Аннотация В статье рассматриваются основные направления формирования стратегии инновационно-производственного развития, представлен комплекс мероприятий, обеспечивающих технологическое развитие организаций. Представлены сценарии инновационно-производственного развития, основанные на различных технологических траекториях, проведен их анализ. Предложены мероприятия по компонентам развития в соответствии с вариантом сценария и выявлены существующие обстоятельства, ограничивающие применение сценариев инновационно-производственного развития. The article discusses the main directions of formation of the strategy industrial development, a set of measures is presented to ensure the technological development of organizations. Scenarios of innovation and production development based on various technological trajectories are presented and analyzed. Measures are proposed for the components of development in accordance with the scenario variant and the existing circumstances are identified that limit the using scenarios of innovation and production development.

Industries account for about 30% of total final energy consumption worldwide and about 20% of global CO2 emissions. While transitions towards renewable energy have occurred in many parts of the world in the energy sectors, the industrial sectors have been lagging behind. Decarbonising the energy-intensive industrial sectors is however important for mitigating emissions leading to climate change. This paper analyses various technological trajectories and key policies for decarbonising energy-intensive industries: steel, mining and minerals, cement, pulp and paper and refinery. Electrification, fuel switching to low carbon fuels together with technological breakthroughs such as fossil-free steel production and CCS are required to bring emissions from energy-intensive industry down to net-zero. A long-term credible carbon price, support for technological development in various parts of the innovation chain, policies for creating markets for low-carbon materials and the right condition for electrification and increased use of biofuels will be essential for a successful transition towards carbon neutrality. The study focuses on Sweden as a reference case, as it is one of the most advanced countries in the decarbonisation of industries. The paper concludes that it may be technically feasible to deep decarbonise energy-intensive industries by 2045, given financial and political support.

Changing the priorities of economic development in transition to post-industrial society inevitably causes reviewing approaches to the role of innovation in modern economy. If in the era of industrial development of society innovations are considered mainly as a factor of technological development, in case of a post-industrial society innovations should be considered in a broader perspective. Innovative technologies in all their diversity are being introduced not only in the technological sphere, but also in education, in the service industry, housing and communal services, life support sphere, etc. The problem of shifting regions and separate territories to innovative development approaches is one of the key issues in forming an economy based on knowledge. “Nuclear” cities, where development of nuclear technologies is implemented both for defense and civilian purposes (nuclear power plants, nuclear fuel production, etc.), can be ideally used as territories of advanced social and economic development (TASED) primarily thanks to human potential of these cities. The article analyzes recent humanitarian and technological changes, called the “humanitarian technological revolution” (HTR), and their impact on the speed and effectiveness of innovative changes in this area.

Increased competition between producers has now become one of the critical features of the country’s economy. Within the framework of the Water Strategy of the Russian Federation, technological issues play a significant role both in the protection of water resources and in compliance with the safety requirements and favourable quality of the water used. For more than 20 years worldwide, there has been a transition from a hazard-oriented to a risk-oriented approach in the organization of nature and water protection activities. The use of a risk-based approach determines the mandatory monitoring of all pollutants and calculation methods for assessing various types of toxicity of a substance, their hazardous concentrations based on knowledge of the structure and information about the hazard of substances from international databases and registers. Based on the analysis of the main provisions of the Water Strategy of the Russian Federation until 2020 in conjunction with the conditions of water use affecting the health of the population, the priority problems of technological development in the water protection sector and their medical and preventive support were identified. Measures have been outlined to ensure the compliance of the technology for the protection of water bodies, sources of household and drinking water supply to the population and industrial development for monitoring the effectiveness and efficiency of hygienic regulation, sanitary and epidemiological examination of project documentation and a risk-oriented approach to ensuring the activities of business entities on the territory of sanitary protection zones of drinking water sources: water supply, wastewater treatment from point and diffuse sources of pollution.

Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.

The development and implementation of the strategy has long been the focus of scientists and practitioners. But, despite the extensive scientific Arsenal, the tasks facing economic managers do not become easier. In many ways, this situation is due to the fact that in the face of growing uncertainty, which is typical for any, both developed and developing markets, it is increasingly difficult to imagine the «image of the future» and formulate the strategy goals to subordinate the company’s activities to the achievement of these very goals. In a sense, the correct formulation of the problem of long-term development can serve as a foresight, which is used to identify factors that can have an impact on the economy and society in the medium and long term. However, what is the connection of foresight with the setting of goals of the strategy of the industrial enterprise and the choice of mechanisms for the implementation of the chosen strategy – these questions require answers, without which the scientific base of strategic management will not be complete. An attempt is made to find an answer to the question of what hinders industrial development under conditions when the scale of technological modernization is not accompanied by a change in the structure of production. The solution to this problem is proposed to be sought in institutional transformations, on the basis of a theoretical understanding of the laws that determine the technological development of modern industry and the application of the methods of the theory of artificial intelligence systems. The proposed approaches of economic and technological development of territories, states, industries and individual industrial enterprises will allow the most effective financing of investment programs for industrial development.

