Article 370 of Indian Constitution that offered a special status to the state of Jammu Kashmir .It is also divided the state of Jammu Kashmir in to Union territories, Union territory of Jammu and Kashmir and Union territory of Ladakh .The demand for abrogation of Article 370 was a part of chauvinistic nationalist discourse that wanted to rid Kashmir of its unique status, This anti Kashmir politics has been much part of Jammu‘s political vocabulary. In some ways, to the residents of Jammu Article 370 implied Kashmir’s political dominance as Kashmiri Leadership used it to denied resident status to many group such as West Pakistan Hindu refugees of Punjabi Dalits who had settled in Jammu back in 1950s.On 5 august 2019 Indian government took a strong decision by moved a resolution to effectively abolish Article 370, which gives special powers to the state of Jammu and Kashmir. The government also introduced a Bill to divide the state into two Union territories -- Jammu and Kashmir, Ladakh. The emphasis of this research is that what are the positive Impact on Growth & Stability and The Negative Impact of revocation of 370 and how different political parties reacted to the revocation of Article 370 from Kashmir. Analysis and concrete viewpoint of politician have been amalgamated in this paper.

Abstrak Perkawinan Siri adalah salah satu bentuk masalah yang tejadi di Negara Indonesia saat ini . Permasalahn ini sangat sulit untuk dipantau oleh pihak yang berwenang, karena mereka yang melaksanakan pernikahan siri ini tidak dilaporkan pernikahan mereka kepada pihak yang berkompeten dalam hal ini yakni Kantor Urusan Agama (KUA) bagi umat muslim dan Kantor Catatan Sipil bagi yang Non Muslim. Pernikahan siri biasanya dilakukan dihadapan tokoh masyarakat atau ustad sebagai Penghulu, atau ada juga yang dilakukan secara adat-istiadat saja kemudian tidak dilaporkan kepada pihak yang berwenang untuk dicatatkan sesuai ketentuan undang-undang No.1 tahun 1974 tentang Perkawinan pada pasal 2 ayat (2) yang berbunyi “tiaptiap perkawinan dicatat menurut peraturan perundang-undangan yang berlaku. Adapun masalah pencatatan perkawinan yang tidak dilaksanakan tidaklah menganggu keabsahan suatu perkawinan yang telah dilaksanakan sesuai hukum islam . karena sekedar menyangkut aspek administrative. Hanya saja jika suatu perwainan tidak dicatatkan, maka suamiistri tersebut tidak memiliki bukti otentik bahwa mereka telah melaksanakan suatu perkawinan yang sah. Akibatnya, dilihat dari aspek yuridis, perkawinan tersebut tidak diakui pemerintah, sehingga tidak mempunyai kekuatan hukum. Dampak positif maupun negative juga menyertai praktk perkawinan siri diantaranya untuk dampak positifnya meminimalisasi adanya perzinaan melalui seks bebas. Namun disisi lain juga dampak negatifnya adalah merugikan banyak pihak terutama hak dan kewajiban wanita dan anakanak dari perkawinan siri tersebut. Akibat hukumnya bagi perkawinan yang tidak memiliki Akte Nikah, secara Yuridis suami atau istri serta anak yang dilahirkan tidak dapat melakukan tindakan hukum keperdataan berkaitan dengan rumah tangganya. Anak-anaknya hanya akan diakui oleh Negara sebagai anak diluar kawin yang hanya memiliki hubungan keperdataan dengan ibu dan keluarga ibunya. Kata Kunci: Hak-hak anak dari pernikahan siri, peerceraian Abstract Siri marriage is one form of the problem that occurred in the State of Indonesia today. Cases is very difficult to be monitored by the authorities, because those who perform marriages this series not reported their marriage to the competent authorities