It is the plan to found the Polish Museum declared in 1775 by Michał Jerzy Wandalin Mniszech (1748–1806) that is tackled in the paper. Argumentation is presented that the major impulse for the idea to establish a museum in the Polish-Lithuanian Commonwealth was felt by Mniszech following his visit to the British Museum in 1766. It is from the inspiration by that Museum that the overall structural scheme of the Polish Museum, adjusted to the Polish potential and conditions was conceived. Just like the latter, the Polish Museum was to be funded with public financing and opened to the general public, while its main raison d’être, similarly as that of the London museum, was benefit understood as supporting and popularizing knowledge, since Mniszech’s museum first of all was to be an educational institution targeted mainly at young people and calculated to yield future advantages. Next to the reformed general public system and the academy of sciences, it was to become an essential element of the coherent system of science and education which M.J. Mniszech considered a condition and basis of the wealth and success of the state and nation. The ambitious and unaccomplished plan to found the Polish Museum formed part of the committed programme of the revival and civilizational promotion of the state suffering at the time the process of degradation.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

The authors present the results of the sea buckthorn breeding at the Institute of Horticulture (NAAS). The stages of the work have been analyzed – from studying and selecting the initial material in the conditions of the Polissya, Polissya-Lisosteppe and Lisosteppe ecotopes (2012-2016) to the successful targeted introduction to the Northern part of the Lisosteppe (2017-2019) and new forms have been characterized according to the traits valuable for economy and molec-ular genetic markers. The new forms of the researched crop taking into consideration the high indices of their productiv-ity,adaptivity to the unfavourable abiotic and biotic environmental factors and consumption quality of fruits for pro-cessing and making functionary products were entered officially into Genetic Fund of the Plants of Ukraine as con-firmed by the certificates of copyright and developed genetic passports. The list of these genotypes includes 1-15-1 (Nos-ivchanka, UA3700073), 1-15-8S (Mitsna, UA3700079), make form 1-15-6Ch (Aboryhen 6/11, UA3700080), 1-15-9 Ka-rotynna, UA3700082), 1-15-3 (Pamiatka, UA3700076), 1-15-8V (Soniachne siayvo, UA3700075), 1-15-11 (Lymonna, UA3700072), 2-15-73 (Morkviana, UA3700077), 1-15-5 (Adaptyvna, UA3700078), 1-15-8B (Osoblyva, UA3700083), 1-15-6 (Apelsynova, UA3700084) and forms 6A/11 (UA3700081), 1-15-5a (Sribnolysta 5a, UA3700074). The possibility of using 5 DNA markers to characterize genotypes of sea buckthorn bymeans of the molecular genetic markers was tested and evaluated in the framework of the scientific cooperation with the Institute of Cell Biology and Genetic Engineering of the National Academy of Sciences of Ukraine. It should be noted that the most polymorphic markers were HrMS025 and HrMS026. However, the marker HrMS014 was monomorphic, but appeared in all the samples, so it can be used as a reference. The best forms of sea buckthorn Adaptyvna (certificate №190899) and Osoblyva (certificate №190900) were included into the State Register of Plant Varieties Suitable for dissemination in Ukraine, and the cultivars of the univer-sal use Nadiina (applications №18299010), Oliana (applications №18299009) and Morkviana (applications № 20299001) and cv pollinator Obrii (applications №18299008) undergo the State strain test. The attention is concentrat-ed on the promising directions of the new sea buckthorn genotypes for the prior breeding and genetic investigations at the Institute of Horticulture (NAAS) and its network.

Abstract This study examines the science and technology prize system of the Académie des Sciences through a first survey of the prizes granted over the period extending from the 1720s to the end of the 19th century. No reward policy was envisaged by the Royal Academy of Sciences in the Réglement (statute) promulgated by King Louis XIV in 1699. Prizes were proposed later, first by private donors and then by the state, and awarded in international contests setting out specific scientific or technical problems for savants, inventors and artists to solve. Using cash prizes, under the Ancien Régime the Academy effectively directed and funded research for specific purposes set by donors. By providing it with significant extra funding, the donor-sponsored prizes progressively gave the Academy relative autonomy from the political power of the state. In the 19th century, with the growing awareness of the importance of scientific research, the main question became whether to use the prizes to reward past achievements or to incentivize future research, and the scale and nature of the prizes changed.

The great abundance and good preservation of the remains of the American Mastodon have led to various restorations of the skeleton. The best known of these is that made by Prof. Richard Owen, in 1846, based upon a skeleton from Missouri, now in the British Museum. Another restoration was made a few years later by Dr. J. C. Warren, based mainly on a very perfect skeleton from Orange county, New York. This skeleton is now preserved in the Warren Museum in Boston. A third restoration was made by Prof. James Hall, from a skeleton found at Cohoes, New York, and now in the State Museum of Natural History, in Albany. These restorations are all of importance, and taken together have made clear to anatomists nearly all the essential features of the skeleton of this well-known species.

