The developed infrastructure of a small agricultural business (ISAB) ensures the innovative development of production of small enterprises of the agro-industrial complex (AIC), solves social problems of rural areas and provides employment for the rural population, performing a number of functions, including: property, financial, consulting, information, legal, innovative , social and export support for small agricultural businesses (SAB). The aim of the study is to identify the problems of the infrastructure development of the SAB and search for their solutions. The methods of generalization, economic and mathematical modeling, functional analysis were used, the data of the Ministry of Economic Development of Russia, the reporting of the Ministry of Agriculture of Russia, publications of foreign and domestic authors and other sources served as the material for the study. It was proposed to use the institution of “commercial procurement”, to functionally expand the “financial” service, to organize a Single Industry Center for Infrastructure Development (Center), which will ensure effective interaction of all participants through the use of a digital platform based on a service-oriented architecture (SOA). The platform needs to be integrated with government information systems that support the infrastructure development of the SAB. The cluster organization of infrastructure facilities will increase efficiency, will contribute to the concentration of resources and their greater purposefulness. The main result of the implementation of new organizational mechanisms should be the effective development of the IMAB.

The Cloud technology takes Service Oriented Architecture to the next level, where applications and infrastructure can be outsourced over the internet. It affords flexibility to businesses in terms of the on-demand scalability of services as well as the corresponding payment model. However, these advantages do not make up for the inherent security weaknesses in the Cloud. Among various concerns, Cloud providers struggle to provide adequate authorization mechanisms that would protect customer's critical data. In this regard, Usage Control (UCON) is considered to be the next generation model for digital rights management for all the service models of Cloud. Limited literature work exists on the UCON model; however, new tracks need to be laid out to make this model comply with international standards and policy languages. This chapter provides standardized UCON policy specifications, which will help in the effective development of access control for the Cloud environment.

The article is devoted to the study of the problems of infrastructure developing that ensures the economic security of small and medium-sized entrepreneurship in the agro-industrial complex, the analysis of factors restricting the development of SMEs and their support institutions is carried out, measures to overcome the problems of developing the infrastructure ensuring the economic security of SMEs are proposed. Infrastructure development depends on the capabilities of SMEs, and the opportunities are due to the influence of the external environment. To assess the situation, a survey of agricultural entrepreneurs was conducted, and according its results entrepreneurs noted the most significant factors limiting the development of SMEs: difficult access to loans, external financing; lack of own funds for business development; taxation; strong competitors, etc. Among the problems that hinder the development of infrastructure were noted: the financial illiteracy of start-up entrepreneurs, the low level of entrepreneurial activity and the income received by SMEs, the disproportion in the distribution of support institutions across the Orenburg region and, as a result, their absence in remote areas and rural areas. To overcome these problems, the creation of institutions for training and retraining entrepreneurs and the “Business Center for Small and MediumEnterprises”.

Improving the management system based on the strategic directions of the regional agricultural sector spatial development in the production distribution area plays a huge role in the management and agricultural production modernization. In the proposed methodological and practical approaches specific recommendations are given on the implementation of program activities for the development of the digital economy and perspective areas based on sound methods and forms that contribute to the spatial development of production and the economy in the sub-industry and rural areas. One of the ways to improve the management system of regional agriculture in the production field should be a strategic approach associated with the transformation of the economic relations of regional authorities and local self-governments with the agricultural business subjects on the basis of information and electronic relationships, where digital technologies the using becomes the main factor of growth of agricultural production competitiveness development. The digitalization development should occur in state authorities, it is necessary to build effective management structures for regional agro-industrial complex in the information space. The effectiveness of management systems when locating production in the agro-industrial complex, as in any other industry, depends on the level of digital technologies mastering and the share of expenditures on the country's digital economy in GDP. The managing processes of the spatial development of the location of the regional agricultural production should be built on the basis of creating new strategy forms: vertically-oriented ways and methods of interaction between the government and the agrarian business. But at the same time one of the main directions of development of these relations should be the effective interaction of municipalities and economic management representatives with the use of the advantages of territorial and sectoral division. The application of the digital economy elements in the regional agro-industrial complex based on the priority of management in locating agricultural production and building interdependent relations of economic and state management will contribute to economic growth and social development of agricultural producers and rural areas directly interacting with them.

The article examines the development and prospects of modern technologies in the agri-food sector. The study of the state and development trends of regional food market showed a high concentration and low self-sufficiency with the products of local agricultural producers. Small agribusiness predominates in the structure of regional agricultural production, but it has problems with the lack of permanent distribution channels. Creation of open digital platforms in processing, trade and consulting will allow farms to enter the market without intermediaries, find loyal consumers, enter the system of interregional agri-food relationships and get a synergistic effect from interaction with organizations of related industries. However, the outdated material and technical base hinders the introduction of innovative technologies (usually requiring significant capital investments), the low level of infrastructure development in rural areas, the lack of wide access to information services and skills in working with modern technologies and digital tools among the elderly population, distrust agrarians to innovative farming methods using digital solutions hinder the digitalization of the agri-food sector and the diversification of the rural economy. The digital transformation of the agro-industrial complex is impossible without bridging the digital divide between urban and rural areas; therefore it is necessary to provide the basic conditions for the implementation of digital transformations, the availability of infrastructure and connectivity. Now the level of informatization in urban areas is ahead of those in rural areas; in the social sphere, information technologies are used more often and more actively than in the business sector. At the initial stage of digitalization, special attention should be paid to the formation and improvement of the skills of using modern equipment and technologies by the population. Subsequently, the digitalization of the agri-food sector should lead to the integration of small and medium agribusiness into digital agri-food systems, which reduce transaction costs and increase the efficiency of the regional food market

