In the era of the Industrial Revolution 4.0. this is where technology and technology have been very advanced demanding competent human resources who have high morale and discipline in carrying out their roles and functions for both the individual and the objectives of the organization. In the role and contribution of STTAL in the Industrial Revolution 4.0, the current conditions, where the quality of human resources both students, lecturers, and Antap STTAL are considered unable to answer the challenges in the cyber field so that strategic decision-making and steps are needed to be able to accompany the development of science and technology while carrying out missions STTAL is to hold a higher education program to produce human resources with Indonesian character and personality, quality and relevant science and technology based, with defense needs in the military, maritime and maritime fields. With SWOT analysis, a matrix will be obtained which shows the strengths and weaknesses as well as opportunities and threats which will later be used as a reference to make the right and appropriate strategies.  Keywords: SWOT Analysis, STTAL HR Quality, Industrial Revolution 4.0

AbstrakPerlunya evaluasi strategi dalam menghadapi pasar yang dinamis dapat mendukung suatu organisasi untuk mampu berkompetisi, bahkan mampu memenangkan persaingan. Namun UMKM walaupun memiliki fleksibilitas dan ketahanan yang tinggi dalam perekonomian, beberapa keterbatasan seperti kapabilitas finansial dan sumber daya manusia membuat UMKM harus dapat menentukan strategi yang tepat dalam meraih keunggulan kompetitif. Tujuan dari penelitian ini adalah menentukan strategi pengembangan kinerja sumber daya manusia pada UMKM di Kota Malang melalu implementasti analisis SWOT (Strengths, Weakneses, Opportunities, dan Threatments). Hasil menunjukkan indikator Strength yang paling tinggi adalah S5 (Pelayanan) yaitu sebesar 4.20. Sementara itu, indikator Weakness yang paling tinggi adalah W4 (Kualitas Sumber Daya Manusia), yaitu sebesar 3.20. Kemudian indikator Opportunity yang paling tinggi adalah O1 (Oleh-oleh khas daerah) dan O5 (Bahan Baku) yaitu sebesar 4. Sementara itu, indikator Threat yang paling tinggi adalah T3 (Pesaing pendatang baru), yaitu sebesar 2.3. Kemudian untuk lokasi titik potong A, B, C, dan D, yaitu titik E, berada kuadran I (Strategi agresif). Dengan demikian, analisis SWOT terhadap UMKM di Kota Malang menunjukkan posisi yang bagus, sehingga dapat diterapkan strategi SO.Kata kunci: SWOT, UMKM, strategi peningkatan kinerja.AbstractThe need for evaluation of strategies in dealing with dynamic markets can support an organization to be able to compete, even able to win the competition. However, although UMKM has high flexibility and resilience in the economy, several limitations such as financial capabilities and human resources make MSMEs must be able to determine the right strategy in achieving competitive advantage. The purpose of this study is to determine the strategy for developing human resource performance at MSMEs in Malang through the implementation of SWOT analysis (Strengths, Weaknesses, Opportunities, and Treatments). The results show the highest Strength indicator is S5 (Service), which is equal to 4.20. Meanwhile, the most top Weakness indicator is W4 (Quality of Human Resources), which is 3.20. Then the highest Opportunity indicator is O1 (By-Products typical) and O5 (Raw Materials) that is equal to 4. Meanwhile, the most top Threat indicator is T3 (Competing new entrants), which is 2.3. Then for the intersection points A, B, C, and D, which are point E, are in quadrant I (aggressive strategy). Thus, SWOT analysis of MSMEs in Malang shows a good position, so that SO strategies can be applied.Keywords: SWOT, SMEs, performance improvement strategies

