The Territorial Defence Forces (TDF, Polish abbrev. WOT) are to participate in combat counter-subversive operations, alone or in cooperation with other security actors. Using both offensive and protective-defensive forms and methods, they will create freedom of action for operational troops. Precise reconnaissance of the area, infrastructure knowledge in permanent areas of responsibility (Polish abbrev. SRO), cooperation with the non-military system (Polish abbrev. UPM), and cooperation with the local population in combination with the training of the TDF commanders and soldiers equipped with modern weaponry, reconnaissance and object monitoring systems will ensure good quality of protection while reducing the number of human resources involved. All forms and methods of conducting combat counter-subversive activities presented in the article are a compilation of the content contained in the literature on the subject and the practical conduct of training classes with cadets and officers at the Military University of Land Forces.

This study aims to analyze and understand the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources. This research uses a qualitative case study approach. The data collection technique is done through interviews, observation, and documentation. Data analysis is done through data presentation, data reduction, and concluding. The results showed that the training and development program carried out by SMP YAMIS Jakarta in improving the quality of its human resources was through the Subject Teacher Consultation (MGMP) activities which were carried out periodically by the existing schedule, involving teachers in seminars on learning methods that creative, innovative and fun, holding independent training in schools by inviting resource persons who are experts in the field, and programmed supervision carried out by school principals to employees regarding the achievement of planned educational goals.

ABSTRAK Learning Arabic for the world of the Salaf Islamic Boarding School, which focuses on the study of the Yellow Book is one of the most important foundations because without understanding Arabic properly, it will face many difficulties. The learning system in Islamic boarding schools is often called Madrasah Diniyah. This Madrasah is one of the religious education institutions on the outside school path, which is expected to be able to continuously provide Islamic religious education to unmet students on the school path through the classical system. To study this problem, this research was carried out in the Madrasah Diniyah Al-Tarmasi with the subject of madrasah management from the Madrasah Headmaster, the board of teachers and education staff as well. Collecting data in this study are used interviews, observation and documentation as the main instruments with data triangulation as the analytical knife. The results of the study shown that there are several efforts by the Headmaster of Madrasah and teachers in improving the Quality of Arabic language learning by pouring a number of Strategies in: 1) Strategies to improve curriculum and the process of  Arabic learning. 2) Strategies for improving the quality of human resources to improve Arabic learning. 3) Strategies for improving the quality of facilities and infrastructure to improve the quality of Arabiclearning. This paper offers a solution to improve the quality of human resources through education Islam. Humans are the central points that are the subject and development engineers as well as objects that are engineered and enjoy the fruits of development. In addition, humans are also the only creatures that have the potential to develop themselves through their knowledge. Efforts to develop and improve the quality of human resources can be done through various means, including through education. This education is the path of improving the quality of human resources is more emphasis on the establishment of basic quality, such as faith and piety, personality, intelligence, discipline, creativity and so on. In Islam the human figure composed of two potential to be built, which is outwardly as the body itself and the spiritual body as the controller. Some aspects of the dimensions that must be considered in the development of human resources, among others, cognitive (knowledge), affective (attitude), and psychomotor (skills) greatly influence the process of formation of one's personality.

In the era of the Industrial Revolution 4.0. this is where technology and technology have been very advanced demanding competent human resources who have high morale and discipline in carrying out their roles and functions for both the individual and the objectives of the organization. In the role and contribution of STTAL in the Industrial Revolution 4.0, the current conditions, where the quality of human resources both students, lecturers, and Antap STTAL are considered unable to answer the challenges in the cyber field so that strategic decision-making and steps are needed to be able to accompany the development of science and technology while carrying out missions STTAL is to hold a higher education program to produce human resources with Indonesian character and personality, quality and relevant science and technology based, with defense needs in the military, maritime and maritime fields. Nowadays, most human resources (HR) managers are confronted with cost pressure, the demand for offering “high-quality-HR services” and the necessity for strategic contributions (Hewitt, 2004). Human resource management (HRM) with its current structures and tools is often unable to completely fulfill these requirements. Therefore, a strong need for reorganization of HR as a function is obvious. In the last few years, many efforts have been undertaken by HRM practitioners to re-structure HRM at the level of organizations as reflected in surveys or case studies from leading firms. Examples can be found in Som (2003) and Fairbain (2005). Moreover, the restructuring of the HR function has been the subject of a broad discussion among scientists and researchers in the field of management (Becker & Huselid, 1999; Caldwell, 2003, 2004; Truss, Gratton, Hope- Hailey, Stiles, & Zaleska, 2002). It is remarkable that this discussion has mainly focused on the strategic role of HRM (Lawler III, 2005), and consultants in the practical field have particularly given advice to improve the quality of HR services (Hewitt, 2004; Towers Perrin, 2005). A more complex view on the restructuring of HRM is rarely to be found.

