La necesaria simbiosis entre el Trabajo Social y el desarrollo regional: formación y perfil profesional para la intervención social en el territorio

A través del presente artículo, reivindicando la relevancia del ejercicio de la interdisciplinariedad, se expone una estrategia teórico/metodológica para incursionar en lo que consideramos como una relación o incidencia recíproca entre la disciplina del Trabajo Social y la teoría y política del desarrollo regional. A su vez, se reconoce que entre ambas pueden suscitarse complementariedades y vinculaciones bidireccionales, pues el Trabajador Social requiere –en su formación y ejercicio profesional– de los estudios sobre el desarrollo y demás conocimientos y herramientas que contribuyan a inscribir y contextualizar la cuestión social y sus problemáticas en el territorio, en tanto construcción sociohistórica dotada de una dinámica desequilibrada y desigual que amerita de la promoción, participación e intervención social ejercidas por este profesionista. Son precisamente estas acciones, destrezas y habilidades las que le ayudarán a contribuir –tras aprovechar su sólida formación teórico/metodológica e instrumental– en el diseño y adopción de proyectos de desarrollo local/regional que precisan de una sensibilización respecto a los problemas sociales, así como de un diálogo con otros profesionistas y especialistas.Through this article, claiming the relevance of the exercise of interdisciplinarity, a theoretical/ methodological strategy is exposed to venture into what we consider as a relationship or reciprocal incidence between the discipline of Social Work and the theory and politics of regional development. At the same time, it is recognized that there can be two-way complementarities and links between the two, since the Social Worker requires –in their training  and professional practice– development studies and other knowledge and tools that help to inscribe and contextualize the social issue and its problems in the territory, as a sociohistorical construction endowed with an unbalanced and uneven dynamics that merits the promotion, participation and social intervention exercised by this professional. It is precisely these actions, skills and abilities that will help you to contribute - after taking advantage of your solid theoretical / methodological and instrumental training - in the design and adoption of local / regional development projects that require awareness of social problems, as well as from a dialogue with other professionals and specialists.

El artículo aborda las competencias profesionales, las funciones definidas por la ANECA (2004) y los ámbitos de intervención en Trabajo Social. Mediante una encuesta exploratoria en La Rioja se estudia la opinión profesional de 70 trabajadores sociales en activo. Paralelamente, se desarrolla una metodología de investigación cualitativa mediante tres grupos de discusión formados por profesionales y 32 grupos de reflexión integrados por alumnos de grado en Trabajo Social. Las principales discusiones desde el ámbito profesional y de los estudiantes, se sitúan en torno a la metodología de aprendizaje activo o las prácticas de intervención profesional. Finalmente, los resultados obtenidos se incorporan en forma de recomendaciones en la reforma del título de grado.This paper addresses the professional skills in the Social Work degree and the professional’s role and the main domains of Social Intervention defined by ANECA (2004). The opinion in Social Worker is studied by an exploratory survey in La Rioja. In summary, it was collected 70 cases of Social Workers in professional. At the same time, it was developed a qualitative methodology by three groups of discussion formed by Social Worker and 32 groups of reflexions by students on Social Work. The active learnership or the social intervention practices are indicated such a relevant finding by the professionals and the students. At the end, the results are incorporated in the changes of the degree. Specifically, by recommendations in the Social Work degree.

Cuando el Trabajo Social comenzó a sistematizarse y a organizarse a partir de Mary Richmond, se proponía como un programa de investigación distinto dentro de las Ciencias Sociales (Lakatos, 1999). Distinto porque toma los planteos teóricos dados en las Ciencias Sociales desde �las circunstancias históricamente determinadas y existencialmente posicionadas; creando nuevas perspectivas sobre esos planteos teóricos� (Méndez, 2006) y porque con su práctica profesional, evalúa y muestra el problema de las consecuencias efectivas y potenciales de la utilización de los conocimientos (Dewey, 1967) en la construcción de las prácticas sociales (discursivas o no discursivas).Presentar la emergencia de un discurso propio de las personas y documentar lo real de las prácticas sociales, mostrar cómo es que a algunos enunciados que no son en sí mismos ni verdaderos ni falsos, se les otorgan el �estatuto de verdad�; es lo que hace que el Trabajo Social deba ser vigilado y desarmado en sus efectos.Si el discurso no es el medio por lo que se establecen las luchas en esta sociedad de discursos; sino que es por el discurso, por lo que se lucha. Si el discurso es �aquel poder del que quiere uno adueñarse� (Foucault, 1983), las Ciencias Sociales no podían dejar al azar el discurso del Trabajo Social.When Social Work became systematized and organized after Mary Richmond, it was described as a different research program within the social sciences (Lakatos, 1999). It was different because it considered the theoretical propositions in the social sciences from �historically determined and existentially positioned circumstances, thereby creating new perspectives on those theoretical propositions� (Méndez, 2006) and because through professional practice Social Work assesses and highlights the problem of the real and potential consequences of the use of knowledge in the construction of social practices (Dewey, 1967), whether discursive or non-discursive.As Social Work presents the emergence of people�s own discourse and documents the reality of social practices while it also presents statements which are neither true nor false as necessary truths, Social Work should be watched and disarmed in its consequences.Discourse is not the means through which fights are established in our discourse society; it is discourse that is fought about. If discourse is �that power we wish to get hold of� (Foucault, 1983), then the social sciences should not ignore the discourse of Social Work.

