The article presents the implementation of the results of supporting sectoral entrepreneurship in rural areas as a multifunctional and multi-channel process of formation, attraction, and use of financial resources provided by the rules of the institutional environment of state policy. A methodical approach to the integrated assessment of indicators of the target direction of the involved financial resources of the state and their impact on the development of sectoral entrepreneurship in rural areas is presented. It is proved that the specific criteria that determine the scenarios of consolidation of tax revenues to local rural budgets are minimization of discretion, compensation, and compromise, budget adequacy, complementarities, as well as the sequence of changes in parameters and flexibility of the tax system which allows responding quickly to changes in the institutional environment of state support of sectoral entrepreneurship. Indicators of state support for risk insurance of sectoral entrepreneurship, volumes of accumulated revenues of local budgets in decentralized rural areas of Ukraine are analyzed. A cognitive model is proposed. It determines the hypothetical ability of the multifactorial system of the institutional environment of state policy to influence the level of financial capacity of sectoral enterprises, taking into account the tax burden and targeted use of state financial resources for production, processing, and storage of agricultural products as well as to update the technological process

The development of rural tourism is a global trend. In order to support this trend, the United Nations World Tourism Organization (UNWTO) has declared 2020 the year of rural and eco-tourism, which has attracted the attention of travelers to the countryside and will entail the development of rural areas. For Russia, the development of this area is becoming particularly relevant, which is due to the need to diversify the rural economy, the desire to increase employment and sources of income of the rural population, overcome rural poverty, and attract investment to improve infrastructure in rural areas. It is determined that a significant constraint on the development of the sub-sector is the imperfection of the regulatory framework and the vagueness of direct state support, legislation in the field of rural tourism is only being formed, the existing assistance measures do not meet the request of society. The prospects of rural tourism are connected with the process of active formation of the institutional environment and the development of tools for targeted state support. The paper notes that the main directions of development of the sub-sector will be determined by the national project “Tourism and Hospitality”. As new tools for the development of the direction are grants “Agrotourism”, concessional lending at the rate of 3-5% per annum, cashback for tours in Russia. The new impetus to realize the potential of agrotourism is associated with the coronavirus pandemic and the demand for domestic travel. As conclusions, the need to improve the system of state regulation and support for the development of rural tourism is established and the main measures that will contribute to the realization of the potential of this type of non-agricultural activity as a promising direction for sustainable development of rural areas are identified

The purpose of the study is to assess the institutional environment and determine the need for financing small agricultural businesses in Ukraine in order to facilitate access to financial resources in accordance with the need. The information base of the study is the regulatory and legal framework of state support for the agricultural industry, analytical studies of information agencies, data from the State Statistics Service of Ukraine and Ministry for Development of Economy, Trade and Agriculture of Ukraine. The data on the planned and actual indicators of budget expenditures for agricultural development were obtained on the basis of an analysis of the reports posted on the official website of the State Budget of Ukraine. The study determined the market capacity by financing the activities of small agricultural enterprises by sources and state support. An attempt has been made to outline the technology for a comprehensive assessment of the need for financing peasant and small farms in Ukraine through determining the capacity of financing the industry. As a result, it was established that the annual demand for resources for this type of entrepreneurship is at least UAH 370 billion, and in the near future it will grow at least UAH 26.5 billion annually. Particular attention is paid to the areas of micro crediting and state support for the development of small businesses in rural areas. The practical significance of the study lies in the fact that the implementation of the results of research work allows the implementation of technological support for the formation of a financing system for small agricultural entrepreneurship. This is necessary for the technical justification of state programs for the development of small business, strategies for the development of rural areas, state regulation of the development of the agricultural sector.

Ice is a water that cooled below 0 °C and used for complement in drink. Ice can be found almost everywhere, including in the Wahid Hasyim Sempaja Roadside. From the preliminary test, obtained 5 samples ice cube were contaminated by Escherichia coli. The purpose of this study was to determine relationship between hygiene and sanitation with presence of Eschericia coli in ice cube of home industry at Wahid Hasyim Roadside Samarinda. This research used quantitative with survey methode. The population in this study was all of the seller in 2nd Wahid Hasyim Roadside. Sample was taken by Krejcie and Morgan so the there were 44 samples and used Cluster Random Sampling. The instruments are questionnaries, observation and laboratory test. Data analysis was carried out univariate and bivariate (using Fisher test p= 0.05). The conclusion of this study there are a relation between chosing raw material (p=0,03) and saving raw material (p=0,03) with presence of Eschericia coli. There was no relation between processing raw material into ice cube with presence of Eschericia coli (p=0,15).Advice that can be given to ice cube should maintain hygiene and sanitation of the selection, processing and storage of ice cube.

The aim of the work is to assess the existing and prospective models for the development of agricultural production in Central Polesie on the basis of economic feasibility and ecological balance. The evaluation of promising agricultural production systems was carried out with the help of simulation modeling of various infrastructure options at the levels of crop and multisectoral specialization of agroecosystems. The agro-resource potential of Central Polesie is better implemented in the rotation with lupine, corn and flax dolguntsem with well-developed infrastructure, including crop, livestock units, grain processing and storage systems, feed, finished products and waste processing in the bioenergetic station. The expected income for the formation of such an infrastructure is almost 8 thousand dollars. / with a payback period of capital investments of 2-3 years.

This article systematizes the legal framework, forms, and volumes of support for agriculture from the federal budget of Russia and the regional budget (on the example of the Tyumen Region). The authors have performed a detailed analysis of the directions of such support for 2016-2019. The historical, economic and social features of the relationship between the state and agriculture are shown. State support for agriculture is objectively necessary, and competent budget planning makes it possible to develop. However, the dominance of direct forms of spending support does not stimulate cost-effective and innovative activities, which in the future can bring the industry to a competitive level. There is very little and irregular support for social forms, the development of farming and other forms of private farming in rural areas. The authors conclude that the policy of state support is sufficiently provided by legislative acts, resolutions and state programs. Many programs are updated, and new versions are adopted even before the previous ones expire. Such strong volatility hurts strategic projects and agricultural initiatives. Less expensive forms of activity-mediation and trade turn profitable. Living conditions in the villages significantly stay behind in quality and opportunities, which leads to the human capital leaving rural areas. The authors propose to pay more attention to the development of indirect forms of support, to stimulate economic activity and small businesses.

The “Abbott Farm site,” now known as the Abbott Farm National Landmark, is known for its unique and abundant artifact assemblages from presumed Middle Woodland contexts. Several researchers attributed the presence of large quantities of argillite raw material, argillite and chert blades and blade caches, cut and uncut mica, and aberrant zone-decorated ceramics to either Hopewellian manifestations or to the Abbott Farm's role in the regional redistribution of argillite. On the basis of a cultural resource survey conducted by Louis Berger and Associates prior to the proposed construction of I-195 and I-295 and New Jersey Routes 29 and 129, a specialized economic adaptation focused upon the intensive procurement, processing, and storage of anadromous fish, especially sturgeon, is hypothesized.

The article is devoted to the development of educational export, which is one of the priorities of state policy. In 2018, the Federal project ‘Export of education’ of the national project ‘Education’ was launched, which set the task of doubling the number of international students in Russia by 2024. The tasks set are impossible without state support, which is to create favorable conditions for its development at the national (system of support and development of export of Russian education) and interstate (in the framework of cooperation with foreign countries, participation in regional integration associations, international organizations and forums) levels. Taking into account the analysis of international and Russian experience of export support, the author of the article developed and described a model of export support for Russian education, which has its own specific industry characteristics. The model for supporting the export of Russian education includes organizational, legal, informational, financial, and content blocks.
