AbstractTypically, data cannot be shared among competing organizations due to confidentiality or regulatory restrictions. We present several technological alternatives to solve the problem: secure multi-party computation (MPC), trusted execution environments (TEE) and multi-key fully homomorphic encryption (MKFHE). We compare these privacy-enhancing technologies from deployment and performance point of view and explain how we selected technology and machine learning methods. We introduce a demonstrator built in the DataBio project for securely combining private and public data for planning of fisheries. The secure machine learning of best catch locations is a web solution utilizing Intel® Software Guard Extensions (Intel® SGX)-based TEE and built with the Sharemind HI (Hardware Isolation) development tools. Knowing where to go fishing is a competitive advantage that a fishery is not interested to share with competitors. Therefore, joint intelligence from public and private sector data while protecting secrets of each contributing organization is an important enabler. Finally, we discuss the wider business impact of secure machine learning in situations where data confidentiality is a concern.

This paper is a study of the recent trends of Business Process Outsourcing (BPO) strategies and practices among banking institutions in India.  The study attempts to analyze BPOs used by private and public banks using four dimensional descriptive conceptual dimensions of outsourcing:  1) shoring model (vendor location/service creation), 2) sourcing model (vendor type), 3) engagement model (number of vendors engaged), and 4) duration of the engagement (contract period).  The comparison of results reveals similar trends of outsourcing for public and private banks. However, public banks are more regulated, and thus are restricted from outsourcing of certain processes to avoid excessive risks of privacy of data and information related to customers.  From a financial strategic point of view, in the long run, the underlying profit margins of a public bank might have adverse effects.  


This book focuses on the relationship between private and public education in a comparative context. The contributors emphasize the relationship between private choices and public policy as they affect the division of labor between public and private non-profit schools, colleges, and universities. Their essays examine the kinds of choices offered by each sector, as well as the effects of present and proposed public policies on the intersectoral division of labor. Written from neither a pro-private nor a pro-public point of view, the contributors point to the ways in which they believe one sector or the other may be preferable for certain goals or groups.

This study addresses managers’ awareness and familiarity with Total Quality Management (TQM). Eighteen (18) semi-structured, in-depth interviews were conducted with managers working in a variety of service organizations in Greece. The major argument of the study is that although the acronym TQM and some of its concepts and practices are known by a range of public and private sector managers, actual awareness of its “soft” side is often superficial, and managers have a relatively poor understanding of it. TQM is neither resisted nor directly absorbed by them, but they tend to see it from the technical point of view, being aware only of the importance of its “hard” aspects.

Abstract A research was conducted among the employees referred to work in the home office in connection with the announced state of the epidemic in Poland. The research was conducted using a questionnaire method, the study was attended by 199 respondents. The research is burdened with an error in the selection of statistical sample units, which resulted from the respondents’ involvement and their truthfulness. The aim of the article is to assess the activities of employers from the private and state sectors in Poland, related to the delegation of employees to work in the home office, and to analyze the skills and possibilities of self-organization of work by employees. An important result of the survey was to demonstrate the differences in the behavior of public and private sector employers. The study shows that the private sector has adapted better to sudden changes than the state sector.

Introduction. Legal science traditionally considers the taxpayer as a person obliged, and the payment of tax in terms of unconditional, unilateral claims of the state. At the same time, the practice of taxation shows that not only the state, but also the taxpayer is interested in the proper execution of the tax duty. This article proposes to conduct a study of the performance of duties from the point of view of the legitimate interests of the taxpayer. Purpose. The purpose of this study is to consider the legal and organizational aspects of the obligation to pay tax, as well as the resolution of conflict issues in the balancing of public and private interests. Methodology. The methodological basis of the study consists of various General and special methods of cognition of the phenomena of legal reality. Among them, legal-dogmatic and historical-legal methods are particularly important. Results. The article reveals the signs of proper fulfillment of tax duties; distinguishes the concepts of “payment of tax” and “transfer of tax”; substantiates the idea that the implementation of tax duties is associated with the legitimate interests of the taxpayer, the accounting of which is an obligation on the part of the state in the face of law enforcement agencies (courts, tax authorities); analyzes the legal position of the constitutional Court of the Russian Federation on the payment of taxes and the performance of tax duties, defines the boundaries of good faith behavior of the taxpayer. Conclusions. The recognition of a duly performed tax duty is a legitimate interest of the taxpayer, which is subject to protection. Based on the analysis of the multistage process of tax payment and through the prism of the principle of justice, the conclusion about the inadmissibility of imposing all responsibility for not receiving money to the budget only on the taxpayer is substantiated. A practice that gives priority only to fiscal interest leads to an imbalance of private and public interests.

Abstract This study of cultures across 6 countries (7 regions) shows that each region has its own specificity and its own unique employee value profile. Value profiles have been explored as a potential diagnostic tool on the basis of Hofstede’s value dimensions in the service of human resource development at the local level. The resulting employee value profiles are based on a representative sample of employees in the private and public sectors. Significant similarity in value profiles have been found for employees from Croatia and Serbia compared to Romania, Hungary, Slovenia and Italy, both in the public and private sector. The research results suggest the direction that managers and policymakers need to take in order to understand what employees’ values are, how they can be used, and how to address the challenges of human resource development in their region.

This research was aims to examine the point of view of university students about parental participation in their curricular and co-curricular activities. It explores the comparisons in parental participation level regarding students gender, socio-economic status in public and private universities. This exploration followed the quantitative research method. The sample for this research consisted of the graduation students (boys and girls) of public and private sector universities which were located in Lahore district. A random sampling procedure was used to collect data from boys and girls studying in different universities. The sample size of this survey was 300 students. The researcher has constructed a questionnaire for finding out the opinions of students about their parental participation in their academics. After the collection of data, the data were analyzed. Findings of the research revealed that parental involvement was different due to gender, education and social status of university students.

<p>This paper aims to identify user perceived usefulness of enterprise social networking within the public and private sector of Wellington NZ. It aims at determining the specific factors that appeal to enterprise social networking users. This paper first outlines the global trend towards enterprise social networking based on academia and IT industry papers. It draws parallels between ESN and KM to better understand the unique attributes of ESN. In particular it brings to focus the social nature of ESN and the use of modern technologies that facilitate ease of use. It also highlights the community nature of ESN and its importance in managing knowledge security, quality, trust and sense of sharing. These dimensions help form the basis on which the interview questions are based. Anti- positivism philosophical approach is used to peer into user perceptions and make sense of the research findings.  Qualitative data shall be gathered through interviews. 7 participants will be involved in the interviews. Participants will be a mixture of MIM students and IT professionals employed within the private and public sector.  The outcome of this study is to better understand contemporary views on the topic and shape future direction in better dissemination of enterprise social networking in the local industry. The focus on what the user perceived usefulness of social networking within wellington will give insights into user adoption strategies for enterprise social networking.</p>

Construction companies always attempt to improve their productivity. Trust is the best way to achieve its goal, because it is a very useful way to improve employees and organizational productivity as well as effective strategic plans implementation. In this research, we examine how a trust climate provides a favorable environment for the performance of employees and the development of organizational efficiency and effectiveness. Also, this study has analyzed the trust effects on the performance of employees. The population of this study is private and public sector projects from which a sample of (26) projects in Iraq are chosen. Data are collected and the test of the model is on (140) respondents (project team members and workers) of construction companies in Iraq. The evaluation the concepts data is analyzed by using descriptive statistics, correlation, and regression tests. Hypothesis results indicate a positive relationship between the independent variable and dependent variable. Lastly, research limitations, recommendations for future research, and conclusions are discussed in details.