ABSTRACTThe financial condition of the region that continues to experience of fluctuations and the allocation of development funds in the marine and fishery sub-sector which tend to decrease every year become problems that often arise. It requires local governments to be able to determine the right strategy in order to produce appropriate planning and budgeting development that are suitable with the potential of the marine and fisheries sub-sector. The pusrposes of this research are to analyze the consistency of planning and budgeting formulation, to analyze the implementation of planning and budgeting, and to formulate priority strategies that needed in an effort to strengthen planning and budgeting in marine and fisheries sub-sector in Anambas Achipelago Regency. The method used is using PBCM (Planning and Budgeting Consistency Matrix) analysis, perception analysis using Likert scale, SWOT analysis and QSPM method. The result of the research shows that there are inconsistencies in planning and budgeting as well as the level of implementation of planning and budgeting that are good but still need improvement on human resources competency component. The main priority strategy chosen is the improvement of the quality of the planning apparatus held by the local government through coordination and cooperation between the Governments (local and central) with University.Keywords: PBCM, Perception Analysis, Planing and Budgeting Implementation, Strengthening SrategiesABSTRAKKondisi keuangan daerah yang terus mengalami fluktuasi serta alokasi dana pembangunan pada subsektor kelautan dan perikanan yang cenderung mengalami penurunan setiap tahunnya menjadi permasalahan yang kerap timbul. Hal tersebut mengharuskan pemerintah daerah mampu menentukan strategi yang tepat agar dapat menghasilkan perencanaan dan penganggaran pembangunan yang tepat sesuai dengan potensi yang dimiliki. Penelitian ini bertujuan untuk menganalisis konsistensi perumusan perencanaan dan penganggaran, menganalisis implementasi perencanaan dan penganggaran serta merumuskan strategi yang perlu diprioritaskan dalam upaya menguatkan perencanaan dan penganggaran pada subsektor kelautan dan perikanan di Kabupaten Kepulauan Anambas. Metode yang digunakan adalah menggunakan analisis Matrik Konsistensi Perencanaan dan Penganggaran (MKPP), analisis kuesioner menggunakan skala likert, analisis SWOT dan metode QSPM. Hasil penelitian menunjukkan masih terdapat inkonsistensi pada perencanaan dan penganggaran serta tingkat implementasi perencanaan dan penganggaran tergolong baik namun masih perlu perbaikan pada komponen kompetensi SDM. Strategi prioritas utama yang dipilih adalah peningkatan kualitas aparatur perencanaan yang dimiliki oleh pemerintah daerah melalui koordinasi dan kerja sama antara Pemerintah (daerah dan pusat) dengan institusi perguruan tinggi.Kata Kunci : Analisis Persepsi, Implementasi Perencanaan dan Penganggaran, MKPP, Strategi penguatan

In the era of the industrial revolution 4.0, the preparation of mastery of maritime technology and the preparation of human resources is the urgency of the Navy's education. STTAL as one of the Navy's educational institutions has a strategic role as a producer of the Navy's human resources capable of merging themselves in technological development. Demands for the development of science and technology that are so fast affect the development of modernization of technology in the rank of maritime technology and graduate qualifications, it is necessary to make adjustments by conducting an evaluation and development in the education curriculum. A concrete step in addressing this requires a strategy to develop STTAL education curriculum in response to scientific vision, efforts to achieve graduate qualifications expected in accordance with societal needs and stakeholder needs. Developing information systems (IS) strategies and choosing the right IS portfolio for an organization require, among other things, identifying the most appropriate IS projects, determining how best to organize the IS staff, and arranging for IS procurement. All of these actions involve decision-making. This paper analyzes IS strategic decision-making in organizations, with the Garbage Can Model (GCM) of decision-making providing the theoretical framework. Our findings show that IS strategic decision-making often happens through GCM processes, and while these processes are hard to control and predict, the decision quality tends to be high at the organizational level. At the individual level, however, Garbage Can processes tend to return low-quality IS strategic decisions.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

Knowledge discovery is the process of adding knowledge from a large amount of data. The quality of knowledge generated from the process of knowledge discovery greatly affects the results of the decisions obtained. Existing data must be qualified and tested to ensure knowledge discovery processes can produce knowledge or information that is useful and feasible. It deals with strategic decision-making for an organization. Combining multiple operational databases and external data create the data warehouse. This treatment is very vulnerable to incomplete, inconsistent, and noisy data. Data mining provides a mechanism to clear this deficiency before finally stored in the data warehouse. This research tries to give technique to improve the quality of information in the data warehouse.

Teacher is always a key factor which determines training quality in general and vocational training quality of the Vocational Education System (VES) in particular. In face of strong influences from the fourth industrial revolution (IR 4.0), teacher is getting more important in training of human resources, especially qualification level and capacity to apply technology and innovate teaching methods. Based on the analysis for impacts of the IR 4.0 on VES, requirements for capacity of teachers and the reality on vocational education teachers (VETs) today, this article suggests some solutions to develop VETs to adapt to the IR 4.0 as a basis for development of teachers at vocational education institutions in Vietnam.

Science and technology information has been an important driving force in the information society and knowledge economy. Access to scientific and technological information for scientific research becomes an essential need and a factor affecting the quality of scientific research and innovation, thereby posing a problem to establish a legal framework for recognising and enforcing the right to access scientific and technological information. Based on identifying and evaluating the current legal status on the right to access to science and technology information, this study proposes solutions to improve the legal framework to ensure the enforcement of the right to access science and technology information in Vietnam.

In applying certain aspects of sharia law. Therefore, improving the quality of human resources through the Islamic structural values approach is considered by many to be the right step, because it can control deviations and is also in accordance with the cultural values of the Acehnese people, which have historically been known with three features, namely, education , religion and customs.
