Intellectual Capital of Technological Transformation of Economy of Industrial Region

The relevance of the research topic is due to the need to strengthen and expand the technological transformation of the Russian economy, which should contribute to the growth of high-tech products production and increase the competitiveness of domestic manufacturers in the world market. The hypothesis of the study is that the component features of the intellectual capital of the industrial region determine the predisposition/absence of predisposition of its economy to make a transition to a new dominant technological structure. The purpose of the scientific research is to identify the types of intellectual capital and which of them form the predisposition of regions to the technological transformation of their economies. During the study, the following tasks were solved: structural elements of intellectual capital that affect the innovative and technological development of the region, namely: education, are justified; innovative competencies; innovative skills; altruism; cognitive and non-cognitive competencies; sensitivity to change and adaptation to technological changes. Extractive, mono-inclusive and multi-inclusive type of intellectual capital of industrial regions, corresponding to the fourth, fifth and sixth technological framework, respectively, is disclosed. A methodology for estimating intellectual capital, which determines the dominant technological structure of the economy of the industrial region, has been developed on the basis of the use of the matrix method and Frobenius norms, which make it possible to conduct research over a long-time interval taking into account the dynamic trends of the main capital elements. The testing of the author's methodology revealed that such territories as Kemerovo Region, Nizhny Novgorod Region, Perm Territory, Republic of Bashkortostan, Republic of Tatarstan, Sverdlovsk Region, Udmurt Republic, Chelyabinsk Region, Chuvash Republic and Yaroslavl Region have intellectual capital for further technological development of the region's economy. The novelty of the obtained results lies in the development of a typology of regions, which enables one to identify the territories most prone to further technological transformation of the economy in the context of types of intellectual capital. The practical significance of the results obtained lies in the possibility of their use by authorities as a tool for developing a strategy for industrial development and structural adjustment of the economy of industrial regions.

In the current international environment — with fashion on international sanctions, in particular, limiting the possibilities of purchasing high-tech equipment from abroad and dependency of the exchange rate of the ruble against various political provocations — the Russian Federation has faced with the necessity of re-industrialization of the ‘raw’ model of the economy and stimulation of the development of its inner potential. It should be noted that, in accordance with the Plan for promoting import substitution in industry No. 1936-r of 30 September 2014, approved by the order of the Government of the Russian Federation, the Ministry of industry and trade of the Russian Federation has developed and is implementing 22 sectoral plans for import substitution in selected industries of the Russian Federation. In this regard, it is particularly important to study international experience in the field of import substitution policy. The validity and reliability of presented study are achieved by applying a systematic approach and scientific methods of analysis and synthesis, deduction and induction, as well as regulatory, empirical method, etc. As a result of the analysis of international experience, it was possible to identify measures that can improve the efficiency of the state policy of import substitution, including through the use of offset mechanisms in civilian industries and the development of the institution of public procurement, certification, and standardization. In conclusion, the author proposes measures that can improve the policy of import substitution. The practical significance of the article consists in the possibility of applying the results of the study in the elaboration of industrial development programs and further research.

Changes in the priority areas of financing in the field of subsurface use and their widespread reorientation to the search for alternative sources of raw materials which could ensure the development of modern high-tech industries are the promising direction for the country's growth in sustainable development conditions and Green Energy Transition. And at the moment the only resource that can ensure safe progress in the future and plays an important role in today's technological development is rare earth elements (REE). Within the framework of this study information on the current state of awareness about the REE mining prospects in Ukraine was analyzed and generalized; the systematization and updating of available data on quantitative and qualitative REE ore occurrences and deposits characteristics and their geological and industrial parameters was done; the main obstacles / barriers to the active mining development on these objects of potential extraction were identified. The obtained ranking results of domestic deposits and REE manifestations prove the expediency of investing in geological exploration and mining operations conducted in certain areas, which are identified as the most attractive for further industrial development and generally emphasize the prospects of the studied area and justify the need in intensification of selected rare earth objects field development.

