The article presents the results of a study of changes in the state policy of the Republic of Belarus related to the field of intellectual property. The author provides information on the adopted regulatory legal acts that improve relations regarding intellectual property rights. A brief overview of the main government bodies in this area is given. The main focus of the study is on the effectiveness of the changes, in particular, the change in the number of applications filed for registration of individual objects of intellectual property. A comparative analysis was carried out of the total number of such applications in all states of the Eurasian Economic Union. Based on the results obtained, the author made the appropriate conclusions and proposed the recommendations to improve the policy in the field of intellectual property both in Belarus and within the entire EAEU, in particular, to strengthen interaction between countries.The study was carried out within the framework of the research work "Mechanisms and directions of development of the single market for services of the EAEU in the context of the implementation of the concept of "Integration +"in the context of ensuring the economic security of the Republic of Belarus (business services) " on assignment 3.02 "Positioning the Republic of Belarus in the global economy in terms of ensuring international competitiveness and economic security, taking into account modern challenges and threats: theory, methodology and practice" of the State program of scientific research "Society and humanitarian security of the Belarusian state" for 2021-2025, subprogram "Economy".

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.

Abstract:War has broken out in the technological global economy, principally in battles over intellectual property. A particularly fierce aspect of this battle sets people who guard proprietary software against hackers, who want information to be free. The key challenge today is to produce an adequate conceptual lens for seeing what ethically is at stake in this battle. Toward this end, this paper uses the just war tradition to analyze differences between proponents of Free Software and proponents of Open Source Software. This paper’s use of three just war criteria—Just Cause, Right Intention, and Discrimination—illustrates how the just war tradition can raise the level of ethical awareness about the intellectual property wars that continue to rage in the technological global economy.The division between the two [open source and free software] is often bitterly contested, both from inside and outside the communities. Research work was carried out in the State University "Transnistrian Research Institute of agriculture" in film greenhouses (spring-summer and summer turnover) and in the open field on the trellis. The aim of the work is to study the source material and create promising lines of cucumber with high parthenocarpic ability, yield and resistance to downy mildew to obtain on their basis heterosis hybrids of cucumber of universal type for various crop rotations. To achieve this goal in 2013-2017 the following tasks were identified: to study the collection samples and to identify the most resistant to downy mildew; to evaluate the source material and select the stable forms; to study the combinational ability of the main features and properties of the parent forms of cucumber hybrids (parthenocarpy, yield, disease resistance); to study the variability and inheritance of the main useful features and properties; to test promising cucumber hybrids for economically valuable traits and properties. The standards were hybrids Enthusiasm (selection RF) and Claudia (Dutch selection). In order to create a source material of parthenocarpic hybrids of cucumber resistant to peronosporosis, 20 samples of breeding material from different countries of origin were studied in the closed and open ground. Four maternal and six paternal forms, as well as eighteen large-humped hybrid combinations were evaluated by the topcross method according to the complex of economically valuable traits and properties. And full diallele the scheme of the seven lines and forty-two tuberculate hybrid combinations. The regularities of variability and signs manifestation in the first generation of hybrids are studied. Given information about the inheritance of the trait of resistance to downy mildew is a promising parthenocarpic hybrid combinations of cucumber created in the Transnistrian agricultural research Institute. Highlighted is sixty-six hybrid combinations of cucumber. Three samples that showed high resistance to downy mildew, was submitted to the State varietal Inspectorate of the Republic of Moldova and Transnistria under the name Condor, Orlan and Shegol.

The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

Subject / topic. Financial security of the state consists of many constituent elements and can be divided into federal, regional and local levels, each of which conditions financial security of the state in general.Purpose / objectives. The purpose of the article is to define the methods of evaluation of financial security of municipalities. In order to achieve this purpose, it is necessary to solve the following tasks:To define the general stages for financial security assessment of activities of municipalities;To offer the system of indicators for evaluation of financial security of municipalities;To define the borders of financial security of municipalities.Methods.The dialectical method of scientific cognition was applied in studying the role and influence of financial security on the development of the economy of the regional municipalities; methods of monitoring, measuring, analyzing and comparing of indicators that characterize the financial security of the municipalities of the Republic of Crimea have also been applied. Results.The financial security of the region is an essential part of the region's economic security, reflecting the condition and readiness of the financial system of the region to timely, reliable and independent financial provision of economic needs in terms that are sufficient for effective functioning, as well as its ability to withstand internal and external financial threats in changing conditions. The financial security of the region is influenced by intraregional, domestic and external international threats.Conclusion/ Relevance. The main stages of evaluating the financial security of municipalities have been developed: collecting of source data, grouping and calculation of statistical indicators, converting the indicators to a comparable type, calculating integrated financial security indicators for each municipality, evaluating the financial security of municipalities, and allocating of municipalities to financial security levels.

