Formulated speculations about supporting small and medium enterprises have their sources in various environments: political, economic as well as social. It shows how important is the role of small and medium-sized enterprises. The expansion of the SME support system at the program and institutional level becomes very important, which allows to obtain favorable conditions for their functioning and development. As a result, SMEs in the SME sector operate in a complex and dynamic environment with various aid factors. Support factors and their various forms can be a great opportunity for company development. This thesis author believes that state interventionism in Poland is necessary in this sphere of economy, since the consequence of Poland’s accession to the European Union was and still is the “collision” of Polish small enterprises with their competitors from the EU countries. The paper presents both economic and statistical as well as legal aspects of enterprises functioning on the SME market.

The Paper is the research findings on the role of strategic planning and competitive advantage of ICT Small and Medium Enterprises in Kenya. Literature suggests that the contemporary business environment in which organisations operate is increasingly becoming uncertain and unpredictable. Significant changes are mostly driven by technological changes, globalisation and trade liberalisation. As a result, like large enterprises, SMEs are facing new and unexpected challenges that threaten their competitiveness. While most countries acknowledge the critical role that SMEs contribute to their economies, both as an engine of growth and sustainable development, many questions still remain unanswered as to the determination of the critical challenges facing SMEs and how these challenges could be addressed to improve their competitiveness. These challenges have increased the need for empirical information which is essential for decision making in addressing issues that are likely to enhance SMEs survival and growth. It is noted that there has been no adequate research studies on the role of strategic planning and competitive advantage of SMEs. This study contributes to the need to address the research gaps and thus explored the role of strategic planning and competitive advange of SMEs in Kenya. The study population consisted of 238 ICT SMEs from Nairobi and its environs. A sample size of 146 firms constituting 61 per cent of the total population was selected through stratified sampling. The study aimed to collect data from 438 respondents from top, middle and lower management teams. Structured questionnaires with closed and open ended questions was used for data collection, 239 responses were received from 123 ICT firms a response rate of 55 per cent and 84.2 per cent respectively. Key characteristics of strategic planning including formality, environmental analysis processes both internal and external orientations, strategies adopted, and implementation and control were recorded. Data analysis was done using descriptive statistics, factor analysis, t-test, ANOVA, correlation, correlation matrixes and regression analysis. The key findings revealed that strategic planning has significant and positive influence in performance of SME’s. The test of hypothesis revealed that strategic planning has positive and significant influence on competitive advantage. The study demonstrated strategic planning as a learning tool and a strategic resource which is consistent with the underlying assumptions of resource based theory, systems theory, chaos theory and balanced score card model assumptions. It is envisaged that, this kind of research is likely to generate useful discussions on the role of strategic planning and performance, of SMEs. It is apparent that entrepreneurs of SMEs cannot ignore strategic planning as significant changes in competitive advantage is the result of change or effective application of strategic planning. Policy makers and academicians may need to address the capacity needs of SMEs and develop strategic planning model that address the challenges that SMEs encounter in a dynamic environment.

This study explored the size and potential of green employment for circular economy (CE) in small and medium enterprises (SMEs) in the European Union, and investigated the role of green jobs and skills for the implementation of CE practices. The data were collected in a Eurobarometer survey, and refer to resource efficiency, green markets, and CE procedures. Lack of environmental expertise is one of the factors that might be perceived as an obstacle when trying to implement resource-efficiency actions. Previous research has shown that, although resource-efficiency practices are adopted by firms in all European countries, there are differences both within and between countries. The analysis of the determinants of green behavior by European SMEs was completed by a study of heterogeneity across firms and within countries with a multilevel latent class model, a hierarchical clustering method. A general important observation is that having no workers dedicated to green jobs is strongly correlated to the probability of adopting resource-efficiency practices, while perceiving the need of extra environmental skills has a positive effect on the intention to implement actions in the future. Other characteristics of the firms play a significant impact on resource efficiency: in general, older and bigger firms, with larger yearly turnover, are more prone to implement actions.

Small and medium enterprises (SME) play an important role both in Poland and other countries of the European Union. Their contribution both as a percentage of the total number of enterprises, in general employment and in the production of particular products and gross domestic product confirms their importance for economy. The role of SME in Poland would be greater if the indicator of their activity (which is now below 50%) was higher, and the sustainability of SME’s was improved. Moreover, the crucial condition for enlargement of SME’s importance is the improvement of their investment capacity and increasing expenditure on research and development in this sector. About 50% of entrepreneurs fail to make any investments and do not conduct any research that determine national and international competitiveness. There are many reason for this situation, especially financial limitations, which can be supplemented by state aid. However, there are some restrictions on supporting SME’s by government as a result of the Common European Competition Policy. One of its basic rules is prohibition of state aid that deforms and limits competition, which is a base of economic development. In this situation state aid is allowed only on condition that its implementation does not restrict competition. The size and type, conditions and circumstances of state aid and its duration are precisely stipulated by the regulations.

The development of the small business sector and the maintenance of a high level of competition is a key step towards ensuring the sustainable development of the national economy. Small business also contributes to the restructuring of the state, increasing production, creating new jobs and introducing innovative technologies in areas where large business would not be so effective. However, the path to starting a small business is uneven, with many pitfalls and obstacles to jump. Accordingly, the governments of most countries are obliged to support small businesses in any way to protect the economy as a whole. So, in order for small and medium-sized businesses to develop gradually, they desperately need clear and understandable rules of the game in today's market, as well as favorable conditions for uninterrupted operation. To this end, it is necessary to formulate a clear unified state policy on small business, using international experience.
