The article describes the level of innovative activities of Russian agricultural businesses based on currently accepted indicators and justifies the limitations for their application in agriculture, taking into account its peculiar features. As an example the article considers a large agro-holding, which conducts active innovative activities aimed at the development of precision agriculture. The article shows the potential of correlation-regression analysis for the detection of the influence of particular technological innovations on the obtained result, as well as the potential of timeseries analysis for the assessment of major agriculturally-significant climatic risks.

The most important motivating factor for enhancing innovation activity is lending as a stimulus for the development of a modern enterprise. The motivation of the Ukrainian enterprise, based on the need for innovative activity lending in ensuring the efficiency of its economic activity, was explored. The authors use different methods of research, for example, analysis and synthesis methods, method of scientific substantiation and comparison of the main indicators of the activity of the investigated enterprise, as well as correlation and regression analysis method. Here is also used the method of correlation and regression analysis to determine the effect of changes in the average annual cost of fixed assets and investments in their modernization on the motivation to increase revenue from the sale of products (goods, products, services), as well as to characterize the functional relationship between income from the sales of products and capital, expenses, investments. The results of the study indicate a close relationship between the indicators, thus there is a high dependence on the increase of the volume of income from the sale of products due to the need to attract financing in the form of lending to innovative products of the investigated enterprise.Lending of innovative activity contributes to the increase of sales volumes and the emergence of its new products, and also serves as a form of strengthening the motivation of enterprise development. As a result of the research, the theoretical principles of using Ukrainian enterprise motivational space with lending involvement for the introduction of innovations have been substantiated.

The article examines the innovative activity parameters of industrial enterprises in the Russian Federation, studies the main development trends. The dynamics of the main indicators of industrial organizations subdivisions carrying out research and development are presented and the main types of applied innovations are identified. Also, the costs of technological innovations and the sources of their financing were analyzed within this studys framework. The main reasons for the decline in industrial enterprises innovative activity are listed. In addition, the main trends influencing the development of industrial enterprises were presented. The directions of improving the innovative activities management system of industrial enterprises are grounded on the basis of the project approach use. The general characteristics and properties inherent in an innovation and a project are presented. Domestic enterprises awareness of project management prospects will contribute to their sustainable growth and innovation activity indicators improvement.

The relevance of the technological competitiveness of the national economy at the present stage of Ukraine's socio-economic development is grounded. The purpose of the article is to justify strategic priorities for the technological competitiveness of the Ukrainian economy. The study uses a scientific method of analysis and synthesis to justify the strategic tasks and strategic priorities of the state policy of technological competitiveness strengthening. The principles of state policy to ensure the technological competitiveness of Ukraine's economy are defined. The purpose of the state policy of ensuring technological competitiveness of the national economy is defined as strengthening of external and internal technological competitiveness through the development of internal competition and strengthening of production competitiveness on the basis of advanced technological innovations and information technologies, systemic support of elements of innovation infrastructure, formation, and realization of intellectual and human resources potential of technological economic development. The paper shows that modern policy of ensuring technological competitiveness of Ukraine's economy is formed in conditions of the modern challenges of global competition, namely the influence of global crises and financial and economic instability; increase of external expansion through globalization processes, development of information economy; pressure of the country's debt obligations; the growth of import dependence; high external labor migration activity; disruption of economic development through military conflict and hybrid attacks; critical disparities of regional development. The strategic priorities of state policy for the technological competitiveness of Ukraine's economy are defined: intensification of technological development of economy, growth of the general level of innovation activity, formation of the competitive intellectual property market, development of infrastructure for support of technological innovations, improvement of the resource provision of innovation activity.

ABSTRACT The combination of multispectral aerial images and computational processing is emerging as one of the solutions used in precision agriculture to observe the nutritional status of plants. The objective of this study is therefore to associate the nitrogen content and dry weight of the aerial part of maize plants (DW) with the vegetation indices obtained by multispectral aerial images (NDVIA and NDREA), and with the SPAD index and the Greenseeker NDVI, in the vegetative stage V6. To this end, randomized blocks in a factorial scheme of 6x4 (six nitrogen doses at the base and four different flight altitudes) were used, with three replications. The collected data was submitted to ANOVA with the F test (p = 0,05) and subsequent regression analysis. The study showed that it is possible to estimate the dry weight of the aerial part of maize plants and the nitrogen content in the leaves through the processing of multispectral aerial images, using the NDVI and NDRE spectral vegetation indices. The portable chlorophyll meter SPAD (model SPAD-502) also had promissing results in the estimation of nitrogen content, while the Greenseeker NDVI sensor accurately estimated nitrogen content and dry weight.

This study shows a new methodological proposal for wine farm management, as a result of the progressive development of the technological innovations and their adoption. The study was carried out in Italy involving farmers, workers, or owners of wine farms who are progressively introducing or using precision agriculture technologies on their farm. The methodology proposed was divided in four stages (1. understanding the changes in action; 2. identifying the added value of Smart Farming processes; 3. verifying the reliability of new technologies; 4. adjusting production processes) that can be applied at different levels in vine farms to make the adoption of precision agriculture techniques and technologies harmonious and profitable. Data collection was carried out using a participant-observer method in brainstorming sessions, where the authors reflected on the significance of technology adoption means and how to put them in practice, and interviews, questionnaire surveys, diaries, and observations. Moreover, project activities and reports provided auxiliary data. The findings highlighted the issues of a sector which, although with broad investment and finance options, lacks a structure of human, territorial, and organizational resources for the successful adoption of technological innovations. The work represents a basis for the future development of models for strategic scenario planning and risk assessments for farmers, policymakers, and scientists.