Economic security, following the physical protection and security rapidly broke into the life of modern domestic society. This is a huge, very theoretically capacious section of the management system and at the same time a variety of practical activities. As the state of any economic system, characterized by the ability to withstand any negative encroachment from any subject, institution, other systems, social environment, etc., both economic and financial security is estimated, in fact, a polygamous system of indicators on all aspects of financial and economic activity.Purpose:therefore, the purpose of this scientific work, defined as the improvement of information support structures, decision-making in relation to economic security, fully meets the needs of management science and practice.Materials and methods:At the same time, all the methods, necessary for the statistical study of economic and financial security are used in the work: at each stage, an extensive block of statistical tools is involved, represented by the methods of the general theory of statistics and mathematical statistics, including multidimensional groups – cluster analysis, correlation and regression methods. The official materials of the state statistics and Internal Affairs Bodies of the Russian Federation, as well as the official statistics of the Ministry of Economy and Finance of Moscow Region Government were used to perform practical calculations.Results:A key aspect of this research work is related to the selection and formation of a set of statistical indicators, which in the interconnection and addition gave a complete comprehensive picture of the existing relationships and established patterns. These are demographic and resource indicators, and the results and efficiency of the economic complex. The use of the designated statistical tools allowed obtaining such results as justification of analytical capabilities and approbation of statistical methods in the study of economic security of the Moscow region; formation of clusters, consisting of homogeneous municipal districts of the Moscow region, designated as clustering units; calculation of relative analytical indicators; construction and interpretation of regression models.Conclusion:the complex of the obtained results and conclusions, as well as the scientifically based algorithm of statistical tools application, tested in the work, are undoubtedly an important information component in the management of economic and financial security not only in the Moscow region, but also in any region, both in the Central Federal district and in the whole central Russia.

The article discusses and analyzes the approaches available in science to the formation of threshold values of indicators of economic security. The author conducts a comparative study of the existing methods for determining threshold values, examines the advantages and disadvantages of each of the approaches. On the basis of the study, the threshold values for seven indicators of the security of the economic develop-ment of the region are substantiated. Further, the indicative system presented in the work is tested on the example of the Komi Republic using the indicators highlighted by the author and their threshold values using a specially developed technique based on the synthesis of the minimax approach and the indicative method, diagnostics of the state of security of economic development is carried out, the main threats arising in this area are highlighted. The application of the approach proposed in the work to the formation of threshold values of indicators, as well as the methodology used to assess threats, made it possible to diagnose threats that pose a significant danger to the development of the regional economy. The results obtained can be used by public authorities when they carry out activities to monitor the state of the region's economy.

In this chapter the authors consider the impact of migration processes on the state of their home country's security. The other actual direction of this research is to identify the dependence of the country's economic security on the intensity of migration regulation. The complexity of assessing global trends in migration policy leads to the need for a comparative analysis of the conditions for their implementation in the context of world labor migration centers. The chapter analyzes the main tools of migration policy, the study of which made it possible to summarize and identify measurable indicators of the impact of migration processes on the state of economic security. The complex of designated challenges and threats to the economic security of the state will allow to form an overall picture of the current state of the object and a qualitative medium-term forecast.

The Land Cadastre in Ukraine is a database and a defined system of actions in relation to the accounting, description and evaluation of land, which are carried out by competent state bodies for the appropriate purpose. Against this background, within our research,we propose to understand the concept of «State Land Cadastre Database» (SLCD) as a set of data placed in the corresponding unified state geoinformation system of land information. The outlined approach to understanding the concept allows us to fully agree that the considered unified state geoinformation system of land informationis the primary tool for managing the Land Fund.Analyzing the legislation, it can be noticed that the legislator understands under these specified objects not tables, queries, forms, reports, macros and modules, but rather land within the state border of Ukraine, land within the territory of administrative and territorial units, restrictions on the use of land, land plot. In view of this, it canbe assumed that the objects of the State Land Cadastre and the objects of the SLCD are not identical, and, consequently, the position that the State Land Cadastre is actually identical to the concept of «SLCD» in the narrow sense of the land cadastre is erroneous.This article shows results of analysis of the structure of SLCD and research about what meaning Ukrainian Legislator includes in the very noun of «State Land Cadastre objects». The main question, that author tries to answer in this research work is what is the differences between State Land Cadastre objects and objects of the StateGeoinformation System which are both functioning in Ukraine but didn’t have same level regulation in legislation.Based on discovered regulation of the State Land Cadastre objects (lands inside Ukrainian borders, lands inside smaller administrative units, lands usage restrictions, land parcels) author makes an attempt to define the meaning of objects of State Geoinformation System and appropriate approaches to their regulation. In case of Civil Law, described objects can be not only set of traditional civil competences but can be complicated units of intellectual property.
