<p class="apa">In general, the objectives of this study were to explain the role played by universities in improving its human resources are office holders, lecturers, and students, explain the program what is being done related to the improvement of human resources, and explains the non-academic program to support the implementation of a program that has been prepared so as to ensure the creation of academic atmosphere and moral. This research is using a qualitative approach. Data collection method is observation, in-depth interviews, and documentation. After determining the selected object, it is then determined subjects and informants who serve as a source of information, other than information derived from observation and documents. The data obtained were analyzed using qualitative descriptive. From these results it can be concluded that in the current era of globalization sensitize the managers of private universities to constantly make changes both in management of students, lecturers, and academic. Of the top ten universities in East Java, which is the object of research has done on average conditionally adjustment and in accordance with their respective capabilities to actualize development programs as outlined in the master plan and development plan strategy as a guide.</p>

This study aims to analyze and describe the implementation activities of revitalization policy of Traditional Market Sarijadi by PD. Pasar Bermartabat of Bandung City which includes organization, interpretation and application. This research uses qualitative approach with descriptive method of analysis. Data collection techniques were conducted with in-depth interviews, observations and literature studies. The results of the study indicate that the organization has not been supported by human resources and facilities in accordance with needs, while the funds are sufficient. Establishing  a thematic organic vegetable market for Sarijadi Market and direct socialization to higher education and comparative study followed by traders and employees and Directors of PD. Pasar Bermartabat of Bandung city  is an organizing method. Interpretation of activities related to work programs and revitalization activities has not been supported by future guidelines and targets because no Strategic Plan has been determined yet. While the application activity of the Implementation of Sarijadi Traditional Market Revitalization Policy by PD. Pasar Bermartabat of Bandung City associated with the service has been using information technology for levy and maintenance services of Business Registration Letters and promotions for rental offerings. Research report on the Implementation of Sarijadi Traditional Market Revitalization Policy by PD. Pasar Bermartabat Bandung City has not yet run. Research suggestions need to be established immediately in the Strategic Plan, training and training facilities are needed, the addition of infrastructure.

Human Resources (HR) departments in previously disadvantaged higher education institutions (HEI) in South Africa have contributed to the crisis that has led them to be governed by appointed Administrators assigned by the Ministry of Higher Education and Training. The malfunctioning of HR departments persists even in the post-Administrator’s era, with a prevalence of personal, interpersonal and operational challenges. This study aimed at interrogating challenges faced by the HR Department of the university concerned post the appointed Administrator era and its negative effects. This study adopted a qualitative research approach whereby in-depth interviews were conducted with a sample of 10 HR Department staff members. Focus group discussions were also carried out with 20 academic and non-academic university leaders. Further data was also collected through ethnographic observation and secondary data was also used. The non-probability purposive sampling was used for qualitative analysis and NVivo was used for organizing and analyzing data gleaned from the in-depth interviews. The study findings consistently revealed unclear roles and responsibilities, outmoded recruitment and selection processes and poor interpersonal relations amongst the HR department staff members as some of the challenges that still persist post the Administrator’s era, all of which have contributed to the paralysis of organizational culture. University leaders can use the study findings as a tool to devise and implement radical change management interventions aiming at re-engineering HR departments that are operating abnormally, as well as for designing a responsive HR Strategic Architect. This study will contribute to the body of knowledge in the HR fraternity as there is a dearth of published studies on the internal challenges faces by HR Departments (both interpersonal and operational), which have the potential to hamper smooth operations of higher education institutions.

Higher Education has the function of developing capabilities in order to educate the nation's life in accordance with Law Number 12 of 2012 concerning Higher Education. The aim of this research is to analyze and describe in depth through a field study of the quality manajement of midwifery clinical laboratories in increasing the competence of graduates (case studies of midwifery practice at Polytechnic Bhakti Asih Purwakarta and Stikes Kharisma Karawang. The research method in this dissertation used a qualitative approach. Data were collected using in-depth interviews, observation, and documentation study. The data of this study were checked for correctness and reliability through the triangulation process. Based on the results of the research, the implementation process of the midwifery clinical laboratory practice learning at the Bhakti Asih Polytechnic of Purwakarta and Stikes Kharisma Karawang went well. The method taught to students when conducting laboratory practice simulations makes a positive contribution to student competence and graduate competence. Weak points that arise in the implementation of learning are limitations in the infrastructure and facilities in each institution, and practice supervisors are still lacking in clinical experience in the field so that manajement has an impact on the quality of midwifery clinical laboratory manajement.

