Some communities and governments in Indonesia have taken the initiative to develop waqf forests to solve forest conservation problems. However, research on waqf forest development is still rarely studied. This study aims to improve the strategy of waqf forest development in Indonesia. SWOT method is used to identify the strengths, weaknesses, opportunities, and threats and the possible development strategies of the Bogor Waqf Forest as a manager of Waqf Forest. The ANP method prioritizes these four aspects and the best strategy in developing the waqf forest. An aggressive strategy needs to be carried out by optimizing the existing legal organization and the well-educated human resources to inform the public about the waqf concept in Islam and its application in the waqf forest. Thus, the vast potential of cash waqf and waqif can be obtained. This paper is one of the pioneering articles that discuss waqf forest development strategies, especially in Indonesia. From this research, we recommend the Bogor Waqf Forest to resolve the legal aspects as an official waqf manager, and the government and Indonesian Ulema Council to issue regulation and fatwa regarding waqf forest.

More is and will be expected of public service employees. Human resource developers, trainers and educators can do much to help the public service move more assuredly into meeting the changing demands of the public in what is becoming an information oriented society. One of the ways in which the government of Ontario, Canada has determined it can better serve its public, was in the restructuring of the human resources management of the Public Service. A letter from the Premier of the province to the 80,000-member civil service, outlining some of the objectives of the government, and a summary of the March 1986 Report “Managing Human Resources in the Ontario Public Service” are cited. The call was for more clearly communicated goals and policy priorities, training and workplace enhancement, and regular feedback on employee performance. The author's personal view is that the time is ripe, in both the public and private sectors, for the traditional role of staff developer to likewise be strengthened through an enhanced form of personal professional development, professionalization, and the promotion of a new image of the profession by their professional associations. A key link in the process is found in the credentialling question. A model and a personal appeal to “trainers” is put forward to address this question.

District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

The doctor and patient relationship is a pattern that is born among the doctor and the patient before continuing to the act of health care. And health services, is a concept used in providing health services to the community. Health services is a sub-system of health services whose main purpose is health services in terms of Preventive (preventive), Promotive (improving health,) Curative (healing health) and Rehabilitative (recovery) are all efforts mobilized by the government in improving the quality of health services prime and in accordance with standard operating procedures and health service standards. This study uses a method of approach to the community so that the public knows in more detail about the juridical analysis of the legal relationship among doctors and patients in health services. The results of this study are in terms of the legal aspects of health, the relationship among doctors and patients cannot decide what is called health services by doctors who have a direct role in improving tasks for the community in order to realize a good and quality society.�Analisis Yuridis Hubungan Hukum Antara Dokter Dan Pasien Dalam Layanan Kesehatan�Hubungan dokter dan pasien merupakan pola yang lahir antara dokter dan pasien sebelum berlanjut pada tindakan pelayanan kesehatan. Dan pelayanan kesehatan,merupakan sebuah konsep yang digunakan dalam memberikan layanan kesehatan kepada masyarakat. Pelayanan kesehatan adalah sebuah sub sistem pelayanan kesehatan yang ditujuan utamanya adalah pelayanan kesehatan dalam hal Preventif (pencegahan), Promotif (peningkatan kesehatan,) Kuratif (penyembuhan kesehatan) dan Rehabilitatif (pemulihan) merupakan segala upaya yang dikerahkan oleh pemerintah dalam peningkatan mutu pelayanan kesehatan yang prima dan sesuai dengan standar prosedur dan standar operasional prosedur pelayanan kesehatan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang analisis yuridis hubungan hukum antara dokter dan pasien dalam peyanan kesehatan. Hasil penelitian ini yaitu Dalam hal aspek hukum kesehatan, hubungan antara dokter dan pasien tidak dapat memutuskan apa yang disebut layanan kesehatan oleh dokter yang memiliki peran langsung dalam tugas-tugas perbaikan untuk masyarakat dalam rangka mewujudkan masyarakat yang baik dan berkualitas.

Aims: To describe the implementation of policies to increase tourist destinations based on local wisdom which comes from various types of reading such as previous research, news articles and others.target indicator setmore towards material things. Study Design: Literature study model. Place and Duration of Study: Gunungkidul Regency, Yogyakarta, Indonesia, between Oct 2020 and Jan 2021. Methodology: Qualitative method with a Literature study model. Several articles were collected from various sources with the theme of policies to increase tourist destinations based on local wisdom and tourism policies in Gunungkidul Regency. About 50 articles of national and international scientific journals, online mass media and laws and regulations were obtained. Results: The current policy for increasing tourist destinations in Gunungkidul Regency has not prioritized the value base of local wisdom. Furthermore, it discusses the implementation and obstacles faced in relation to policies to increase tourist destinations based on local wisdom. The implementation of policies in terms of resources leads to the value of local wisdom in developing human resources which ultimately leads to material benefits. There has been no implementation that leads to local wisdom values ​​of natural resource conservation, social, ethical and moral meanings. The implementation of policies in terms of communication between the public and the government is good enough, however, among tourism business actors is not optimal. Conclusion: Based on the above discussion, it can be concluded that policy implementation in terms of resources leads to the value of local wisdom in developing human resources which ultimately leads to material benefits. There has been no implementation that leads to local wisdom values ​​of natural resource conservation, social, ethical and moral meanings. The implementation of policies in terms of communication between the community and the government is quite good, but among tourism business actors is not optimal.

