The article is devoted to identifying the effects of digitalization of the public procurement system. The dominant tendency in the development of the procurement system is determined. A review of the individual elements of the public procurement system, which act as objects of digitalization, is carried out. The specific effects of the implementation of digital technologies are analyzed, contributing to the reduction of unfair, opportunistic behavior of customers, and as a result – a decrease in appeals, an increase in the level of transparency, and the availability of procurement. A comparative legal analysis of procurement legislation is carried out. The statistics of appeals to the antimonopoly service is considered. The conclusion about the reduction of transaction costs when transferring public procurement to digital format is substantiated. A conclusion is made about the digital transformation of the public procurement system, which consists in reducing the costs of their distribution and increasing the efficiency of using budget funds.

The article considers political processes in the Kyrgyz Republic through the prism of complexly structured identity and historical memory of the Kyrgyz people. Manifestations of retraditionalization of the Kyrgyz social organization are considered as an inevitable consequence of disengagement from the Union center’s control. The author emphasizes multilayered and segmented character of the Kyrgyz political culture that integrates traditionalism and modernization. The formation of multiple identity is characterized as a consequence of objective processes of reformatting the social environment as a result of technological innovations, intensification of intercultural and intercivilizational contacts, increasing mobility of the population. The article shows the fundamental role of the folk epic Manas in formation of national identity with the dominant tendency to strengthen the position of Islam in the multi-layered and syncretic religious practice of the Kyrgyz. The influence of tribal and clan self-identification on the political processes in the country is considered. There are factors that led to differences in the self-identification of urban and rural strata, as well as the Kyrgyz "North" and "South" of the country. The processes of ethno-cultural sovereignization of the titular ethnos, as well as other national groups of Kyrgyzstan are considered. The evolution of the state policy regarding the formation of a common civil identity in Kyrgyzstan, which provided for the implementation of the local version of multiculturalism, involving the protection of the ethno-cultural identity of national minorities, is shown.

In a significant section of available scholarship on pre-Islamic Bengal, a dominant tendency has been to generalize the patterns of historical trajectories of the great river valleys. This has resulted in many discrepancies, particularly in the context of the plateau-like portions of southwestern Bengal, where, unlike other parts of Bengal, Jainism came to have an entrenched presence during the early medieval period (c.600–1200 ce). Through an analysis of the published archaeological data, this paper attempts to study the social history of Jaina and Brahmanical temples and their linkages with the political processes in a forested frontier of early medieval southwestern Bengal: Purulia. This district, marked with an absence of early historical farming cultures, was an extension of the Chhotanagpur plateau of Jharkhand. During the early medieval period, this district witnessed three coeval and interrelated processes: large-scale construction of Jaina and Brahmanical (primarily Saiva) temples, emergence of a local state, and widespread construction of hero stones. The political elites of the major political centre of the local state that emerged in this area seem to have derived their legitimacy by patronizing Saiva temples, but Jaina temples seem to have provided the primary avenue for the legitimation of local heroes after their death, who were immortalized in hero stones.

Abstract: Consumers are the most important factors in business. Every consumer has a different personality. Personality type is one that influences consumer behavior, especially in online businesses. Many new online businesses have sprung up in Indonesia during the pandemic. The pandemic has closed several places where people need them so that many people have switched to buying online businesses. The rise of this online business makes it easier for consumers to fulfill the desired product or service. This study aims to analyze the personality types (big five personality) of consumers in online businesses during the pandemic. The research method used is descriptive qualitative method. The author directly researched the people who became consumers of online businesses during this pandemic. Based on the results of the research conclusions, namely 1) Consumers in online business during the pandemic tend to be high; 2) The big five personality of consumers has a dominant tendency in every dimension which includes conformity, awareness, extraversion, neuroticism, and openness to experience; 3) The big five personality affects consumer behavior in online business during the pandemic, the personality personality that affects is greater than the agreeableness, extraversion, neuroticism, and openness to experience.   Keywords: personality type, consumer behavior, online business   Abstrak: Konsumen merupakan faktor terpenting pada bisnis.  Setiap konsumen memiliki tipe kepribadian yang berbeda-beda. Tipe kepribadian merupakan salah satu yang mempengaruhi perilaku konsumen terutama pada bisnis online. Banyak bisnis online baru bermunculan di Indonesia selama pandemi. Pandemi membuat beberapa tempat kebutuhan masyarakat tutup sehingga masyarakat banyak beralih untuk membeli pada bisnis online. Maraknya bisnis online ini memudahkan konsumen dalam memenuhi produk atau jasa yang diinginkan. Penelitian ini bertujuan untuk menganalis tipe kepribadian(big five personality) konsumen pada bisnis online selama pandemi. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Penulis langsung meneliti orang-orang yang menjadi konsumen pada bisnis online selama pandemi ini. Berdasarkan hasil penelitian diperoleh  kesimpulan, yaitu 1) Konsumen pada bisnis online selama pandemi cenderung tinggi; 2) Kepribadian big five pada konsumen memiliki kecenderungan yang dominan pada setiap dimensi yang meliputi agreeableness, conscientiousness, extraversion, neuroticism, dan openness to experience; 3) Kepribadian big five mempengaruhi perilaku konsumen pada bisnis online selama pandemi, kepribadian openness to experience merupakan kepribadian yang mempengaruhi lebih besar dibandingkan agreeableness, extraversion, neuroticism, dan conscientiousness.   Kata kunci: tipe kepribadian, perilaku konsumen, bisnis online

