Summary Provincial government pay equity policies require the negotiation of pay equity in unionized workplaces. The methodology is complex and unions have to be knowledgeable and committed to rectifying discriminatory wages. According to the literature, Canadian unions have shown varied levels of effectiveness regarding their pursuit of women’s equality, and this article explores how well these unions represent women’s interests during pay equity bargaining. Based on case studies of the Ontario public service and health care in Newfoundland, the article concludes that the most effective unions supplemented their conventional negotiating techniques with gender analysis and pay equity expertise. These tools were developed primarily through negotiators’ formal links with internal equality structures and their knowledge of equality policies, together with women’s networking inside and outside the labour movement.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

AbstractTelehealth as a means to deliver health care services has been used by physicians for many years, but the use of telehealth in audiology, specifically in pediatrics, has been minimal. Barriers such as licensure, reimbursement, technology, and equipment have been cited as reasons for audiologists not participating in telehealth. However, the COVID-19 pandemic created the need for telehealth services to be widely used to safely increase access to healthcare, and emergent orders helped reduce previous barriers so that audiologists could participate in telehealth service delivery. This article details three cases where audiologists delivered telehealth services to children. These case studies demonstrate portions of the Division of Audiology Telehealth Program of the Cincinnati Children's Hospital Medical Center and how they increased access to hearing healthcare in response to the COVID-19 pandemic.

This study examines factors influencing public service career choice in developing countries through case studies and a survey. Based on the results of these case studies and survey, I conclude that job security, public service motivation, social recognition and status, and the opportunity for career development are important determinants in why individuals in developing countries choose a public service career. Bureaucratic power and family-related factors also play a role and reflect the high power distance and collectivist culture of developing countries.

ABSTRACT Objective: The aim of this study, conducted with the participation of the dentists of public service of Campinas, Dental Hygienist Technicians (TSBs) and Oral Health Assistants (ASBs), was to investigate the adequacy of the work process relative to the legal duties and professional limits. Methods: All the 180 dentists linked to the public service in 2014 were invited to take part in the study. Structured and self-administered questionnaires were sent to the these professional and they focused on vocational training and the allocation of functions in routine health care based on the provision of Law 11.889/2008. Results: Considering the respondents, the post-graduation period was 22.1 ± 7.4 years and they had a mean number 16.2 ± 8.9 years of public service. The majority of dentists worked with assistants (82.8%) during the period of study. Regarding the functions delegated to assistants, of the 36 functions identified, it was noted that 14 (38.9%) of the functions delegated diverged from their legal attributes, for most respondents; of these 35.7% (5) denoted extrapolation of ASBs functions, 28.6% (4) extrapolation of TSBs functions and 35.7% (5) underutilization of assistants, in particular TSBs. Conclusion: The authors concluded that most actions were being delegated in a manner consistent with the legal provisions, however, there were still situations of extrapolation of assistant's functions and underutilization of TSBs.

This paper examines the rationality of the concepts underlying evidence—based medicineand health technology assessment (HTA), which are part of a new current aimed at promoting the use of the results of scientific studies for decision making in health care. It describes the different approaches and purposes of this worldwide movement, in relation to clinical decision making, through a summarized set of specific HTA case studies from Catalonia, Spain. The examples illustrate how the systematic process of HTA can help in several types of uncertainties related to clinical decision making.

The issue of comparable worth arose as a result of the discovery of serious gender inequities in the operation of the compensation system of Washington State government. Subsequent developments elsewhere have further added to the salience of the pay equity issue. In the context of this highly charged political context, what attitudes toward pay and compensation do women in the public service tend to hold? On the basis of employee surveys conducted in both the State of Washington and among the U.S. federal workforce, findings are reported that suggest that women are less likely to be dissatisfied with their pay than men. The implications of these findings are discussed, both with respect to the future politicization of the comparable worth issue and the proper assumptions to be made in conceptualizing the motivational basis of public employee behavior.

BACKGROUND Blockchain technology is leveraging its innovative potential in various sectors and its transformation of business-related processes has drawn much attention. Topics of research interest have focused on medical and health care applications, while research implications have generally concluded in system design, literature reviews, and case studies. However, a general overview and knowledge about the impact on the health care ecosystem is limited. OBJECTIVE This paper explores a potential paradigm shift and ecosystem evolution in health care utilizing blockchain technology. METHODS A literature review with a case study on a pioneering initiative was conducted. With a systematic life cycle analysis, this study sheds light on the evolutionary development of blockchain in health care scenarios and its interactive relationship among stakeholders. RESULTS Four stages—birth, expansion, leadership, and self-renewal or death—in the life cycle of the business ecosystem were explored to elucidate the evolving trajectories of blockchain-based health care implementation. Focused impacts on the traditional health care industry are highlighted within each stage to further support the potential health care paradigm shift in the future. CONCLUSIONS This paper enriches the existing body of literature in this field by illustrating the potential of blockchain in fulfilling stakeholders’ needs and elucidating the phenomenon of coevolution within the health care ecosystem. Blockchain not only catalyzes the interactions among players but also facilitates the formation of the ecosystem life cycle. The collaborative network linked by blockchain may play a critical role on value creation, transfer, and sharing among the health care community. Future efforts may focus on empirical or case studies to validate the proposed evolution of the health care ecosystem.

The existence of tourist guides in the Bali Province area is regulated by the Bali Provincial Government regarding licenses for tourist guides. However, the implementation of this policy still causes problems such as the problem is the lack of availability of licensed tourist guides compared to the number of tourist visits to Bali Province and still find the practice of tourist guides without a license. This study aims to analyze the factors that hinder the policy of implementing licenses for this tourist guide. The research design was carried out by analyzing case studies through a qualitative approach. The results of the study showed that there were factors that had become obstacles in the licensing policy for tourist guides in Bali Province. Several factors were found, namely the benefits of policy, information, supervision, legal sanctions and social conditions.
