The Republic of Serbia and the Republic of Croatia, once (with the prefix "Socialistic") members of the Yugoslav federation, and today neighboring, sovereign, internationally recognized states, have a common border of two hundred and fifty-two kilometers, of which one hundred and thirty-eight kilometers along the Danube. The line of the border on the Danube is the subject of different interpretations by the two sides, which in practice leads to numerous problems, primarily in terms of navigation safety, prevention of migration, poaching, flood defense and other security challenges. One of the points of contention is Vukovarska ada, a river island over which both sides emphasize their sovereignty. In 2011, the local governments of Bac and Vukovar, in order to relax the situation and improve good neighborly relations, signed the Agreement on Friendship and Cooperation, and it significantly affected the actual position of Vukovar Ada. In this text, the author analyzes the historical circumstances and the current status of Vukovar Ada in the context of the future overall resolution of the issue of demarcation of Serbia and Croatia on the Danube, as well as in the context of the Bac-Vukovar Agreement, ie the possibility of applying a similar model with appropriate modifications applied to some other disputed part of the common border on the Danube

The object of this research is the youth of Buryat-Mongolian ASSR as most active social group within the social structure of 1941 – 1945, which was the major source for replenishment of labor reserves. The subject of this research is the examination of core financial and social problems faced by the youth working at the defense industry plants of the republic. Special attention is given to analysis of the impact of wartime struggles and hardships upon household and food procurement. It is noted that shortage of housing, low salaries, insecure life, poor nutrition, deficit of clothing and footwear often led breach of employee discipline. The article explores the important vectors in the activity of Komsomol with regards to housing and living conditions, as well as various forms of financial and psychological incentives that promote adaptation of youth to working at the industrial plant. The scientific novelty consists in introduction into the scientific discourse of a number of previously unpublished source that were collected specifically for this research. As a result of the conducted research, it was established that working youth, who for the most part came from rural localities to the city, were put in quite difficult social and living conditions, experiencing critical problems in the process of adaptation; however, they accomplished significant labor achievements and made their contribution to the common Victory.

Whereas the reception and operation of English law in West and East Africa have been the subject of much study over the last few years, the introduction and application of Roman-Dutch law in Southern Africa (apart from South Africa itself) have received scant treatment.1 This article deals only with the position in Lesotho and attempts to show the extent to which Lesotho's legal system is tied to that of the Republic of South Africa, and thus strengthens the geographical and economic bonds which link the two countries.

ABSTRACTRecent research on twentieth-century Africa has been marked by a surge of interest in autobiographical narrative. While this development is generally praiseworthy, the knowledge it has produced has been uneven, in temporal as well as spatial terms. This article channels the current interest in personal experience and narrative to a place and time where resonances of the ‘common’ voice have been rather weak: the Republic of Guinea, across the final decades of the twentieth century. Foregrounding the autobiographical reflections of a local teacher in the country's southeastern forest region, it forges new perspectives on political subjectivity in Guinea's understudied provinces.

AbstractThe common lizard (Zootoca vivipara) is Ireland's only native reptile, forming a key part of the island's biodiversity. However, there is a general paucity of distributional and abundance data for the species. In this study, we collated incidental records for common lizard sightings to define the distribution of the species in Northern Ireland. Maximum entropy modelling was employed to describe species-habitat associations. The resulting predicted landscape favourability was used to evaluate the current status of the species based on the distribution of its maximum potential range in relation to the degree of fragmentation of remaining suitable habitat. In common with previous studies in the Republic of Ireland, sightings were highly clustered indicating under-recording, observer bias, and fragmentation of suitable habitat. A total of 98 records were collated from 1905 to 2009. The species was recorded in 63 (ca. 34%) of 186 × 10 km Northern Irish grid squares. Lizard occurrence was strongly and positively associated with landscapes dominated by heathland, bog and coastal habitats. The single best approximating model correctly classified the presence of lizards in 84.2% of cases. Upland heath, lowland raised bog and sand dune systems are all subject to Habitat Action Plans in Northern Ireland and are threatened by conversion to agriculture, afforestation, invasive species encroachment and infrastructural development. Consequently, remaining common lizard populations are likely to be small, isolated and highly fragmented. Establishment of an ecological network to preserve connectivity of remaining heath and bog will not only benefit remaining common lizard populations but biodiversity in general.

The authors of this article clarify the subject of ethnopolitical expertise and monitoring of ethnopolitical processes, their main thematic topics, draw distinctions with related branches of scientific practice-oriented knowledge, assess the current status of ethnopolitical expertise and monitoring of ethnopolitical processes in Russia in the context of improving federal legislation. The authors argues that it is unacceptable to narrow the subject of ethnopolitical expertise. The authors evaluate the experience of ethnopolitical expertise implementation and monitoring of interethnic and confessional relations, ethnic policy in the Krasnodar territory, the Republic of Crimea and Sevastopol city (2014-2020). Factors and indicators of monitoring of interethnic and confessional relations are evaluated on the example of the studied regions. Measures are proposed to improve the quality of ethnopolitical expertise in the aspects of organizing its interaction with state authorities and mass media, providing evidence and publicity. The authors argue the need to create permanent expert structures and networks of interaction between professionals and the state authorities, the education system, political parties and public organizations, and the mass media.

