The responsibility of State Civil Servant (ASN) has been clearly stated in the ASN Law. Furthermore, it is also regulated in Government Regulations concerning Employee Discipline. Nonetheless, there is still negative stigma in the implementation and the community judgement, such as laziness in work, money orientation in completing administrative service tasks, misunderstanding of the main duties and functions of the employees, breaking the regulation and looking for shortcuts to achieve goals in gaining positions and even worse, performing corruption. This paper discusses the idea of the role of mental revolution training to become more productive and professional ASN. The mental revolution training is a concrete step in shaping the mental of professional public servants. The subjects of public service mental revolution training material refers to how an ASN should have perspective, way of thinking and working thus that it is likely expected that the training could improve the professionalism of ASN as public servants.

The COVID-19 pandemic is sending shockwaves through communities and economies, and public servants have risen to the novel policy challenges in uncharted waters. This crisis comes on top of considerable turmoil for public services in recent decades, with public management reforms followed by the global financial crisis (GFC) leading to considerable change to public sector employment relations and a deprivileging of public servants. The research adopts the lens of the ‘public service bargain’ to examine the effects of the pandemic across Australian public services. How did Australian public service jurisdictions approach public employment in 2020, across senior and other cohorts of employees? How did this pandemic response compare to each jurisdictions’ response to the GFC a decade earlier? The research also reflects more broadly of the impact on public sector employment relations and to what extent pandemic responses have altered concepts of the diminished public service bargain or the notion of governments as model employers? For many years, governments around the globe have been called on to increase the professionalism of their public services. The New Zealand Government Regulatory Practice Initiative (G-REG) is an illustrative example of a network of government agencies responding to this call by providing a program of standardized training for public servants. This article maps, explores, and interrogates this example to obtain a better understanding of whether a standardized program can help to nurture and increase the professionalism of a community of public servants. It finds that the main challenge of such an undertaking is finding a balance between narrow professionalism (technical expertise and knowledge) and broad professionalism (acting proficiently and ethically).

A website is needed by the government as one of the e-government’s media on public service. This study aimed to determine the effectiveness of the website provided by the special region of Yogyakarta’s provincial government as e-government media on public services. This research used descriptive qualitative design through the analysis results of interviews, observations and documentation. The findings showed that the Provincial Government had determined the audience. The content has tried to serve some needs. The two-way interaction fits the needs of the audience but not fast response. A website is easy to use but there are weaknesses, such as upgrade efforts, creative ideas and innovations. From their aspects, the website of the Provincial Government of Yogyakarta, Indonesia has not been fully effective as an e-government media on public services. For improvement, the special region of Yogyakarta’s provincial government should always continue making innovation to its website following the audience’s needs with the aim to make it more interesting and valuable.   Keywords: Effectiveness, website, e-government.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. Abstrak         Dalam era Revolusi Industri 4.0 terjadi perubahan cepat disebabkan  Perkembangan Teknologi berbasis internet. Dalam perubahan yang cepat tersebut, Pemerintah perlu mampu memanfaatkan era serba digital (‘masyarakat online’). Dalam meningkatkan pelayanan Publik yang baik peran pemerintah diuji. Peneltian ini menjadi sangat penting karena sebenarnya ada permasalahan, pertanyaan dan sekaligus tantangan dasar yang perlu dijawab terkait Pelayanan Publik agar menjadi pelayanan Publik Profesional, dan Komunikatif. Penelitian ini merupakan Penelitian kualitatif (deskriptif naturalistik) dengan mengunakan analisis pendekatan induktif (dari khusus ke umum). Proses dan makna prespektif subjektif dimana peran peneliti sangat menentukan. Penelitian akan dianggab selesai bila Tujuan Penelitian sudah terjawab. Unit analisis dalam penelitian ini adalah Pelayanan Publik yang profesional dan komunikatif. Perkembanga Teknologi Komunikasi berbasis Internet begitu cepat. Pelayanan Publik yang baik akan sejalan dengan prinsip Goodgovernement dan tujuan bernegara Indonesia. Pelayanan Publik yang profesional menjadi kunci, menyelesaikan masalah dengan hati dan sesuai dengan keinginan masyarakat. This research is a qualitative (descriptive naturalistic) study using inductive research analysis (from specific to general). The process and meaning of subjective perspective in which the role of researchers is crucial. The research will be considered complete if the Research Objectives have been answered. The unit of analysis in this study is a professional and communicative in public service. The development of Internet-based Communication Technology is so fast. Good public services will be in accordance with the principles of good governance and the objectives of the state of Indonesia. Professional public service is the key, solving problems with heart and in accordance with the wishes of the community. Public service can be defined as providing services (serving) the needs of people or communities who have an interest in accordance with predetermined basic rules and procedures. Public services view the public as a service target so that they are expected to be able to provide the best dedication in serving a more selective and educative public, as well as managing public policies run by the public bureaucracy. In order to create this, an application of innovation is needed. Innovation is an application or an effort to bring new ideas into implementation with a fairly large change of steps, lasts quite a long time and is quite general in scale. Padang Pariaman Regency is one of the rice producers in West Sumatra Province. Not only that, Padang Pariaman also has agricultural potential such as food crops, plantations, and so on. The agricultural sector is a sector that is able to survive and is utilized by the government to overcome the global economic crisis. For this reason, in addition to making innovations related to health and administration, the West Sumatra Provincial Government is focusing on increasing public service innovation in agriculture. This study aims to identify innovations in the West Sumatra Provincial Government related to improving public services within the Government. This research uses descriptive quantitative method. As a result, the Padang Pariaman Regency Government can improve food security, improve agricultural market information services, farm business administration, and increase plantation yields, which can facilitate and improve the lives of farmers. Suggestions for increasing public service innovation in the agricultural sector of Padang Pariaman Regency are expected that the Government can continue to evaluate the innovations that have been implemented.

n the case of Public Servants Association obo Olufunmilayi Itunu Ubogu v Head of Department of Health, Gauteng and Others (2018) the Constitutional Court found that the provisions of the Public Service Act of 1994 which empowered the state to unilaterally deduct moneys that was onerously paid to the salaries of employees was unconstitutional. The state was empowered by section 38(2)(b)(i) of the Public Services Act of 1994 which does not require a consent of employees as and when the employer is deducting some money from the salary of the employee. The Constitutional Court held that section 38(2)(b)(i) gives the state unrestrained power to determine instalment without an agreement with an employee. The court also found that section 38(2)(b)(i) permits the state takes law into its own hands and become a judge of its own case. On this basis, this section did not pass constitutional muster. This article will critically analyse the decision in Public Servants Association obo Olufunmilayi Itunu Ubogu v Head of Department of Health, Gauteng and Others in view of the application and interpretation of the principle audi alteram partem rule on salary deduction and benefits of public servants.

Public service is very important for any society development. One can see the role of the mature governments innovation in creating what is called developed and developing nations. Therefore, innovation and management of change experts see that this innovation starts with addressing cultural dynamical needs. The scope of this dynamic need or challenge that was defined by Demello and Furseth (2016) is the capacity to support “Independent Living”. This innovation requires also a deep understanding the essence of public service development needs through linking the keywords that reflects the standard of living with the changes in demographics and socio-economic challenges.“Innovation and Culture in Public Sector” targets to address a growing trend toward innovation in public services and thus to establish specific points of integration between public and private entities that would ensure unique delivered outcomes. The book aims to improve the ability to innovate successfully in large-scale public/private endeavors that would create governments that targets to create inspiration waves for its targeted communities, Buheji (2016).
