The impact of Covid 19 made the government in Sukoharjo village, Sukoharjo sub-district, Pringsewu regency, pour out village funds that should have been converted into BLT for residents affected by covid 19. The purpose of this study is to evaluate the policies of the Sukoharjo II village government that have been ongoing. This study used a qualitative approach, namely describing the policies adopted in the village of Sukoharjo II coherently. data collection methods using interviews and documentation, then the data collected is analyzed with a qualitative approach. The result is that the Sukoharjo II village government has succeeded in carrying out policies that have been running well based on indicators of evaluation of public policies from William N Dunn, such as effectiveness, adequacy, equity, responsiveness, and accuracy have been running in accordance with government regulations that determine potential family beneficiaries of village funds in accordance with regulations. issued by the central government and the regional government of Pringsewu Regency by synchronizing the data in advance with the integrated list of prosperous families (DTKS) from the Social Service Agency. Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

The purpose of the study was to find out and explain the process of managing the Village Fund Allocation (ADD) in South Marisa Village, Marisa District, Pohuwato Regency and what factors influenced the management of Village Fund Allocation (ADD) in Marisa Selatan Village, Marisa District, Pohuwato District. The method in this study is descriptive with a qualitative approach. Descriptive form is a form of research that focuses on the actual problems or phenomena at the time of the research and describes the facts about the problem being investigated as followed by accurate interruptions. The informants in this study were, the village head of South Sumatra, the village secretary, the village treasurer, the head of the BPD, the head of the hamlet and the community leaders of South Sumatra. The results of the study show that the ADD Management Process includes Planning, Implementation, Administration, Reporting and Accountability. ADD management carried out by the Government of South Marisa Village, Marisa Subdistrict, Pohuwato Regency has followed the rules of technical guidelines that have been regulated in the legislation. but the process is still not optimal. This can be seen from the reporting process and the liability that has been delayed. For the Realization Reporting Process, the use of ADD is not yet in accordance with the predetermined schedule, causing delays in disbursing the Fund for the next stage. Likewise with the Pertanganggung answer for the use of ADD so that the community cannot evaluate the work of the village government and accountability to the regional government that is not implemented in a timely manner.

Village development and growth is currently experiencing rapid progress, this is indicated by the large amount of village funds and other sources of village income. Therefore, the government applies Law No. 6 of 2014 concerning Villages as the Village Law in Indonesia. This law requires the village government to hold the community accountable for the state funds that have been used. To realize this responsibility, the central government represented by BPKP developed the application of the village financial system or called SISKEUDES as a village tool in realizing its accountability. The research method used is a qualitative approach. Data obtained by interviews and direct observation techniques in the Village Hall Banjaragung. The results of this study indicate that the existence of SISKEUDES in Banjaragung Village helps the village accountability process to the local government and the community with the existence of village financial reports produced by this application. Banjaragung Village has implemented SISKEUDES which is adjusted to Permendagri No. 20 of 2018 concerning Village Financial Accounting, thus the quality of reporting can be accounted for based on the prevailing village accounting.

In the minds of the community, every eviction creates anxiety. Because the place of residence embedded in the meaning and memory in it will be evicted. Unlike the case with the eviction of land (not settlements), which is active or not. Because the landowners in the village are mostly from outside the village (local people call the people of Jakarta). This study uses a qualitative approach that looks at the holistic picture of the object of research in explaining the social phenomena under study, namely the impact of evicting the construction of the Ciawi and Sukamahi reservoirs. The data collection technique used in this study is the RRA method, to accurately collect information in a limited time when decisions about rural development must be taken immediately. Basically, the RRA method is an intensive learning process to understand rural conditions, carried out repeatedly, and quickly. With the research approaches and methods used, this study produced several conclusions and recommendations, including, First, the Government must provide new residential land and with collective relocation. Second, the government must maintain socio-cultural, customs that are usually routinely carried out in the village, are maintained and also provide a place to build facilities for worship infrastructure, such as mosques, and table society of religion, even though the place for burial. Third, the government provides enough land (relocation sites) for the community, which can be used as a place of residence accompanied by sufficient land and in one location. Fourth, in each of its policies, the government pays attention to and is able to maintain the capital owned by the community, such as between social capital (networking). The government is not only limited to completing its duties and obligations, such as providing compensation, but its community unity (social capital) is not considered.

