The article analyzes approaches to understanding the role of the peasantry as the basis of the Russian nation and culture and a special social community. The ideas of M. M. Kovalevsky, S. N. Yuzhakov, P. A. Sorokin, A.V. Chayanov and T. Shanin are presented. The conclusion is made about the relevance and methodological value of the approaches of representatives of Russian sociology to this issue. The article states that today, among the priority areas of agricultural sociology, the most popular is the study of family farming as a subject of the informal economy sector of the production of environmentally friendly products for the population interested in the development of bio-agriculture and innovative food networks that reduce the distance between food producers and consumers. It is this urgency of the problem that makes peasant studies the most promising direction of agrarian sociology. Taking into account the practical significance of this problem, relying on methodological approaches and developments of domestic and foreign sociologists, the research group of the Ural Agrarian University, based on the network interaction of universities of the Ural region and India, developed a program of initiative cross-cultural sociological research on the topic "Culture of farm labor", the purpose of which is to analyze the value bases of economic behavior of representatives of this social group for designing an effective agricultural policy.

The article highlights and briefly analyzes the main directions of agrarian sociology in Russia, and shows that agricultural sociology is only evolving today. Theoretical research methods were used: a systematic approach, a comparative historical method, as well as quantitative and qualitative methods of applied sociological research: questionnaires, analysis of documents and work in a focus group. The research allows identifying the main directions of modern agrarian sociology in Russia. These include: 1. Sociological research of ecological culture and consumer culture. 2. The sociology of nutrition. 3. Sociological studies of farming as a special social group. Based on the results of the study, the authors identify the trend directions of modern agricultural sociology in Russia which are currently being formed and waiting for research by the joint efforts of sociologists, economists, lawyers, philosophers and representatives of agricultural sciences. Solving these problems will help attract young people to work in farms, including the organization of their own family farm. The first group of problems is the loss of traditions of family farming as a way of life and the related underestimation of farm labor and farming as a social community. The second group of problems is related to the insufficient use of innovative technologies, including digital ones, in family farming and everyday life, as well as the insufficiently developed social infrastructure in rural areas.

While there is substantial literature about the socio-cultural characteristics and values associated with recreational and commercial fisheries in the U.S., studies directed at those who ‘fish for food’—those who depend on consuming their catch to various degrees—are relatively sparse. Using qualitative data collected through 80 semi-structured interviews with fishers in the summer and fall of 2018 in Carteret County, North Carolina, this study aims to better understand the group of recreational fishers who consume their catch by describing social and cultural dimensions and values associated with fishing for food, examining the role of infrastructure in facilitating access to benefits associated with this activity, and considering how knowledge of existing licensing regulations surrounding subsistence license waivers affect this fishing community. Interviews conducted at free public fishing structures in the region revealed that fishers derive a variety of values and benefits from fishing at these sites, including access to recreation, nutrition, a social community, and mental health benefits, which were found to be negatively impacted by Hurricane Florence in September 2018. We also found an informal economy of sharing catch on- and off-site that extends the reach and benefits facilitated by public infrastructure to people beyond those using it directly. Overall, we call for conceptualizations of ‘fishing for food’ that include aspects that go beyond traditional definitions of ‘subsistence’ or ‘recreational’ fishing such as food security, access, and less obvious social and cultural motivations behind the activity. These findings are a compelling rationalization for the creation and maintenance of formal and informal fishing places locally and, by extension, in other coastal areas, given the array of benefits provided by access to these types of locations.

The paper shows that now the mainstream of the economic theory is in crisis losing the heuristic potential. There is some positive potential of the institutional approach that is close to (without admitting it) a number of methodological approaches in Marxist political economy (allocation of objective determinants of economic behavior, an implied confession of existence of similar economic systems, emphasis on property relations, etc.) and goes farther than neoclassics. The “ failures” of institutionalism are specified, and it is emphasized that in a number of points (especially, in exaggerating the role of institutions — political, in particular — as bases of economic changes) the criticism of R. I. Kapelyushnikov’s “pan-institutionalism” is justified but positive proposals of the author, the “ideational” approach, are themselves subject to criticism. The conclusion is drawn that active discussions concerning the methodology and paradigmatic foundations bases of economic theory are on the agenda.

