The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

<p>For the regional economy and for the economy of a country as a whole it is necessary to correctly assess the economic potential of their territories. Errors or inaccuracies committed in this case can lead not just to inefficient spending of budgetary funds, but also to the wrong choice of the development strategy, which can result in a loss of competitiveness of the economy of the region and its cities and affect the development of the national economy as a whole. The purpose of this work is to provide a comparative assessment of the economic potential of the Novosibirsk region and other regions of the Si berian Federal District. The study examined the socio-economic potential of the region as an important indicator of territorial development. Its estimation is based on the index method and the cluster approach. Six groups of development indices of the regions of the Siberian Federal District were selected. Were used a method for standardizing indicators using variance and hierarchical methods of clustering. Clusters of the Siberian Federal District have been identified. A comparative analysis of the potential of the Novosibirsk region and regions from other clusters is carried out. Comparison of the Novosibirsk region with its neighbors, representatives of other, significantly different clusters – the Omsk region and the Republic of Altai – allows us to conclude that the Novosibirsk region exceeds the neighboring regions in terms of its economic potential. In the regional economy, the production, infrastructure and labor components of the potential are the most developed (and, therefore, most promising for use as locomotives of regional development). The remaining components are relatively behind, which makes it necessary to draw attention to them from the authorities and management. The results of the study can be used to improve regional economic p olicy.</p>

The article examines the theoretical and methodological bases of strategic planning based on a targeted-programme approach, both at the level of the State as a whole and at the level of individual territories. The paper provides a brief overview of the degree of awareness of this problem. As an object of study, the article adopted the municipal entity ‘City of Ulan-Ude’ of the Republic of Buryatia. The authors give a general description of social and economic development, as well as an analysis of the implementation of municipal programs as a tool for programme-specific planning and management of territorial development. The work examined the mechanisms and tools for implementing the strategy for the socio-economic development of the city of Ulan-Ude until 2035 as the basis for strategic management of the urban district development. The purpose of the research is to study and analyze the effectiveness of the targeted-programme method of planning and management in the municipality. The main results of the research are the improvement of the planning methods of municipal programs and projects by allocating an operating and project part in the management.

One of the promising areas of scientific research today is branding of territories. This issue is widely covered in the context of territorial marketing. Brand influence on recipient’s behavior is a significant brand management goal. That is why branding is actively used today in economy, in particular, when creating a territorial image. The development of urban space is predetermined by the need to form strategic guidelines that are adaptive to the existing competitive potential of the territory, dynamically changing environmental conditions, and toughening competition in the investment, information, labor, event, tourist and other markets. In this regard, the issues of territory’s promotion in the domestic and intercountry spaces by means of creating a recognizable urban brand which is associated with the most significant competitive advantages of the territory become more and more crucial. The importance of understanding the category of territory branding in the economic context is determined, in our opinion, by the formation of a territory brand, which helps to significantly strengthen the regional identity aimed at the elimination of various contradictions of religious, national character, as well as solution of problematic issues connected with the coexistence of various social groups within the same region. In order to determine the influence of brand identifiers on the economic development of the region, the authors have conducted a marketing study among the population of the Republic of Crimea, in which 242 respondents from various social and age groups took part. The survey reveals: respondents’ awareness of regional symbols depending on their age; respondents’ emotional perception of the logo of the city of Yalta; associative perception of the logo of the city of Saki; visual perception of the logo of the city of Kerch; knowledge of the logo of the city of Sudak; associative perception of the logo of the city of Feodosia; attitude of the population of the Republic of Crimea to the logos of cities in the region.

This paper explores the problem of developing agricultural consumer cooperation enterprises and increasing their competitiveness. According to the authors, the development of agricultural cooperation can give an impetus to increasing the potential of rural areas, will solve the food security problem of the Russian Federation, and stimulate the development of national agriculture. The study identifies the main problems that hinder the development of agricultural cooperation in Russia, including the low competitiveness of these enterprises, insufficient knowledge and poor motivation of the population to create a cooperative movement, the lack of effective state support for agricultural producers from the regional and federal authorities, as well as policies pursued by large retailers, which are mainly aimed at increasing imports of agricultural products. The authors propose a comprehensive approach to solve these problems by highlighting several key priority areas. At the same time, the priority task is to increase the competitiveness of consumer cooperation enterprises and their products. The paper analyses the activities of agricultural consumer cooperation enterprises in the Republic of Tatarstan and offers recommendations to improve the competitiveness of consumer societies, in particular, by creating a wholesale distribution and logistics link for cooperation, reducing costs, and optimizing the assortment.

Regional policy concerning territorial development of the country, while reducing disparities in regional development in France has existed for nearly half a century. It beginnings reach 1963 when DATAR – an institution coordinating regional development of France was established (Délégation à l'aménagement du territoire et à l'action régionale). Additionally, European institutions have started to work, particularly from the 90s of the 20th century, on implementing the cohesion policy at the regional levels.  Regional policy covers the entire territory of the Republic of France, including its former colonial territories of DOM: French overseas departments (départements d'outre-mer). DOM includes: Guadeloupe, French Guyana, Martinique and Reunion. These regions despite undertaken actions aiming at their economic development are still struggling with various issues. The most significant are the natural and historical constrains, economic dependence on France and the EU financial assistance, supremacy of agriculture, tourism and housing, unemployment and poverty of society and finally the social problems associated with multiculturalism. Actions undertaken by national and regional authorities are predominantly focused on developing the infrastructure and stimulating business development through knowledge transfer and investments in human capital. Recognizing the fact that investing in human is the most essential factor in the growth and socio-economic progress, the aim of this paper is to analyze regional differences in educational level and structure of the population of overseas and mainland France as well as its changes since the 90s basing on statistical data. The second part presents the regional comparison of the selected indicators of human capital development in the French economy with selected data showing the quantitative changes in the education of France.

