The article attempts to describe the use of organised crime to achieve the political goals of the Russian Federation. This phenomenon escapes unambiguous scientific classifications and has an eminently interdisciplinary character. This is because organised crime is usually analysed in the classical criminological literature as a pathology the state fights. However, it turns out that organised crime structures can be an element of the foreign policy carried out by covert and illegal means. Therefore, the criminological perspective should be supplemented with a viewpoint of political and security sciences. The direct inspiration for this paper came from the analyses carried out by Galeotti, an expert in security and international relations. It refers to the practical manifestations of the activities of Russian special services: SVR, GRU and FSB, in which Russian-speaking criminal networks are used. The author believes it can be analysed in terms of the concept known in the Anglo-Saxon scientific circle as a so-called state crime.

Over the last thirty years, the importance and interest in cultural factors in international relations and in international security has increased. The links between culture and security, and in particular the impact of culture on security, are issues whose importance is growing and which are being increasingly studied. They are regarded as a multifaceted problem, as cultural differences have become the cause of conflicts and wars, and tendencies of cultural domination have led to the destruction of cultures and entire civilizations. It therefore seems interesting to reflect on the process of developing an independent strategic culture of the Russian Federation. The purpose of the article is to discuss the process of shaping the independent strategic culture of the Russian Federation and to address four basic research problems: the sources of Russian strategic culture; the indication which of them are primary and which are secondary ones; determining whether Russian strategic culture underwent evolution; and determining whether then Cold War influenced the shape of today’s strategic culture of the Russian Federation. To achieve the intended purpose of the article, critical analysis of literature is applied, which allowed to find answers to the research questions.

The Russian Federation has become a rogue state in international relations, invading and occupying the territories of three European countries (Moldova, Georgia and Ukraine), waging war in the Ukrainian territory, producing massive disinformation campaigns against the West, threatening the Baltic republics, and interfering in various elections and referendums. Despite Russia’s aggressive behaviour, the West’s response to it has been significantly limited, particularly when it comes to non-military deterrence by Continental Europe. The US and the UK are leading the punishment of Russia’s aggression, while many countries, mainly in Western and Southern Europe, are hesitant to respond to this threat. This article makes recommendations as to what should be done in practical terms to boost the European portion of the Western response to Russian aggression from the political and policy points of view.

The Russian Federation is the big biggest petrol and natural gas exporter to the European petrol market. The V4 countries are a part of this market. They have various energy potential, various foreign policy making conceptions and finally they have different opinions about UE`s role on the European petrol market. What they share is dependency on the Russian Federation in the natural gas and petroleum import, and energy security concerns. All this together overlaps with Russian “energy hegemony” strategy aimed at using the natural resources as a tool to create foreign and domestic policies and influencing ongoing events in Europe. Thus a paper entitled “Russian Federation`s energy strategy towards Visegrad Group Countries” aims to characterize relations between Russian Federation and V4 Countries within the energy policies conducted by this international relations players.

In the early 1990 s, the foreign policy concept in Russia was based on the policy of «Euro-Atlanticism», which presumed orientation towards the Western model of development, integration with the Western countries and a conflict-free vision of international relations. But unlike the era of «Cold War» with the USSR, the Western countries did not consider the Russian Federation to be equal in status and did not hasten the process of establishing strategic partnership. Russia has never managed to establish an alliance with the Western countries and become «part of the Western world», «Euro-Atlanticism» has not proved itself. In the late 1990s, a shift began to a course of «multi-vector» foreign policy, implying a multipolar system of international relations. Moreover, at the end of the twentieth century, the Russian Federation faced growing threats from the United States and the countries that make up the military-political bloc of NATO, which necessitated a rethinking of priorities and possibilities for ensuring the protection of Russia’s national interests and security, and the development and adoption of new doctrines and concepts on the subject. This article thus deals with the process of establishing State priorities on the basis of the principle of protecting the national interests and safeguarding the national security of the Russian Federation during the period 1999-2007.

International scientific and technical cooperation (ISTC) is one of the factors in the development of the modern economy. The foundations of international scientific and technical policy were laid in the USSR. The Russian Federation not only took over from the USSR a relatively large volume of international obligations in the field of ISTC, but also updated the legal instruments of state policy in this area, adapting them to the new conditions of modern international relations. The article examines the scale and significance of the changes, which have taken place, their relevance to modern challenges, which makes it possible to predict new forms of ISTC.

The Diary of Ivan Maisky, a diplomat, Soviet Envoy (later Ambassador) to the United Kingdom from 1932 to 1943 is one of the valuable sources on the interwar history of international relations and WWII. Maisky never saw his diaries returned to him after they had been confiscated at the time of his arrest in 1953. It was declassified by the Archive of Foreign Policy of the Russian Federation and published in 2006-2009 with the commentaries of Russian scholars. The analysis of the Diary which contains unique details about Soviet-British relations casts new light on the roles of Great Britain and the USSR in the pre-war international crises and allows for a re-evaluation of the two powers’ efforts aimed at preventing or delaying the war. When the Diary is juxtaposed with the declassified British archive materials, the degree to which the British officials trusted the Soviet Envoy/Ambassador as well as the level of his awareness of the undercurrents of British politics become clearer. The authors argue that the Versailles System had failed by the mid-1920s and was replaced by the Locarno System based on the guarantees of Germany’s western borders. In the mid-1930s the Locarno System was in disarray despite British efforts to save it through concessions and the appeasement policy. The «Diplomat’s Diary» shows a struggle within the British elite between the supporters and the opponents of the appeasement policy linked with the search for a new configuration of the European system of security.

It is proved that in the sphere of international relations Russian legislation does not fully take into account the needs of society by strengthening civil unity, by reducing interethnic tensions. The main directions of this problem and possible ways to resolve them are identified; an analysis of the state strategy is carried out. Some recommendations on improvement of migrants and their children´s adaptation period are made. Particular attention is paid to the adaptation and integration of migrants into Russian society, as well as gaps in the labor legislation affecting the use of foreign labor, protection of the rights of foreign workers, responsibilities and obligations for employers.