The article presents an analysis of educational failure of Russian students, as well as the resources needed to solve it. The urgency of the problem is revealed. Methodological approaches to its sociological research are substantiated. Among them – the theory of human capital, the resource approach, the theory of social community. The results of the authors’ researches of higher education conducted in 2011–2017 have provided the empirical base of the study. The article gives an interpretation of the concepts of “educational failure” and “problem students” and dwells on the social causes of the phenomenon of educational failure. The authors argue that educational failure can be traced from school to college and University and then – to labour market. An unsuccessful student with a high probability will be an unsuccessful worker. The authors present a typology of modern students based on two criteria – the level of educational motivation formation and the readiness to study at University. Special attention is paid to the risks arising from the growing number of unsuccessful students in higher education institutions of provincial Russia. The article shows the prospects for overcoming educational failure of students.

Information warfare is a challenge of modern society, concealing a huge destructive potential, which is no longer possible to ignore. The purpose of this research is to show the need, relevance and prospects for the study of the pedagogical aspects of the multifaceted, multi-level interdisciplinary problem of information warfare, which remains insufficiently developed and requires close attention of educational researchers. Among the spectrum of pedagogical aspects, we consider educational ones related to the formation of the readiness of military universities’ cadets for information warfare; use axiological, personality-active and hermeneutic methodological approaches and the principles corresponding to them. The presented results have scientific novelty, since they reveal the possibilities of improving the professional training of future officers of the Russian Army through the formation of their readiness for information warfare, these especially relevant and significant possibilities are not reflected in Russian psychological and pedagogical literature. We specify the key concepts necessary to study the role of education in the formation of the readiness of military universities’ cadets for informational warfare, shows methodological approaches and principles of the research, present a brief description of the technology of cadets' education, the implementation of which makes it possible to increase the efficiency of formation of such readiness. The practical significance of the research of the mentioned problem’s aspects and its results is determined by the opportunities that open up by the implementation of the educational technology for forming cadets' readiness for modern information warfare. Prospects for further research of the problem are associated, among other things, with the development of the pedagogical aspects related to the formation of an integral personality of a future officer in the educational process of military universities, and with the study of the readiness of military personnel for informational warfare as an interdisciplinary problem.

