This research was distributed by attractions of authors to Teungku Muhammad Daud Beureueh the leader with big influence when the revolution happened in Aceh. The main issues studied in this research is “How was Teungku Muhammad Daud Beureueh’s role in defending the independence of Indonesian Republic in Aceh 1945-1950?”. This study uses historical method which includes four steps: 1) Heuristics, 2) Criticism, 3) Interpretation, 4) Historiography. Based on the result, the political and socio-economic conditions in Aceh after the independence of Indonesian Republic was unstable. The role of Teungku Muhammad Daud Beureueh in Peristiwa Cumbok gave the awareness to local government to give more attention in this horizontal conflict and he instructing to mobilize the troops to attack the uleebalang clan in Pidie. He also stopped the Tentara Perjuangan Rakyat (TPR) movement who headed by Husin Al Mujahid. As the Military Governor of Aceh, Langkat, and Tanah Karo, Teungku Muhammad Daud Beureueh can merged the paramilitary organizations into TNI organization, he also the inisiator who collected the cost to buy an airplane for Indonesian government, and he can stopped the Sayid Ali movement. Teungku Muhammad Daud Beureueh rejected the merging of Aceh into the Sumatera Utara Province and this case made his disappointed to the center government and also Soekarno.

In order to achieve the objectives of poverty alleviation, sustainable development, and even human resource development it is imperative that women should be a part of governance and decision making bodies at all levels. In Pakistan too since independence, like other countries of the world, over the period of last six decades different regimes, both civil and military,have attempted to integrate women in the political process of the country. In the year 2000 under the patronage of the military regime, Pakistan has made significant progress in enhancing women’s political participation. In the local government ordinance of 2001 women representation in the different tiers of local government was raised to 33%. Regardless of this progress women access to the political institutions is not without constraints. Data for the research was collected, through interviews and close ended questionnaires, from 20 women parliamentarians. The major constraint, according to the respondents, is the mindset which women have to face in order to participate in the political process. The mindset is based upon the stereotypical division of roles and domain into male and female, which restrict women’s roles to domestic sphere and deter their participation in the public life. Although, women parliamentarian did acknowledge the role of family support in overcoming barriers to women participation in the political process, still in 21st century this support is not available to majority of women in Pakistani society. Apart from it role of media and the support of political parties are two other important dimensions which play an important role in creating barriers to women participation in the political process.

Pakistan is a democratic country in the region of South Asia, but it has been deprived of political backdrop from its independence from the British Empire in 1947, notably in the field of local self-government. Pakistan's history demonstrates that inconsistency in civilian norms hampered the establishment of a robust democratic culture at all levels of government. The military has repeatedly swallowed the civil-military political romance. Each military commander instituted local self-government; General Ayyub instituted the Basic Democratic System in his dictatorship, and General Zia instituted local government as well; their primary goal was to legitimate their own authority and that of the military. However, the decentralisation changes in Pakistan may be traced back to the last military takeover led by General Musharraf in 1999. Under General Musharraf's leadership, recent decentralisation measures in Pakistan have been examined in this article. We emphasise the most important features of this reform and examine its growth in the context of history to better recognize the probable causes for the current decentralisation of power. In Pakistan, the history of local government reforms is particularly intriguing as, on request of a non-representative centre, each of the top three reform efforts has been executed using a "top-down" strategy for the reform process. It should be noted that each of these reforms is an add-on to the broader constitutional reengineering agenda that is designed to centralise the political authority of a non-representative centre further. In these cases, we would propose that the design of local government reforms is endogenous rather than exogenous for centralization purposes of the non-representative centre. Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.

The ancient Romans famously distinguished between civic life in Rome and military matters outside the city—a division marked by the pomerium, an abstract religious and legal boundary that was central to the myth of the city's foundation. This book explores, by means of images and texts, how the Romans used social practices and public monuments to assert their capital's distinction from its growing empire, to delimit the proper realms of religion and law from those of war and conquest, and to establish and disseminate so many fundamental Roman institutions across three centuries of imperial rule. The book probes such topics as the appearance in the city of Romans in armor, whether in representation or in life, the role of religious rites on the battlefield, and the military image of Constantine on the arch built in his name. Throughout, the book reveals how, in these instances and others, the ancient ideology of crossing the pomerium reflects the efforts of Romans not only to live up to the ideals they had inherited, but also to reconceive their past and to validate contemporary practices during a time when Rome enjoyed growing dominance in the Mediterranean world. The book explores a problem faced by generations of Romans—how to leave and return to hallowed city ground in the course of building an empire.

SummaryTheme conflicts of interest is one of the major reasons for concern local government, regional and central administrative and criminal legal implications aiming to uphold the integrity and decisions objectively. Also, most obviously, conflicts of interest occur at the national level where political stakes are usually highest, one of the determining factors of this segment being the changing role of the state itself, which creates opportunities for individual gain through its transformations.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.
