The Western Balkan countries have made important steps in the advancement of democracy. However, public administration remains a field where reforms progress very slowly, due to a combination of reasons, ranging from economic and political to cultural ones. Macedonia is not an exception. This paper analyzes the main reasons for the slow pace of reforms in Macedonia’s public administration sector. The focus on public administration and the state contributes to understanding the priority of establishing a professional, efficient and transparent public administration system in a country in the process of European accession. The main research question is why reforms in Macedonia’s public administration sector have been so difficult to implement.

The article considers the theoretical and methodological foundations of reforming the public administration system in Ukraine. This issue does not lose its relevance, because, under the constant influence of various factors (economic, political, social), this area is constantly in a dynamic state, changing and modernizing. It is determined that public administration should be understood as a type of activity related to the management of state affairs. It was found that public administration includes mechanisms for managing human, financial, material resources, communication and information systems, as well as management related to the provision of public services. It is noted that it is important to constantly modernize the mechanisms of public administration in order to build the most effective interaction between the state and society and achieve a balance of interests. The basic principles on which the reform of the public administration system is based and which are the vectors of public administration development in modern conditions are considered. It is proved that the main purpose of public administration reform is to strengthen the managerial and administrative capacity of the state apparatus, which will contribute to the sustainable development of Ukraine. In order to achieve this goal, a number of key areas of reforming the public administration system are substantiated, in particular, improving the functions of the state, civil service, regulatory support, financial support and public administration processes. It is determined that the implementation of public administration reform measures should significantly improve the quality of policy development and its tools, increase the effectiveness of implementation, as well as ensure appropriate monitoring and evaluation of the process of achieving policy goals and expected results.

Abstract Purpose – The situation in the field of gambling is changing due to the rise of Internet and Mobile gambling. In general gambling consumption is increasing every year, but the distribution of consumption has radically changed from Land Based gambling to Remote gambling. The purpose of this article is to present an overview of the world gambling industry and a specific overview in Austria, Croatia, Italy and Slovenia in order to find some main similarities and differences in observed period. Design/Methodology/Approach – The main research question is How important is gambling for the involved countries and what proportion of the national GDP does the gambling revenue account for? This paper presents the analysis of five statistical databases for the last sixteen years in order to find out some patterns, cyclical or seasonal features or other significant information that allows us to do forecasting of the future revenue with a certain degree of accuracy. We have systematically searched and collected data from the World Bank and the National Statistical Offices websites of the given countries. Statistical methods were used for benchmark analysis, while Box and Jenkins approach and ARIMA modelling were used for forecasting. Findings – The smallest increase was recorded in Slovenia and the largest in Italy. The same effects were also observed in the GDP of these countries. Thus, the state budgets of Croatia and Italy are increasingly dependent on gambling taxes. It also has negative wages. The gambling addictions among the locals have become more frequent as well. Originality of the research – The article shows the forecasts of the gambling revenue and its share in the GDP by 2027. We want to alert decision makers to adopt appropriate policies. States need to rethink their views on gambling and the excessive dependence of the state budget on gambling taxes. This is the first time a single comparative analysis of these countries and the above mentioned forecast has been conducted.

The purpose of the article is to identify the problems and contradictions of the state policy in the sphere of European integration of Ukraine and to justify the ways of overcoming them in the current conditions. The main internal problem that hinders the European integration course of Ukraine, experts consider, first of all, inefficiency of the public administration system – insufficient level of competence of civil servants, excessive bureaucracy, unreformed and corrupt public administration system. The top five major internal problems also include: the situation in the Donbas (including both armed conflict and public sentiment), high levels of corruption in Ukrainian society, ineffective policy of informing the population about European integration, lack of consensus in the political and social issues. The opinion that aggression, pressure and all-out hindrance from Russia will be a major external challenge for Ukraine’s European course, is shared by all experts interviewed. Among the major external obstacles, experts also cite internal problems of the EU itself, opposition or waiting position on the part of some EU members who do not want to break their ties with Russia, as well as the lack of a unified position in the European Union regarding the European perspective of Ukraine and the EU enlargement in general. Experts consider that the most effective factor contributing to the increase of the support of European integration in Ukrainian society is the successful implementation of internal reforms and the positive effect of ordinary citizens on them. In today’s context, Ukraine’s accession to the EU remains a goal for which it is active in political, legal, economic and other spheres. Conclusions from this research and perspectives of future development in current area. At the present stage of social development the process of forming and implementing effective and effective state policy in the field of European integration is of particular importance. Ukraine’s accession to the EU is a long-term issue, which depends on both the effectiveness of internal reforms and the transformation processes in the EU. However, Ukraine already needs to insist on giving it a formal EU membership perspective.

