Since the fall of the New Order, the Indonesian government has moved towards a decentralized system of government. The Central Government makes policies that provide the widest possible opportunity for local governments to manage their households in order to improve welfare. This study will present an analysis of the implementation and impact of public policies made by local governments, whether they succeed or fail in their implementation, especially to improve the welfare of the community. This study also describes several alternative ways to solve problems related to policy implementation. This research is qualitative in nature using literature study methods to collect data and analyze it.

This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

One challenge that policy implementation studies face is how to build a structural framework using different variables. This article constructs a path-incentive model of implementation as an analytical framework with which to examine the relationship between central and local government. It consists of two key variables: policy path and incentive. The model embraces four types of implementation: administrative implementation, experimental implementation, flexible implementation, and symbolic implementation. Based on a case study of China’s major public housing policies from 1998 to 2013, the article finds that even if policy goals and the implementation path are sometimes unclear, a strong top-down incentive mechanism will encourage local governments to actively engage in policy experiments. This local explorative approach can enhance an understanding of the policy environment and avoid apportioning blame to the central government for defective policy making. In China, policy implementation not only turns policy goals into real outcomes but also is a means of improving policy paths and incentive mechanisms.

Turkish local governments have undergone a radical transformation since the 1980s. Accompanied by a rhetoric of decentralising and democratising reforms, related legal changes have been criticised in the light of either nationalist or democratic, participatory concerns. At the heart of such important waves of legal reforms lay the municipalities as the main service provider in urban settings. This chapter presents a general overview of the state of policy analysis in Turkish municipalities. It argues that municipalities governed by very strong executives, prioritise populist services delivered through subcontracts and controlled weakly by political and civil actors and arbitrarily by the central government. The classical public policy cycle approach will inform the discussion.

The policy implementation is the very important link and extremely complexly in the process of the policy implementation. It is very significant to analyze the factors in the process of policy implementation, it can help us to understand the public decision-making. In the current, there are many problems in local government public policy implementation, those problems have affected the implementation of national public policy and the healthy development of society, Through the research of the northeast local governments public policy implementation ability, several suggestions can be given in order to enhance the implementation ability.

The problem of waste management in big cities worldwide and especially Indonesia, has become an ongoing issue. Every country globally competes in developing various technologies in waste management, such as sanitary landfills, incineration, gasification, and anaerobic digestion technology. This study intends to describe the right model for waste management, especially for areas in Indonesia. In this case, the writer tries to discuss waste management innovation in Cilacap Regency by using a waste management policy implementation model with Refused Derived Fuel (RDF) technology, which converts waste into alternative fuel to replace coal. In this paper, the writer tries to analyze it with a descriptive design with a qualitative approach. Writing informants were determined by purposive sampling. The results of this study, according to the author, indicate that the implementation of RDF public policy on waste management can be carried out with several approaches, namely: (1) RDF Waste Management Policy Model with a Collaborative Waste Management Service approach; (2) RDF Waste Management Policy Model with the Buy and Sell Cooperation approach of RDF results; (3) RDF Waste Management Policy Model with a Joint Venture (JO) approach; (4) RDF waste management policy model with an Operational Cooperation approach with the presence of foreign assistance, the central government and provincial governments; (5) RDF waste management policy model with the formation of regional companies.

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

Implementing public policies in federations involves clashes of concept and practice. In its design, federalism is not particularly conducive to the formulation and implementation of public policy because the acclaimed strengths of a federal form of government, including diversity, fragmentation of power and sovereignty, and responsiveness to regional and cultural interests, all serve to make the introduction of national policies complex and challenging. This is especially the case regarding the implementation phase of policies which tends to be a most difficult task given the layers and negotiating steps through which policies must pass before being delivered to clients. Success in implementing public policies in federations requires a mixture of strategies that can range from coercion to collaboration and cooperation. Achieving performance with accountability throughout this process has proven difficult in most federations. Moreover most of the literature has avoided the client perspective, in particular whether citizens really care about the vagaries of federal arrangements as they simply want to see the programs that affect their daily lives delivered efficiently, effectively, and accountably.

Regional and local governments are collectively responsible for maintaining the economic health of their communities and managing traffic congestion, air quality, land use, and other related growth-management issues. Yet global climate change and air quality problems result from the consumption of energy in the production of goods and services that help sustain the economy. Public policy solutions to such problems are often difficult to design because of the interrelated nature of the environment, economic activities, and the infrastructure that links them together. A conceptual framework for thinking about the market behavior of consumers and producers as cost minimizers and offering a new way to design public policies using economic and energy efficiency goals is presented for the use of public-policy makers. Production theory can be used to explain how land, vehicles, infrastructure, and energy are combined to produce transportation goods and services. Heat and waste by-products from the production process act as the precursors of air pollution and other global climate-change problems. If public policies are designed to minimize such problems, policy analysis methods need to include those factors that help determine the cost and benefits of prospective policy alternatives, as well as information on how the net benefits of such policies are redistributed in society. A list of criteria to use in selecting analysis methods for this purpose is suggested.

The lens of administration burden is used to examine the behavior of nonprofit organizations when managing regulations attached to public funding and public policy implementation. Interviews with leaders of nonprofit domestic violence advocacy organizations dependent on public funding streams were qualitatively content analyzed to answer three questions. How do nonprofit managers respond to burdensome bureaucratic reporting measures when they are at odds? How do they determine when to comply and when compliance is not possible? What is the outcome for service recipients? The authors find that these nonprofit organizations simultaneously implement multiple public policies while absorbing the accountability costs. They do this to shield their clients from the laborious task of obtaining a spectrum of services across public systems.
