The modern education system in most countries is built on providing equitable education opportunities to all people, regardless of the limitations they have. There are no significant problems in primary and secondary inclusive education, while most traditional higher education models are not sufficiently adapted to the needs of people with learning disabilities. Thus, it has been replaced by a blended learning model built on new digital learning environments in recent years. The aim of the article is to study the blended learning environment of inclusive educa-tion systems in China and Russia. The article presents the findings of a “The Global Learner Survey”, conducted on behalf of Pearson in May 2019 by The Harris Poll. The survey involved over 11,000 learners aged 16-70 across nine-teen countries. Additionally, statistics on the higher education development in Russia and China were used. The analysis of the current state of higher education in Russia and China, as well as the development of a blended learning environ-ment, shows the positive effect as that it allows students with limited educational opportunities to integrate into the educational and public life of the university and implement all types of rehabilitation along with the educational process.

In the article the authors consider modern approaches to the formation of the content of training of engineering specialists on the example of modelling the syllabi of academic disciplines. A comparative analysis of current trends in the content of professional training of engineering personnel in institutions of higher technical education in Ukraine, Western Europe and China. It is noted that one of the main shortcomings of domestic higher education is still its inconsistency with the requirements of the labour market and the lag of technical training from scientific and technological progress. The latter encourages the revision of another strategic involvement of training – the formation of professional competencies of future professionals, and hence the formation of a new content of training for future engineers. An example of such attempts is the introduction of syllabuses in the educational process of higher education. The creation of information and educational networks has globalized this problem and led to the need to realize it at a new innovative level. The article focuses on the definitive analysis of the researched problem and on the basic principles of syllabus construction, which are based on the competence approach. It is noted that the main task of this analysis is to study the substantive nuances between the syllabi of academic disciplines and their work programs, why and for whom this document is prepared and whether it is right at all. Emphasis is placed on the basic principles of construction of syllabi of academic disciplines, according to which they can be distinguished from work programs. As a fundamental principle, access to learning outcomes is highlighted, which should be expressed through the levels of competencies of graduates. Thus, through educational activities, the opportunity to design the future professional activity of the student is realized, and as a result to consider the competence acquired in the learning process. The structural components of syllabuses of academic disciplines are considered. The structure of the syllabus of the discipline in terms of components and a specific example of its modelling have been provided.

The article examines the prospects that open up for the implementation of the educational process in higher educational institutions, as well as the problems faced by the modern higher education system in the context of the transition to distance learning caused by the current epidemiological situation in the post-digital world. On the basis of the data from a student survey made during the COVID-19 pandemic, who studied using distance digital technologies, we have analyzed the current state of higher education. Consequently, the authors have concluded that the universities, implementing programs for the digitalization of the educational process and the creation of massive online courses, are actually away from the real social circles of the post-digital society. Given the results, the authors argue that digitalization is not a way to resolve the internal contradictions of higher education. Moreover, digitalization as a goal of higher education somewhat hides the real contradictions of the learning process.

Relevance. The current changes in the field of education require the systematic updating of educational and professional training programs intended for future managers, the developing of new competences and the using of innovative training technologies, which confirms the significance and necessity of the dominance of practice-oriented training in the training of modern education managers who must be competitive on the labour market . The purpose of the article is to identify the features of the practice-oriented training as a means of professionalisation and to justify the specifics of its implementation into the system of professional training aimed at future education managers. Research Methodology. These theoretical methods were used in the study: analysis, generalisation and systematisation of scientific literature in order to clarify the concepts “professionalisation”, “professionalism” as well as the features of the practice-oriented training; to identify the specificity of the training aimed at the future education managers at an institution of higher education. In addition, questionnaires were used as a method of empirical research to identify the difficulties experienced by the future education managers in the period of their professional training within Master programmes. It has been proved that the professionalisation of the future education managers is a process of professionalism development. The authors have generalised the twelve-year experience of the Department of Educational Management and Public Administration of Ushynsky University in training future education managers to use a practice-oriented approach; to consider the challenges of today and the modern requirements set as a result of the reforms and innovations; to improve the content and to choose training tactics, taking into consideration corresponding teaching / learning forms, methods and tools which provide for the ability to autonomously make decisions under conditions of uncertainty, identifying risks, the impact of internal and external factors on the development of a higher education institution in the period of changes. The necessity to use the information-factual base of reasonably expected situations in the process of the future education managers’ independent educational activity has been substantiated since it promotes the development of higher education seekers’ individual abilities, the creation of conditions for their active, fruitful educational and cognitive activities and provides for creative use of organisational forms and methods.
