This study aims to describe the implementation of integrated quality strategic management of Islamic education perspective. The method used in this research is a literature study by collecting (material materials) sourced from various books, journals, and other sources. The results of the study indicate that the application of strategic management of integrated quality of Islamic education perspective is that the existence of Islamic educational institutions will be advanced and qualified if the management system implements TQM which in its operation is full of the concept of ihsan as a whole. The implementation of TQM must of course be preceded by quality planning or ihsan planning. The planning is actually an application of intentions or something to be realized and desired. Then this quality planning is broken down in benchmarking. Benchmarking is an activity to set standards, both processes and results to be achieved within a certain period. For practical purposes, the standard is reflected from the existing reality.

This study was aimed at examining the pattern of community participation in the planning of Islamic education funding, especially in the Taman Pendidikan Al Qur'an (TPQ). This research is important because many Islamic educational institutions had low standard quality and even stopped their activities because of weak education funding, including in the realm of financial planning. Community participation is considered appropriate for strengthening education financing planning as a form of equitable democracy, which means that the community has the right to get quality education and is obliged to provide funds. This research is qualitative descriptive field research with case studies as its approach. Data collection techniques used were observation, interviews, and documentation, while the analysis of this research follows the stages of data reduction, data presentation, and inference. The obtained data shows that the presence of active community participation with cultural religious functional patterns in the planning of Islamic education financing at TPQ in Banyumas Regency, Central Java indicates an increase in awareness and serious attention of the community towards religious education for their children. Therefore, it is time for Islamic education institutions to be able to utilize this momentum as part of efforts to improve the quality of Islamic education through strengthening education funding. Management of Islamic education as a process of structuring / managing Islamic educational institutions that involve resources in moving it to achieve the objectives of Islamic education effectively and efficiently. While Mujammil Qomar, defines the management of Islamic education as a process of managing Islamic educational institutions in an Islamic way by getting around learning resources and other matters related to achieving the objectives of Islamic education effectively and efficiently. Before the spread of the madrasa, Islamic education was carried out in Kuttab, Halaqah, the Ulama House, and the Mosque. Kuttab is divided into two types, namely the first kuttab which teaches writing and reading, and second is the kuttab which teaches the Qur'an and the basics of Islam. The management system of an Islamic educational institution that is influenced by politics can be categorized into four problems namely first, national education is political-elitist. Second, the Dualism of the Education System. Third, KKN in recruitment. and fourth, institutional dualism. The author provides a basic idea of the efforts that must be made so that there are no gaps from the management of Public Higher Education managed by Kemenristekdikti and Islamic Religious Higher Education managed by the Ministry of Religion. The gap in question is in the form of an education budget that must be equally divided between the General Higher Education and Islamic Religious Higher Education by moving the Islamic Religious Higher Education to be fully managed by the Ministry of Research and Technology so that there is no longer the term institutional dualism that houses it.

Abstract: This paper aims to analyze the thoughts of Mohammad Natsir on Islamic Education of Indonesia. Indeed education is a shared responsibility of all people, not just the task of education experts, political experts can play an active role in education. Long before independence and after independence education became the first and foremost thing that must be considered and realized according to the culture and needs of the people of Indonesia. Mohammad Natsir is one of the Indonesian politicians who are able to bring education changes and education curriculum in Indonesia. He no longer sees that public and religious education are separated and unrelated, but integrated. This is evidenced by the existence of educational institutions that he pioneered the Islamic education school and some educational thinking that until now still used in the education curriculum of the Ministry of Religious Affairs of the Republic of Indonesia with the term "integrated education".
