Policy Attitudes of Party Members in Canada: Evidence of Ideological Politics

This article considers the degree to which characteristics of the ideological model of political parties are evident in the Canadian party system. Four questions are considered: are members attracted to parties on the basis of their policy positions; is there a structure to party members' issue attitudes; is there significant attitudinal space between the parties; and is there cohesion within the parties on the identified attitudinal measures? Data collected through a national mail survey of members of the five federal parties are used to answer these questions. The article finds there is substantial evidence of the ideological model in the Canadian party system and concludes by considering the effect this may have on the brokerage traditions of Canadian parties.

A chief criticism of the American party system is the lack of party responsibility. In the view of some students, one characteristic of our political system that contributes to this irresponsibility is the practice in some states of allowing individuals to vote in primaries without regard to their partisan allegiances. In such an open primary Republicans may, if they wish, vote in the Democratic primary, and vice versa. The contrasting, and more common, practice is the closed primary, in which participation is restricted to party “members.” Some political scientists think that the closed primary, by subjecting legislators to the presumed discipline of periodic scrutiny by their party's members, induces a greater measure of party regularity than the open primary, in which the official has to satisfy a more motley clientele. This position was taken in the best-known statement of the “party government” school, the 1950 report of the APS A Committee on Political Parties:The closed primary deserves preference because it is more readily compatible with the development of a responsible party system…. on the other hand, the open primary tends to destroy the concept of membership as the basis of party organization.Other political scientists have expressed doubts about this presumed relationship between primaries and party responsibility, but there has been no systematic empirical evidence on the point. This paper will examine the relationship between primaries and party responsibility by comparing the party regularity of senators from open primary and closed primary states.

Throughout its 40-year history, the Vlaams Belang (VB, Flemish Interest) has established itself as an important player within the Belgian party system, albeit with significant electoral fluctuations. In 2019, it became the second largest party in Flanders. The party developed and maintained a mass-party organisation by investing significantly in local party branches and in a rigid vertically articulated structure. It relies heavily on social media, particularly Facebook, to communicate to supporters beyond the more limited group of party members. Using both modern and traditional tools, VB representatives aim to create communities of supporters bonded to the party, facilitating dissemination of the party’s messages. Despite this investment in a grassroots organisation, the VB’s decision-making remains highly centralised. Social media and local branches allow informal consideration of members’ views, but the party has not created significant mechanisms for internal democracy. While it is often claimed that political parties have moved away from the “mass-party” model, this article demonstrates that the VB still maintains characteristics of the mass party, albeit with a modern twist. New social media tools facilitate attempts to foster communities and disseminate party messages among a wider group of supporters, both formal members and more informal sympathisers.

The article discusses the connection of four daily newspapers of the Grand Duchy of Luxembourg - “Luxemburger Wort”, “Tageblatt”, “Lëtzebuerger Journal” and “Zeitung vum Lëtzebuerger Vollek” - with the party system. The scientific novelty of the research lies in the fact that the Luxembourg press has never been studied by Russian scientists either in general or from the point of view of political engagement, which the authors study in four aspects: historical, in point of content, economic and audience (in this case it’s about media preferences of politicians - party members). However, there is a positive side to the political commitment of the Luxembourg editions: the connection with political parties contributes to maintaining the diversity of the newspaper landscape of Luxembourg.

AbstractThe rise of postmaterialist values in democratic societies is likely to affect traditional representative institutions such as political parties. This article seeks to ascertain whether the leaders and followers of Quebec's two mainstream political parties, the Liberal party and the Parti Québécois, adhere in any different fashion to these values. It is based on two surveys, the mail survey from the 1993 Canadian Election Study and another established by the authors. Data show important cleavages between these two parties on postmaterialism, the leaders and followers of the Parti Québécois being clearly more postmaterialist than their Liberal counterparts. However, the values associated with “New Politics” do not fill the place of old economic cleavages such as those that are based on the redistribution of wealth, still present in the Quebec party system.

The article is devoted to the general patterns of political parties formation in Russia at the beginning of the 20th century. They were preceded by proto-party organizations that were far from being ideologically monolithic. Under the conditions of rapid differentiation of political forces, the existing alliances were often accidental and situational. They hung on to the legacy of the pre-revolutionary era, when the public was just “learning” to talk about politics, and the boundaries between different ideological structures were quite rather relative.

The author investigates political radicalism in the Czech Republic, a rather heterogeneous current considering the structure of participants: from political parties to the extremist organizations. The peculiarity of the Czech party system is the existence, along with typical radical parties, of other non-radical parties whose representatives support xenophobic, nationalist and anti-Islamic statements. This is primarily the Civil Democratic Party, known for its critical attitude towards European integration, and the Communist party of the Czech Republic and Moravia, which opposes Czech membership in NATO and the EU. Among the Czech politicians, who are close to radical views, analysts include the well-known for its anti-Islamic position of the Czech President M. Zeman and the leader of the movement ANO, billionaire A. Babich. Voters vote for them not because their economic or social programs are particularly attractive to the electorate, but because of dissatisfaction with the economic situation in the state. Almost all right populist parties oppose European integration, interpreting it as an anti-national project run by an elite distorted by a deficit of democracy and corruption. The purpose of the article is to assess the nature of the evolution of the institution of political parties in post – Soviet Russia. The article substantiates that political parties continue to be one of the leading political institutions in the modern Russian Federation. The premature to recognize the functional incapacity of party institutions in the post-industrial/information society is noted. It is argued that political parties continue to be a link between society and state power, and retain the potential for targeted and regular influence on strategic directions of social development. The research methodology is based on the principles of consistency, which allowed us to analyze various sources of information and empirical data on trends and prospects for the evolution of the party system in the Russian Federation. As a result, the authors come to the conclusion that in Russian conditions the convergence of party elites with state bureaucracy is increasing, and there is a distance between political parties and civil society.

The formulation of policies constitutes a core business of political parties in modern democracies. Using the novel data of the Political Party Database (PPDB) Project and the data of the Manifesto Project (MARPOR), the authors of this chapter aim at a systematic test of the causal link between the intra-party decision mode on the electoral manifestos and the extent of programmatic change. What are the effects of the politics of manifesto formulation on the degree of policy change? Theoretically, the authors distinguish the drafting process from the final enactment of the manifesto. Empirically, they show that a higher autonomy of the party elite in formulating the manifesto leads to a higher degree of programmatic change. If party members constrain party elite’s autonomy, they tend to veto major changes.

This chapter argues that individual voting behaviour and the strategies chosen by political parties across multiple electoral arenas should be considered jointly. Existing literature points to the importance of an election as a major driving force in voting behaviour, but it is argued that voters and parties may differ in their assessments of the importance of elections at different levels. The chapter discusses how the effect of the importance of an electoral arena, for both voter and party behaviour, will be conditioned by electoral institutions and characteristics of parties and the party system, in addition to individual voter characteristics contributing to it.

Using most similar design and process-tracing methodology, this chapter investigates the divergent outcomes in income inequality in Turkey and Spain. Even though social-security systems in both countries have been hierarchical, benefiting civil servants, the security apparatus, and workers in key sectors and others in formal sectors at the expense of the rest, they have adopted different social policies over time. This chapter discusses how Turkish governments, with a focus on 1983 to the present time, have designed contributory and noncontributory pensions, healthcare, and other social programs that have affected household income differently. In democratic Spain, however, pension-related policies and unemployment benefits have been dominant forms of social policy, but the Spanish party system has not created major incentives for political parties to utilize these policies in electoral campaigns until recently. This chapter ends with a discussion of how social policies in Turkey and Spain have affected inequality since the two nations transitioned to democracy.
