Normative legal acts of the Russian Federation establish that the criteria for assigning control objects to the categories of risk of causing harm should be formed based on the results of the assessment of the risk of causing harm. In the developed countries of the world, as a rule, the distribution of objects of control by risk categories and the substantiation of the frequency of their inspections are carried out depending either on the point risk assessment, or on the number and importance of the violations of mandatory fire safety requirements revealed during the inspection of the object of control. The purpose of this work is to substantiate the frequency of scheduled inspections of the objects of control by the state fire supervision bodies depending on whether the objects of protection belong to a particular category of risk of causing harm. As a criterion for assigning control objects to various categories of risk of causing harm, it is proposed to use the risk of causing harm (damage) as the result of fire in the buildings of various classes of functional fire hazard, which is understood as the product of the probability of fire occurrence, the probability of causing socio-economic harm (damage) as the result of fire and the value terms of socio-economic harm (damage). A mathematical model was developed to determine the risk of causing harm (damage) as the result of a fire in a building, and an assessment of its values for the buildings of various classes of functional fire hazard is given. Distribution of the buildings by categories of risk of causing harm (damage) was carried out depending on the calculated value of the risk of causing harm. It is shown that the distribution of control objects by risk categories significantly depends on the degree of detail in the fire record card of the characteristics of the building in which the fire occurred. The optimal terms for carrying out scheduled inspections of the objects of control are proposed depending on the category of risk to which they are assigned. Proposals are formulated concerning the improvement of the risk-oriented approach in the activities of the state fire supervision bodies of the EMERCOM of Russia.

Background: Despite the improved access to antiretroviral therapy (ART), India accounts for the third largest cases of HIV in the world. Nearly 86% of reported cases are occurring in sexually active and economically productive age group (15-44 years). The current study was conducted to study the socio demographic profile of newly diagnosed HIV patients attending ART centre at Goa Medical College in Goa.Methods: A hospital based observational retrospective study was carried out in the department of Medicine of Goa Medical College in collaboration with ART centre from October 2015 to January 2016. Patient’s relevant data about the infection was collected from their treatment record card at the ART centre using preformed questionnaire. Results: In the present study out of 211 patients, male patients 112 (53.08%) outnumbered female patients 99 (46.92%). 80.56% of the study group were in the age group of 20-39 years. Although the total number of male HIV positive patients was more, there was also significant increase in the female group. The most common route of transmission was found to be heterosexual (78.67%) followed by blood transfusion route (2.3%). With regard to the level of education, 25%, 69% and 12% of patients had education up to primary, secondary and college level respectively. Conclusions: Rising number of HIV patients in small state of Goa is alarming and they are likely to contribute to spread of the disease due to rise in migrant population. Better awareness of the disease especially among migrants is utmost necessary to prevent increased number of young population from getting infected. Increasing number of female infected patients warrants us to educate housewives regarding safe sexual practices and contraception in preventing the spread of the disease.

By the judgement of 8 May 2018 (II OSK 1926/17), the Supreme Administrative Court dismissed the cassation appeal of the Lublin Provincial Heritage Conservation Officer against the judgement of the Voivodeship Administrative Court in Lublin of 6 April 2017 (II SA/Lu 1119/16), in which the Court found ineffective inclusion of a real estate monument record card (the area of the former Jewish cemetery in Biłgoraj at Maria Konopnicka Street) in the provincial record of historical monuments. The Supreme Administrative Court stressed that although the judgement under appeal was incorrectly reasoned, it was in accordance with the law since there were grounds for declaring the contested act ineffective. The aforementioned judgement deserves attention due to the fact that it expresses the position that it is impossible to apply the general principles of the Code of Administrative Procedure in the proceedings conducted by the provincial heritage conservation officer concerning the inclusion of the record card of a historical monument in the provincial record of monuments. The purpose of the gloss is to refer to this view.