in this case the Office of Religious Affairs (KUA) to Muslims and the Civil Registry for the non-Muslims. Wedding series is usually done before the community leader or cleric as a prince, or some are performed by customs only then are not reported to the authorities to be listed in accordance with the law No.1 of 1974 on Marriage in Article 2 paragraph (2) which reads "every marriage is recorded in accordance with the legislation in force. As for the issue of marriage registration were not carried out would not interfere with the validity of a marriage that has been conducted in accordance with Islamic law. because simply linked to administrative aspects. Only if a perwainan is not listed, then the couple have no authentic evidence that it has executed a valid marriage. As a result, the views from the juridical aspect, the marriage is not recognized by the government, so it does not have the force of law. Positive and negative impacts also accompany praktk marriage siri them to minimize their positive impact through free sex adultery. On the other hand also the negative impact is detrimental to many parties, especially the rights and obligations of women and children from the marriage siri. As a result of the consequences of the marriage that do not have a Marriage Certificate, in Juridical husband or wife and children who are born unable to perform civil legal action related to the household. Her children will only be recognized by the State as a child beyond the mating just have a civil relationship with her mother and her mother's family. The State Civil Apparatus (ASN), which is the State Apparatus that organizes the government in carrying out national development, is the backbone of the government. The  smooth running of government and the implementation of national development depends on the perfection of the state apparatus both at the central and regional levels. In order to achieve the national goals as stated above, it is necessary to have a State Civil Apparatus who is full ofwillingness and obedience to Pancasila, the 1945 Constitution, the State and the Government and is united, has good mentality, is authoritative, strong, efficient, clean, of high quality and aware of their responsibilities as elements of the State Apparatus, State servants and public servants. To realize the perfect State Civil Apparatus as intended above, the Civil Apparatus needs to be fostered as well as possible. One form of fostering the State Civil Apparatus is Mutation as an incarnation or embodiment of organizational dynamics which is used as a way to achieve organizational goals. In the implementation of mutations, it must be based on an objective assessment considering that the transfer system is intended to provide opportunities for State Civil Apparatus to develop their potential. The work motivation of the State Civil Apparatus can also decrease if the superiors do not pay attention to the interests of their subordinates. This will reduce the work motivation of both the State Civil Apparatus. Indicators of declining morale include: low productivity, high employee absenteeism, and others. Thus, it will certainly affect the work motivation of employees in an organization. Mutation will have a positive impact on employees, such as increasing work morale. However, if the mutation is carried out without paying close attention and without being based on convincing arguments, the mutation will have a negative impact on the employee and the organization.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

