The role of the blue economy in Pomorskie Region

The aim of this article is to discuss the role of the blue economy, also known as “blue growth”, as related to the traditional maritime economy in Pomorskie Region. The potential of the latter is comprised by transport infrastructure centres consisting mainly of two ports – in Gdańsk and Gdynia – with a fundamental role for the national economy. These ports in recent years have seen intensified growth as evidenced by their increased throughput – mainly in terms of containerized cargo volumes. The modern approach to the maritime economy is based not only on heavy, large-scale investment in the infrastructure and cargo handling capacities, but also on sustainable development related to sophisticated technology and energy saving. The importance of the latter has been highlighted by Pomorskie Region’s four Intelligent Specializations aimed at ensuring sustainable growth in the region. Although the maritime economy is the focus mainly of Intelligent Specialization No. 1 “Offshore, port and logistics technologies,” there is in fact a synergy effect which has led to establishing mutual relations between all intelligent specializations. This approach combines the shipbuilding industry with energy production and biotechnology through innovative solutions. Meanwhile, IT supports logistics and marine tourist helps modernize and revamp sea ports as well as stimulates Pomeranian shipyards to manufacture specialist ferries and passenger ships.

The role of prerequisites in the development of the transport infrastructure of the capital of Ukraine is revealed. The author formulated methodological approaches to them. A comprehensive geographical description of the prerequisites for the development of the transport infrastructure of the Kyiv city agglomeration was carried out. It has been established that the main limitations are economic factors, which is caused by the highest cost of land resources in Ukraine precisely within this urban agglomeration. Natural factors continue to play a significant role only when carrying out specific prospecting for laying various types of infrastructure objects within it. There are new factors in the functioning and development of transport infrastructure. These include, first of all, the formation of united territorial communities. Their boundaries should be brought to life and their socio-economic development plans and spatial schemes should be developed. Thus, it is necessary to take into account local needs in the development of transport infrastructure with the general needs of the entire Kyiv city agglomeration. A significant role is played by the ownership of land. The concentration of land ownership in the hands of speculators and large developers leads to a sharp rise in the cost of the robot to acquire the necessary land for the construction of a new infrastructure. As a result, many new large residential areas do not have the necessary access roads and they are not connected to the citywide communications system. This leads to significant new problems for the solution of which it is necessary to coordinate new large-scale housing construction with the laying infrastructure. The main problem remains transport accessibility. Laying of highways to new buildings should be carried out at the expense of local budgets. However, there is often a conflict of interest between developers and local authorities. The latter do not want to invest substantial funds in the construction of roads and other types of infrastructure due to the fact that the cost of new relevant construction is much higher than the cost of housing built at the expense of borrowed funds. Thus, the existing suburban transport infrastructure takes on an ever-increasing stream of new daily commuter migrants. As a result, the quality of services provided drops sharply. This leads to a deterioration in the quality of life throughout the urban agglomeration.

An effective tool that allows you to dampen economic losses from the Western sanctions imposed on our country is the development of international cooperation and the associated processes of localization of production. However, along with the positive effect, there are a number of administrative and organizational problems that impede the expected results from both foreign partners and domestic manufacturers. On the example of the shipbuilding industry, the problems of further development of inter-cluster interaction are shown both at the national and international levels. It is shown how participation in the formation of the Panel of Equipment Suppliers, which is an extensive computer system for managing procurement activities and material and technical supply of shipyards, will expand the opportunities for foreign companies to participate in the implementation of large-scale government orders.

In this paper, we establish a two-way causality between the phenomenon of infrastructure which is underused (the so-called “white elephant case”) and the aggregate productivity level (TFP) of the economy. On the one hand, the fact that a transport infrastructure is not used as much as it could be is itself a cause of low TFP because it represents low productivity for an important item of social capital. On the other hand, low aggregate productivity makes firms’ strategies founded on large scale of production and exports riskier, given the possibility that the political decision to build the required transport infrastructure may never be taken.

