This article draws parallels between the representations of the classics of Eurasianism and their contemporaries, namely N. K. Roerich, H. I. Roerich and Y. N. Roerich, on the peculiar mid-world that is formed by Russia within and around it. It is indicated that the concept of interrelation of biogeosystems with peoples and civilizations inhabiting them, defined by the Eurasian term “developmental site”, is familiar from natural-philosophic concepts of the earlier period. In the era of the development of the ideas of noospherism, it obtained natural-scientific substantiation and new interpretation not only in L. N. Gumilyov original theory of ethnogenesis, but also in representations of the Russian cosmism, which can be correlated with the scientific-philosophical, literary-artistic heritage of the Roerichs. Unlike geosophy of the Eurasians, the holistic views of Roerichs imparted a rather synthetic character to the historical science. At the same time, Y. N.Roerich distinguished geopsychology as a research instrument for cross-civilizational dialogue. One of the most remarkable episodes in implementation of the Eurasian vision by the Roerichs was their Central Asian expedition and peacekeeping activity, associated with unification of the peoples of Eurasia on the basis of broad cooperation. The article demonstrates the possibility of synthesizing Eurasian theories, spiritual-ethical teachings, and natural scientific research within the framework of integral philosophy for elaboration on the concept of sustainable development. Besides the need for international cooperation, the cultural-philosophical heritage of the Roerichs, which includes “Living Ethics or the Teaching of Life”, infeasibility of evolution of mankind detached from the planet and Cosmos also received its ontological substantiation. Such an in-depth consideration of the fate of Eurasia by the Roerichs, associated with the civilizational foundations of the crossing “Russia — Mongolia — China — India” and the leading role of Siberia in the future, allows filling the gaps in the construction of the classics of Eurasianism and utilize sociocultural potential of Eurasia to the fullest.

In accordance with United Nations General Assembly resolution, the year 2019 was proclaimed the International Year of the Periodic Table of Chemical Elements, and the United Nations Educational, Scientific and Cultural Organization (UNESCO) was designated as the lead organization for its implementation. At the present day, the UNESCO is the largest UN specialized agency with broad competence in providing interstate collaboration in the area of science, capable of playing a unique role for promotion of peace and sustainable development. The establishment of UN observances stimulates interest in the activities and programs of the organization in these areas, and also contributes to the intensification of activities at the international level. The proclamation of 2019 as the International Year of the Periodic Table is a recognition of the important role of the basic sciences, in particular, achievements in the field of chemistry and physics, in addressing the numerous development challenges that the world is currently facing in implementing the United Nations “2030 Agenda for Sustainable Development”. The International Year under the auspices of UNESCO provides an opportunity to mobilize all interested parties around the topic of science for peace and development – from government officials to media representatives and schoolchildren.

As a result of the uncertainties in the environment of contemporary organizations and the intensification of the competitive environment in them, and the correlation with the diversity and increasing aspirations and expectations of the beneficiaries of the outputs of the organization on the other hand to become the leading role of the administrative leaders the most appropriate approach to achieve the objectives of those parties benefiting from the existence of the Organization and promote sustainable development On the other hand, the aim of the research is to identify the nature of the leading role of the higher leaders in promoting the sustainable development of a number of faculties of the Universities of Kirkuk and Tikrit, through the use of the survey methodology to collect data, The study concludes with a set of recommendations, the most important of which is the adoption of senior leaders in the field concerned with the concept of entrepreneurship by providing the basic elements of this concept as well as identifying the positive aspects that promote sustainable development and address negative situations. Purpose. The aim of the article is scientific substantiation of the new concept of development of the sports and health sphere of the region, which is based on the observance of the principles of inclusive growth and achievement of the SDGs. Methodology of research. In the course of the research, the methods generally accepted in economics were used: monographic, system and structural, which were used in the development of the concept of sustainable inclusive development of the sports and health sphere of the region in the conditions of decentralization. Findings. It is determined that sustainable development and inclusive growth today are the newest models of social and economic growth, recognized by the world community. Taking into account this, and taking into account the processes of decentralization of management in Ukraine, the concept of sustainable inclusive development of the sports and health sphere of the region adapted to the new conditions is proposed. The goals of sustainable development are revealed, the achievement of which is influenced by the state and development of the sports and health sphere. The essence of inclusive growth is determined and the principles of inclusive development of the sports and health sphere of the region are singled out. Following the defined goals of sustainable development, the tasks of development of the sports and health sphere of the region are highlighted and the ways of their achievement are suggested. The basic conceptual idea of sustainable inclusive development of the sports and health sphere of the region is formed; the purposes, tasks, and ways of its realization are defined. The implementation of the proposed concept is outlined, and the impact of the development of sports and health in the region on improving the health, well-being, and quality of life of the community is substantiated. Originality. The concept of sustainable inclusive development of the sports and health sphere of the region is substantiated on the basis of its adaptation to the conditions of decentralization and introduction of the principles of inclusive growth and achievement of sustainable development goals to increase employment, spread a healthy lifestyle, expand opportunities to meet equal needs of the sport and health services. Practical value. The obtained results of the study are the basis for solving practical problems of sustainable inclusive development of sports and recreation in the regions of Ukraine under decentralization. This paper analyses the inter-relation between the Triple Helix Model (THM) and the advancement of the Sustainable Development Goals (SDGs) – both focused on positively affecting the socio-economic development through bringing together creators, implementers and enablers in a setting of multi-stakeholders collective actions. In the same line with Triple Helix model, SDGs call on governments, private sector and academia to collaborate in new ways to make our world a better place to live in. By bringing together the three dimensions of sustainable development into one framework, the Triple Helix model enables broad, cross-sector, and long-term analyses of the impacts through innovative policies, research, and implementation joint actions. This paper gives a brief overview of the triple helix model and its potentials of implementation in Albania. It also provides a critical analysis of the Albanian context in terms of this model application when combined with the country ambitions to accelerate the pace towards SDGs. More specifically, the paper analyzes and examines the relations between the academia and the business sector, as well as the role of the government in initiating the whole process of sustainable innovation. The paper concludes that the Triple Helix structures have a significant role in engaging collective actions, also in line with SDG 17, despite the country current weaknesses, adding more value to the leading role of the universities.

