When it was created in 1995, the Universitat Oberta de Catalunya (UOC) served only 200 students and offered two degrees. Today, it has expanded its activities to serve over 20,000 students and 16 official degrees. UOC also offers more than 250 continuing education courses for those wishing to pursue learning opportunities outside of UOC’s official degree programs. As an innovative university, UOC offers a new way of experiencing education, one that is capable of providing answers to an emerging global and universal knowledge society. Today’s rapidly changing world requires revised learning models that allow the widest possible access to knowledge throughout life, in a continuous, comfortable, and simple manner, irrespective of the geographical constraints. Capitalising on the intensive use of new information technologies, UOC is proactively breaking the barriers of space and time by offering an educational model of distance education based on the use of the Internet. Students of UOC’s Virtual Campus now have easy access to a useful and dynamic learning experience wherever they may be. More significantly, each student becomes the centre of a completely personalized educational process. All receive guidance from an accredited teaching team and have access to some of the most innovative didactic resources and services currently available. From the start, UOC was designed to be an exemplar of a new generation of distance education providers capable of creating cooperative interaction not only between students and professors, students and learning materials, but also among students themselves. To support this goal, flexibility, co-operation, personalisation and interactivity are the four pillars of practice upon which UOC’s model is founded. Research is also one of the main objectives UOC has achieved in recent years. Through the creation of the IN3, a research Institute focused on analysing the impact of the Internet on society, the institute is home to a virtual Ph.D. programme, and Edu Lab, which is a laboratory of educational innovation that researches the use of e-learning. The UOC is open to the world, having achieved this objective by maintaining contacts with the principal international knowledge networks. As a result, it is anticipated that the UOC will become an important actor in future e-learning initiatives.

E-learning brings new dimensions to traditional education. This especially affects countries that, due to many factors, have historically been considered the “talent pool” for the world community. In this study, a model for financing e-education has been developed that is applicable to Russian realities. The model was built around the balance between demand (global politics, economics, and principles of sustainable development) and supply (sources of direct financing). As a result, a key challenge of improving the e-learning financing methodology and models, specifically the efficiency of government spending and private investing, demands the use of new approaches and mechanisms. To improve e-learning financing, a clear understanding of the applied purpose of public and private means is required. Responsibilities for the e-learning outcome of institutions that receive financing are linked to their status. An unclear understanding of these issues is more likely associated with the issue of transparency of financing than with inefficiency. The proposed model allows transforming the “standards” of financing both in the field of e-education and Russian education in general and presents a new vision of participants’ interaction in the educational process, taking into account a set of restrictions and market features.

In 2020, due to the spread of a new coronavirus infection, the education system underwent significant changes, which were of an urgent nature, which could not but affect the lifestyle, as well as the health of students. The results of a study on the hygienic assessment of the peculiarities of the daily budget of time of Vladivostok students in the context of the COVID-19 pandemic are presented. By the method of questioning, the study of the mode of educational activity, sleep, physical activity, nutrition was carried out in 634 students of 1–4 courses at the age of 18–24 years. It was found that the respondents' favorite e-learning tool was a smartphone, and for 5.84 ± 0.93% of the respondents, it was the only subject of communication. It was determined that distance learners significantly more often exceeded the hygienic recommendations for the duration of continuous work with a computer / laptop, in comparison with students in traditional education (39.39 ± 2.21% versus 28.47 ± 3.76% χ2 = 5, 69, p = 0.018), and also significantly more often exceeded the time schedule for night sleep at 7–8 hours (15.92 ± 1.65% versus 6.94 ± 2.12%, χ2 = 7.49, p = 0.007) ... It was determined that among students who were online there were significantly fewer people eating once (9.8 ± 1.34% versus 24.31 ± 3.57%, χ2 = 20.59, p < 0.001) and shortly before sleep (52.24 ± 2.26% versus 64.58 ± 3.99%, χ2 = 6.85, p = 0.009). It was found that distance learners significantly more often walked than those who attended full-time classes (56.73 ± 2.24% versus 29.86 ± 3.81%, χ2 = 8.32, p = 0.004). So, distance education made it possible not to interrupt the educational process, however, the method of education was accompanied by a change in the usual regimes and the redistribution of time costs.

The purpose of this study is to investigate the reaction of Greeks to this new educational reality due to the Covid-19 outbreak. Since the first restrictive measures were implemented in March 2020in Greece, distance learning has become a dynamic part of people’s daily lives with the prospect of remain in gas such in the future. A total of N=170 students, parents, teachers, civil servants, private sector employees who were involved in the distance learning process either as instructors or as students in the period of Covid-19 pandemic in Greece, were selected with the use of snowball sampling. A questionnaire using demographic and satisfaction related variables was completed by the respondents, namely citizens across Greece, based on a Likert scale questionnaire which is a useful and multidimensional instrument, to assess satisfaction within the time frame from July 7, 2020 to October 20, 2020; the period when there occurred a loosening in the restrictive measures between the two lockdowns in Greece. It was investigated how the demographic factors, specifically gender, age, occupation, and place of residence, influence the attitude of the respondents towards synchronous and asynchronous distance learning as well as their intention to continue using online education services in the future after the lifting of the restrictive measures. Additionally, the customers’ preferences concerning the most enjoyable distance learning experience were examined, so that they will be available to the distance learning program designers. Descriptive statistical analysis and non-parametric statistical hypothesis tests were conducted in SPSS and R. Most of the respondents had not participated in online courses before the Covid-19 outbreak, 46 % did participate in e-learning courses before the Covid-19 lockdown while 54 % did not and 34.1% respondents prefer face-to-face learning, while 15.9% prefer e-learning. Also, 50% respondents prefer a combination of face-to-face learning and e-learning. Hypothesis tests showed that there are statistically significant differences between users’ preferences as well as regarding their demographic characteristics. Undergraduate and postgraduate university students continue to participate in online learning courses and are willing to invest financial resources and time in this new educational process (?2(4)=10.440, p=0.034), unlike high school students who prefer face-to-face learning (p=0.042). The present study will lead to practical implications, such as the formation of e-learning programs which aim for the best user experience and the best learning outcomes. Also, private educational organizations can include the results in the key elements to implementing a strategic marketing mix.