AbstractThe subject of this article is theBook on Saving Lives(Jiuming shu) written by the late Ming scholar-official Lü Kun. The book enjoyed great popularity during the Ming and Qing dynasties and offers practical advice for those who were in charge of city defense. Lü wrote this text in anticipation of imminent social crises. His prime motivation was to save the lives of his fellow countrymen when “bandits” attacked the county seat. The book, which is a survival manual rather than a handbook for magistrates, was written for military non-professionals who would lead the civilian population to defend the county. On the other hand, the text is of a military nature and refers to the military function of Chinese towns.The majority of the book deals with military preparedness. Although the book also discusses various aspects of city defense such as weapons, tactics, fortification, training, and military law, Lü himself lacked combat experience. In this respect, the book illustrates a dilemma: The defense of small cities lay beyond the scope of the central government. This placed the responsible officials in a difficult and contradictory situation. The magistrate, for example, was not prepared for the job. He lacked military experience but had to lead the local population into war. Despite his power, he depended on the cooperation of the people, including the assistance of rich families and the support of armed villagers skilled in martial arts. In this way, Lü Kun’s treatise illustrates the consequences of earlier political decisions to concentrate the military on the northern border and around the capital.

The problem that is the subject of the study in this study is the madrasah chief's strategy in implementing supervision to improve the quality of Islamic education, and the factors that influence it. This study uses a qualitative approach, and the instruments used in data collection by researchers include interviews, observation and documentation. The informants from this study are the Heads, Waka, Teachers and Students. The technique used to check the credibility of the data is the extension of the presence of the researcher, in-depth observation, triangulation, detailed description and analysis of negative cases. The results of the study show that the madrasah chief's strategy in implementing supervision to improve the quality of management of Islamic education institutions is to use several methods, which are varied and some of the approaches taken by the head of the madrasah which can then improve the quality of education in this educational institution, then the other is to use an approach individuals, group approaches, educational approaches, religious approaches or religious approaches, fulfillment of school facilities and infrastructure, appreciation of student learning and so on. While the factors that influence the madrasah chief's strategy in implementing supervision to improve the quality of Islamic education institutions are positive factors which include the existence of adequate human resources, student awareness, and also the existence of cooperation between existing education practitioners, complete facilities and infrastructure, then the teacher's creativity in teaching.

Abstract Since decades ago, education in Indonesia a lot of emphasis on the acquisition, development and improvement of the quality of human resources is based on intellectual intelligence or IQ. The ingenuity and intelligence of a learner or student is measured by the ability to master the subject matter academically in school. For children w ho are morally good not considered intelligent, because academically not master. He is still considered stupid. The ranking was measured based on the academic value only. The issue now is, first, what is meant by the so - called character education as a solu tion to the deterioration of this nation? Second, what character education linkages with the school culture? Third, how to implement the planting of moral values and the spirit of life as the core of character education in the school culture? As well as in the form of school culture that is how that can be applied to learners.

The higher education bears great responsibility and obligation, especially to develop intelectual human resources who can be contribute to state and nation such as in the fields of politic, law, economy, education, health, religion, and others for elevating quality of life and wealth of society. However young generation today, performs lower quality in moral and character, so that the higher education must improve the students’ morality and character along with all of its ‘civitas academica’. Educating character in the higher education purposes to anticipate degradation of character, and also serve to forms the hardy character of students for facing toward the various of challanges. By educating character the students become nation’s young intelectual who have prime pesonality as the goals of national education. The implementation of educating charater in the higher education should be teach the accentuate on the cognitive matter, but also on the affective, conative, and skilled matter. The important thing which should be noticed that learning character must be applied on all of the subject matter, so that, all the lectures and college’s employees pay attention to our nation and state.