The Strategy for spatial development of the Russian Federation for the period up to 2025, which relies on the identification of effective specialisations, does not allow unambigu ously recognising industrial regions and forming approaches to assess their role in ensuring the national security. The paper focuses on the problem of identification of industrially devel oped regions in the context of spatial, scientific, technological and industrial development of the country. The research builds on a set of methodological approaches to the identification of industry-oriented regions, which enables the author to distinguish between two groups of classi fications: the ones based on the structural approach and the ones using industrial specialisation. The structural approach is one of the most widely applied for classifying regions and identify ing industrial-oriented regions among them. The author proposes a multi-criteria classification method, which also is based on the evaluation of the share of industry and manufacturing in GRP, as well as includes a number of additional classification criteria (GRP per capita, fixed capital investment per capita, the share of manufacturing and extractive industries in industry, etc.). Applying the multi-criteria classification, the author identifies the industrially developed regions of Russia and clarifies their role in ensuring the national security. The researcher as sesses the potential for new industrialisation in industrially developed regions on the basis of the high-tech and knowledge-intensive industries in GRP and the volume of domestic research and development expenditures. The theoretical and practical significance of the research lies in justification of the need for optimal choice of priorities for industrial development in the spatial context.

Introduction. Industry serves as the basis for meeting the needs of the national market and building a powerful export potential of the country. The public financial policy should aim at creating favorable conditions for investing in industry, which determines the relevance of the research. Purpose. The objective of the paper is to carry out a comparative analysis of the main mechanisms of the public financial policy of the industrialized countries of the world, to identify the existing trends in the development of industry in Ukraine, and to make recommendations on borrowing of the global experience in Ukraine. Results. A comparison of the mechanisms of implementation of the public financial policy in the industry of the United States, China, Japan, Germany, the Great Britain, Italy, and France has been carried out. The trends of industrial development in Ukraine have been determined. The scientific novelty consists in the recommendations suggested by the authors for ensuring the effective development of the industry, namely: in the creation of the State Innovation Bank, which would undertake soft lending of innovative projects and in the exemption from taxation of d enterprises in the event of their merger with a loss-making enterprise. Thus, the state will promote the creation of conditions for the progressive technological development of industry, increase its innovation and investment attractiveness. Enterprises will receive additional or cheaper financial resources, which will be able to invest in modernization and upgrading of productions, primarily high-tech. In view of the effective intended use of resources released as a result of taxation, it is suggested to conclude a special agreement between the controlling body and the taxpayer, according to which the payer will assume the obligation to effectively dispose of the financial resources.

The paper analyzes the factors that determine the vectors of increasing the competitiveness of industrial enterprises, including agricultural machinery. Based on this analysis, the article describes the stages and directions of entry of industrial enterprises into the field of competitiveness. (Research purpose) The research purpose is in identifying and analyzing opportunities to improve the competitiveness of industrial enterprises, including agricultural machinery. (Materials and methods) Used materials on the state of competitiveness of domestic agricultural machinery, reflected the main points related to the management of the competitiveness of enterprises in the industry. Authors analyzed government documents on this issue. The pace of industrial development in the leading countries and the pace of increasing market demands for product quality, has increased significantly in recent years and is becoming increasingly unattainable for Russian manufacturers, especially for agricultural machinery enterprises. (Results and discussion) The article points out that the State Program of the Russian Federation N2539-r of April 15, 2014 sets tasks to ensure the technological development of the domestic industry on the basis of the creation and implementation of breakthrough, resource-saving, environmentally friendly industrial technologies for the production of competitive high-tech products. In order to increase the competitiveness of the industry enterprises, it is necessary to provide conditions for the formation of their own industry for the production of competitive products with parameters exceeding the parameters of the competitor's products. (Conclusions) The article considers options and trends for improving the competitiveness of products that can be applied to all industries, including agricultural machinery. To achieve these goals, it will be necessary to review the country's development priorities, elaborate and refine the proposed strategy with the involvement of qualified specialists in the field of economics, engineering, and technology.

