The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

The presented study examines the concepts of “environmental marketing” and “environmental product”. The study attempts to conceptualize these terms in Russian language with allowance for the concept of sustainable development and the principles of the circular economy.Aim. The study aims to develop the conceptual foundations of environmental marketing and its derivative — environmental product, laying the groundwork for future research in specifying the concepts of “environmental marketing” and “environmental product”.Tasks. The authors examine the current state of environmental marketing and environmental product in Russia in terms of legislation and market practices; analyze the evolution of these concepts in foreign and Russian publications; systematize experience in this field; provide an original conceptualization of these terms; operationalize their key characteristics and features.Methods. This study is based on qualitative empirical research using such methods as content analysis, synthesis, formalization, and systematization. The theoretical and methodological approach of the study is based on the works of foreign and Russian scientists in the field of environmental marketing, the “green” approach to the promotion of goods, and sustainable enterprise development.Results. A research gap in the conceptualization of “environmental marketing” and “environmental product” in Russian language is identified. The authors provide an original interpretation of these concepts with allowance for the principles of sustainable development and “green” promotion.Conclusions. This study serves to elaborate on the scientific meaning of the concept of “environmental friendliness” applicable in marketing, changing the trend of the increasing number of products that fall under the definition of greenwashing. The published materials can be useful for environmental consultants, marketers, and representatives of legislative authorities in certifying products according to environmental standards.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. Subject. As digital technologies spread across all industries, active processes of digital transformation need to be managed both nationally and regionally. Assessing the extent of digitalization across types of economic activities is the key issue for setting up the socio-economic development strategy of the region and evaluating its efficiency. Objectives. The study is aimed to formulate and test methodological approaches to assessing the digitalization in types of economic activities and the potential of digital technologies for the real economy. Methods. The study relies upon the dialectical method, systems approach, questionnaires, expert approach, interpretation of empirical facts through tables, etc. Results. We devised a methodological approaches to assessing the extent of digitalization in types of economic activities across regions. The approach combines the quantification and evaluation of the process and helps determine the extent of local digital transformation at the regional level. We devised and tested the methodological approach to rating digital technologies, which have the high potential for raising the competitiveness and resilience to competition of the industrial sector in the Russian regions. As opposed to the existing approaches, the approach accounts for the current scale of digital technologies in the national economy, the potential for growth in the demand and supply in the domestic and foreign markets, and the potential for import substitution with respect to foreign technologies and products. Conclusions and Relevance. What makes the proposed methodological approaches more preferable is that they help assess not only the extent of digitalization in types of economic activities and the predominance of certain types in industrial enterprises, but also determine their potential for import substitution in terms of digital security.

Permanent changes and controlled environmental conditions change in operating companies and requires new management methods. Success in modern sustainable development is an area of concern for both managers and for people science. Article discusses the career success in industrial enterprises which promotes sustainable development by setting the quantitative and qualitative components, identify methods for assessing employee performance, productivity measurement and analyzes the changing resource targeting mechanisms that drive towards achieving sustainable excellence of industrial companies.


The purpose of the article is to consider the theoretical foundations, applied aspects, concepts and goals of sustainable development, as well as the study of factors and threats to the sustainable development of Pridnestrovie. Main material. The authors conducted a brief analysis of the main stages of introducing the conceptual apparatus used to assess the degree of world stability as a whole, regions and countries. Various approaches to defining the essence of sustainable development are considered. The author gives an extended interpretation of the "sustainable development" concept, which assumes that it is determined not only by environmental and economic aspects, but also has political, military, informational and other components. Groups and particular examples of indicators that characterize the degree of sustainable development are given. A list of factors that directly or indirectly affect the sustainability of countries and regions has been compiled and analyzed. Hierarchical levels of research on sustainable development issues are highlighted. Emphasis is placed on the study of the features of ensuring sustainable development of regions. Didactic aspects of studying the problems and mechanisms of ensuring sustainable development in educational institutions of different hierarchical levels are also considered. The applied aspects reflected in the article include assessment and analysis of a number of indicators reflecting development sustainability of the Transnistrian region of post-Soviet Moldova. Retrospective, modern and long-term threats to the sustainable development of the Transnistrian region are identified. Conclusions and further research. Some tools (measures) to ensure long-term sustainable development in the context of globalization and high turbulence of the international environment are proposed. Tools aimed at increasing the sustainability of the territorial units’ development of Pridnestrovie, the following are proposed: - diversification and growth of industrialization of economic systems; - preferential support for the development of high-tech material and energy-saving industries; - differentiation minimization of financial and property stratification of the population; - implementation of environmental standards and environmental management (ISO 14000) in industrial enterprises.