This article presents the results of the study of problems related to the management of business activity of high-tech companies, the key components of which are include innovation and marketing activities. These components of entrepreneurial activity are interrelated, because as innovation activity increases, so does the need for increased marketing activity to ensure that the market is ready to consume new products. In turn, it creates conditions for a wide release of innovations and rapid return on investment. It is proposed to evaluate and regulate innovation and marketing activities are carried out using a combination of provided indicators and models. For successful management of innovation and marketing activities relevant mechanisms are required. The article describes their methodological features. Three types of strategic orientations are also considered: customer, technology and combined customer / technology orientation. We analyze their direct impact on the effectiveness of innovation, as well as the deterrent effect of marketing management in terms of the marketing mix about these relationships.

In 2017, the aggregate level of innovation activity in Russia amounted to 8.5%, the introduction of technological innovations - 7.5%; new business methods were used by only 2.3% of the surveyed organizations. In agriculture, technological innovations were carried out by 3.1% of enterprises, organizational - 0.9%, marketing - 0.5%; innovations aimed at increasing environmental safety in the production process or as a result of using improved products were introduced by 3.6% agricultural enterprises. According to the results of assessing the level of diffusion of innovations in agriculture, carried out on the basis of Rosstat data, the Central, Northwestern and Ural federal districts differ in a balanced level of innovation activity in all parameters. In the Volga Federal District, the share of organizations engaged in marketing innovations exceeds the average Russian level, but the aggregate level of innovation activity is low - 3%. A characteristic feature of the administrative-territorial units of the Russian Federation, in which the smallest share of innovative activity of any type in agriculture is recorded, is the predominance of small forms of management in their structure. According to the Analytical Center of the Ministry of Agriculture of Russia, in 2019 the number of people employed in agriculture was 4706 thousand people (6.5% of the employed people total number in the Russian Federation); among them only 113 thousand people were specialists in the field of information technology. The shortage of the qualified workforce with skills in digital technologies is more than 90 thousand people. Most respondents acknowledge the advisability of raising the qualifications of agricultural specialists in the field of digital technologies; they note the need to create centers of competence. In the context of macroeconomic and geopolitical instability, ensuring the Russian Federation’s leading position in the world food markets requires a set of institutional solutions aimed at increasing innovative activity in agriculture.

The role and place of financial policy in the modern state`s development in the conditions of globalization processes are determined. The urgency of improving the theoretical and methodological instruments concerning the implementation of modern financial policy and conducting additional research on the relationship of its effectiveness with the activity of investment and innovation processes in the country is substantiated. The analysis of publishing activity on the implementation of financial policy at the state and regional levels has shown an increase in recent scientific interest in this issue, which indicates its relevance. The purpose of this study is to analyze the relationship between the results of regional financial policy with indicators of investment and innovation activity of economic entities in the region. Methods of economic, system and comparative analysis and synthesis were used in the research process. Сalculation, analytical and graphical methods, regression analysis were used in the processing of statistical data. This article considers the indicators of socio-economic development that determine the effectiveness of financial policy at the regional level. The dynamics of the gross regional product for the Slobozhansky region of Ukraine (Poltava, Sumy and Kharkiv regions) was analyzed, the key factors influencing its volumes were also identified The dynamics of changes in the size of wages per employee was studied. Trends in changes in capital investment in the region were analyzed and regression analysis was performed, which showed a high level of relationship between the volume of capital investment and gross regional product. It was determined that a significant factor influencing the effectiveness of regional financial policy is the innovative activity of economic entities in the region. A regression analysis was performed between the volumes of innovation expenditures and gross regional product and the corresponding models characterizing it were obtained. As a conclusion was identified that the effectiveness of regional financial policy is directly related to the level of investment and innovation activity of enterprises in the region.

The innovations take an essential role in the Bulgarian economic environment as well as in the national strategies for economic growth. For many companies, improving and increasing innovation and the ability to develop innovation is the most important factor for growth. The paper explores the innovation activity of the wine industry as a specific sector of the Bulgarian economy. The purpose of the current study is to identify the attitudes of the wine producers towards innovations and to discuss the innovation activity of their enterprises. The methods used include in-person verbal interviews, which were conducted with 15 participants as expert practitioners to test the ideas, build knowledge, and gain insightful context and nuance to the ideas. The results show that although some of the wine producers implement innovations they don’t realize it. The focus of their innovations is in the product, process, and technological innovations, because they try to reach a balance between quality and price. It looks like that the institutions are more like obstacle rather than support for such activity. Thus, we can conclude that to a high extent the wine producers in Bulgaria are implementing and willing to implement innovations. However, they are not well aware of the possible innovations, their potential for increasing competitiveness and therefore are focusing only on directly improving their product.