Background: Immunization is the key strategy to curb communicable diseases which are the number one killer of children under five years of age. Immunization prevents mortalities of approximating three million children under five years annually. This study aimed to assess utilization of immunization services among children aged under five in Kirinyaga County, Kenya. Methods: This was a descriptive cross-sectional study conducted among 388 participants in the five sub-counties of Kirinyaga County through systematic random sampling. Data was collected using a structured interview and review of recorded data from the Children immunization record card. Data was analyzed using SPSS and chi-square tests used to measure the association between independent and dependent variables. Statistical significance was set at p≤0.05.Results: Immunization at birth and at 6 weeks was highly utilized at 91%. However, there was a decline during the subsequent visits. Age, gender, profession and level of income were significant factors that affected timely immunization. Health service barriers to utilization included long ques and waiting time, stock out of vaccine and rescheduling of vaccination and clinic return dates. Other identified factors were myths and misconception, side effects, parity and lack of information. Conclusions: The results showed that utilization of immunization services was not in compliance with the expanded programme on immunization schedule. There is therefore need for health education programs to be carried out to improve utilization of immunization services and a door to door campaign to trace and immunize defaulters.

The application of technology in the health field can facilitate all the work of in particular the registration and processing of data which require speed, accuracy and kevalidan data. The patient's medical record application prototype web-based aim to do the fulfillment of those needs at the clinic. During the process of running the clinic, Karawaci Medika outpatient process with the patient's medical record cards are kept by the clinic that shaped paper patient medical record card so that it is difficult to be found when the patient's medical record data required for the inspection of outpatient and outpatient registration on, patients are required to wait for quite a long time because it is still the manual registration process of the patient. From that problem-solving is obtained i.e. prototype applications can make admin in dealing with patient data, manage and facilitate the registration of patients in outpatient as well as see medical record anytime and anywhere. Make it easier for patients in outpatient diperlu because it does not carry an outpatient card so that patients as well as klink could be same same rototype helped by the existence of the patient's medical record application is web-based. This research is created by using the method of observation, interview methods, SWOT analyst and studies of the literature. Using UML as modeling designs

Solar radiation measurements in climatology station barongan done by using campbell stokes and record card. Solar radiation is the accumulation of the whole length of the object radiation recorded on the record card. Solar radiation data reading performed by observers by estimating the long of object irradiation compared with the scale of hours listed on the record card. The difficulties encountered by observers in conducting solar radiation data readout is the shape of the object radiation recorded on the record card are not always in the form of elongated areas, some areas disjointed, even can only form small holes along the track on the card record. The purpose of this study was to design and build a system that can be used to calculate solar radiation recorded on the card record, thus increasing the accuracy of measurement data readout. Cropping process is carried out in order to obtain the right area for analysis. The approach method in object segmentation is done by implementing a solar radiation threshold otsu method. The test results showed that the determination o f the radius o f the opening and removing noise value appropriately irradiation can obtain the number o f objects on test images with RMSEof1.4429 compared with the amount o f exposure o f the image o f the original object. Results o f calculation solar radiation by the system showed system RMSE o f 0,51 to observer calculation.

Antiretroviral drug discovery has encouraged a revolution in the care of people living with HIV, although it has not been able to cure diseases and to increase the challenge in terms of drug side effects. Side effects of antiretroviral drugs are fairly common occurrences in HIV patients and generally occur within the first three months after initiation of antiretroviral therapy, although long-term side effects are also often found afterwards. This study aims to evaluate the number of CD4 T-cells in patients with AIDS before and after getting on ARV therapy and side effects arising during the taking of ARVs. Samples were collected from 10 patients infected by HIV/AIDS in a clinic in Surabaya. This study is an analytical survey. Data collection was conducted using secondary data obtained from the medical record card status on HIV paients in a clinic in Surabaya. Data results showed that the side effects that often occur in people with AIDS are appetite loss (90%), headache (80%), insomnia (80%) and nausea (70%). While many combinations of antiretroviral drugs have side effects such as a combination of AZT +3 TC + EFV, d4T +3 TC + followed by EFV and AZT +3 TC + NVP. The present study shows that combination antiretroviral therapy gives good results to the increased number of CD4 T-cellsin patients living with HIV, as shown by the tendency of an increase in the number of CD4 T-cells in 8 out of 10 AIDS patients who received a antiretroviral therapy.