Abstract: Smart City as an innovation in overcoming every problem that occurs in the city. In the Smart City concept there are aspects that are Smart Regency. Is a process of management and development of a variety of natural and human resources, Smart Regency provides innovations in information technology-based grievance services, with access to the Sleman Report application, which is online complaints, aspirations, suggestions and criticisms from the public for the government. However, the services provided by the government to the community were not yet fully maximized in its implementation. The purpose of this study is to see the extent of effectiveness in the application of the Sleman Report in realizing Sleman Smart Regency in Sleman Regency. The result is quite effective for the realization of Smart Regency but in its implementation it is felt to be less than optimal because its handling is sometimes problematic. This study concludes the success of the Sleman Report Program for the steps to realize Smart Regency, the success of target users of the Sleman Report and the achievement of the Report Report in realizing the Smart Regency.Keywords: Smart City,Smart Regency, Lapor Sleman.Abstrak: Smart City sebagai sebuah inovasi dalam mengatasi setiap permasalahan yang terjadi di dalam kota. Dalam konsep Smart City terdapat aspek yang ada yakni Smart Regency. Namun dalam pelayanan yang diberikan pemerintah untuk masyarakat pun belum sepenuhnya maksimal dalam pelaksanaannya. Tujuan dari penelitian ini adalah untuk melihat sejauh mana efektivitas pada penerapan Lapor Sleman dalam mewujudkan Sleman Smart Regencyn di Kabupaten Sleman. Hasilnya cukup efektif untuk terwujudnya Smart Regency namun dalam implementasinya dirasa kurang maksimal karena penanganannya yang terkadang bermasalah. Penelitian ini menyimpulkan keberhasilan program Lapor Sleman untuk langkah terwujudnya Smart regency, keberhasilan target pengguna dari Lapor Sleman dan pencapaian tujuan Lapor Sleman dalam mewujudkan Smart Regency.Kata kunci: Smart City,Smart Regency, Lapor Sleman

The objectives of this research are to know how setup law on public procurement on goods/ services, how the implementation of public procurement o and what are the barriers factors and alternative solutions in public procurement. The writing methods are normative and empirical methods. The result of this study has shown that Presidential Decree Number 16 Years 2018 as the legal arrangements for public procurement can be used as complete guidelines in the public procurement on goods/services; the implementation of the legal arrangements are not optimal yet; there is an overlap of job function and human resources competencies is not complied yet. The recommendation of this study are the implementation of Presidential Decree Number 16 Years 2018 will be effective since there is local regulations/Mayor Decree as a technical guidance to things that are still not regulated, so that the legal arrangements for the public procurement on goods/services can be used as complete guidelines in the public procurement; must develop the level of compliance in implementing or implementing the Presidential Decree and several other technical regulations; make a clear of job description and human resources competencies need to be improved. Pemerintahan Desa merupakan garda terdepan dalam penyelenggaran pemerintahan dan pelayanan publik di Indonesia. Hal itu bisa berjalan dengan baik kalau di dukung dengan SDM perangkat desa dan pemuda karang taruna yang mampu melaksanakan perannya dengan baik. Perangkat desa dan pemuda merupakan SDM di pemerintahan paling bawah yang memiliki andil besar terhadap pembangunan di negeri ini. Peran  mereka dibutuhkan terutama di desa sebagai penggerak pemerintahan desa. Kemampuan manajemen administrasi pemerintahan desa harus dikuasai oleh perangkat desa dan pemuda di suatu desa untuk memberikan pelayanan publik yang maksimal baik dari aspek tata kelola maupun dokumentasi. Tujuan kegiatan ini untuk memberikan pemahaman dan pelatihan terhadap manajemen pengelolaan administrasi Desa Wotsogo Kecamatan Jatirogo Kabupaten Tuban. Metode yang dipakai dalam pelatihan adalah metode Demonstrasi berbasis audio visual. Melalui metode Demonstrasi diharapkan dapat melatih dan memahami manajemen administrasi pemerintahan. Sasaran pelatihan ini adalah perangkat desa dan  unsur  pemerintahan Desa Wotsogo Kecamatan Jatirogo. Village apparatus is the front guard in the administration of government and public services in Indonesia. It needs to be supported by the human resources of the village, especially youth organization. Village apparatus and youth as the human resources are at the bottom position of the government have many contributions in the development of the country. Their role is needed as the driving force in the village governance. The village apparatus and youth organization must capable in administration manajement to give good services to the public both in terms of administration and documentation. The purpose of this activity is to provide understanding and training on the administrative manajement of Wotsogo Village, Jatirogo District, Tuban Regency. The method used in the training is the audio-visual based demonstration method. Through the Demonstration method, it is hoped that it can train and understand the government administration manajement. The targets of this training are village apparatus and also the element of the Wotsogo Village government in Jatirogo District.

Systematic and Complete Land Registration (PTSL) is a program organized by the Government to assist the public in obtaining the certificate of the land. Batu City is one of the cities in Indonesia that follow to help communities that PTSL majority among those yet to register their land to Office land Batu City. The purpose of this research is to describe the implementation of PTSL in Batu City and analyze its land registry through systematic land registration in Batu City and the efforts complete. The method used in this research is juridical-empiric research method using juridical sociological approach. The role of Councilor and community groups are very important in the implementation of PTSL in Batu City. Problems found in the implementation of PTSL in Batu City, namely the object ground warranted, a period of physical and juridical data announcement 14 working days, an affidavit of Ownership in good faith as a replacement deed of passage, delay in paying taxes of the land, the lack of human resources, and Absentee Land and The forbidden land in Batu City.