The objective of this study was to explore the social framework of bullying using the discourse of the different agents involved. A qualitative method was used (i.e. thematic analysis). We collected information from 25 semi-structured interviews. Four themes were identified: “Descriptive elements of bullying”; “Bullying is a social issue”; “Normalizing bullying hidden behind other types of violence”, and “An integrated struggle against bullying”. This study shows that bullying is a social problem associated with other types of violence. Bullying should also be studied from the perspective of Social Work to generate new strategies and effective social intervention and prevention programs.

El objetivo de este artículo es presentar las aportaciones de las personas usuarias sobre la intervención social de losTrabajadores sociales de los Servicios sociales de atención primaria en el ámbito local. La investigación se sitúa en el marco del paradigma fenomenológico, utilizando como método el estudio de caso y como técnica de recogida de datos la entrevista semi-directiva, a partir de un guion elaborado por temas, sobre los cuales se obtuvieron distintas reacciones por parte de las personas. Los resultados obtenidos muestran que la intervención social del Trabajo Social en los Servicios Sociales de Atención Primaria está basada en la creación y mantenimiento del contexto de intervención profesional, prevaleciendo una relación de alianza de ayuda donde se comparten emociones, sentimientos e ideas y se construye un vínculo entre el trabajador social y la persona usuaria siendo importantes uno para el otro. El artículo aporta información novedosa sobre la intervención social del trabajo social desde las narraciones de las personas usuarias en relación a los abusos de poder al usuario haciéndose patente la violencia metafísica paternalista.The objective of this article is to present the contributions of the users about the social intervention of the social workers of the social services of primary attention. The research is located within the framework of the phenomenological paradigm, using as a method the case study and as a data collection technique the semi-directive interview, based on a script elaborated by themes, on which different reactions were obtained from the people. The results obtained show that the social intervention of Social Work in Primary Care Social Services is based on the creation and maintenance of the professional intervention context, prevailing a relationship of help alliance where emotions, feelings and ideas are shared and a link between the social worker and the user being important for each other. The article provides new information on the social intervention of social work from the narrations of the users in relation to the abuses of power to the user, making paternalistic metaphysical violence evident.

El presente artículo pretende evidenciar algunas reflexiones sobre la necesidad del profesionalen Trabajo Social como sujeto político en la cotidianidad ante la arremetida del modelo neoliberal. El objetivo fue establecer la relación entre el movimiento de reconceptualización y la construcción de un/a trabajador/a social como sujeto político acorde a la cuestión social. Se empleó una revisión bibliográfica de carácter cualitativa en diversas bases de datos y mediante múltiples buscadores académicos. Se presenta el contexto socio-histórico del proceso de la reconceptualización en Latinoamérica. Sumada una búsqueda sobre las implicaciones de ser sujeto social y la comprensión de la cuestión social de cara a nuevas representaciones de la desigualdad social.  Luego, una articulación y reflexión de las categoríasseñaladas anteriormente dando un apartado de discusión donde son expuestos algunos argumentosque sustentan el objetivo central de la investigación. A manera de conclusión, se destaca la necesidadde ser sujeto político desde la formación y ejercicio profesional frente a las nuevas representacionesde la cuestión social en concordancia con la vigencia de los aportes realizados por el movimiento de lareconceptualización (1960-1970). Se finaliza la discusión con una invitación para ampliar y fortalecer el área de investigación como una apuesta ético-política This article aims to highlight some reflections on the need of the social worker as a political subject in all his professional actions, is a qualitative research, conducted under a documentary review in various databases and repositories, indexed books and journals, both nationally and internationally. It is divided into a review of the socio-historical context of the process of reconceptualization and its contributions to the construction of critical social work, a review of the importance and implications of being a social subject, the understanding of the social question emanating from a capitalist model that constantly generates inequalities and precarious living conditions for a large part of the world’s population, followed by an articulation and reflection of the categories outlined above, finally, conclusions are presented that point to the need to be a political subject from the training and professional practice as a response to the community and in accordance with the validity of the reconceptualization as an emancipating struggle for the social subjects that see afectted their integrity and the guarantee of their human rights, calling on him or the professional in Social Work, to be a participant in the processes he carries out and not seen as a third , oblivious to that reality, to conclude the invitation is extended to expand and strengthen the area of research as an ethical-political bet.

