AbstractTime regulation is an important aspect of the everyday life in any kindergarten and has an impact on which activities are given priority. In this case study, the outdoor playtime in one kindergarten in China and one in Norway is compared based on the understanding that children’s cultural formation develops in a dialectical relationship between children’s interests and motives and societal, institutional, and weather conditions. The aim of the article is to identify how time regulations provide conditions for children’s play and cultural formation during outdoor playtime. The research question is: How does institutional time regulation interplay with the pedagogical practice and children’s activities in the outdoor playtime? Employing a cultural-historical approach, drawing on Hedegaard’s concepts of development and cultural formation as an individual, institutional and societal process, the dialectical interplay between institutional time regulation and children’s engagement in outdoor activities is the unit of analysis in this study. Our findings indicate that the kindergarten teachers in the Chinese kindergarten as well as the Norwegian kindergarten aim to adjust the pedagogical content and time schedule to the traditions, values, and conditions in both countries. This chapter contributes to knowledge about the interplay between institutional conditions and children’s activities and cultural formation in outdoor play.

The article discusses the relationship and features of the concepts of text and discourse, analyzes the problems of political discourse in detail. Sure, political discourse or political communication will be realized in institutional condition. Language and politics are closely related. Language is not only a means of communication, but also a means of forming and realizing a certain political ideology. Language analysis of political texts is carried out assuming ideology as the main support of political discourse. The social and political terminology and phraseological system in political texts are taken on the basis of language analysis. Phraseological units possess all the characteristics required for political discourse, namely, clear and expressive to convey the thought, politician used idioms affect the long-term preservation of information in the mind of the perceiver, thus becoming viable, bring together the policy people. At the same time, the language of politics is constantly evolving with society and influences the emergence of neo-phraseological applications. New elements in the composition and structure of any language unit arouse interest in a person, and also contribute to an effective impact on the recipient's thinking. The article examines the use and functional nature of the phraseological system in various speech acts, in particular locative, illocative and perlocative speech acts and is justified on the basis of specific language facts.

Baro KananIrrigation Area is one of the irrigation areaswich is focused on increasing the productivity food crop in Pidie District. The irrigation area whose construction was completed in this 1997 serves to irrigate of agricultural land of 8,920 ha with the Krueng Baro river water source. At the last few years the Baro KananIrrigation Area experience limitations in the availability of water. The current problems on the Baro Kanan Irrigation Area is the reduced irrigation water discharge get to agricultural land. Performance evaluation of irrigation network is intended to get an overview the current conditions.The purpose of the study: 1) Knowing the discharge of water availability and the discharge of water requirements each month in reviewed of the factor K (water balance); 2) Knowing the condition of the irrigation network on the BaroKananirrigation systems; 3) Assessment irrigation network performance based on the Regulation of the Minister of Public Works and Public Housing Numbers 12/PRT/M/2015. The research method in the form of a survey and documentation for the assessment of irrigation systemincludes physical infrastructure, croping productivity, OP supporting facilities, OP implementing personnel organizations, documentation,and institutional condition P3A. From the results of the study obtained the level of water adequacy (factor K) on the Baro Kanan irrigation network of 67%, the condition of the physical infrastructure of 73,7%, croping productivity of 69,8%, OP supporting facilities of 88,4%, OP implementing personnel organizations 79,7%, documentation 62,8%, and institutional conditions P3A 12%. Based on the performance assessment referring to the Minister of Public Works and Public Housing Regulation Number 12/PRT/M/2015 concerning Exploitation and Maintenance of Irrigation Networks, obtained the performance of the Baro Kanan irrigation network in the catagory performance of less and need attention with a performance percentage of 67,62%.

The objectives of the study are to review current institutional condition for post-production offshore platform decommissioning in Indonesia and to provide an institutional development analysis by applying universuum of institutional development model. This study is one of qualitative research that synthesized data from documentation through literature study. The output of the study is a comparison matrix between universuum of institutional development model and institutional development of post-production offshore platform decommissioning in Indonesia.

A measurement scale is described as a contribution to the field of ICT  (information and communications technology) integration in a particular set of dimensions partially explored in the scientific literature. The institutional conditions for ICT integration has been recently studied as determinant for successful educational innovation. This work describes four dimensions that are necessary to understand those institutional conditions: technology leadership, management of innovation with ICT, and the appropriation of ICT policies at institutional and individual levels. The principal contribution of this work is to provide a valid and reliable scale (α=.96) with metric properties that are useful for researchers on ICT in education. Confirmatory factor analysis demonstrates the grouping of the items in the proposed subscales and their relevance to understand the institutional condition for ICT innovation. The scale allows the institutional diagnosis in relation to the conditions that are decisive for the successful integration of ICT as support for educational innovation processes.

