The purpose of this study is to explore how community empowerment is carried out by village governments through village funds in village Langen Sari, West Java, Indonesia. The community empowerment is realized through Village Fund Allocation (ADD). 30% of the Village Fund Allocation is used for operational costs of the Village Government and the Village Consultative Body (BPD), 70% for community empowerment, and strengthening the capacity of the Village Government. The research method used is descriptive research with a qualitative approach using Milles and Huberman's analysis methods. The results showed that the use of Village Fund Allocation for the community empowerment component was not yet on target. Community participation is a significant factor in launching community empowerment, while a lack of human resources and weak supervision are obstacles.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

Abstract The aims of this study are to determine the Effectiveness of Village Fund Allocation Management in the 2018 Village Income and Expenditure Budget in Dawan Klod Village, Dawan District, Klungkung Regency, and to find out the factors that become obstacles in the Management of Village Fund Allocation in Dawan Klod Village. The sample method of this study uses a purposive sampling technique with a sample size of 30 respondents. The method uses to collect the data in this study are interviews and documentation. The data analysis uses in this study is descriptive qualitative methods with effectiveness ratios. The types of the data in this study are primary data and secondary data with research subjects consisting of the Village Government, the Village Consultative Body, the Village Community Empowerment Institute and the community of Dawan Klod Village. The result shows that the effectiveness of Village Fund Allocation Management in Dawan Klod Village in 2018 includes in the effective category, with an effectiveness level of (100%). With the support of the village program, 90% have been implemented. And at the planning stage, starting with the formation of an implementation team and the results of the development of community participation is very high and active in every activity, due to the transparency of the information conveyed by the Dawan Klod Village apparatus to the community. At the implementation stage it can be said to be effective, which is the use of the Village Fund Allocation budget can be resolved properly. In the accountability stage, the process of managing Village Fund Allocation is included in the effective category, in which the accountability report preparation is prepared by the Dawan Klod village government and there is an evaluation of activities carried out together with the Dawan Klod Village community. And in this study, there are no factors which become obstacles in the management of the Village Fund Allocation in Dawan Klod Village. Keywords: Effectiveness; Management; Village Budget and Revenue (Village Budget); Village Fund Allocation Abstrak Penelitian ini bertujuan untuk mengetahui Efektifitas Pengelolaan Alokasi Dana Desa pada Anggaran Pendapatan dan Belanja Desa Tahun 2018 di Desa Dawan Klod, Kecamatan Dawan, Kabupaten Klungkung dan untuk mengetahui faktor-faktor yang menjadi penghambat dalam Pengelolaan Alokasi Dana Desa di Desa Dawan Klod. Metode sampel dalam penelitian ini menggunakan teknik purposive sampling dengan jumlah sampel 30 responden. Metode pengumpulan data yang digunakan dalam penelitian ini adalah wawancara dan dokumentasi. Analisis data menggunakan metode deskriptif kualitatif dengan rasio efektivitas. Jenis data dalam penelitian ini adalah data primer dan data sekunder dengan subjek penelitian yang terdiri dari Pemerintah Desa, Badan Permusyawaratan Desa, Lembaga Pemberdayaan Masyarakat Desa dan masyarakat Desa Dawan Klod. Hasil penelitian menunjukan bahwa Efektifitas Pengelolaan Alokasi Dana Desa di Desa Dawan Klod Tahun 2018 termasuk dalam kategori efektif, dengan tingkat efektivitas sebesar (100%). Dengan didukung program desa yang terlaksana sebanyak 90%. Dan pada tahap perencanaan, dimulai dengan pembentukan tim pelaksana dan hasil musrembang partisipasi masyarakat sangat tinggi dan aktif disetiap kegiatan, dikarenakan transparansi informasi yang disampaikan oleh perangkat Desa Dawan Klod kepada masyarakat. Pada tahap pelaksanaan dapat dikatakan efektif, yang mana penggunaan anggaran Alokasi Dana Desa dapat terselesaikan dengan baik. Pada tahap pertanggungjawaban, proses pengelolaan Alokasi Dana Desa termasuk dalam kategori efektif, dimana penyusunan laporan pertanggungjawaban disusun oleh pemerintah Desa Dawan Klod serta adanya evaluasi kegiatan yang dilakukan bersama masyakat Desa Dawan Klod. Dan pada penelitian ini, tidak ditemukan faktor-faktor yang menjadi penghambat dalam pengelolaan Alokasi Dana Desa di Desa Dawan Klod. Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. Abstract The Village Library has full responsibility in terms of empowering knowledge for the community. This is because the village library has a strategic position in rural communities. The empowerment of this knowledge is very closely related to the achievement of prosperity both materially and nonmaterial. In the empowerment of knowledge refers to the existing conditions of the village library, potential maps, and problems that exist in the Paseban Village community. This research uses a case study with a qualitative approach. Data collection techniques used are observation, interviews, documentation, audio-visual material (Creswell). Analysis of the data used is Creswell data analysis. The researcher chooses to use qualitative validity and reliability to demonstrate the validity of the data as well as the accuracy of the research results. The results of this study are that the Paseban Village Government has carried out empowerment related to tourism development, BumDes, and through the provision of the internet. However, it is not under the auspices of the village library. The empowerment carried out is partial, not centered on the village library. Paseban Village Government has not fulfilled the three aspects of empowerment, namely a) enabling, b) empowering, and c) protecting. So that there is a need to develop a model of knowledge empowerment in the Paseban Village Library, including: a) enabling (village library as a center of knowledge, village library creates an atmosphere that allows the potential of the community to develop by maximizing the function of the library; b) empowering (strengthening the village library as a center of knowledge , strengthening the village library in creating an atmosphere that enables the potential of the community to develop by maximizing the function of the library with concrete steps, the concept that is in enabling is practiced with concrete steps and the availability of infrastructure that can support the creation of community empowerment; c) protecting ( the village library as a knowledge center establishes an information center that can protect and defend the community in terms of knowledge and information related to the distribution of the results of community innovation, the village library covers everything needed community in developing welfare literacy. Keywords: village library, knowledge empowerment, welfare literacy. Abstrak Perpustakaan Desa mempunyai tanggung jawab penuh dalam hal pemberdayaan pengetahuan bagi masyarakat. Hal ini dikarenakan perpustakaan desa mempunyai posisi yang strategis dalam masyarakat pedesaan. Pemberdayaan pengetahuan ini sangat erat kaitannya dengan pencapaian kesejahteraan baik secara materi maupun nonmateri. Dalam pemberdayaan pengetahuan mengacu pada kondisi eksisting perpustakaan desa, peta potensi, dan permasalahan yang ada pada masyarakat Desa Paseban. Penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dokumentasi, materi audio-visual (Creswell). Analisis data yang digunakan adalah analisis data Creswell. Peneliti memilih menggunakan validitas dan realibilitas kualitatif untuk menunjukkan keabsahan data sekaligus keakuratan hasil penelitian. Adapun hasil dari penelitian ini adalah Pemerintah Desa Paseban sudah pernah melaksanakan pemberdayaan terkait pembangunan wisata, BumDes, dan melalui penyediaan internet. Akan tetapi, tidak di bawah naungan perpustakaan desa. Pemberdayaan yang dilakukan bersifat parsial, tidak terpusat pada perpustakaan desa. Pemerintah Desa Paseban belum memenuhi tiga aspek pemberdayaan, yakni a) enabling, b) empowering, dan c) protecting. Sehinggan perlu adanya pengembangan model pemberdayaan pengetahuan pada Perpustakaan Desa Paseban, antara lain: a) enabling (perpustakaan desa sebagai pusat pengetahuan, perpustakaan desa menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan; b) empowering (memperkuat perpustakaan desa sebagai pusat pengetahuan, memperkuat perpustakaan desa dalam menciptakan suasana yang memungkinkan potensi masyarakat dapat berkembang dengan memaksimalkan fungsi perpustakaan dengan langkah-langkah nyata, konsep yang ada pada enabling dipraktikkan dengan langkah-langkah nyata dan tersedianya sarana prasarana yang dapat mendukung terciptanya pemberdayaan pada masyarakat; c) protecting (perpustakaan desa sebagai pusat pengetahuan mendirikan juga pusat informasi yang dapat melindungi dan membela masyarakat dalam hal pengetahuan dan informasi terkait pendistribusian hasil inovasi masyarakat, perpustakaan desa meng-cover segala hal yang dibutuhkan masyarakat dalam mengembangkan literasi kesejahteraan. Kata kunci: perpustakaan desa, pemberdayaan pengetahuan, literasi kesejahteraan.

In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

This study analyzes the accountability of village funds and the key factors. This study uses a qualitative approach by conducting in-depth interviews with informants at every stage of planning, implementing, administering, reporting, accountability, coaching, and supervision of village financial management. The results of this study indicate that village financial accountability is applied by law number 6 of 2014 with the critical factors of the effectiveness of the village government in managing finances independently but is accompanied by a less than the optimal role of the village consultative body (BPD).

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
