SummaryIn Italy, as in much of Europe, the beginning of the new century has brought a crucial period of change to the television system. The change affects technology, strategies and regulation of the medium. This article starts by reconstructing the current situation and the emerging trends at a global level. It then analyses the state of the Italian television industry on the eve of the introduction of digital terrestrial broadcasting, setting out the opportunities and potential developments this opens up.

This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.

This research evaluates the efficiency of the state budget allocation in Vietnam in the period 2007-2016 by using econometric models of OLS, FEM, REM and FGLS. The estimated results from the model, together with the evaluation of the state budget allocation show that the budget allocation has achieved positive results, but the efficiency of budget allocation is still not high. Following this, the article gives some policy implications for Vietnam to effectively allocate the state budget in the near future.

This article seeks to explain how in the beginning of the 1960s in Turkey the right to strike was adopted as a social right. The existing literature is divided regarding the factors that led to the shift in governmental policy. While some argue that the state granted this right without any struggle on the side of the workers, others propose that the main determinant in the process was the struggle of workers. By scrutinizing the interaction between political developments at the state and party levels, and the actions of the workers in that period, I argue that the recognition of the right to strike was the combined result of several interrelated political developments at the local and global level.

Abstract Does the politicization of international authority help to reduce democratic deficits beyond the state? In this paper I argue that politicization provides a useful springboard for remedying democratic deficits at the EU and global level. Despite this promise, there are a range of concerns that inhibit a direct relationship between politicization and increased democratic legitimacy. The paper unpacks what politicization is and how it might relate to democratic legitimacy. It then argues that problems surrounding representation – in particular the constructivist view of representation – complicates this relationship. Significantly the notion of mobilization generates suspicions of democratic representational legitimacy. In response, the paper details a framework for assessing the democratic legitimacy of representative claims under conditions of politicization that responds to the aforementioned concerns. This framework is briefly applied to the cases of TTIP and TPP to show its merits.

This article includes information about development of technical specifications (TS) and changes to the TSs for refractories by institute in 2018. In 2018, the following standards were developed, agreed with enterprises in accordance with the requirements of the state standardization system and approved: one new technical specification and 14 change to TS for serial refractory products, produced by Ukrainian enterprises; 3 new TS for serial refractory products developed PrJSC “KDZ” were checked and agreed; 6 new technical specification and 11 change to the current specifications for the pilot batches of refractories manufactured by JSC “The URIR named after A. S. Berezhnoy”. Changes to technical specifications and new technical specifications have been developed in concordance with requirements of the modern system standardizations of the Ukraine (СОУ КЗПС 74.9­02568182­003:2016, ДСТУ 1.5:2015, СОУ МПП 01.120­090:2005), endorsed by manufacturers and enterprise consumers, tested for compliance with current legislation, technical regulations and regulatory documents and entered into the database «Technical conditions of Ukraine» — SE “Kharkivstandartmetrology”, and approved by the technical committee TC 7 “Refractories”. Institute plans to continue work on the development of TS and changes to the TSs for refractory products, study and analysis of the global level of standardization in the field of refractories.

The state and contradictions of the development of the agricultural sector of the national economy are investigated. Challenges at the micro-, macro- and global levels for the agricultural sector in the context of the COVID-19 pandemic have been identified. It is noted that the main problems for the domestic agricultural sector in a pandemic were: reducing the purchasing power of the population, limiting the functioning of agri-food markets during quarantine, complicating the logistics of agricultural products. It is established that changes in the markets of countries that are major importers of agricultural products from Ukraine (China, India, the EU, Turkey, Egypt) in a pandemic will have the greatest impact on the development of Ukraine’s agricultural sector. It is concluded that among all sectors of the national economy, agriculture is the least affected by quarantine restrictions. It is shown that small and medium-sized farms suffer the greatest losses in a pandemic. The tasks facing agricultural enterprises and the state in the conditions of a pandemic are determined. The strategic directions of agricultural policy in Ukraine are indicated.

Historically human societies have never collectively organized, politically or socially, in any singular, standardized and/or universal way. Beginning with the Peace of Westphalia in 1647 the nation-state gradually proliferated as a legitimate manifestation of collective human organization at a global level. This proliferation has culminated in the standardization of a singular means of mobilizing and organizing human societies. The statist age that began in the 16th and 17th centuries consolidated and centralized the political power of the state. Divergent factions and regional power blocks within European states were discouraged, as politics became centralized at the national level. The proliferation of the nation-state represented the standardization of human political organization according to a single model. Given that there are, and have been, a variety of means by which humans identify and organize politically, this suggests that this universal acceptance and entrenchment of one model may be somewhat inappropriate.

The conditions of the pandemic have left an imprint on the development of many socioeconomic processes, including the process of reproduction of labor resources. The consequences of the pandemic on the labor market have yet to be assessed, but today it is already possible to draw interim conclusions regarding emerging trends, transformation or strengthening of old ones. In this regard, it is important to assess in advance the structural changes of the labor market in order to timely manage the processes of formation and distribution of the labor force. Processes in the labor market, in turn, are a consequence of changes in demographic factors and, in turn, are an impetus for the development of economies and society as a whole, which emphasizes the importance of studying the current situation in the labor market, assessing it and forming predictive development scenarios.

This article aims to discuss the dismantling that the neoliberal proposals have been making in relation to social policies, which the State, in fulfillment of its duty, should provide for the wellbeing of the population, in a democratic way. It was sought to clarify that the public-private relationship is nothing more than a major strategy of capital to create and expand new market niches to overcome the cyclical crisis of capitalism, always presented with new clothes in the mutations that are processed, to reduce the effects of the inevitable in the social asphyxiation that eventually generated great revolutions recorded in its historical process. This article is of bibliographic character, where information was sought in doctrines, periodicals, specialized magazines, official websites and others. Finally, it was a brief diagnosis of the current situation of the Brazilian public education that, from the third way, has been incorporating new forms of action based on the logic of the market.
