This paper traces how the government policies on land rights have evolved over recent decades in Nepal and analyses the roles of existing power relations and vested interests in shaping their development and implementation. It is shown that historically entrenched power relations existing in the patrimonial political system have led to a highly unequal distribution of land. Ways to reduce inequality in land ownership to provide access to land for real farmers are essential, but due to these same entrenched power relations, they have not been implemented in earnest and land reforms over the last few decades have been unsuccessful. As a result, the same types of pre-capitalist social relations have persisted in rural areas. These relations have not been able to generate an agrarian surplus that can be invested in agriculture or other sectors of the economy. Furthermore, the concept of ‘property rights’ in relation to land has created a new problem in agrarian development in recent years, by fostering an environment in which people invest in land not to increase production but for speculation. As a result, it has become extremely difficult for poor people to purchase land to have a housing lot or for farming. The present democratic politics and institutions in the post 2006 context have still not shown any capacity or the interest to address the issue of land. Accordingly, the prospects for change at the moment seem bleak even though the rhetoric has increased. Moreover, the changed context calls for a new concept of land reform. This would take into account changes in the agrarian structure and an agrarian economy where mobility is high and injection of cash from outside the country has increased. It is finally argued that successful land reform should be led by grassroots political movements, with limited external intervention.

In an era of global warming, long-standing challenges for rural populations, including land inequality, poverty and food insecurity, risk being exacerbated by the effects of climate change. Innovative and effective approaches, such as Climate Smart Agriculture (CSA), are required to alleviate these environmental pressures without hampering efficiency. In countries with unequal distribution of land, where issues of access to and use of land rank high on the policy agenda, policymakers are confronted with the challenge of implementing interventions such as land reforms, whilst endeavouring to ensure that sustainable agriculture approaches be adopted by farm-households. The aim of this study is to investigate how land reforms can provide an opportunity for policymakers, particularly in lower-income countries, to enhance not only equity and efficiency but also environmental sustainability. In particular, this study builds on an extensive review of the theoretical and empirical literature and employs a conceptual framework analysis method to develop and describe a framework that explores how land reforms can be associated with the CSA approach. The resultant “Climate Smart Land Reform” (CSLR) framework contains four driving pillars, namely land redistribution, tenure reform, rural advisory services and markets and infrastructure. The framework disentangles relevant channels through which land reform, via its four pillars, can foster CSA adoption and thus contribute to the attainment of sustainable increases in agricultural productivity, climate change adaptation and climate change mitigation. The framework also includes relevant channels through which more ‘traditional’ objectives of land reformers, including economic, social and political objectives, can be achieved. In turn, the (partial) attainment of such objectives would lead to improvements in agroecological and socioeconomic conditions of rural areas and populations. These improvements are considered within the framework as the ‘ultimate’ objective of land reformers. The CSLR framework represents an innovative way of conceptualising how land reforms can generate beneficial effects not only in terms of equity and efficiency but also of environmental sustainability.

As we know land reforms on land acquisition is directly associated with different development. It aims to improve poor people access towards mean of social welfare. In fact India and Chhattisgarh state is not an exception the above rule and policies. For land reform and acquisition in Chhattisgarh. In this research paper, an attempt has been made to cover various land displacements in Chhattisgarh. This research paper has been prepared mainly on the basis of secondary data from it. Like other places, Chhattisgarh has also seen the following effects of land displacement, such as in social life, in children, in women, in employment, the opposite effect is seen. An attempt has been made to explain the impact of land displacement in Korba, Chhattisgarh, where the common life of the displaced people has been particularly affected.

One of the problems faced by the Indonesian people is the unequal distribution of doctors, especially in villages and other disadvantaged areas. One of the causes is the low interest of medical students and doctors to work in the area. The government as the highest authority holder should have made efforts to solve a state problem as outlined in the form of government policy. Recent research conducted by Kharinnisa et al in 2016 identified several factors that influenced the interest of medical students to work in rural areas. This study was conducted to determine the relationship of these factors with government policy. This study is a descriptive qualitative study in the form of a literature study. Of the eight factors, only half are supported by government regulations, namely having visited rural areas, career opportunities, income potential, facilities in rural areas and factors not yet supported by government regulations include university location, family economic status, closeness to family and spouse. Therefore it is necessary to study the formation of government policies that can support all these factors along with the proper implementation of these policies.

This chapter focused on the issues of social exclusion in the education sector in Zimbabwe. The primary focus was on the primary and secondary school education systems in the country. Using the lenses of the social exclusion concepts, the chapter looked at how the inequalities are informed by a chain of historical developments including colonialism, the effects of the Structural Adjustment Programmes of the 1990s, and the effects of the Fast Track Land Reform Programme, as well as the Indigenization and Economic Empowerment acts. The chapter submits that the children in urban high-density areas, farming, and rural areas are victims of structural inequalities that have led to social exclusion in the education sector. There is the need for the Government of Zimbabwe to address these inequalities as a matter of urgency.

This article discusses on poverty rate and inequlity in urban and rural areas during 2011-15. It shows that poverty rate tends todecrease. The poverty in rural area is worse than that in the urban one. The urban poor people work in the informal sector or in the small business. The poor in the rural areas work in the agriculture sector. The majority of poorest provinces is in the east Indonesia. However, the majority of the poor people live in Java island. Eventough the income inequility in Indonesia is moderate, but it  has been increased since 2011. There are many more poor people above the national poverty line. The government could inprove rural and east Indonesia infstructure in order to increase agriculture production. In this way the poverty in rural area and the gap between east and west Indonesia could decrease.