In the economic development of the country, the priority is to achieve a high standard of living of the people, which is largely due to food security, the degree of development of the production of agricultural raw materials and food products. It follows that the central element of the economic activity of the country as a whole and its regions is the effective development of agricultural production. The role of the agro-industrial complex as a multifunctional system should be considered from the economic, social, environmental and political perspectives. The subject of the study. Patterns of development of the agricultural market and the formation of new economic relationships of economic entities corresponding to the level of development of the market economy at the regional level. The purpose and objectives of the study. The need to critically assess the economic situation that has developed in the agricultural production of Kazakhstan, and to justify ways to improve its economic efficiency. The necessity of program-targeted regulation of the economy of agricultural production in Kazakhstan is justified: the main directions of effective development of agricultural production in Kazakhstan are identified; mechanisms for improving the efficiency of agricultural production are proposed; the main elements of socio-economic security are identified in order to improve the real economic and social situation of the rural population; measures are recommended to improve the effective use of agricultural land as the main means of production. The scientific novelty of the work consists in the further development of the methodology and applied aspects of the study of the problem of increasing the economic efficiency of agricultural production and the development of a major problem of increasing agricultural production, revealing significant reserves for the implementation of the Food Program.

The development of quality human resources in the future depends on the development of children today. Deprived children's basic needs, such as preschool education, protection, health, and nutrition, make it difficult for children to be free from poverty. This study aims to analyze the determinants of early childhood children aged 3-6 years old who suffer from absolute poverty in Java, Bali-Nusa Tenggara, and Maluku-Papua using logistic regression. The results showed that the majority of early childhood children in Java deprive in 1 dimension. However, in the other regions, the majority of them are deprived in 2 dimensions. The education level of both the household head and the mother and the residential area had a significant effect on the possibility of an absolute poverty early childhood children in all regions. Government programs such as 12-year required education, agricultural business capital, and infrastructure development in rural areas need to be improved further.JEL Classification: I15, I25, I32How to Cite:Suparintina, L., & Afiatno, B. Abstract Introduction. Dependence of the rural areas condition on the level of social infrastructure determines necessitates its definition as a priority direction of support from the state. Analysis of the current state of scientific research allows to substantiate the relevance of determining the social infrastructure role in shaping the demographic potential of region rural areas. The purpose of the article is to substantiate the social infrastructure role in shaping the demographic potential of rural areas in the region. Results. The implementation effectiveness of the Law of Ukraine «On the priority of social development of the village and agro-industrial complex in the national economy» is considered. The similarity of the motives between the rural population and the state is determined regarding the invariability of the way of life in the countryside. The social infrastructure development in rural areas makes the transition of the agricultural segment to market conditions cheaper. The ineffectiveness of the normative support for the Ukrainian village development is proved, which is confirmed by the lack of its proper institutional form or inadequate implementation. Measures to provide rural settlements with the necessary infrastructure are presented developed by experts of the National Institute for Strategic Studies. It is argued that improving the village's social infrastructure efficiency will inevitably affect the living standards of the rural population and will help to bring the living conditions in the countryside closer to urban standards. Conclusions. A full and highly organized social infrastructure, along with the availability of high-paying jobs, is an indispensable condition for the formation and development of demographic potential. Due to the current critical state of the social sphere of the village, and beyond it, and other aspects of rural life, it is necessary to implement measures for the development of social infrastructure with appropriate institutional support. We center on the issue of studying merchant land ownership and land use in Tambov Governorate in the 19th century. The relevance of this study is due to the need to fill the source and historiographical gap in the study of the Russian version of social and economic business ac-tivities in the agricultural sector in the pre-reform period. The results are promising for solving the problems facing the agriculture of our region at the present stage. Currently, one of the priorities of social and economic development of the Tambov Region is to increase the competitiveness of the domestic agro-industrial complex, the qualitative development of rural areas. The scientific novel-ty is associated with the consideration of merchant farms through the analysis of innovative forms formation of rationalism and entrepreneurship in agriculture at the micro level. Consideration of the merchant activities conditions allows to fully disclose previously unknown aspects of social modernization, to characterize the specifics of the entrepreneurial functions implementation in the agricultural sector, to assess the dynamics of new forms of economy development in our region in the pre-reform period. The activities of entrepreneurs in the agricultural business, their role in the process of agricultural society modernization in Russia is still undisclosed in concrete historical manifestations. Issues of the private-owned merchant farms development in Tambov Governorate has not yet been the subject of serious scientific analysis.

The article is devoted to the assessment of existing level of development of information and consulting system in agricultural and industrial complex. The relevance of covering methodological issues is due to the current level of development of information and consulting services in regions, the rapid and large-scale expansion of the Internet space, the established world experience in introducing innovations, and the need to implement state policy in the field of agriculture. The paper considers the works of Russian scientists and economists on improving the system of agricultural consulting. The positive world experience of spreading an effective system of innovative and consulting services of rural areas is studied. For discussion, the authors propose a methodology for choosing a model of an innovative service center in rural areas. The effectiveness of application of comprehensive information system with the involvement of educational organizations is justified. The experience of functioning of Center for Support of Rural Development on the basis of regional university is presented. The authors formulate proposals for improving the innovation and consulting infrastructure in the agricultural and industrial complex in order to increase the efficiency of providing information and consulting services, increase the level of knowledge of rural population, the personnel of agricultural producers, disseminate information about the achievements of scientific and technical community, innovative developments and methods of management, effective interaction of agricultural entities, authorities, scientific and educational organizations.