Research on the coast has highlighted the role of mass tourism as a driver of littoral urbanization. This article emphasizes the role of public policy by focusing on Languedoc-Roussillon in Mediterranean France. This littoral was the target of a state-driven development initiative known as Mission Racine, which aimed to promote the growth of what was seen as a backward area via the development of seaside tourism. For that purpose, the Mission promoted coordinated interventions including forest management, eradication of mosquitoes, construction of resorts, and transport infrastructure. This large-scale redevelopment significantly reshaped the littoral environment, severely impacted pre-existing forms of coastal activities and launched a new tourism industry. The legacy of the Mission, however, also included innovative land-use planning, which established protected areas and sought to contain urbanization. This case study illustrates the ambiguities of public policies for the coast, which can act alternatively as drivers of development or conservation and at times of both, and therein lies the importance of a contextual analysis of their role.

Cerium oxide in borate glasses of composition xCeO2·(50 − x)PbO·50B2O3 plays an important role in changing both microstructure and magnetic behaviors of the system. The structural role of CeO2 as an effective agent for cluster and crystal formation in borate network is clearly evidenced by XRD technique. Both structure and size of well-formed cerium separated clusters have an effective influence on the structural properties. The cluster aggregations are documented to be found in different range ordered structures, intermediate and long range orders are the most structures in which cerium phases are involved. The nano-sized crystallized cerium species in lead borate phase are evidenced to have magnetic behavior.  The criteria of building new specific borate phase enriched with cerium as ferrimagnetism has been found to keep the magnetization in large scale even at extremely high temperature. Treating the glass thermally or exposing it to an effective dose of ionized radiation is evidenced to have an essential change in magnetic properties. Thermal heat treatment for some of investigated materials is observed to play dual roles in the glass matrix. It can not only enhance alignment processes of the magnetic moment but also increases the capacity of the crystallite species in the magnetic phases. On the other hand, reverse processes are remarked under the effect of irradiation. The magnetization was found to be lowered, since several types of the trap centers which are regarded as defective states can be produced by effect of ionized radiation.

AbstractThe article presents the results of the review of the empirical literature regarding the impact of quantitative easing (QE) on emerging markets (EMs). The subject is of interest to policymakers and researchers due to the increasingly larger role of EMs in the world economy and the large-scale capital flows occurring after 2009. The review is conducted in a systematic manner and takes into consideration different methodological choices, samples and measurement issues. The paper puts the summarized results in the context of transmission channels identified in the literature. There are few distinct methodological approaches present in the literature. While there is a consensus regarding the direction of the impact of QE on EMs, its size and durability have not yet been assessed with sufficient precision. In addition, there are clear gaps in the empirical findings, not least related to relative underrepresentation of the CEE region (in particular, Poland).

Getting old is generally seen as unappealing, yet aging confers considerable advantages in several psychological domains (North & Fiske, 2015). In particular, older adults are better off emotionally than younger adults, with aging associated with the so-called “age advantages,” that is, more positive and less negative emotional experiences (Carstensen et al., 2011). Although the age advantages are well established, it is less clear whether they occur under conditions of prolonged stress. In a recent study, Carstensen et al (2020) demonstrated that the age advantages persist during the COVID-19 pandemic, suggesting that older adults are able to utilise cognitive and behavioural strategies to ameliorate even sustained stress. Here, we build on Carstensen and colleagues’ work with two studies. In Study 1, we provide a large-scale test of the robustness of Carstensen and colleagues’ finding that older individuals experience more positive and less negative emotions during the COVID-19 pandemic. We measured positive and negative emotions along with age information in 23,629 participants in 63 countries in April-May 2020. In Study 2, we provide a comparison of the age advantages using representative samples collected before and during the COVID-19 pandemic. We demonstrate that older people experience less negative emotion than younger people during the prolonged stress of the COVID-19 pandemic. However, the advantage of older adults was diminished during the pandemic, pointing to a likely role of older adults use of situation selection strategies (Charles, 2010).

Potential environmental impacts as a result of large-scale farming system in the Czech Republic have created a great deal of concern in recent years. This concern has led to several studies to identify the role of new regulations, directives and other legislative issues in the field of water pollution control. The set of legislative tools related to watershed management policy to promote better agricultural practices is shortly reviewed. The paper emphasises the running water law system amendment with respect to European community water quality regulations.