ABSTRACT Port infrastructure in the transport system is a valuable asset for the national economy in order to face the globalization of free trade. Problems of provision of port infrastructure constraints in general is a factor financing. One of the government's efforts to overcome the problems in the provision of infrastructure financing is through the Public Private Partnership (PPP). This research was conducted in order to determine the opportunities and constraints of PPP implementation in the provision of port infrastructure by Master Plan Tanjung Emas Semarang. This study used a qualitative approach with a qualitative descriptive analysis techniques conducted on the characteristics of the PPP, the perception of government and stakeholders, as well as regulatory and institutional policies related to the implementation of the PPP. From this research it is known that in the construction and development of the port of Tanjung Emas does not currently use the PPP scheme because of the ownership status of Tanjung Emas port assets that are still in data collection, and a lack of understanding of the parties implementing the PPP. But the chances of implementing a PPP scheme is still possible in the area of ownership of assets remain below the government. Keyword: opportunities, constrains, PPP, infrastructure, port ABSTRAK Infrastruktur pelabuhan dalam sistem transportasi merupakan aset berharga bagi perekonomian nasional dalam rangka menghadapi globalisasi perdagangan bebas. Kendala permasalahan penyediaan infrastruktur pelabuhan pada umumnya adalah faktor pembiayaan. Salah satu upaya pemerintah untuk mengatasi permasalahan pembiayaan dalam penyediaan infrastruktur adalah melalui program Kerjasama Pemerintah Swasta (KPS). Penelitian ini dilakukan dengan tujuan untuk mengetahui peluang dan kendala pelaksanaan KPS dalam penyediaan infrastruktur pelabuhan berdasarkan Rencana Induk Pelabuhan Tanjung Emas Semarang. Penelitian ini menggunakan pendekatan kualitatif dengan teknik analisis deskriptif kualitatif yang dilakukan terhadap karakteristik KPS, persepsi pemerintah dan stakeholder, serta peraturan dan kebijakan kelembagaan terkait pelaksanaan KPS. Dari hasil penelitian tersebut diketahui bahwa dalam pembangunan dan pengembangan pelabuhan Tanjung Emas pada saat ini tidak menggunakan skema KPS dikarenakan status kepemilikan aset pelabuhan Tanjung Emas yang masih dalam pendataan, dan kurangnya pemahaman pihak-pihak pelaksana KPS. Namun peluang penerapan skema KPS masih mungkin dilakukan pada kawasan yang status kepemilikan asetnya masih berada dibawah pemerintah.

Few studies have examined the use and impact of technology in professional development programs in higher education. The purpose of this chapter is to explore the significance of technology as a tool for professional development in a postgraduate program in higher education in Namibia. Framed in the interpretive paradigm, the study adopted a qualitative approach. Data were collected through an open-ended qualitative questionnaire distributed to participants in the first four weeks of the postgraduate program and a second time six months afterwards. The findings reveal that the use of the flipped classroom approach and the use of the reflective e-portfolio enhance the quality of teaching and learning in the delivery of the postgraduate program as well as in the participants' teaching practice.

This paper presents the preliminary results of a proposal to facilitate the understanding of concepts and the logic of economy in university students who are not enrolled in the academic program of economics. This proposal is based on the simulation game called Strategies and Markets in Economics (Estrategias y Mercados en Economía – EMERCO), which resulted from a research process in the classroom. The methodology has a qualitative approach and a descriptive type, with an exploratory scope. This study shows the functioning of the game, the selection of the team according to mentality type and brain dominance, in accordance with the Herrmann Brain Dominance Instrument. The game has novel elements in its structure by bringing the real functioning of a market to the classroom, achieving better results in regard to grades and in the assimilation of the contents in introductory classes and fundamentals of economics in higher education.

