Improving the material conditions of the poor has been the main focus of economic policy formulation for the past fifty years or so. Thus, in this connection, a vast body of literature has been published which deals with such issues as identifying the poor and suggesting remedies to alleviate their lot. The book by Theodore W. Schultz deals specifically with the economics of the poor. The book is primarily a collection of articles the author wrote over a fortyyear period (1950-1990), and these have been published previously in a number of leading economic journals. The articles have been grouped under three headings: "Most People Are Poor"; "Investing in Skills and Knowledge"; and "Effects of Human Capital". The articles basically deal with the concept of human capital. There is a logical sequence to the articles that make up this book; the poor are identified and steps are then suggested to improve their standing. Issues such as women's economic emancipation and the demand for children are highlighted in the collection of articles dealing with these two subjects. By investing in themselves through education, the poor raise their level of skills, and thus their level of wages/salaries, allowing them to enjoy higher standards of living.

It is apparent from various labour force surveys that during the past 20 years Pakistan’s employed labour force has become more “educated”. For instance, according to the Labour Force Survey 1982-83, 28 percent of the employed labour force had attained formal education.12 In comparison, the literate employed labour force in 1999- 2000 is estimated at 46 percent, while the formally educated is 43 percent. However, the pattern of growth in educated labour force is not uniform in all four provinces of the country. A closer look at disaggregated provincial level data reflects the disparity in employed labour force in the four provinces: Punjab, Sind, NWFP, and Baluchistan.

In this article, the author examines the level of innovative development of Vietnam and its impact on the course of international trade of this country, analyzes the statistics of the global innovation index of Vietnam and reviews Vietnam's cooperation with Russia and the EAEU. The relevance of this article is determined by the significant progress Vietnam has made over the past 20 years in the development of business, market, and technologies. Also, its global innovation index is growing steadily. However, problems with human capital and infrastructure continue to slow the pace of development of the country's economy.

The rapid evolution of technology during the past decade has increased among large organizations, while at that same time they are reducing costs to retain their strategic advantage in the market. Organizations have also realized that numerous employees or cutting the size of an organization is not always a solution. Most recently, they have turned their attention to the human factor, which is renewable, to gain and retain strategic advantage inside a competitive market. The paper analyses investment in human capital, demonstrating how it is the sole solution. This paper examines knowledge employees, based on a well-structured IT department, and how they increase productivity and comprise the core of the organization structure. The leadership of an organization must administer its human resources properly to maximize the profit of their investment.

Human capital theory, the notion that there is a direct relationship between educational investment and individual and national prosperity, has dominated public policy on education and labor for the past fifty years. This book describes the development of human capital theory and why it has turned into a failed revolution. It outlines an alternative theory that re-defines human capital in an age of smart machines. The new human capital rejects the view that automation and AI will result in the end of waged work, but sees the fundamental problem as a lack of quality jobs offering interesting, worthwhile and rewarding opportunities. At stake in the new human capital are the future prospects for individual wellbeing in productive, sustainable and inclusive societies. It also connects with a growing sense that capitalism is in crisis, felt by students and the wider workforce, in offering a sober assessment of current realities at the same time as a sense of hope for the future.

This paper outlines support for adopting a people-centred approach to economic development that has been taken forward in West Yorkshire — an approach that recognises that prosperity in a global economy is driven by ideas, information and knowledge. This is very different to the industrial economy of the past. It presents both a model for an integrated workforce development system and a framework for improving linkages between human capital and economic development. Indeed, it is understood that it is those local areas with a strong, adequately skilled, human capital base that are best placed to utilise knowledge and to transfer this know-how into cutting-edge techniques for the production of goods and services. As such, investment in people's knowledge and skills is a crucial aspect of achieving sustained economic growth in a networked, knowledge-driven, global economy.

Jacob Mincer has helped set the research agenda and professional style in labor economics for over 30 years. His research helped uncover the empirical content of human capital theory, where he used those ideas to study the determinants of earnings and the sources and nature of earnings inequality. He was also a pioneer in studying labor force participation decisions of married women. For the past decade, Jacob has set his characteristic stamp on the empirical study of job mobility. The following brief survey is meant to convey some of the flavor of Jacob Mincer's work and why it has been so influential in labor economics.

The exact specification of the meaning of HCM basically depends on the frame of reference used: the frame of the past, of the present or of the future. The present article which concentrates on the German aspects of the HCM debate is aimed at systematizing this discourse by outlining the past and present HCM development in Germany as well as its future perspectives. It will result in a synoptic view, summing up the German state-of-the-art HCM.

This paper is a straightforward exercise in estimating earnings functions and computing the private rates of returns to different levels of education. The latter summarizes the incentives to the individual to invest in human capital formation, while the former helps in ascertaining the influence of both human and non human capital variables on the earnings of the individual. A few studies conducted in the past found the rates of returns to education in Pakistan not in conformity with those of the majority of the developing countries for which such estimates exist. The estimated rates were lower for all levels of education in Pakistan than in the developing world. Moreover, the computed rates of returns had a positive association with the level of education.
