The problem of losses of oil products from leaks during their storage and transportation at oil supply facilities is considered. The influence of oil product leaks on the environmental situation around oil depots and gas stations is shown. A detailed overview of existing methods and tools for detecting leaks of petroleum products from storage facilities is presented. The evaluation of their effectiveness. Two methods for detecting oil leaks and devices based on them are proposed. The first device monitors the movement of liquid in the tank, the second-detects petroleum products in wastewater. The problem of recovery of petroleum vapors and environmental pollution from the release of vapors of light fractions into the atmosphere is also considered. An overview of existing methods and means of recovery of petroleum vapors is presented. Two methods and devices for capturing oil vapors and returning them to the reservoir are proposed, based on different principles: vapor absorption in the cooled oil product and vapor recovery on the principle of the Carnot cycle. It is shown that these devices can provide effective detection of oil leaks and recovery of their vapors, as well as improve the effectiveness of environmental protection at modern gas stations and tank farms.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

The influence can ease the organization in adopting the innovation or it can block or affect negatively the organization’s decision to adopt the innovation. Dynamics of the market in which the organization operatesand business competitors will also influence the organization’s decision to adopt innovations.  Customers, Suppliers are sources who will exercise their powers and influence the organization’s decision. Governmentregulation is also equally important and will influence the organization’s decision to adopt innovation. In a nutshell, the environment will influence the organization’s decision to adopt innovations for its business operations.

The article presents a methodology for a comprehensive assessment of the environmental situation in Russian Federation regions based on the pollution index and the index of the ecological tension. The evaluation was carried out in two stages. At the first stage, the degree of pollution of the atmosphere, hydrosphere and lithosphere of the regions was estimated on the basis of the emission of pollutants into the atmosphere, departing from stationary sources, the formation of solid domestic wastes (SDW) and the discharge of contaminated wastewater. Based on these three indicators, a pollution index was constructed that estimates aggregate pollution level. In the second stage, the authors made the estimation of loads generated by atmospheric emissions, solid waste and waste water discharged into the territory of each region, per capita and in relation to the environmental capacity of the economy. This allows us to take into account the area of pollution, anthropogenic pressure and environmental responsibility of the population, as well as the environmental friendliness of production. On the basis of relative indicators, the index of ecological tension was created.

The method of three-dimensional model in the system of computer modeling MathCad and Autodesk 3ds Max by categories of total soil pollution is developed. A visualization block and an analytical block have been developed which are based on calculated mathematical models for analyzing and evaluating the environmental situation, risks, and environmental safety of the territory. Three-dimensional models of relief mapping of the Pekhorka river fl oodplain are constructed by integrating them with the help of a programming environment and optimized 3D modeling programs. Three-dimensional models with total soil contamination for water body sections are constructed. On the example of some sections of the catchment area of the Pekhorka river in the Balashikha region, models with soil contamination by the total ZC indicator were created. The development of 3D modeling techniques allows you to create predictive scenarios more accurately with a high degree of detail, as well as quickly approach the solution of environmental problems. Optimization of three-dimensional modeling in the fi eld of problems related to the catchment area contributes to the further operational solution of problems of rational land use and improvement of the environmental situation.