В статье изучены проблемы устойчивого развития интегрированных форм промышленных предприятий через призму триединой концепции. Рассмотрены подходы к оценке потенциала устойчивого развития посредством рейтингов устойчивого развития, в разрезе отдельных направлений оценки. Показано, что именно интегрированные формы предприятий обладают повышенным потенциалам устойчивого развития в разрезе экономической, экологической и социальной его составляющих. Проиллюстрирована важность направленности стратегии развития на устойчивое развитие в условиях современной неопределенности. Ключевые слова Интегрированная форма промышленного предприятия, устойчивое развитие, интеграция в промышленности. The paper examines the problems of sustainable development of integrated forms of industrial enterprises through the prism of the triune concept. We consider approaches to assessing the potential of sustainable development through sustainable development ratings, in the context of specific areas of assessment. We show that it the integrated forms of enterprises have an increased potential for sustainable development in the context of its economic, environmental and social components. We illustrate the importance of focusing the development strategy on sustainable development under modern uncertainty.

The existing methods and approaches for analysing an organization’s personnel capacity have been considered, a retrospective review of the well-known classifications of Russian scientists has been carried out. The authors have studied the papers devoted to the practical aspects of assessing the personnel capacity of industrial enterprises in the context of a number of areas, including: personnel management, sustainable development management, increasing the competitiveness and market value of a company. A new approach to analysing personnel capacity has been proposed in the form of assessment of personnel security or the current level of personnel risks, which are, in turn, attributed to such components of personnel capacity as qualification / working experience, ability / speed of reproduction of labor resources.

The success of innovation activities of industrial enterprises to create product innovations depends on many factors. One of the main factors in this list is an objective assessment of their market prospects. This assessment can be carried out using the procedure of marketing testing, as it contains necessary methodological support and tools to determine the commercial prospects of product innovation at each stage of the innovation cycle. The effectiveness of marketing testing largely depends on how successfully organized this process in the enterprise, which actualizes the development of organizational and economic mechanism for managing marketing testing of market prospects for product innovations. This research is devoted to this question. The article presents the organizational and economic mechanism for managing marketing testing of market prospects of product innovations of industrial enterprises. The developed mechanism contains: subsystem of information support (internal and external information), target subsystem (tasks and purposes, criteria and principles of management of marketing testing), control subsystem (subjects which carry out management and functions which they carry out), the managed subsystem (divisions of the enterprise). Involved in marketing testing), providing a subsystem (methods and resources of management) and a subsystem of controlling the procedure of marketing testing of market prospects of product innovations. The mechanism also includes a subsystem of marketing testing, which consists of the author’s theoretical and methodological approaches to assessing the market prospects of product innovations at the stages of the innovation cycle of their development. It is based on the following approaches: theoretical and methodological approach to foresight research of future needs in product innovations; theoretical and methodological approach to the criterion base of evaluation and selection from a number of alternatives of innovative projects for the development of product innovations; theoretical and methodological approach to marketing testing and evaluation of market prospects of product innovations; theoretical and methodological approach to the diagnosis and strengthening of consumer capital of the enterprise; methodical approach, by which decisions are made on the readiness of product innovations to enter the market and complete the work on the procedure of marketing testing. The marketing testing mechanism contains the relationships between the subsystems (influence, coordination, and adjustment, feedback) to obtain an overall result. The result of the implementation of the proposed mechanism is tested for market success, developed product innovation, which is ready for commercialization, which is predicted to succeed, and the developer, thus, will receive all planned revenues and profits from its sale on the market. The conducted analysis is a future basis for the implementation of the developed organizational and economic testing mechanism in the practical activities of domestic innovative industrial enterprises.