The relevance of the research topic is due to the need to strengthen and expand the technological transformation of the Russian economy, which should contribute to the growth of high-tech products production and increase the competitiveness of domestic manufacturers in the world market. The hypothesis of the study is that the component features of the intellectual capital of the industrial region determine the predisposition/absence of predisposition of its economy to make a transition to a new dominant technological structure. The purpose of the scientific research is to identify the types of intellectual capital and which of them form the predisposition of regions to the technological transformation of their economies. During the study, the following tasks were solved: structural elements of intellectual capital that affect the innovative and technological development of the region, namely: education, are justified; innovative competencies; innovative skills; altruism; cognitive and non-cognitive competencies; sensitivity to change and adaptation to technological changes. Extractive, mono-inclusive and multi-inclusive type of intellectual capital of industrial regions, corresponding to the fourth, fifth and sixth technological framework, respectively, is disclosed. A methodology for estimating intellectual capital, which determines the dominant technological structure of the economy of the industrial region, has been developed on the basis of the use of the matrix method and Frobenius norms, which make it possible to conduct research over a long-time interval taking into account the dynamic trends of the main capital elements. The testing of the author's methodology revealed that such territories as Kemerovo Region, Nizhny Novgorod Region, Perm Territory, Republic of Bashkortostan, Republic of Tatarstan, Sverdlovsk Region, Udmurt Republic, Chelyabinsk Region, Chuvash Republic and Yaroslavl Region have intellectual capital for further technological development of the region's economy. The novelty of the obtained results lies in the development of a typology of regions, which enables one to identify the territories most prone to further technological transformation of the economy in the context of types of intellectual capital. The practical significance of the results obtained lies in the possibility of their use by authorities as a tool for developing a strategy for industrial development and structural adjustment of the economy of industrial regions.

This paper examines whether technological advances benefit more from path-dependent or path-creating capabilities. Consistently with recent advances in the literature, we argue that multiple technological trajectories can coexist in a field; therefore, firms may contribute to technological development by recombining in novel ways the capabilities that are widespread in the field, or by building novel and rare capabilities. The paper also conceptualises how technological uncertainty affects the value of such capabilities. Using patent data from 1977 to 2007 for firms developing the hydrocracking technology, the paper finds that both rare and widespread capabilities are valuable to the invention process, thereby suggesting that both path-dependent and path-creating strategies are beneficial for technological development. The paper shows that uncertainty has an inverted U-shaped effect on invention value. In particular, under conditions of low uncertainty, path-dependent capabilities tend to be more valuable.

Changes in the priority areas of financing in the field of subsurface use and their widespread reorientation to the search for alternative sources of raw materials which could ensure the development of modern high-tech industries are the promising direction for the country's growth in sustainable development conditions and Green Energy Transition. And at the moment the only resource that can ensure safe progress in the future and plays an important role in today's technological development is rare earth elements (REE). Within the framework of this study information on the current state of awareness about the REE mining prospects in Ukraine was analyzed and generalized; the systematization and updating of available data on quantitative and qualitative REE ore occurrences and deposits characteristics and their geological and industrial parameters was done; the main obstacles / barriers to the active mining development on these objects of potential extraction were identified. The obtained ranking results of domestic deposits and REE manifestations prove the expediency of investing in geological exploration and mining operations conducted in certain areas, which are identified as the most attractive for further industrial development and generally emphasize the prospects of the studied area and justify the need in intensification of selected rare earth objects field development.

The specific features of Samara origin and of the formation of industrial areas in its historical part are viewed. The location of enterprises at earlier stages of industrial production development was defined first of all by natural factors: enterprises were located along the rivers. The end of the XIXth century for Samara is characterized with significant outburst of agriculture, especially of flour-milling industry. Samara was one of the main flour suppliers to European countries. The construction of Samara Zlatoust Railway and the development of river shipping provided new perspectives for the development of the city and facilitated its transforming into a large industrial center of Russia.

Concerns about Third World military industrialization, which animate a broad range of international security debates, often take for granted the South's capacity for sustained military-industrial development. A convergence of favourable conditions spurred rapid defence-sector growth in much of the South beginning in the late 1970s. But the increasingly competitive character of the global arms economy and the turbulent political situations of most would-be military industrializers have derailed this growth. The collapse of Brazil's defence sector in the early 1990s illustrates that the largest barriers to Third World military industrialization are not financial or technological but rather institutional. Simultaneous domestic-political and global-market changes destabilized the institutional foundation of Brazilian military-industrial growth, despite the defence sector's impressive technological, industrial, and political advantages. It has proven impossible to reconcile the military's domestic political needs in post-authoritarian Brazil with the global-market integration on which the sector's financial and technological development depends.