Information and Communications Technology (ICT) has become one of the influential instruments for poverty alleviation. The argument is based on the fact that currently technology has played an important role in relation to the lives of many people. There are several projects conducted by the government in Indonesia utilising ICT to reduce poverty rate, such as establishing telecenter in some remote areas. This paper aims to identify the extent and the impact of the ICT convergence process that is carried out as an effort to improve the welfare of the community, specifically at Gubugklakah village, Malang Regency. The village is chosen as the locus of the research because the area, which is relatively far from the city center, received telecentre procurement assistance by the central government. By using descriptive qualitative methods, this study finds that ICT has not been converged to the maximum and the impact is less than optimal. Internet connection is only limited to middle and upper economic groups. The use of the world-wide-web at the village has also experienced ups and downs. For example, there is an improvement in the utilisation of techonolgy in education, tourism and government sectors which impact on a more effective work culture. People also usually surf the internet to search and watch educational, entertainment or trading content. However, the connection has a slow network connection which is problematic when many people use it. Furthermore, there is a need for educating people as well as incremental approach so that the internet can be in line with local culture.Teknologi Informasi dan Komunikasi (TIK) telah menjadi salah satu instrumen yang berpengaruh dalam pengentasan kemiskinan. Argumen tersebut didasarkan pada kenyataan bahwa saat ini teknologi telah memainkan peran penting dalam kaitannya dengan kehidupan banyak orang. Ada beberapa proyek yang dilakukan pemerintah di Indonesia yang memanfaatkan TIK untuk mengurangi angka kemiskinan, seperti membangun telecenter di beberapa daerah terpencil. Tulisan ini bertujuan untuk mengetahui sejauh mana dan dampak dari proses konvergensi TIK yang dilakukan sebagai upaya peningkatan kesejahteraan masyarakat khususnya di Desa Gubugklakah Kabupaten Malang. Desa ini dipilih sebagai lokus penelitian karena wilayah yang relatif jauh dari pusat kota mendapat bantuan pengadaan telecentre oleh pemerintah pusat. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menemukan bahwa TIK belum terkonvergensi secara maksimal dan dampaknya kurang optimal. Koneksi internet hanya terbatas pada kelompok ekonomi menengah ke atas. Penggunaan world wide web di desa juga mengalami pasang surut. Misalnya, peningkatan pemanfaatan teknologi di bidang pendidikan, pariwisata dan pemerintahan yang berdampak pada budaya kerja yang lebih efektif. Orang juga biasanya menjelajahi internet untuk mencari dan menonton konten pendidikan, hiburan, atau perdagangan. Namun, koneksi tersebut memiliki koneksi jaringan yang lambat yang menjadi masalah ketika banyak orang yang menggunakannya. Selain itu, perlu adanya edukasi kepada masyarakat serta pendekatan incremental agar internet dapat sejalan dengan budaya lokal.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

The existence of the village government lately has not been able to function properly. One factor is that the capacity of the village apparatus is inadequate and the skills possessed are still very limited. Minimal education and training to improve the ability of village officials is the root of the problem. This study uses descriptive qualitative methods and the approach used in this study is a qualitative approach. The purpose of writing this article is to find out the things, efforts and constraints of developing the capacity of the current village apparatus. The problem of limited budget is an obstacle in improving the quality of village officials. The lack of a budget has had an effect on programs and activities in the context of developing the capacity of village apparatus that cannot be realized. The steps that can be used are, capacity building through training for orderly village administration, manuscripts and management of official letters, village government accountability reports, Compilation of Village Expenditure Budget, Village Fund Allocation Management and Village Wealth Management and Management of Village Owned Enterprises. The need for cooperation and attention between the Central Government and the Regional Government to conduct training on an ongoing basis, especially in the village of Cibodas

A fundamental change in the government system in Indonesia after the reforms is the implementation of decentralization and real regional autonomy. Giving village funds is a form of fulfilling the village's rights for the implementation of its own autonomy to grow and develop following diversity, participation, autonomy, empowerment, democratization of the community and increasing the role of the village government in order to provide services and improve the welfare of the community in areas that are adrift . Therefore, this study aims to reveal the impact of village fund policies on improving people's welfare and reducing unemployment in Ponggok Village, Tegalrejo Village, and Kalangan Klaten Village. Ponggok village was chosen because it is a pilot village that has managed to manage village funds provided for the welfare of its people. Ponggok Village uses its village funds to provide infrastructure to support the sustainability of Ponggok Tourism Village, conduct training programs, toilets for each house, as well as other assistance that can improve the welfare of its citizens, and the entire community participates in the programs. As a result, the program can significantly reduce unemployment. Tegalrejo Village uses its village funds to improve village infrastructure and train its community. Desa Kalangan uses its village funds to improve village infrastructure, reforestation, training and community development. However, the results of the management of the village fund of the two villages have not been able to improve the economy and reducing unemployment, due to the lack of community participation in the programs being implemented. Keywords: regional autonomy, village funds, community welfare, unemployment

Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

Position the village in a country is very important, because the village is the spearhead of a government. The existence of the village only as a supplement to administrative, so the existence of a very backward village either of its human resources and in terms of management of natural resources are owned and infrastructure development tends to be slow. It makes villagers to make an exodus to urban areas for improvement of life. Recognition of the structure provided in the central government through a law on village administration look encouraging, but the relation to the welfare of the government does not pay attention. No wonder if the government runs a program is often different. The workload is heavy village government is not matched by right. The village as a vanguard of government, the village government should be able to overcome all the problems that arise in the community, with peace and peaceful village can increase unity and national unity of Indonesia