The concept of educational migration and the societies in which it is created are defined; the main components and their features are outlined. The necessary statistical information is generated for the evaluation of the environment of creation of educational migration. The value of the factor of educational migration in the formation of analytical support system is discussed. The paper proves that in the era of freedom of knowledge movement on the European continent and development of "European Higher Education Area" (EHEA) and "European Research Area" (ERA) the processes of educational migration and academic mobility of Ukrainians are linked to job search. The notion of the educational migration and its five main components are described: the quantitative dimension of the potential of educational migration; quality of academic environment; motivational conditions; possibilities of cooperation between universities and industry in research; institutional condition in education. The author shows that the first component characterizes the educational and informational condition of forming of educational migration, the second - educational and scientific conditions, the third - socio-economic, socio-demographic, political conditions, the forth - innovative conditions, the fifth – institutional ones. The list of indexes for quantitative presentation of each component of the environment of educational migration is presented. The conclusion was made about the objective need to monitor the state of migration activity and the formation of system of informational and analytical support. The regional index of educational migration environment is suggested to be calculated.

Social capital becomes the main capital that must be owned by an entrepreneur, thus increasing the entrepreneurial spirit. The purpose of this research is to know the institutional condition of the members of the group of tilapia fish farm, the social capital of the member of the cultivation group of tilapia, the entrepreneurial spirit, farm performance of the tilapia fishery group, and the institutional influence, social capital, entrepreneurial spirit to the business performance of the nila fish farming group in Sleman District. The method used in this research is a method of a mixed method, with 150 responders and analyzed with SEM. The results showed that more than 50% of institutional conditions, social capital, entrepreneurial spirit, and business performance of tilapia fish farming group members of beginners, middle, and main in Ngemplak and Cangkringan Subdistrict Sleman Regency has a high category. There is no significant institutional influence on the influence of social capital on the entrepreneurial. Institutional is not a moderator variable between social capital relations and entrepreneurial spirit. This indicates that the higher/ lower institutional will not result in changes the higher/ lower the influence of social capital on entrepreneurial.

Institutional empowerment has strong ties with farmer’s techno-social condition. Success in an empowerment program is a result of interaction among empowerment elements and the applied empowerment strategy. Empowerment effort and strategy is an overlapping pendulum of evolution-revolution paradigms in a proportion relevant to the farmer’s institutional condition and needs.<br /><br /><br /><strong>Indonesian</strong><br />Proses pengambilan keputusan dalam masyarakat petani merupakan suatu tindakan berbasis kondisi komunitas (community-based action) yang dapat dimanfaatkan sebagai salah satu celah masuk (entry-point) upaya diseminasi teknologi. Dengan demikian setiap upaya pemberdayaan kelembagaan petani memiliki keterkaitan kuat dengan kondisi tekno-sosial komunitas petani. Keberhasilan suatu program pemberdayaan merupakan resultan interaksi elemen-elemen pemberdayaan dengan strategi pemberdayaan yang diterapkan. Upaya dan strategi pemberdayaan merupakan suatu pendulum antara paradigma evolusi dan paradigma revolusi yang saling mengisi (overlap) dalam proporsi yang sesuai dengan kondisi dan kebutuhan kelembagaan petani.

This study aimed to look at the institutional condition of the current watershed management and institutional models (management authority) which were relevant to Batam Island in the future. The data collection was conducted by interview techniques and was validated through focus group discussions. The data were described and analyzed with SCP (structure, conduct, performance) method for relevant stakeholders’ data, legislation, and with KIPA (quadrant interpretative performance analysis) method for data of interest and power of stakeholders. The results showed that the watershed management institutional in Batam Island was still overlapping. According to the regulations, the Management Board (BP) of Batam Island was given the authority to manage and to use land and water; on the other hand the Local Government (Mayor) was facilitated by BPDAS KEPRI (Watershed Management Institute of Riau Islands) to also arrange an integrated watershed management. The results of discussions showed that BP Batam was an institute of having interest and power as well as key position in achieving successful watershed management. Based on this study, it was suggested that BP Batam should be given authority in watershed management in Batam Island, which keeps referring to the norms, standards, procedures, and indicators set by the central government.

While critiquing the dominance of the Western tradition in the discipline of political theory, recent methodological discussions in Comparative Political Theory (CPT) fail to move beyond the East-West dichotomy. More specifically, CPT does not offer the resources to deal with global convergence as embodied in the phenomenon of modernity. I focus on the emergence of the sovereign state in the modern period and argue that the universal acceptance of the state form creates a globally-shared institutional condition. This condition, in turn, necessitates a shared normative and conceptual apparatus centered on ideals like constitutionalism, rights, and democracy. Two implications follow from my argument. First, we should reconceptualize the history of political thought such that we move from an East/West division to a modern/pre-modern division. Second, alternatives to the dominant (“Western”) model are not real alternatives unless they transcend the sovereign state itself, charting a new course of multilayered local, regional, and global political arrangements.