Abstract With regards to the religious situation, Germany still is a highly divided country. This draws our attention to the specific characteristics of IRD-activities in the eastern parts of Germany. Based on literature review and mapping exercises, we will argue, firstly, that the interreligious dialogue scene in East Germany is characterized by a comparatively low density of activities that are primarily embedded into major religious and state-related organizational structures. Secondly, we will discuss potential explanations of this lower dialogue level with regards to present-day socio-cultural differences and asymmetries between East and West Germany. Thirdly, we argue that the case of East Germany gives evidence to pay particular attention to numerically smaller religious groups within IRD as well as religiously unaffiliated parts of society. Consequently, we have to rethink the conceptualization of IRD in view of secularization as the dominant tendency in many European countries.

This chapter contains the argument against the unity of the virtues, which presupposes that the virtues are not unified and vindicates anti-imperialism about virtue. It describes the unity of the virtues that was more or less universally affirmed in ancient ethics and notes that the dominant tendency in contemporary moral philosophy is to reject it. It also sketches a position on the interrelation of the virtues that avoids the falsity of the unity thesis, while still salvaging some of its more attractive aspects. The chapter focuses on the thesis that one cannot have one virtue without having all of the others. It elaborates that if there is any one virtue that a person lacks, then it follows that this person does not have any of the other virtues.

PurposeDifferences in personal information management (PIM) behavior are well established in the literature, but are defined from the narrow perspective of practical use (e.g. filing/piling, emailing). This paper aims to identify the types of PIM behavior that would help us understand how people manage personal information in the digital era.Design/methodology/approachThe authors relied on the theoretical framework, published in a recent article (Alon and Nachmias, 2020a), examining actual PIM behavior (e.g. actual practice), ideal behavior (e.g. perceptions of best practice) and the gaps between them. Our framework drew on data collected via a questionnaire on the use of 25 PIM practices (N = 465).FindingsThe findings indicated four types of PIM behavior that differed by activity level (actual PIM) and satisfaction level (ideal PIM and gaps): passive and satisfied, active and satisfied, fairly active and unsatisfied and active and fairly satisfied. This allows the classification of users according to their dominant tendency to use specific practices.Originality/valuePrevious studies focused mainly on specific PIM practices or contexts. Our research creates a classification of types, based on ideal as well as actual PIM behavior, and also examines a broader perspective.

The idea and strengthening of civil society praxis is an alternative model for the struggle towards democratization. In Indonesia, efforts to strengthen civil society cannot be separated from Islam as the religion practiced by the majority of the Indonesian population. Efforts to strengthen civil society cannot ignore religious factors, especially Islam. In fact, in certain cases the existence of Muslims who are inspired by Islamic teachings is the basis for socio-cultural and even political change in Indonesia. The potential of Islamic teachings, which contain elements of beliefs and norms and ethical teachings related to the socio-cultural community practiced by Indonesian Muslims, are very large in determining the socio-cultural format of society. Likewise, in the effort to strengthen civil society, Muslims occupy a leading position which can be expected to be a counterweight to the country's dominant tendency. In other words, quantitatively, Muslims based on Islamic teachings have a prerequisite for the growth and strengthening of civil society in Indonesia. Islam as a religion that is embraced by the majority of Indonesians is a solid foundation in encouraging the strengthening of civil society in Indonesia.

Objective - The imbalance in income and expenditure in the JKN-KIS program clearly illustrates the main causes of its financial balance deficit. The government has implemented many top-down programs to overcome this issue, but these efforts have not yet shown any satisfying outcomes. The collaborative efforts in dealing with budget deficit problems in the JKN-KIS program have been carried out by many actors. The extant literature suggests it should be noted that the components are comprehensive and appropriately used in answering problems. This study consists of a theoretical discussion focusing on the potentials and challenges of bottom-up collaborative governance concept as well as a practical example of how this concept works in dealing with financial deficits in the National Health Insurance (JKN) program in Indonesia. Methodology/Technique – This study aims to explain the tendency of collaborative governance approach used. This study is conducted using a post-positivism approach with qualitative and quantitative data analysis using 13 state and non-state institutions for the period of the JKN from 2014 to 2018. Finding & Novelty - The results of the study show that there is no dominant tendency in each existing model. However, there are a “red thread” between collaborative governance models formulated. The results suggest that a bottom-up approach emerges as a critique to the old scheme of a top-down approach in which the participation of the citizens or NGOs are not proportionally given. This finding implies that in adopting the bottom-up collaborative governance concept there are significant challenges for the collaborative governance approach in the future.
