The need for digitalization of agriculture is due to several features: many changing factors aimed at the result of production (climatic, biological, etc.); wide dispersal of farms; a significant number of suppliers and buyers of agricultural products, etc. For the agro-industrial complex, the intensification of digitalization processes is associated with an increase in labor productivity at enterprises that use innovative computer technologies. This is necessary for the formation of single information space for the full use of agricultural lands and their effective processing to obtain high-quality products. At the same time, the development of state regulation based on the use of digital technologies remains important. The digitalization of the agrarian economy will increase the competitiveness of Russian agri-food products. The use of information platforms will allow bringing together all the necessary information to improve product quality and increase its sales, considering the specifics of demand. This will reveal weaknesses in the development of the agrarian sector and determine possible solutions, since the analysis of big data will be carried out, the Internet of things will be introduced with the help of state management of agricultural sectors. The article determines that for the development of the agrarian economy in the context of digitalization of the agroindustrial complex, it is necessary to determine possible options for using computer technologies adapted to the conditions of agricultural production; introduce the necessary systems of automated programs and platforms to improve the efficiency of agricultural producers; provide agricultural enterprises with high-speed communication; to determine the main directions of information support for the rational use of land.

The effectiveness of state regulation of the agro – industrial complex of Russia and the efficiency of business activities of organizations-participants of industry markets is largely determined by the competent use of methods and tools used in the advanced countries of the world. For our country, the mechanisms of the former Soviet republics are the most acceptable. The study of the experience of these countries allows for more rapid and flexible market reforms, as well as to implement measures to stabilize the activities of agricultural organizations, processing enterprises and infrastructure entities in modern conditions, due to the fact that the transformation of their activities is significantly influenced by the factors of changes in the macro environment. It should be noted that in the current conditions, the management of risks that form threats to national security is due, among other things, to take into account the foreign economic and foreign policy situation and the international situation on the market of grain and products of its processing. The effective mechanisms of state management of integration processes in the technological chain of grain market organizations used in the Republic of Kazakhstan are considered. The features of integration tools caused by the development of market relations are revealed. Measures of state influence on regulation of functioning of the market of food wheat for the purpose of strengthening of food security and export potential of the country are established. The need to adapt the experience of Kazakhstan in reforming the Russian agroindustrial complex, which is important for strengthening the socio-economic stability of the state and the development of measures taking into account the transformation of interstate integration processes.

The engineering and technical service of an agricultural enterprise is the core of the production management system. The level of its organization largely determines the effectiveness of equipment and technologies used in production. The strategic goal of agricultural engineering services at all levels is to change radically the system of machine and technological security of agricultural producers. (Research purpose) The research purpose is in determining the economic and social tasks of engineering and technical services in the agro-industrial complex. (Materials and methods) In order to assess the efficiency of engineering departments, it is necessary to analyze the level of use of the company's machine-tractor and automobile fleets. Improving the reliability of the machine and tractor feel now becomes a priority. The majority of experts present this task in the set of measures that practically do not affect the question of perfection of the engineering service. (Results and discussion) The article shows that the development of innovative processes in the field of mechanical engineering contributes to the entry of new equipment and technologies into production and causes the need for farm engineers to study novelties and ways of their effective application. The promising version of the engineering service offers its structure and material support, which will not only provide high production indicators, but also allow specialists to constantly analyze technological processes, search for their reserves using modern information technologies. There is an urgent need to develop models of information support for engineering services, automated workplaces for engineers, the formation of on-farm databases and specialized computer programs to work with it. (Conclusion) The expected efficiency of implementing research results will reduce the cost of maintaining technological machines and equipment.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The contradiction between the profitable work of agriculture and the lack of its simple reproduction is revealed. Profits of agricultural enterprises are secured by a strict restriction on all major items of expenditure, including labor costs, which farmers are forced to go to due to the low profitability of the industry. They have to tighten their belts more and more, saving even on the necessary things. At the same time, monopolized suppliers of resources to agriculture and network trading networks, which are oligopolies, continue to siphon resources from producers of products. The author emphasizes the nature of perfect competition of the mass of agricultural producers, to which the market economy should strive. The term “market hinterland” is introduced, which characterizes the current situation of agriculture, which is economically disadvantaged by its counterparties. This intersectoral imbalance is not eliminated and is not compensated by the state, since the subsidies allocated are not enough even to bring the wages of agricultural workers to the average size in the Russian economy. The conclusion is made about the weak state regulation of intersectoral relations, which should limit monopolies and oligopolies and create equal economic conditions for different industries and also about the need for a significant increase in state support for agriculture.

Having  based on the study of development trends of agroindustrial complex in the Republic of Kazakhstan and its state regulation, we assessed effectiveness of implementing target programs, identified causes and constraints, which include imperfect legislative, theoretical and methodological elaboration of mechanisms for their implementation, inconsistency between organizational-level program developments and processes of their implementation. In modern agriculture with its own technical needs, it is practically impossible without effective management measures and attraction of borrowed capital. Sustainable development of agriculture, including the plant industry, of course, depends on the technical equipment of agricultural enterprises. The use of financial instruments and management mechanisms is an opportunity for agricultural producers to improve their potentials, including improving and maintaining agricultural equipment at the proper level, since the activity involves the implementation of a large amount of mechanized work in order to produce strategically important products. All this contributes to increasing the efficiency of the production system and provides for the renewal and formation of the technical and technological potential of the plant growing industry, and this in turn leads to the development of the agro-industrial complex as a whole.

The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.