Abstract Health facilities play an important role in achieving the goals of National Health Insurance (JKN), to providing health services to all Indonesian people. The study aimed to determine the readiness of An - Nisa Hospital as one of the private hospitals in Tangerang in the implementation of the JKN. This research was conducted in March 2018 using a qualitative approach through in-depth interviews and documentation study. The sample was determined purposively, consisting of 7 internal informants from An - Nisa Hospital. Data were analyzed using thematic analysis. Various preparations have been made by An - Nisa Hospital before the hospital joined the BPJS Kesehatan provider, starting from casemix training, coding, costing, preparing clinical pathways, and learning about an information technology systems used in the JKN era. The addition of human resources, facilities and infrastructure was also carried out to support the implementation of JKN. An - Nisa Hospital formed a casemix team whose task was to compile claim documents and collect claims to BPJS Kesehatan. This study concludes that An - Nisa Hospital had prepared themselves before joining the BPJS Kesehatan provider, and the hospital is fully committed to successful the JKN Program. Tujuan dari penelitian ini adalah untuk mengetahui kesiapan dari RS An – Nisa sebagai salah satu rumah sakit swasta di Tangerang dalam implementasi Program JKN. Penelitian dilakukan pada Maret 2018 dengan pendekatan kualitatif. Data dikumpulkan dengan wawancara mendalam dan studi dokumen. Sampel ditentukan secara purposive, yang terdiri dari 7 informan pihak internal RS An – Nisa. Data dianalisis secara deskriptif kualitatif. Berbagai persiapan telah dilakukan oleh RS An – Nisa sebelum mereka bergabung menjadi provider BPJS Kesehatan, mulai dari mengikuti pelatihan casemix, coding, costing, penyusunan clinical pathway, serta menikuti pembelajaran tentang sistem informasi teknologi yang digunakan di era JKN. Penambahan SDM, fasilitas sarana dan prasarana pun dilakukan guna mendukung penyelenggaraan JKN. RS An – Nisa membentuk sebuah tim casemix yang bertugas untuk menyusun dokumen klaim dan melakukan penagihan klaim kepada BPJS Kesehatan. Penelitian ini menyimpulkan bahwa RS An – Nisa telah mempersiapkan diri secara totalitas sebelum bergabung menjadi provider BPJS Kesehatan, serta berkomitmen penuh dalam menyukseskan program JKN. Setiap orang atau pasien dalam pengambilan keputusan untuk melakukan tindakan Sectio Caesarea tentu berdeda-beda, banyak alasan yang melatar belakangi keputusan tersebut dimulai dari indikasi media maupun tanpa indikasi medis sekalipun. Secara umum pengambilan keputusan merupakan pendekatan yang digunakan dalam proses pengambilan keputusan atau proses memilih tindakan sebagai cara pemecahan masalah. Agar individu mecapai hasil yang maksimal maka proses pengambilan keputusan harus rasional. Adapun jumlah ibu hamil yang memutuskan untuk melakukan tindakan sectio Caesarea Di Rumah Sakit Syafira tahun 2017 sebanyak 560, tahun 2018 sebanyak 1415, dan tahun 2019 sebanyak 1694. Penelitian ini bertujuan untuk mengetahui peran Pengetahuan, Sosial Ekonomi, Estetika dan Keluarga. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Lokasi dan waktu penelitian adalah di Rumah Sakit Syafira Pekanbaru pada Bulan Januari sampai Juli 2020. Subjek penelitian ini adalah Ibu Hamil dan Dokter Spesialis Obgyn yang berjumlah 6 Informan. Metode pengambilan data diperoleh dari hasil wawancara mendalam. Berdasarkan penelitian ini diperoleh kesimpulan bahwa Ibu Hamil yang memutuskan untuk melakukan tindakan Sectio Caesarea memiliki pengetahuan yang sangat baik, Memiliki status Sosial Ekonomi yang cukup tinggi, Estetika menjadi salah satu aspek yang dipertimbangkan ibu hamil terhadap pengambilan keputusan tindakan Sectio Caesarea, dan persetujuan keluarga merupakan aspek yang paling penting terhadap pengambilan keputusan Tindakan Sectio Caesarea   Every person or patient in deciding to perform the Sectio Caesarea certainly varies, many reasons behind the decision begin with media indication or even without medical indication. In general, decision-making is an approach used in the decision-making process or the process of choosing as a way of problem-solving. For an individual to achieve maximum results, the decision-making process must be rational.  As for the pregnant women who decided to perform Caesarean sectio measures at Syafira Hospital in 2017 was 560, in 2018 as many as 1415, and 1694 in 2019. This study aimed to determine the role of Knowledge, Socioeconomic Economics, Aesthetics, and Family. This type of research is a descriptive study with a qualitative approach.  The location and time of the study were at Pekanbaru Syafira Hospital from January to July 2020. The subjects of this study were Pregnant Women and Obgyn Specialists, totaling 6 Informants. The data collection method was obtained from in-depth interviews.  Based on this study, it was concluded that pregnant women who decide to take action on Caesarean Sectio have very good knowledge and high socioeconomic status. Aesthetics is one of the aspects considered by pregnant women for decision making on Caesarean Sectio action, and family approval is the most important aspect in the decision making of the Caesarean Sectio Action

Consideration of the composition of employment Indonesia today and face the challenges of free trade to meet the global competition we will analyze regional government policy in improving the Competitiveness of Human Resources (HR) in the international community, which is a case study in Kediri. This research is qualitative descriptive with case study technique. The data collection was done by using in-depth interviews, field observation and documentation. The informations processed by data condensation and analized by readiness factor of IMD Worid Talent Ranking.The results show government policies in improving Competitiveness Human Resources (HR) Kediri relatively plentiful, varied and implemented by many Local Government Unit (LGU) owned both the Provincial Government and the City Government. In the mean as well as those policies will have a positive impact relative to the increase of Competitiveness human resources in the international world.

The background of the research is the needs of human resources that are able to think creatively in order to utilize and develop science and technology. One of the ways to overcome it is to optimize the improvement of students’ ability to think creatively in accelerated classes. Accelerated classes are accelerated learning program. Thus, the need of creative human resources can be immediately fulfilled. The aim of the research are to determine the students’ creativity and describe the process of students’ creative thinking in solving open mathematical problem. Creative thinking process is traced by referring to the stage of creative thinking by Wallas, namely preparation, incubation, illumination, and verification. This research is qualitative- descriptive. The research instruments used in the research were a problem-solving task sheet and in-depth interviews. The subjects in this research were students in accelerated classes in Jambi. Analysis of data used data analysis according to Miles and Huberman which consists of data reduction, exposure data and drawing conclusions. The results show that there are 8% of creative students from 25 students in accelerated class in solving open mathematical problems. Then 72% are less creative and 20% are not creative. In solving open mathematical problems, creative and less creative students pass through the four stages of creative thinking process by Wallas. Students who are not creative only pass through the three stages of creative thinking process which are preparation, incubation, and illumination.