The purpose of the study is to analyze the indicators of the territorial development of the Republic of Kazakhstan based on the materials of the Karaganda region to maintain and develop new competitive types of economic activity in the region, contributing to national growth.Methodology – the methodological basis of the study is a system of various techniques that make up a complex of methods, mechanisms, principles, measures to improve the efficiency of the use of tools to create favorable conditions for the policy of territorial development.Research methods. Within the framework of the study, we used:- theoretical, including the analysis of domestic and foreign scientists in the field of regional and territorial development;- analysis of legislative and regulatory documents;- methods of mathematical modeling and forecasting using correlation and regression analysis;- method of graphical presentation of the results.Originality / value – the study is based on the hypothesis that there is a connection between the indicator of the volume of innovative products and the factors produced in the Karaganda region:- the volume of industrial production;- GRP;- shipped industrial products to residents in value terms;- GVA of small business;- GVA of medium-sized businesses.Findings – as a result of the analysis, the hypothesis put forward by the author was confirmed only for the factor "GVA of medium business", which is associated not only with the manifestation of the activity of enterprises in the Karaganda region, but also is the result of the regional innovation policy.

The current realities of economic development bring to the fore tools that can provide not so much quantitative growth as qualitative changes in economic systems at different levels. Competitive advantages can be achieved by innovative tools, the development of which can be hindered by a number of factors: lack of funding, qualified personnel, high taxes, unfair competition, etc. Against the background of these problems, the advantages of special economic zones, industrial parks, clusters, territories of advanced socio-economic development, disclosed in this article, are obvious. The purpose of the study is to substantiate the need for active implementation of innovative tools for territorial development in municipalities of the Republic of Tatarstan, as well as in other regions of the Russian Federation, in order to activate innovative and investment activities in them. In terms of objectives, tasks of the article are: to describe an innovative infrastructure that defines territorial development in the Republic of Tatarstan; to investigate the basic results of activity of innovative tools for territorial development in the Republic of Tatarstan; to develop recommendations for implementation of innovative development of territories in the municipalities of the Republic of Tatarstan. Achieving this goal is realized through the use of research methods such as description, comparison, analysis, etc. The empirical basis of the study was data published on the websites of the Ministry of Economy of the Republic of Tatarstan and the Ministry of Economic Development of the Russian Federation, the Higher School of Economics, The Association of Clusters and Technoparks of Russia, and other materials. As a result of the research, the main tasks of ensuring positive progressive dynamics of the Republic of Tatarstan with the use of innovative tools for territorial development are formulated: SEZs, industrial sites, industrial parks, territories of advanced socio-economic development and others. The article pays close attention to the justification of the need for municipalities of the Republic of Tatarstan to use these innovative tools, which have proven their effectiveness as growth drivers for the development of territories.

The article reveals transformation processes that affect the quality of human capital in the postSoviet period. The significance of the theoretical concepts of “conflict”, “regional conflict” and “essence of the political” through the immanent characteristics presented by the classic of political thought K. Schmitt is noted. The importance of analyzing the territorial development and the state of human potential for the characterization of the social structure, radically changing in the post-Soviet period in Russia and its individual regions, is emphasized. The article describes the main types of functionality of reference groups in accordance with the concept of R. Merton and describes various models of social behavior according to the criterion of social responsibility and asocial orientation. The data of the expert survey conducted by the authors in certain subjects of the Southern Federal District in 2018 are given on the problems of assessing the level of responsibility in work and the possibilities of disseminating radical ideas under the influence of external and internal factors on the ability of a regional community to reproduce their own cultural patterns. It emphasizes the role of ethical thinking in the context of the need to improve the modern society, experiencing crisis internal and external influences and tests of globalization. Special attention is paid to the level of support for the status of Crimea among young people living in the Republic of Crimea and the city of Sevastopol.

The Baikal region, which includes 3 constituent entities in the territory of the Russian Federation - the Republic of Buryatia, the Irkutsk Region and the Trans-Baikal Territory - should be considered due to its location (in the territory of the Lake Baikal drainage basin) and from the point of view of the regional economy as a single socio-ecological and economic system, whose development should be aimed at preserving the unique ecosystem of the deepest lake on the planet. However, in the Territorial Development Strategy of the Russian Federation, the Baikal region is not included in the list of macroregions despite its compliance with the general principles of their formation. In our opinion, the Baikal region is united by a specific mission entrusted to its population - the need to preserve the unique Baikal ecosystem while ensuring a decent level and quality of life for people living in the Baikal natural territory. The article analyzes the need for a transition to an environmentally oriented innovation economy, which allows transforming the "Baikal factor" from a problem that hinders economic growth into a resource for territorial development.