During the era of the All People's Congress (A.P.C.), 1968–92, the state machinery and resources of Sierra Leone were used to promote the interests of a relatively small number of persons rather than those of the general public. A system of patronage thrived under this ruling party primarily because membership of particular groupings was a more acceptable qualification for position than an individual's actual capabilities. The ensuing intrigues deterred development in the country because members of cliques were only accountable to their leader and his top officials.

AbstractTwo years have passed since Jarosław Gowin, the Polish Minister of Science and Education, has signed a new law known as the Constitution for Science (Konstytucja dla nauki) or simply Law 2.0 (Ustawa 2.0). Law 2.0 declared that ethnology and anthropology are no longer independent fields of scientific inquiry, but are part of a new discipline: the study of culture and religion. In this essay, I analyze the effects of this law on ethnology and anthropology in Poland. I look at how the law affected anthropological research, especially its financing, and training, including enrollment of students. I place this discussion withing the broader context of reforms aimed at Polish higher education.

The article is devoted to the scientific, practical and pedagogical experience of the Department of Restoration and Examination of Works of Art of the Kharkiv State Academy of Design and Arts throughout its existence in the context of the development of this industry in the historical territory of Sloboda Ukraine. The REWA department of KSADA is the only educational institution in the East of Ukraine that trains artists-restorers of easel and monumental painting, specialists in expertise. Over the years, the department has restored many hundreds of works of art, and graduates of the department successfully work in restoration and museum institutions in Ukraine and the EU. The establishment of the REWA department was preceded by a long historical process of restoration activities in the region, which dates back to the second half of the seventeenth century, the time of the founding of Slobozhanshchyna. The first local restorers were icon painters, who were invited to perform works of art in cities and monasteries. Later, in the nineteenth century, the role of restorers was performed by local, including well-known, painters (I. Bunakov, I. Kulikovsky, M. Uvarov). Restoration education in Slobozhanshchyna dates back to 1902, when the training and icon-painting workshop was opened in Sloboda Borysivka, where the restoration of icon-painting was taught for the first time in the historical Ukrainian lands. During the First World War, the unveiling of the icon of St. Nicholas of Miletus Monastery became a significant event in Kharkiv (1915). In the 1920s and 1930s well-known restorers and representatives of related professions who mastered the profession of a restorer (M. Kasperovych, I. Sviatenko, P. Fomin, etc.), worked in Kharkiv. A restoration workshop operated at the Ukrainian Art Gallery in 1930s, and in 1938 the first Ukrainian-language edition on this subject was published and a separate section devoted to restoration (V. Lokhanko “Artistic Materials and Painting Techniques”). In 1984, Kharkiv branch of the State Research and Restoration Workshops was opened. Higher restoration education in Slobozhanshchyna was started in 1988, as a section of painting restoration, which was transformed into an independent graduating department in 1994. Teachers and students of the department within the educational process carry out practical restoration of works of art, monitoring of private and museum collections, the state of preservation of monumental paintings. They develop and improve methods of restoration, publish and patent developments and discoveries. The Department of REWA is constantly working on improvement of teaching and methods of evaluating the work of students, planning to open new educational programs.

The paper is devoted to the analysis of the state of the equipment recycling system in Russia and the issues of improving the legislative framework that accompanies it. The role of state structures in solving the problems of forming a resource-saving ecooriented system for the disposal of decommissioned equipment is reflected. To analyze the work in the field of waste management, to reflect the state of the legislative framework for the existing system of recycling equipment in Russia and abroad, to make recommendations for its improvement. Problems with waste appear when, in the process of production and consumption of substances, objects (equipment), he/she becomes unnecessary for their owners, their owner tries to get rid of this object in the most accessible way. According to numerous information, the disposal of equipment in Russia is mainly carried out (black waste collectors), which control more than 60 % of the scrap of non-ferrous and ferrous metals, so the solution to the problem of creating an effective system for the disposal of equipment becomes not just relevant, but vital for our state. The scientific community in Russia is constantly conducting research on the creation and implementation of a system for the disposal of decommissioned equipment, so, for example, MADI scientists proposed a regional car recycling system for implementation, the scientists of the Federal State Budgetary Educational Institution FNAC VIM also developed a regional system for the disposal of agricultural recycling equipment. In order to quickly solve the problem of working out a general strategy for creating an effective system of recycling equipment in Russia, taking into account the revision of the legislative framework, it is advisable to "run-in" it at the industry level, for example, in the agroindustrial complex, with subsequent replication in other industries.

The implementation of the comprehensive national defense system in Latvia marks a new turning point in the relationship between the state and society – instead of being consumers of the security and defense provided by the state, every inhabitant of Latvia must become an active contributor to the natio-nal defense system. Thus, the society’s willingness to defend the state becomes an essential element in the successful implementation of the comprehensive state defense system. This article analyzes the different views of Latvian and Russian-speaking population on issues that affect the willingness to defend the state, as well as evaluates the role of intercultural communication for informing public and increasing the involvement in the comprehensive national defense system.