In  2009,  Croatia  adopted  the  new  General  Administrative  Procedure  Act (GAPA),  which  introduced  several  novelties  in  the  regulation  of  general administrative procedure. The main research topic deals with the changes that the new GAPA, as an incentive for public administration reform in Croatia, has produced. The empirical data were collected within the EU funded IPA project “Support  for  the  implementation  of  the  General  Administrative  Procedure Act” (2012−2013) and interpreted on the basis of institutional theory. Despite changes to the legal text, the empirical data show that the new GAPA has not resulted in actual changes in everyday public administration.

Since the early 1990s, discourse on ‘good governance’ has become more prevalent. What ‘good governance’ means and entails, however, and when we can speak of ‘good’ governance in this discourse, is not always clear. Many scholars in public administration and other social sciences writing about good governance have used visual interpretations of good governance from centuries ago to illustrate their case in point. Here, we also use pictures from the past – Lorenzetti’s Sienese frescoes to be more precise – yet, not as an illustration, but as the core of the argument. Our main research question is: how can Lorenzetti’s frescoes of Good Governance inspire our modern-day conception of good governance? We conclude that good governance is governance by good governors, and good governors are governors guided by benevolence. We end with a discussion of what that entails for modern-day governance practice. Points for practitioners Governance without integrity violations is not necessarily good governance. Benevolence is needed for that.

The author is of the opinion that the commonly accepted view about the identity, the concept, and the content of state security and national security in Poland is burdened with numerous flaws, which is confirmed by the legislative practice, planning, and the organizational activity of the state. The author poses a question whether mutual relationships between the concepts of state security and national security exist in the views of Polish theorists and in Polish legislation and, if they do, what they are. Of the methods of establishing the identity of state and national security and the mutual relationship between these terms, one of the ways to see the complexity of the issue is to refer to legislation. The author puts forward a hypothesis that both Polish law and the practical planning and organizational activities of public administration and other entities provide many arguments that these concepts are not identical, but there are strong axiological, epistemological, and ontological links between them. The author is convinced that determination of the domain of the concepts in question and the relationships between them will make it easier for public administration bodies to plan, organize, and carry out specific tasks in the field of security.

The article analyzed the scientific approaches to the concept of «cybersecurity». The author defined the concept of «cybersecurity of the public administration system», which is understood as the basis of the national security of Ukraine, which forms the security of the state, society, public administration system, and the population of the country in the cybernetic space through the creation of legitimate mechanisms for ensuring the cybersecurity of public administration. The article identified internal and external threats. The author highlighted the main elements of the cybersecurity system of public administration, in particular: information, information and communication systems; threats; mechanisms of providing cybersecurity of the public administration system; subjects of the cybersecurity of the public administration system.Integration of Ukraine into the European space and the reform of the spheres of economy, industry and defense has called for a radically new approach to information and cybernetic security. Cyberspace as an arena of conflicts between states, organizations, and officials is one of the most pressing problems of the present.The article analyzes the scientific approaches to the concept of «cyber security» and states that cybersecurity of the system of public administration is the basis of the national security of Ukraine, which forms the security of the state, society, public administration system, and the population of the country in the cybernetic space through the creation of legitimate mechanisms for ensuring the cybersecurity of public administration. Separate internal (corruption actions; hardware bookmarks in chips and firmware of computer and network equipment; weak organization of the cyberspace management system) and external threats (targeted attacks, cyberterrorism, cyberwar, hatcism, attacks on banking systems, attacks on e-government).

The main research question considered in this article is the relative prominence of social equity among public administration curricula via an examination of program mission. It has long been asserted that social equity is a key component of public administration education so much so that the National Academy of Public Administration (NAPA) made social equity a fourth pillar of public administration. The article points to a serious dilemma faced within the discipline, namely the unequal geographic distribution of social equity mission statements at the program level, while at the same time promoting it as essential to the discipline nationally. Based on an analysis of 184 public administration programs, this article advocates for a continued commitment and dedicated resources to promote social equity across smaller Masters of Public Administration programs.