The development of religious extremism in Indonesia continues to increase every year so that serious attention is needed by the government to deal with religious extremism in Indonesia. Indonesia is an archipelagic country where there are various ethnic groups and religions that coexist. However, the development of religious extremism sometimes becomes a serious problem for the Indonesian people because it can have a negative impact and damage the unity between nations and religions. This research uses literature study. This research method is carried out by reviewing various literatures, both books, newspapers, survey reports, academic journals related to religious extremism in Indonesia. The results show that not all religious extremism has an impact on the emergence of terrorism, but the government still must make the right policies in handling religious extremism that can cause division and affect peoples welfare. The policies that have been made by the government are considered appropriate and based on the laws that have been set by the government so that they can have a positive impact in maintaining the unity and integrity of the Indonesian nation.

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

Implementation of the decisions made in the course of management of economic and socio-political development of the state causes the adequate financial flows forming the budgetary sphere of the state. The trouble in this sphere does not allow to provide the necessary level of economic growth, hampers reforming of the economy, makes negative impact on commercial and foreign economic activity, interferes with improvement of monetary and credit, tax, insurance and other spheres of the financial system of the Russian Federation. The offenses connected with corruption and theft of budget funds committed by officials at various levels significantly undermine the authority of the government, cause a growth of discontent of society and impact the social and economic situation in the country. The practice of identifying the offenses connected with theft of public funds and property shows that practically all spheres of the public sector of economy are, to a greater or lesser extent, subject to the risks of such crimes commitment. In this regard, a research of methods and ways of assessment of corruption theft amount in the public sector of the economy is an important and hot topic. The main types of public funds theft have been analyzed, including theft of budget funds allocated in the form of grants for targeted measures; theft by overcharging the prices of goods and services used for the state needs; the acquisition of inventory for personal use of the heads of public companies at the expense of the company, etc. The dynamics of the amount of budget crimes in the Ryazan region has been analyzed. It was inferred that corruption crimes in the public sector of the Ryazan region include fraud, abuse of power, abuse of authority, illegal participation in business, as well as taking bribes. A set of measures for preventing the above crimes has been proposed.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Melalui kebijakan yang dikeluarkan pemerintah daerah dapat membantu peningkatkan mutu penyelenggaraan pendidikan di tingkat Madrasah. Penelitian ini bertujuan untuk mendeskripsikan tentang1) perbandingan kebijakan pendidikan oleh Pemerintah Daerah NganjukDalam Penyelenggaraan Pendidikan Madrasah. 2) Kewenangan penyelenggara kebijakan pendidikanMadrasah oleh pemerintah daerah Nganjuk.3) dampak positif dan negatif dari perbandingan kebijakan pemerintah terhadap penyelenggaraan pendidikan Madrasah. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

Background: The Government of Tanzania through the Ministry of Finance and Planning implemented the Government Electronic Payment Gateway (GePG) system to improve the whole cycle of revenue management. As of June 2020, the system has been implemented in 660 institutions, 28 commercial banks, and 6 mobile money operators. Whilst the initial acceptance of this system is positive, relatively no study has evaluated its effectiveness in meeting the expected benefits. Elsewhere, similar systems showed initial acceptance at the beginning, followed by failures after some years of use. Therefore, it is important to evaluate the effectiveness of GePG system to find out how effectively public money is spent.Objective: The objective of this study was to evaluate the success of GePG system using users’ satisfaction as a success measure.Method: The study adapted the updated Delone and Mclean Information Systems success model whereby perceived usefulness and trust in system were added as new factors. The sequential explanatory design research design integrating quantitative and qualitative data within a single investigation was adopted. A total of 442 users from 271 institutions in 11 regions in Tanzania participated in the study.Results: Trust in system, information quality, and perceived usefulness had a significant positive impact on users’ satisfaction with GePG system, whilst service quality had a significant negative impact. In contrast, system quality did not have an effect.Conclusion: The study shows that trust in system and perceived usefulness are important factors in the updated Delone and Mclean IS success model in evaluating user satisfaction with revenue collection systems. The findings from the open-ended questions and implications of the findings are discussed.

Abstract Between 1965 and 1980, the Indonesian government issued three religious policies. These had both positive and negative impacts on Christianity in Indonesia. As a positive impact, the Indonesian Council of Churches (DGI) and the Supreme Council of Indonesian Bishops (MAWI) were motivated to work together in lobbying the government. The policies also boosted the growth of local leadership in Catholic churches. However, the policies also brought a negative impact in that it became difficult for churches to obtain an IMB (Building Permit). In mid-eighties, Christianity could still perform religious services in churches without any disturbances, but after the 1990s, churches with no Building Permit were banned by some radical Islamic organizations. Preaching the gospel was considered violation of the law and a Christian could be sent to prison for performing this activity.

Purpose The purpose of this study to identify the role of women in political agenda at Azad Jammu Kashmir. The political parties are always considered main gatekeepers to women’s political representation. Existing scholarship highlights the significance of centralized political institutions (parties) with structured set up for the effective representation of women at different levels. However, the functioning of these institutions is greatly influenced by the social and cultural context of a country in which they operate. Design methodology/approach This paper mainly analyzes social and cultural practices and those informal ways that operate within the exited democratic government setup and creates serious obstacles for women’s effective political representation at the party level. For this purpose, a qualitative research methodology is used to get the full insight of the issue at hand. The authors conducted 25 in-depth interviews with women members of three different political parties. Findings The results revealed that both (social context and political structure) have a significant impact on women’s nature and level of participation in the political processes in Azad Jammu and Kashmir. Originality value Prevailing social and political context of Pakistan does not support a truly democratic and centralized political system. Parties are weak entities with the less democratic organizational structure, which ultimately have a negative impact on women’s political representation.
