The paper systematizes critical factors for the development of Geographical Indications, allowing to identify potentials of intervention in order to support GIs' structuring and consolidation, to prospect new ones and to compare GIs from different regions or products. Despite the importance of the GIs, there is a relative consensus among experts that its success is related to factors ranging from actor engagement and governance to institutional support and public policy. Twenty critical factors were selected, classified into five dimensions: environmental, economic, social, political-institutional and territorial. The factors were evaluated and validated by ten experts regarding their pertinence and relation with sustainability, innovation and competitiveness. The evaluation of the experts validated the 20 factors, considering more significant those linked to the territorial and political-institutional dimensions. Environmental factors were considered important but not essential; however, the process of consolidation of GIs has the potential to improve performance in this direction. Also, the evaluation allowed to relate the main factors in terms of innovation, competitiveness and sustainability for GIs' structuring and management. The application of the scale allows assessing different regions, indicating opportunities and barriers for their development.

The purpose of this national population study is to assess health education faculty’s perceptions of advocacy related activities and determine their current teaching practices. The study surveyed 1150 health education faculty members regarding their personal involvement in health advocacy, their current teaching practices regarding advocacy and public policy, and their confidence in teaching advocacy and public policy topics. The survey response rate was 50 %. Based on the findings of this study, professional development for faculty members and institutional support for increased training and personal involvement in the areas of advocacy and public policy are highly recommended.

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

Penelitian ini bertujuan untuk mengetahui dan mengukur tingkat kepuasan pengguna terhadap aplikasi Online Public Access Catalog (OPAC) pada Perpustakaan STMIK AMIKOM Yogyakarta. Subjek penelitian ini ialah mahasiswa yang terdaftar sebagai anggota perpustakaan dan objek penelitian ini adalah aplikasi OPAC Perpustakaan STMIK AMIKOM Yogyakarta. Analisis data dalam penelitian ini menggunakan diagram Importance Performance Analysis (IPA) dipadukan dengan Indeks Kepuasan Pengguna (IKP) didasarkan pada indikator-indikator dari lima dimensi End User Computing Satisfaction yaitu isi (content), keakuratan (accuracy), bentuk (format), kemudahan penggunaan (ease of use) dan ketepatan waktu (timeliness). Hasil penelitian menunjukkan pengguna OPAC Perpustakaan STMIK AMIKOM Yogyakarta cukup puas dengan hasil perhitungan IKP 78,01 %. Penelitian ini diharapkan dapat memberi masukan pada pengelola OPAC sebagai bahan acuan untuk meningkatkan kinerja OPAC.This study aims to identify and measure the level of satisfaction of users of the application Online Public Access Catalog (OPAC) in the library STMIK AMIKOM Yogyakarta. These subjects are students who are registered as members of the library and the object of this study is OPAC STMIK Library AMIKOM Yogyakarta. Analysis of the data in this study using a diagram of Importance Performance Analysis (IPA) which is combined with User Satisfaction Index (IKP) based on the five dimensions of End User Computing Satisfaction; content, accuracy, format, ease of use and timeliness. The results showed users of OPAC STMIK AMIKOM Yogyakarta quite satisfied with the results of the calculation IKP 78.01%. This research is expected to provide input to the manager of the OPAC as a reference to improve performance of the OPAC.

Eutrophication is enrichment by plant nutrients. Here man-made eutrophication is considered. The chief sources of enrichment are sewage, artificial fertilizers and agricultural wastes. Large populations of plants and animals, alive or dead, cause difficulties in the water industry and may interfere with recreation, especially fishing. Most of the phosphorus and nitrogen can be removed from sewage effluent if the cost is justified. A large reduction of agricultural run-off is impractical but some reduction is possible. The removal of polyphosphates from detergents is a palliative but a suitable replacement which does not pose a threat to the environment is not yet on the market. Though the main factors causing eutrophication are well known, there is little detailed understanding of their interaction with other environmental factors. Consequently it is not yet possible to forecast the exact changes to be expected in aquatic ecosystems, a fact which is illustrated by certain changes in two mildly enriched lakes over the last 27 years.

Researchers agree that one in two doctoral students will not complete their degree, but there is little agreement on how to support and encourage these students in their scholarship. A qualitative inquiry was used to examine the reasons for delayed or expedited dissertation completion by doctoral students in an educational leadership program at a Midwestern university. Identified challenges of the dissertation process included imposter syndrome, writing anxiety, and overall productivity. Also identified were supports for the dissertation process, including the cohort model and strong mentorship. Findings indicated that doctoral candidates were highly influenced by personal or environmental factors and the perceived value of institutional support. Additionally, once delayed completers overcame their barriers and engaged in the dissertation process, their behaviors and strategies mirrored expedited completers.