The review article is devoted to a search for unconventional solutions to established problems of old industrial regions. The economy of historically industrial territories is under the influence of long-term and complex factors of industrial specialization, socio-demographic processes, cultural and moral norms of the population, as well as political fronts. These factors are involved in modeling the system of "hereditary memory" of regions, which is responsible for regional predisposition to a certain type of innovative, social, industrial, political and other processes. The aim of the study is to identify genetic codes that determine the specific features of socio-economic transformations in old industrial regions. The hypothesis of the research is that the socio-economic development of an old industrial region is to a certain extent determined by a system of its interrelated genetic codes that determine the established specialization and predisposition of the territory to various endogenous processes. The methodology of the survey study is made up of the methods of system-functional and system-historical analysis of scientific publications, reflecting solutions to the problems of socio-economic development of old industrial regions. It is substantiated that each old industrial region has “defining” genetic codes: production, social and institutional ones. Together, these codes represent the fundamental hereditary program of the economic evolution of the territory and contain a set of endogenous factors of the development of the territory, formed and transmitted from generation to generation in the process of the life of society. It is shown that each region also has “dynamic” genetic codes that can be identified as innovative, infrastructural and sociocultural. All these codes are generated at the level of the connections of "defining" codes; they are able to cause revitalization of territories and ensure further stages of the evolutionary development of the territories under consideration, provided that these compounds are not defective. The scientific novelty of the results lies in the development of theoretical and methodological provisions of economic genetics as a modern interdisciplinary science, allowing one to understand in a new way the determinants and patterns of development of industrial regions, based on the experience of old industrial territories. The practical significance of the results obtained lies in the possibility of their use by the authorities as an additional tool for the development of tactical and strategic solutions to stable problems of historically industrial territories, increasing the effectiveness of their implementation.

The sustainability of the development of old industrial regions is under threat during the 4th industrial revolution. Social, institutional and innovative factors are becoming critical for development in addition to task of solving environmental problems. The article describes methods of assessment of sustainable development factors of the old industrial region. The old industrial regions of the Ural Federal Okrug became the field for approbation of method. Results of analysis showed the preservation of environmental threats and food security of Ural regions. The Sverdlovsk and Chelyabinsk regions demonstrated a high level of development of the industry and regulatory environment, and sufficient financial independence. Subsidized dependence, the decline of industry and bad regulation characterize the Kurgan region. Thus, a high quality of regulatory environment and level of development of social sphere, innovative orientation of the economy ensure the sustainable development of the Sverdlovsk and Chelyabinsk regions. Low parameters of sustainability factors for the Kurgan region keep it in the trap of socio-economic failure. The research confirms the hypothesis of a high correlation of factors and their influence on regional development. The conclusions have practical significance for regional authorities and development corporations.

The paper dedicates in commemoration of K.A. Bagrinovsky, known scientist, doctor of economic sciences, professor. His thesis was theoretic problems of mathematical modeling and operation of economy. His works in the operations research, the methods making decision, the simulation were received in scientific world. The analysis and the modeling of the mechanisms for scientific and technological development for the production systems of different level in economic hierarchic both centrally controlled economy and making mechanism were conduced by Bagrinovsky in CEMI RAS. The paper presents the investigations (2001–2015) of the analysis and the simulation of the different mechanisms of the innovational activity. It also discusses the methods of the development the complex of the simulation models. In a sense simulation modeling is the science and the art as the selection of the salient parameters for the construction model, intake simplification, the computer experiment and the making decision based on scarcity of accuracy models rest on the heuristic power of men: the practical trial, the intelligence and the intuition. K.A. Bagrinovsky introduced the considerable endowment in the development of this direction for economic and mathematical investigation.The principal object was to show that the relationship between the innovational policy and the technological structure, scientific research sector and the introducing of the progressive production and the organizational structure is obtainable by the models. The character of these relationships may be to use in control of the parameters for the modernization economic. The construction simulation models and the experimental computation analysis were presented the investigations the different mechanisms of the innovational development ant the variants of the estimation have been accomplished on the modeling level by the computer experiment.