One of the most important trends in the modern stage of the socio-economic development of the countries of Southeast Asia is the acceleration of the process of urbanization which will determine the future of the region. By 2050, the share of the urban population in the total population of the region is due to increase to 65% compared to 42% at present. The author stresses that the process of urbanization in SEA has a number of distinctive characteristics. Firstly, it should be noted the uneven distribution of the urban population among the countries of the region. Secondly, there is an accelerated growth of medium-sized cities. Thirdly, in the socio-economic and political systems of Southeast Asian countries, large cities and primarily capitals still dominate Being the foundation of economic growth and social progress, urbanization at the same time has many challenges, one of which is the threat of environmental degradation for almost half of the region’s population. With all the diversity of socio-economic development and the political structure of the countries of the region, the environmental situation in their cities, and especially the capitals, is strikingly similar, which indicates the presence of common causes of environmental crisis. The article notes that environmental tension in cities, primarily subjected to problems associated with urbanization, are at the same time a consequence of the national environmental crisis, the cause of which is the realization of a model of extensive economic development, the implementation of which is accompanied by the over-exploitation of natural resources and increased pollution. The deterioration of the environmental situation in cities, which reveals itself in a high level of air and water pollution, restricting public access to drinking water sources and sanitary facilities, increasing the production of solid waste with imperfect disposal technologies, devalues the results of the economic and social progress of Southeast Asian countries.The author discusses in detail the main environmental problems of cities, analyzes the causes of their occurrence and assesses the possibilities for their prevention. The latter involves an integrated approach to overcoming the environmental crisis along with implementing measures at different levels and in different areas. The author comes to the conclusion that despite the fact that in recent years there have been some positive changes in the approach of the authorities to solving the most acute environmental problems, nevertheless, it is doubtful that the environmental situation will noticeably improve in the near future without changing the philosophy of development itself

The article considers the main aspects of collecting environmental tax. Collection of environmental taxes is one of the means that can restrain the process of deteriorating environmental conditions, and in some cases improve the environmental situation. The article also examines the impact of environmental taxation on improving the environmental situation. The role of the environmental tax at financing of nature protection measures is considered. There are critical remarks of some scientists who point out that the availability of revenues from the environmental tax is not a guarantee of sufficient funding for environmental measures. Attention is paid to the risks of environmental taxation, which are associated with reduced solvency and financial stability of environmental taxpayers who pollute the environment. The classification of environmental taxes is considered, which is built depending on the purposes for which the amounts received as a result of taxation are directed. The essence of the environmental tax levied in Ukraine is investigated. The article analyzes the norms of the Tax Code of Ukraine, which regulate the object of taxation with an environmental tax. Factors influencing the amount of environmental tax to be paid to the budget are studied. First of all, these are the factors that lead to an increase in the tax base. In addition, higher environmental tax rates, which are set by the Tax Code of Ukraine for more hazardous pollutants, also affect the amount of environmental tax to be paid to the budget. The amount of environmental tax paid to the budget is also increased by special coefficients used in calculating the tax liability. It is proposed to apply tax benefits related to the construction of treatment facilities and the installation of treatment equipment when collecting environmental tax. The essence of the proposed environmental tax benefits is that the environmental taxpayer will be able to reduce part of the tax liability. This reduction is carried out by the amount of depreciation of fixed assets, which directly carry out the treatment of pollutant emissions into the atmosphere, discharges of pollutants into water bodies, etc. Some aspects of environmental tax accounting are considered.

Richard Sylvan, a vanguard in the field of environmental philosophy published a book in 1994 with David Bennett titled The Greening of Ethics. Nearly twenty-five years later, where the environmental situation of our world is even more serious, and where some governments deny the existence and negative effects of human caused climate change, the greening of ethics is even more urgent. In this paper, I revisit Sylvan’s and Bennett’s work arguing that their approach to environmental ethics should be one that is advocated. I consider the most salient features of their approach, how this translates into practice but also offer an analysis as to why some governments have reached an impasse in regard to implementing environmental policies, and why environmental ethics still remains on the margins. In the final section of this paper, I discuss what an effective practice would mean.

Islamic civilization considers all the elements essential to effectuate the living of humanbeing. The concept of life, the purpose of life, the beliefs & thoughts, the involvement of man, the collective structure of the society etc are the basic elements of Islamic culture & civilization. Cultures & Civilizations are formulated on three major factors, i.e. Geographical, Biological and Ideological factors. Culture and Civilization also require moral groundings on which the rites and rituals are formulated and performed by all the members of the society. The purpose of Islamic civilization is ‘Peace’ and ‘Tranquility’ for the humans in this world and in the Hereafter. Therefore, the characteristics of Islamic culture & civilization are; the oneness of God, brotherhood, justice & goodwell, respect, cleanliness, moral character and freedom. Islamic culture and civilization guarranttee success for the human being in this material world and in the life after death.