Based on the generalization and analysis of modern scientific and applied approaches and real results of land transformations in the last century in transition economies, the article reveals the essence of the nature of market and egalitarian land reforms, as well as their goals and general economic results. Egalitarian reform has as its main priority a rapid reduction of rural poverty and development of the new landowners’ skills to build their potential for its implementation in the general societal context. Market-oriented land reform aims at economic efficiency of the market based allocation of resources to ensure the growth of export-oriented agricultural production. Egalitarian land reform focuses on human and the realization of his or her basic rights, while market land reform focuses on the economy. Empirical data on land reforms in China show that their egalitarian nature was based on the creation of a society with equal opportunities of its members in the management of and access to land resources and material benefits obtained from them, and on ensuring a wide spread of the benefits from rural growth in society as a whole. Currently, China is the only country in the world that progressed from a "country of low human development" in 1990 to a "country of high human development" in 2018. The author proves that the purpose of land reform cannot be primitivized to a simple division of land into plots for transfer to private ownership based on free market turnover. Guaranteeing basic human rights and achieving public welfare from a land reform are achieved not only via obtaining land in private ownership, but also via supporting these acts with a fair distribution of control over the production process. Imposing on society a pseudo-scientific concept that land is a commodity that, like an apartment, mobile phone or bag of feed, can be freely bought and sold on market at open auctions, which will consolidate the country's economic power would inevitably lead to even greater income polarization, violation of basic human rights and, consequently, to social confrontations and significant social upheavals. <p>This research assesses how poverty-based resettlement programs make a contribution to poverty reduction and controlling migration of ethnic people in rural Laos. In 2009, the government of Laos launched new resettlement programs in six northern provinces. The programs aimed to improve the accessibility to land of people who were remaining poor in some rural areas. Primarily, poor people were required to resettle in a village where land could be available for them.  I investigated two resettlement sites in Thathome district, Xiangkhoang province. I applied a qualitative approach to examine the poverty experiences of settlers. In particular, I focused on identifying the causes and impacts of poverty-based resettlement programs on ethnic migrants. Semi-structured interviews were used to gather responses from migrants, government officers and host villagers. Two focus group interviews were organized with migrant participants who came from different locations.  The findings revealed that poverty-based resettlement programs did not directly address the core causes of poverty and migration of poor people in rural Laos. Conversely, the improper planning and implementation of programs were responsible for poverty that happened in the resettlement sites. The programs were carried out while the local government was hampered by insufficient funds. There was little support and assistance provided to settlers during the transitional periods. As a result, settlers faced worse hardship than they had in their original villages. Poverty-based resettlement programs instead of reducing poverty had created a situation whereby there was a greater potential for poor people to become trapped in continued poverty.</p>

People living in the rural areas in developing countries are deprived of the basic needs including health. In Bangladesh, the rural poor people are facing difficulties to be facilitated from the enhanced medical services, mostly because of the increased medical expenses, and the time required to complete the whole process. Henceforth, it is necessary for the government to enhance the medical facilities to its rural citizens for proper development. It has been argued that the health card service system in Bangladesh can enhance the medical services. However, no studies have been conducted to investigate the impact of health card on the quality of life of rural people in Bangladesh. This study attempts to investigate this issue from actual beneficiary perspective. The main objective of this study is to provide a synopsis of the roles of health card on rural citizen of Bangladesh. The data were collected through telephone and face to face interview from a purposive sample in rural community, Bangladesh. The findings show that by using health card service system, rural poor people can get the facilities to visit the doctor directly whereas previously they had to buy ticket and wait for a long time in front of the doctors’ room. The result of this study suggests that, by using health card the quality of medical service can be enhanced as well as the time, cost and number of visit can be minimized. The findings of this research will be very useful for policy maker in Bangladesh.

The Partnership and Community Development Program (PKBL) is one of the implications ofpublic policy which aims to realize the three main pillars of development that have been announcedby the government and constitute a political promise to the community to reduce the number ofunemployed (pro-jobs), reduce the number of poor people (pro-poor), and increase economicgrowth (pro-growth) around the area of mining operations. The purpose of this research is todescribe the implementation and identify the results of the evaluation of the implementation of thePartnership and Community Development Program (PKBL) of PT Timah Tbk in Bangka Regencyin 2019. The Theory used in this field is Merilee S. Grindle's Public Policy Implementation Theory,which initiates the implementation of public policies that can be measured from the process ofachieving outcomes, namely whether or not the policy objectives to be achieved. Beside usingGrindle's Theory of Public Policy Implementation, this study also uses William Dunn's Theory ofPublic Policy Evaluation. Dunn illustrates that evaluation is concerned with the production ofinformation about the benefits of the results of wisdom. This research uses a descriptivequalitative approach, whose primary data sources are from unstructured interviews withinformants. The number of informants in this study was 18 people consisting of 10 people asrecipients of partnership program assistance or fostered partners and 6 recipients of communitydevelopment program assistance and 2 members of the unit CSR of the PKBL in PT Timah Tbk.The main findings that of the research are unequal distribution of guidance to fostered partners,the weakness of the monitoring mechanisms and dysfunction of laws and regulation.
