The paper outlines a framework for the deployment of a digital agrarian platform as an element constituting a unified economic system to promote digital development of Russia. The study aims to identify ways of integrated development of digital platform to increase the economic efficiency of agricultural producers and ensure the import substitution of food products in the country. The paper provides a rationale for digital transformation of agricultural production, integrated digital platform for the agrarian economy of Russia, digitalization processes both at the level of constituent entities of the Russian Federation and the country at large.

The relevance of the topic of the article is caused by the need to study the level of agricultural production and the country's self-sufficiency with basic food products in the context of fierce competition in the world food market and sanctions from Western European countries and the United States. The purpose of the article is to identify trends in the implementation of the strategy of import substitution of food products and to determine the priorities for the development of the agricultural business in import and export activities. The article is devoted to a comprehensive study of the current state of food production and the development of priority directions for the effective functioning of enterprises of agricultural production and processing of agricultural raw materials in modern conditions of external and internal socio-political challenges and risks. The article defines the current state of food supply for the population of the country, identifies trends and priority strategic directions for implementing the policy of import substitution, and ensuring food security of the country suggests the need for an interconnected and balanced organization of import and export activities of agricultural enterprises. The theoretical provisions and practical recommendations proposed in the article allow solving the problem of stable self-sufficiency of the country with competitive food products and the transition to the implementation of an export-oriented strategy for the development of the agricultural sector of the economy.

The influence of artificial and natural limitations on the development of the food market in the Russian Federation is considered. The effectiveness of the state policy on support of agricultural producers and the degree of its influence on the processes of import substitution and self-provision with food products are analyzed. It is proved that ensuring the necessary level of food security is related to the need to increase the competitiveness of domestic products in terms of price and quality parameters, stimulate export-oriented production and search for new global sales markets. The strategic priorities for the development of the agro-industrial complex are proposed, including a reduction in the level of technical and technological dependence, the development of territorial clusters with the aim of introducing innovative technologies for the production and processing of agricultural products.

Subject. The article addresses the influence of the status and place of border territories on the state and efficiency of agriculture in regions of South Siberia bordering Mongolia. Objectives. The purpose of the study is to identify the specifics of agriculture in the territories bordering Mongolia in southern Siberia and assess its effectiveness. Methods. The study employs comparison of various characteristics of constituent entities of the Russian Federation, which are in specific conditions, among themselves and with the rest of the regions of corresponding federal districts; typification of border territories, taking into account the status of subjects, their location and trans-boundary nature; fiscal equalization of constituent entities of the Russian Federation. Results. The paper states that the specifics of border regions of southern Siberia is a high share of agriculture in the output, especially in the Republic of Altai and Tyva. However, these two republics differ significantly in the structure of agricultural production. The economic efficiency of the agrarian sphere is substantially diversified and its level impedes sustainable development. Conclusions. To increase the efficiency of agricultural production in border regions of southern Siberia it is important to increase governmental financial support at the federal level; to improve estimated fiscal capacity of border subjects of the Russian Federation so that they could support agricultural producers from their own budgets.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

The problem of updating the fleet of agricultural machinery and introducing technologies into agricultural production is acute. In the current foreign policy and economic conditions, the issue of ensuring food security has become extremely important, in connection with which there is an urgent need to increase the efficiency of agricultural production in a short time. In such a situation, the most effective way is to intensify production, and in this process, machinery and equipment play a primary role. The study found that in the Russian Federation in the period 2015-2020. There was a reduction in the fleet of agricultural machinery, which caused an increase in the load on the existing fleet of tractors and combine harvesters. The rates of renewal of agricultural machinery concerning tractors and combine harvesters have decreased, which, together with other conditions, negatively characterizes the situation with the renewal of the fleet of machinery in agricultural production. In the context of ensuring the implementation of the policy of import substitution and ensuring food security, the state should provide greater support to agricultural producers when updating the fleet of equipment, since in the context of the weakening of the ruble, the deterioration of the national economic system, the falling purchasing power of the population and other factors, agricultural producers will not be able to independently master additional the financial burden, and the renewal of the material and technical base, especially when it comes to the supply of imported equipment, is an expensive issue.

In this study, the authors substantiate the relevance of the creation of agro-industrial parks as a network form of organizing the business of agricultural producers. Agro-industrial parks in modern conditions are becoming a kind of growth points for the innovative development of agricultural producers, providing accelerated growth in production and import substitution in order to achieve food security in the Russian Federation and its regions. The results of the study allow us to conclude about the growing interest in this form of business organization.

The purpose of the article is to investigate and substantiate the formation of objective need, development principles, and regulation features of digital transformation of Ukrainian regions. The general scientific methods, including generalization and the systematic approach, are used to determine the theoretical foundations and trends of the digital transformation of Ukrainian regions and to summarize the basic principles of the digital transformation. The benefits of digitalization for society and the economy as a whole are proven. The constant consolidation of power and business to implement and improve the quality of digitalization is today an important task, the solution of which will ensure a new level of competitiveness of the economy. The basic principles of digitalization at the global and national levels are explored. The regional level of development of digitalization shows that the Lviv region remains the leader among all. There is a Digital Transformation Program for 2016-2020 in Lviv aimed at achieving world standards of administrative and communal services, openness and accessibility of city authorities, efficiency of managing the city economy, using information technologies in all spheres of city life. In Ukraine, which ranks first in freelancing among European countries, there is an interesting distribution of digital platform workers in regions, most of which are centered in the Central Region. Even without Kyiv, the Central Region leads the share of freelancers together with the Southern Region (20% and 22% respectively). Digital platform workers in the Western region are slightly less represented (14%), and the least - in the East (11%), which is affected by the military conflict. Prospective research is to substantiate further directions and ways of developing the digital economy transformation at the regional level.

The influence of the globalization process on the world food market as a basic element of ensuring the domestic needs of the national economic system and affecting the level of economic security of individual states is analyzed. It is shown that the effectiveness of the import substitution policy pursued in the Russian Federation is related to the sanctions pressure and the devaluation of the national currency, while increasing the level of food security associated with self-sufficiency in basic food products is accompanied by a drop in the quality of domestic producers' products. Formation of a quality and safety management system for food products is possible within the framework of the creation of regional agro-industrial clusters, the use of which will also make it possible to apply the available technological, human and scientific and production potential more efficiently through more optimal interaction between economic agents.

Agricultural production is of particular importance in the country’s economy, determines the conditions for maintaining the life of society, so the possibility of minimizing tax risks on the part of the state in relation to taxpayers in this industry is important. The importance of conducting a balanced tax policy in relation to the agricultural sector is determined by the fact that in 2010 The decree of the President of the Russian Federation approved the Doctrine of Food Security of the Russian Federation and its implementation should be promoted by the tax policy. Since agricultural enterprises have the opportunity to choose a tax system, they have tax risks that can be minimized by clearly following the postulates of tax legislation. The introduction of ESKHN taxpayers into the number of VAT payers determines the complexity of the formation of the tax base, so it is important for them to determine the contingent of contaminants that should have a stable status of bona fide taxpayers.
