lingkungan perkebunan kelapa sawit berdasarkan ISPO di PTPN VIII Tambaksari Subang Jawa Barat. Metode penelitian yang digunakan adalah analisis deskrptif kualitatif. Hasil survey menunjukkan bahwa PTPN VIII Tambaksari telah memenuhi hampir semua indikator aspek sosial dan lingkungan sebagaimana yang tercantum dalam Prinsip ISPO.Kata Kunci: Kelapa Sawit, ISPO, Keberlanjutan, PerkebunanABSTRACTPalm oil is the most cultivated commodity in Indonesia, this is due to the high international market demand for vegetable oil. This phenomenon has a negative impact on social and environmental aspects. To overcome this, the government issued a policy known as the Indonesian Sustainable Palm Oil (ISPO) standard, namely the principles and criteria for oil palm plantations in Indonesia which were made as a manifestation of legislation and the support of the Government of the Republic of Indonesia to realize oil palm plantations that sustainable and environmentally friendly. PTPN VIII Tambaksari Gardens is one of the oil palm plantation companies that has implemented the ISPO standard in managing their plantations. This study aims to examine the extent of fulfillment of the social and environmental aspects of oil palm plantations based on ISPO at Tambaksari Subang VIII West Java. The research method used is qualitative descriptive analysis. The survey results show that PTPN VIII Tambaksari has fulfilled almost all indicators of social and environmental aspects as stated in the ISPO Principles.Keywords: Palm Oil, ISPO, Sustainability, Estate