The purpose of the article is to carry out the economic and institutional analysis of development of farms and to define prospects of strengthening of a role of this form of managing in organizational and economic maintenance of employment of the population in agricultural production. Research methods. In the process of research a number of general scientific and special methods were used, in particular: system-structural analysis and synthesis as the main methodological tool (for analysis of development and efficiency of farms in the context of employment performance evaluations); monographic (in determining the nature and methodological assessment of the priority of the role of farms as promising to ensure the socio-economic development of the territories); extrapolation (when substantiating the promising strategic priorities for the development of family farming as an entrepreneurial subsystem to ensure opportunities to solve problems of sustainable development of rural areas and employment of the rural population). Research results. The methodological context is outlined and empirical assessments of the role and trends in the development of farms in the organizational and economic support of employment are made. The specifics of characterizing the importance of farms as subjects of entrepreneurial activity in the agricultural sector of the economy, which have a special socio-economic significance in the status of implementation of the functions of the labor institution while ensuring its productivity and efficiency. A comparative assessment of the efficiency of production activities of agricultural enterprises and farms according to the product approach in the format of profitability estimates. The concept of perspective significance of family farms in the mechanism of their institutionalization into the market mechanism of agricultural employment is characterized. Scientific novelty. It is proved that in Ukraine farms, in particular family farms are extremely important in solving the problems of rural activity, are able to implement programs of mass development of agricultural employment, as well as contribute to the sustainable development of territories. It is established that farming gradually acquires efficiency that prevails over other forms of management, which is associated with the motivation of work on the basis of family employment, the personification of the results of employment on one's own farm. Theoretical and methodological assumptions are conceptualized and practical assessments of the exceptional importance of the priority of systemic support for the development of family farming in rural areas within the implementation of the global trend of promoting sustainable development as a priority model of entrepreneurial employment, a mechanism to improve welfare. Practical significance. The definition of the role of farms and family farms in the organizational and economic provision of employment of the population with a projection on the achievement of criteria for the sustainability of the development of the agricultural sector and territories is methodologically substantiated and conceptualized. У статті розглянуто сучасні підходи до інтерпретації категорії розвитку, розкрито теоретичні  та методологічні підходи до вивчення категорії розвитку у сучасній психології, визначено її психологічний  зміст,   моделі,   структуру   та   динаміку.   Категорія   розвитку   розглядається   як   епіцентр   наукової  проблематики у психології та як поняття інтегративного типу. Розвиток проаналізовано як категорію,  явище і проблему психології розвитку в різних аспектах аналізу. Розглянуто місце розвитку в системі  споріднених психологічних понять. У статті також аналізуються психологічні аспекти теоретичних та  методологічних  постнекласичних  тенденцій  вивчення  природи,  характеру  та  визначення  психічного  розвитку. Постнекласична парадигма та плюралістична методологія пізнання визначають розмитість  дисциплінарної мови  та  врахування  ролі  соціокультурного  контексту  при  вивченні  психологічних явищ.  Важливими тенденціями сучасного теоретико-методологічного стану психологічних досліджень розвитку  також є визнання неефективності моністичного підходу до його вивчення, взаємозв'язок теоретичних ідей  та   спроби   створення   метатеоретичних   схем,   постнекласичне   розуміння   розвитку   як   принципово  незавершеного   процесу   саморуху,   актуалізація   антропологічного   діапазону   проблем   та   посилення  спрямованості на роль культурного контексту в дослідженні розвитку людини.  The article deals with the modern approaches to the interpretation of the category of development, reveals  the theoretical and methodological approaches to study of development in modern psychology, its psychological  content, patterns, structure and dynamics. Category of development is viewed as an epicenter of scientific issues in  modern  psychology  and  the  concept  of  the  integrative  type.  Category  of  development  is  considered  as  the  phenomenon  and  the  problem  of  developmental  psychology  in  various  aspects  of  the  analysis.  Analyzed  the  development site in the related psychological concepts. The article analyzes the psychological aspects of theoretical  and methodological postnonclassical contemporary trends in the study of nature, character, and determination of  mental  development.  Postnonclassical  paradigm  and  pluralistic  methodology  of  knowledge  determine  the  disciplinary blurring and increase of the role of the analysis of socio-cultural context in the study of psychological  phenomenon. The important tendencies of modern theoretical and methodological state of psychological researches  of development are facts of inefficiency of the monistic approach to its study, interconnection of theoretical ideas  and   attempts   of  creating   metatheoretical   schemes,   postnonclassical   understanding   of   development   as   a  fundamentally  uncompleted  process  of  self-motion,  actualization  of  anthropological  range  of  problems  and  strengthening of focus on the role of cultural context in research of human development.

AbstractThe article presents the results of the review of the empirical literature regarding the impact of quantitative easing (QE) on emerging markets (EMs). The subject is of interest to policymakers and researchers due to the increasingly larger role of EMs in the world economy and the large-scale capital flows occurring after 2009. The review is conducted in a systematic manner and takes into consideration different methodological choices, samples and measurement issues. The paper puts the summarized results in the context of transmission channels identified in the literature. There are few distinct methodological approaches present in the literature. While there is a consensus regarding the direction of the impact of QE on EMs, its size and durability have not yet been assessed with sufficient precision. In addition, there are clear gaps in the empirical findings, not least related to relative underrepresentation of the CEE region (in particular, Poland).

The article examines the problems of private medicine in the health care system of the country. The aim of the article is to determine the structural components of the mechanism of activation of the private medical sector as a reserve for the provision of quality and affordable medical services and a driver for the development of the medical industry. The descriptive-analytical method, methods of analysis and synthesis, comparison, statistical, analysis and scientific generalization were used in the paper. The study substantiates the strengthening of the role of the private medical sector in the health care management system. The key problems of the domestic private medical sector and the restraining factors of its development are identified. It is concluded that it is necessary to develop a mechanism to promote the development of private medicine through a policy of active change in the health care system. The directions of activation of the private medical sector as a target reference point in the process of determining the structural elements of the organizational and economic mechanism are outlined. The structural detail of the mechanism of activation of the private medical sector for optimization of the health care system is offered. The practical significance of the obtained results is that the results of the research presented in the article are a practical basis for the development and improvement of mechanisms of public administration in the field of health care.
