The article discusses the features of the formation of wages of professional athletes in the Russian Federation. Foreign and Russian researchers, analyzing the formation of contractual remuneration, come to the conclusion that the income of athletes depends on the sport, the performance of the player in the past and present, the popularity of the fans of this athlete, the country of his birth, the interest of the team in this player, his individual characteristics, the financial capabilities of the team/club, etc. To analyze the factors that affect the amount of income of athletes, an integral model is proposed, which is based on individual indicators of the athlete and financial standards that transform the corresponding personalized indicator into a monetary equivalent. In addition, the authors propose to supplement the methodology for analyzing the wage fund with indicators of the concentration of wages by the average value, entropy, and the coefficient of dispersion. The proposed analytical procedures, according to the authors, will allow the management of a sports organization to ensure the comparability of individual indicators (achievements) of an athlete with his salary, increase its transparency, smooth out the disproportions in the distribution of income within the team/club and effectively use the financial and material resources of the organization.

The article aims to examine the organization of work of the State Secretariat for Foreign Affairs of France in the last decades before the Revolution of 1789 when the department was headed by Charles Gravier, Comte de Vergennes. By this time, there had developed a practice of preferentially appointing as head of the foreign affairs department people who had the first-hand experience of diplomatic service at the helm of embassies. He managed to create an efficiently working ministry apparatus. The details of its work are known thanks to the primary source for the research presented in this article, namely a note drawn up by one of Vergennes’ subordinates, the head of the “northern” directorate of the State Secretariat Pierre-Michel Hennin. During the years of Vergennes’ ministry, the staff was increased and a topographic bureau was created, which was tasked with drawing up a general map of the clarified borders of the French kingdom. The directorates of the State Secretariat were headed by professional diplomats who had received a good education and had practical experience working in embassies. Within the department, a well-thought-out system of clerical work was established. The difficulty in the work of the department, not mentioned in Hennin’s note, was the impossibility of career growth for ordinary employees. They could count on a seniority salary increase, but not a promotion. Thus, by the end of the Ancien Régime, there were two types of professional careers in the State Secretariat for Foreign Affairs of the French king: diplomatic one for high and middle echelons and clerical for ordinary employees.

Background and Objectives: Academic family medicine departments have traditionally promoted faculty using research and scholarship criteria augmented by teaching, clinical care, and service. Clinic-focused faculty who spend significant time in direct patient care may not have enough time to meet promotion criteria, although they are critical for training future family physicians and for rebalancing the system of academic promotion. Methods: We surveyed family medicine department chairs on the effects of protected time for scholarship, presence of promotion and tenure (P and T) committees, salary increase, and special promotion tracks on promotion of physician faculty. Results: Promotion rates to both associate and full professor were higher for faculty with 25% time for scholarship than for clinic-focused faculty. For clinic-focused faculty, promotion rates to associate professor were higher than they were to full professor. No differences were found for promotion to associate professor and full professor for faculty with 25% protected time for scholarship. No differences were found in promotion rates for either rank between departments that had P and T committees and those that didn’t, whether promotion came with a salary increase, or if departments had a special track for physician faculty whose job is patient care. Conclusions: Promotion rates are higher for faculty with protected time for scholarship than for clinic-focused faculty for promotion to both associate and full professor. Clinic demands on faculty may reduce the likelihood of engaging in scholarship or research that in many academic family medicine departments is necessary for promotion.
