The 19605 can be justly described as the decade of great expectations about the developmental potential of education. It started with the historic 1960 Ashby report on education in Nigeria,1 and the equally widely quoted 1961 Addis Ababa conference of African ministers of education; 2 before it expired, over 40 manpower-education plans had been published, not to mention a host of commissions of inquiry and academic studies. In the first five years alone, school enrolment in Africa rose by almost a half; the average proportion of the government budget spent on education jumped from one seventh to over one sixth— the highest for any continent except North America— and the proportion of national income devoted to education increased from 3 per cent to 43 per cent, exceeded only by Europe.3 These rates of growth were almost certainly sustained in the second half of the decade.4

Oil and Gas (O&G) industry is the primary source of the gross national income in gulf area. This industry is facing construction related issues that lead to cost overrun and delay in construction schedule of the construction related tasks. During COVID 19 pandemic, Sultanate of Oman O&G construction projects are facing many problems due to many factors. As a result and use these factors, about 70% of the major projects suffer from schedule slip and increasing costs. This has direct impact on the government budget with about 15% of GDP.  This research is discussing the main factors and its root causes that have direct impact on construction cost and schedule for O&G projects. This is has been done based on the literature and the conducted survey.

Purpose: No one can deny the importance of education as it not only improves living standard but also promotes self-esteem as well as improves social development. The role of the government cannot be overlooked in the development of education. Therefore, the main purpose of this study is to analyses the role of government through national income and government expenditure on education through school enrolment in Pakistan. Design/Methodology/Approach: We have used secondary data over the period of 2000 to 2017 for empirical analysis.  We used descriptive statistics analysis, and the method of least squares is used to obtain empirical results.  Findings: The result shows that national income and government expenditures have positive effects on school enrollment, indicating when national and government expenditures increase, ultimately school enrolment also increases in the country. Implications/Originality/Value: Our results of this study suggest that national income needs to be increases and government spending also needs to be increases in order to improve education in the country.

This chapter examines the large net-of-interest deficits in the U.S. federal budget that have marked the administration of Ronald Reagan. It explains the fiscal and monetary actions observed during the Reagan administration as reflecting the optimal decisions of government policymakers. The discussion is based on an equation whose validity is granted by all competing theories of macroeconomics: the intertemporal government budget constraint. The chapter first considers the government budget balance and the optimal tax smoothing model of Robert Barro before analyzing monetary and fiscal policy during the Reagan years: a string of large annual net-of-interest government deficits accompanied by a monetary policy stance that has been tight, especially before February 1985, and even more so before August 1982. Indicators of tight monetary policy are high real interest rates on government debt and pretax yields that exceed the rate of economic growth.

Special Economic Zone has been introduced as a new approach in Indonesia for regional development purposes on the basic of economic activities concentration. Some countries have run such project as part of national income and thus opening new job opportunity for the local people. A concept for its development need to be established since it also affects to the government’s expenditure. This is a chance for the government to open mind in creating new investment from other countries to Indonesia. Two cities have been chosen as cases of study namely Bitung – north Sulawesi Province and Dumai – Riau Province. The first is known as fish processing industry city whereas the second one is known as CPO processing industry city. This study has proved that Dumai has a good prospect as a special economic zone based on the application of Powersim dynamic programming model for its analysis.

The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in 2004 and was integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land.

Government fiscal positions in all the advanced economies suffered severe deteriorations during the financial crisis. Figure 1 illustrates the cumulative deterioration of the government budget ratio as a per cent of GDP between 2007 and 2009 in a selection of OECD economies. The sharpest declines materialised in Ireland, Spain and Finland, while public finances in Austria, Germany and Italy have held up better. Budget deficits have worsened in part because of the cyclical downturn, in part because of the policy response to the crisis, including both fiscal stimulus packages and certain fiscal costs related to government support of financial institutions, and in part because of a change in the relationship between revenue and production, which may prove longer-term.

The economy of Bangladesh is currently going through a period of continuous budget deficit. The present data suggest that the government budget deficit, on average, is nearly 5% of the country’s GDP. This has been true since the early 2000s. To finance this deficit, governments have been borrowing largely from domestic and foreign sources resulting in inflationary pressure on one hand, and crowding out of private investments on the other. During the same period, although the economy has grown steadily at a rate of more than 6%, this growth is less than the potential. This article presents an econometric study of the impact of government budget deficits on the economic growth of Bangladesh. We conduct a time-series analysis using ordinary least squares estimation, vector error correction model, and granger causality test. The findings suggest that the government budget deficit has statistically significant negative impact on economic growth in Bangladesh. Policy implications of our findings include reestablishing the rule of law, political stability in the country, restructuring tax structure, closing tax loopholes, and harmonizing fiscal policy with monetary policy to attract additional domestic and foreign investment.

Abstract:This article examines the early history of disability rights activism in Kenya. The transitional years from colonialism to independence were a period of great expectations. For persons with disabilities in particular, decolonization held additional possibilities and potential. National independence promised not just majority rule but also an all-inclusive citizenship and the commitment to social justice. Among the visually impaired of Kenya, such collective aspirations led to the birth of the Kenya Union of the Blind in 1959. In 1964, after years of futile correspondence with government officials, the Union organized a street march to the prime minister's office to attract attention to its grievances. The result was a government panel, the Mwendwa Committee for the Care and Rehabilitation of the Disabled, whose published report became the blueprint for social and rehabilitation programs. The government possessed limited resources, and the reforms that ensued were long overdue. Yet the sociohistorical dynamics behind the march are of particular significance. From the social historian's point of view, they affirm not only the historical agency of persons with disabilities, but also the need to recast and broaden the scope of African social history.

This paper is designed to analyze the sustainability of the central government budget in the case of Indonesia over the period of 1999-2009. First, we explore the theoretical background of the fiscal sustainability. Second, we develop a model to capture some factors determining the fiscal sustainability. Unlike the previous studies, we use both domestic debt and foreign debt to assess the fiscal solvency. Finally, we estimate it empirically. Based on the quarterly data analysis, we concluded that the government budget is unsustainable. This is associated with domestic debt rather than foreign debt. They imply that the central government should manage the debts carefully including re-profile, re-schedule, and re-structure them in order to spread the excess burden in the future.