The article is devoted to the disclosure of the results of the study of threats to the environment, sustainable development and consumption safety that arise in the process of consumption. The problems of formation of the environment which promotes growth of ecological demand in Ukraine in comparison with other states are analyzed. Factors of internal, external and situational influence on consumer choice at each stage of consumption (awareness of needs, search for information, evaluation of alternatives, purchasing, use and utilization) are investigated. The main of them such as values, culture of consumption, marketing (promotion), level of development of institutional base (legislation, social norms) are established and their optimal level in conditions of uncertainty is proved. Conclusions are made on the basis of using methods of office research, sociological survey, modeling on the basis of fuzzy logic with the use of expert assessments. The leading role of the factor of internal influence, which covers human values that can be improved by raising the educational and cultural level of the population, which is undoubtedly related to income is proved.

The formation of the new economy, which is replacing the industrial economy and has a multi-vector dimension1, causes deep transformations in all spheres of social existence, leads to the emergence of new forms and methods for organizing interactions between institutions that function in the area of socio-economic development. The relevance of the study is caused by the necessity of theoretical and applied substantiation of the new subjective composition and network interaction of these institutions. The scientific and practical significance of the research is to substantiate the formation and development of modern institutions and to establish a new format for their interaction within the framework of the new economy. The results of the study are aimed at identifying the latest trends in the modernization of institutes’ functions in the triad “market – state – business”. The subject of the study is the theoretical and applied principles of the social phenomenon “market – state – business”. The methodological basis for achieving this goal is systematic and interdisciplinary approaches to the study of redistribution of roles among these institutions and the improvement of their interaction in the process of ensuring sustainable development. The purpose of the research is a scientific and theoretical substantiation of the new configuration of the social phenomenon “market – state – business”. The principal position of the authors is their belief that a new interpretation should be given if not to all, but to the majority of categories and concepts that reflect the phenomena and processes occurring in the chain “market – state – business”. There is a need for a new, unorthodox, unconventional understanding of most of the phenomena and processes associated with the functioning of the leading institutions of the economy and society. The article presents the authors’ view on the contemporary role of each of the mentioned institutions, their interaction in the process of ensuring sustainable development. Particular attention is paid to the substantiation of the transformation of functions of the state and business under the current conditions. The authors demonstrate that the contemporary role and place of the leading institutions, which have to ensure sustainable development, need a new understanding.

From the perspective of historiography, the question of functionality of the institution of Baskachestvo in Rus’ is an integral part of the major problem of relations between Rus’ and the Golden Horde. This article is dedicated to determination and interpretation of the views of Russian scholars upon the following aspects of functionality of the Organization of Baskaks in Rus’: functions and duties; life span; factors of establishment and abolishment; its location. The object of this research is the scientific works of prerevolutionary, Soviet and contemporary Russian scholars. The writings are presented in chronological order of their creation, and grouped by the topic. As a result of this research, the author invented the fullest list of scientific works dedicated to peculiarities of functionality of the Institution of Baskachestvo in Rus’. The snalysis of scientific literature on Mongolian problematic revealed various opinions of the scholars on the key aspects of functionality of the Organization of Baskaks in Rus’. Various duties are assigned to Baskaks, the main of which is the collection of tribute. The scholars are unanimous with regards to the leading role of the Institution of Baskachestvo. Majority of researchers nominate Baskaks as the viceroys of the Mongolian khans. The emergence of the Organization of Baskaks in Rus’ is usually associated with the conduct of census in Rus’. The reason for the liquidation of the Institution of Baskaks is considered the transition in of the function of collecting the Horde tribute from Mongolian officials to the Rus’ princes in the XIV century. In the Soviet historical science, wide recognition gained the idea of A. N. Nasonov on the Baskaks as the leaders of the Mongolian military units. The contemporary researchers express different points of view.