Conceptual approaches to stimulating trade cooperation of Ukraine and the Middle East countries are investigated. The paper determines the existent potential for furthering cooperation in the region and outlines its main prospects. The current system of institutional support of Ukraine’s foreign trade is analysed. In light of the worsening economic conditions in the world and falling indicators of export potential in Ukraine in 2019 and 2020, development and implementation of institutional support for the strategy of promoting domestic goods on foreign markets and supporting their production becomes a priority. The authors substantiate the main factors that should be taken into account by Ukrainian producers when entering the Middle East markets. An hierarchy of institutional support goals is suggested in terms of Ukraine’s cooperation with the countries of the region in foreign trade.

To assist the government in determining its mandate, citizens should be involved as they best know their needs. The significance of citizen engagement in the process of policy formulation is rooted in among others, the fact that public policy outputs and effects affect those to whom the policy is targeted at. This study aimed to determine the effect of public participation in the public policy making process in Mombasa County, Kenya. The objectives of the research were; to establish the modes of citizen participation used in public policy making process in Mombasa County, Kenya; to determine the main factors that influence citizen participation in public policy making process; to establish the implication of citizen participation in public policy making process and to determine the extent of citizen/ public participation in public policy making process. The study was guided by Good Governance Theory.  The study utilized descriptive survey research design. The study targeted 560 County government and civil society representatives including women leaders, youth leaders and people living with disabilities representatives. The study used Yamane formulae to determine the sample size of 233 respondents. Purposive sampling was employed to select respondents. Data were collected through primary sources which include questionnaire, and interview schedule; while the secondary data were collected from the documentary sources. Data analysis involved both quantitative and qualitative methods. Quantitative data were analyzed descriptively and inferentially, and presented through frequency tables, pie chart and bar graphs. Qualitative data were analyzed by themes and presented through narration and pros forms. The findings of the study established that the main factors that affect citizen participation in formulation of public policy include direct benefits (financial, material), tangible or non-tangible to long or short term, among others. Other factors such as culture, history, government policy and social, political and economic structures influence community participation. Also, the findings of the study revealed that citizens are well acquainted with public policy processes and there is effective county government guidelines and clear standards enhance public policy making processes. The study findings revealed that involvement in policy formulation is positively related to performance. Also, consultation enables easy supervision of work. The research also concluded that education is essential for both parties who are participating towards high quality public policy formulation as it would certainly reduce unnecessary manipulation and the problem brought on by lack of knowledge, accountability and transparency and understanding of each party’s requirements. The study recommends that County Government of Mombasa should establish a participatory framework that allows citizens to monitor and evaluate development outcomes in the counties to ensure better decision making and implementation for subsequent projects and plans.

AbstractThe goal of this paper is to identify critical factors in success/failure of public policies focusing on fighting the spread of COVID-19 pandemic using a sample of three countries from Central and Eastern Europe with different results regarding COVID-19 morbidity and mortality rates, namely the Czech Republic, the Russian Federation, and the Slovak Republic. Based on comprehensive literature review, three independent variables were worked out: the scope/scale of public policy anti-pandemic interventions, the timing of public policy interventions, and the success of public policies in motivating compliance with anti-pandemic measures. Taking into account the similarity of measures introduced by national governments, the results suggest that the timing of public policy responses and success in motivating compliance may be critical factors in containing the pandemic.

Involvement in the public policy process is essential to the continued growth of the profession of psychology. The authors posit that five dimensions of involvement in the policy process are fundamental to ensuring the success of advocacy efforts: patience, persistence, the establishment of effective partnerships, emphasizing interpersonal relationships in the policy process, and the adoption of a long-term perspective. These key mediators are described in the context of current major public policy issues affecting psychology: mental health legislation in general, prescriptive authority, provision of psychological services in community health centers, expansion of the available treatments for autistic spectrum disorders, and recasting psychology as a primary health-care delivery profession. The authors suggest that policy makers will value the contributions of psychology only insofar as they are convinced of the profession’s ability to improve the public weal.

E-government has become one of the most important issues in the transformation of the public sector in many countries. However, it is not easy to implement. According to a report by the Center for Public Policy at Brown University, Taiwan’s e-government was ranked the first among the 198 countries in 2002. Therefore, the developing experience of Taiwan may be a useful lesson for other countries. In this chapter, we briefly introduce the history, current status and the architecture of Taiwan’s e-government. To further help, this chapter also identifies the critical factors of e-government adoption in Taiwan, using the Online Tax Filing and Payment System.