The article presents a theoretical analysis of the policy and regulatory electronic control of security in the Republic of Bulgaria. The object of the research is electronic control system; the subject — the strategic and regulatory bases for e-governance in the Republic of Bulgaria and their current status. The main thesis of the scientific article is in spite of a good strategic and regulatory security of electronic control system in the Republic of Bulgaria, it is still not fully implemented, as a consequence, does not function effectively and efficiently, and the public sector is not able to provide some administrative services to the citizens and business in an electronic way.

In the judgment of 20 November 2019 (Case K 4/17), the Constitutional Tribunal assessed the compatibility with the Constitution of the Republic of Poland of provisions imposing on local government units the obligation to cover financial losses of independent public health care institutions run by local governments. The negative financial result of local government healthcare institutions resulted from insufficient financing of medical services by the National Health Fund. The Tribunal found that local government units were thus obliged to partially finance health care services, despite the fact that this is a task of government administration. The issue of providing local government units with adequate financial resources has repeatedly been the subject of rulings by the Constitutional Court. Jurisprudence to date has been based on a restrictive interpretation of Article 167(1) and (4) of the Constitution of the Republic of Poland. As a result, the aforementioned provisions ceased to fulfill the guarantee function in relation to local government. The judgment under review constitutes a departure from the above line. The position adopted therein deserves to be endorsed and continued in future jurisprudence.

Introduction: the authors consider the phonetic features of the subdialect of the Adashevo settlement of the South-Eastern dialect of the Moksha language. They describe such speech processes in the field of vowels and consonants as vowel reduction, consecutive vowels narrowing, devocalization of sonorants, palatalization, etc. The authors study the features of accentuation and consistently compare the South-Eastern dialect with other Moksha language dialects, and show its originality. Objective: to identify and describe the phonetic features of the subdialect of Adashevo settlement of Kadoshkinsky District of the Republic of Mordovia; to show the common and the different in phonetic structure of the subdialect in comparison with other subdialects and dialects of the Moksha language. Research materials: dialect material collected by the authors and Ogarev Mordovia State University students during linguistic expeditions in 2013, 2015 and 2019. Results and novelty of the research: the analysis of the dialect material revealed phonetic features peculiar to the South-Eastern dialect of the Moksha language in general and in particular to the subdialect of Adashevo settlement. Of particular interest is the narrowing of front vowels (*ä > e, *e > i), which in turn leads to the reduction of secondary narrow vowels. Cases of absence of reduction of narrow vowels in the anlaut of a word, which is unusual for other dialects of the South-Eastern dialect, are revealed. Cases of occurrence of positional affricates are described. The phonetic features of the subdialect of Adashevo settlement of the South-Eastern dialect of the Moksha language is being described in detail for the first time which until now has not been the subject of special research. The collected dialect material can be used in the compilation of a dialect dictionary and lexical atlas of the Moksha language. The revealed facts can contribute to the study of the history of the Mordovian languages.

The article deals with manuscript and printed books written in the Arabic graphic, revealed by the author in private collections of particular people living in flat and submontane areas of the Republic of Dagestan. During summer months of 2015 and 2016, the author visited Nogaysky, Karabudakhkentsky, Buynaksky, Khasavyurtovsky and Kizlyarsky districts, where he recorded old printed (lithographic) books and manuscript materials stored in fifteen private collections and in the museum of the village of Terekli-Mekteb and in the Jame Mosque of the village of Ullubiyaul as well. The author draws attention mainly to the materials written in the Turkic languages in Arabic graphic both in Dagestan and outside it - in Turkey, Central Asia, the Volga Region (Kazan, Ufa, Orenburg), in the Crimea, and in St. Petersburg. Books of this origin existed and were used by Dagestan readers of the 19th - early 20th centuries. The revealed materials are subjected to an archeographic description according to the generally accepted scheme. They allow us to assess the situation related to the subject, degree of use, the prevalence of Muslim literature in various districts of Dagestan. Among the written objects found in various collections, the author recorded many texts written not only in the Arabic, but also in the Kumyk, Azerbaijani, Tatar, Ottoman Turkish languages and in the common Turki language.

Subject. The article focuses on the advanced time-driven tools for allocating overhead expenses, which are based on process-based budgeting. Objectives. We articulate a technique for cost allocation so as to assess the cost of each process with reference to the common time driver. Methods. The study relies upon methods of systematization, classification, analogy and comparison, and summarizes the scientific literature on the subject. Results. The article presents our own suggestions on implementing TD-ABC and TD-ABB into the strategic management accounting process of developer companies. The principles were proved to help more effectively allocate overhead expenses and assess the capacity load of each process performed by functions, departments and employees. Carrying out a comparative analysis, we found certain reserves for utilizing resources more effectively. Conclusions and Relevance. The findings are of scientific and practical significance and can be used by developer and construction businesses. The conclusions can prove helpful for scientific papers, student books, and further research.