Resumo: Assinalado como um fenómeno de extrema vulnerabilidade social, em Portugal, consideram-se em situação de sem-abrigo todos os indivíduos que se encontrem em circunstância de sem-teto, a subsistir em espaços públicos, alojados em abrigos de curta duração, ou sem-casa integrados em alojamento temporário. O artigo em apreço tem como objetivo principal compreender, caracterizar e analisar, do ponto de vista institucional, as tipologias de intervenção que são operacionalizadas pelo setor social junto das pessoas em situação de sem-abrigo. A aditar, pretende examinar a repercussão que a situação pandémica atual do Coronavirus Disease 2019 (COVID-19) teve na presente população e na prática profissional. Neste sentido, foram realizadas três entrevistas semiestruturadas a profissionais da área das Ciências Sociais e Humanas que integram respostas sociais orientadas para a atuação com este público-alvo. Concluiu-se que, para além da intervenção direta e integrada junto dos mesmos, é basilar efetuar um trabalho para e com a sociedade, no que toca a consciencialização do seu papel e o combate da discriminação e preconceito, sendo a implementação de práticas inovadoras que integrem atividades de cariz educativo a via privilegiada para alcançar esse fim.Palavras-Chave: Situação de sem-abrigo. Projetos inovadores. Abstract: Pointed out as a phenomenon of extreme social vulnerability, in Portugal are in a homeless situation all individuals who are without a roof, subsisting in public spaces, housed in short-term shelters, or integrated in temporary accommodations. The main goal of this article is to understand, characterize and analyze, from an institutional point of view, the types of intervention that are operationalized by the social sector with people in homeless situations. In addition, it intends to examine the repercussions of the current situation of Coronavirus Disease 2019 (COVID-19) on the studied population and in professional practice. Therefore, three semi-structured interviews were conducted with professionals who work daily in this context and integrate social responses designed to act with the targeted audience. It was concluded that, in addition to direct and integrated interventions, it is essential to work for and with society regarding the awareness of its role and the fight against its discrimination and prejudice, with essential implementation of innovative practices as the privileged route.Keywords: Homelessness. The study aimed to understand the importance of the Social Worker work management process in Education Policy, more specifically in the Coordination of Social Work Course. It was questioned whether the theoretical and methodological principles of management apply in the federal public sector, where the work to be carried out already obeys a previously planned and orchestrated agenda by the federal sphere, as it obeys plans and goals established by the managing bodies of policies public. Then, it was asked whether it would be possible to build the theoretical-practical process of management and how to carry it out in the field of professional practice, where the overvaluation of bureaucratic work directly interferes with professional action, a process that contributes to the construction of a practice emptied and uncritical professional. Also in this questioning guideline, it was also asked, what are the theoretical and practical principles of management that the social worker could appropriate as a work tool in his performance in the public sector, where the professional routinely runs into institutional limits and power relations established in the state apparatus. The documentary and bibliographic study was characterized by its exploratory character and qualitative approach. It was considered that the process of valuing bureaucratic work has been gradually encouraging the bureaucratization of practice and the professional void, a fact that conditions professional practice to bureaucratic and routine tasks. Work management and the ability to plan and organize professional action on a purposeful basis become instruments of great importance in the formulation of proposals to face the challenges posed to Social Service professionals. Este artigo expõe os resultados parciais da pesquisa intitulada “Projetos Societários em disputa em tempos de pandemia e o exercício profissional do Assistente Social do Pará/Amazônia legal” vinculada a um Grupo de Estudos da UFPA. Apresenta o levantamento da literatura pertinente ao tema produzida por Assistentes Sociais e publicada em periódicos. Apresenta dados acerca do número de infectados na região Amazônica, especificamente no Estado do Pará. Analisa os dados a partir de uma perspectiva teórica-crítica. Realizamos pesquisa bibliográfica e pesquisa documental. O artigo exibe breves reflexões sobre a realidade socioeconômica na pandemia na Região Amazônica e no Estado do Pará,e principais problematizações em termos de ausência de direitos sociais e desafios para o (a) Assistente Social. Os resultados mostram que os (as) assistentes sociais enfrentam o medo, a insegurança e o deterioramento das condições de trabalho no enfrentamento da pandemia.SOCIAL PROJECTS IN PANDEMIC TIMES AND THE PROFESSIONAL EXERCISE OF SOCIAL WORKERS IN PARÁAbstractThis article exposes the partial results of the research entitled "Corporate Projects in dispute in times of pandemic and the professional practice of the Social Worker of Pará / Legal Amazon" linked to a UFPA Study Group.
