In this article the authors carry out the research of the urban development areas structure and propose the system of its characteristics on the basis of sector affiliation of the municipal economy. The authors have developed an algorithm for quality assessment of urban development areas. The results of the research are presented on the example of several central quarters of Arkhangelsk city. The city’s residential development was formed in the periods from 1900-1950, 1950-1980 and from 2002 to date. It is currently presented by low-rise wooden, homestead type residential houses and barracks-type houses; mid-rise and high-rise brick and panel buildings of typical development, buildings of large-panel housing construction. Structural SOM-analysis compiled separate quarters of Arkhangelsk into 5 groups with a high level of characteristic similarity: "Commercial", "Prospective complex development", "Sustainable development", "Perspective renovation of residential development", "Investment-unattractive". Typical development strategies for each group of quarters are determined. Most developed areas characterized by upward height. The development strategies for depressed areas is in a high-rise building, which show the economic, social and environmental benefits of upward growth of the city. Using GIS allows to visually reflect the state and assess the quality of the urban development area by the aggregate of all parameters, and also to assess the quality of the quarters for each sector.

The article presents the results of a complex experimental-analytical research of residential development energy parameters - survey of construction sites and determination of calculated energy parameters (resistance to heat transfer) considering their technical condition. The authors suggest a methodology for assessing residential development energy parameters on the basis of construction project’s structural analysis with the use of advanced intelligent collection systems, processing (self-organizing maps - SOM) and data visualization (geo-informational systems - GIS). SOM clustering permitted to divide the housing stock (on the example of Arkhangelsk city) into groups with similar technical-operational and energy parameters. It is also possible to measure energy parameters of construction project of each cluster by comparing them with reference (normative) measures and also with each other. The authors propose mechanisms for increasing the area’s energy stability level by implementing a set of reproduction activities for residential development of various groups. The analysis showed that modern multilevel and high-rise construction buildings have the least heat losses. At present, however, ow-rise wood buildings is the dominant styles of buildings of Arkhangelsk city. Data visualisation on the created heat map showed that such housing stock covers the largest urban area. The development strategies for depressed areas is in a high-rise building, which show the economic, social and environmental benefits of upward growth of the city. An urban regeneration programme for severely rundown urban housing estates is in a high-rise construction building, which show the economic, social and environmental benefits of upward growth of the city.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Urban development has historically been seen as both a cause and solution for social inequalities in health. However, environmental and individual gradients within urban areas occur everywhere, and are resistant to change. Environments are infl uenced by the degree and type of industrialization, quality of housing, accessibility to green space and - of increasing concern - transport. Individual behaviour, however, also contributes to social differences, both through migration and by the effects on individuals of cultural experiences through the life-course. Reduction on inequalities may be possible through larger social action, for example urban regeneration. There remains an important role for public health in addressing determinants of health at the population level.

Global warming has brought new challenges to urban development worldwide. Built environment and cities are estimated to cause some 40-70% of the environmental impacts. This questions our current urban development practises and challenges us to find new solutions to manage the issues. The purpose of this study is to identify feasible eco-efficient concepts that can be implemented in the urban development process. These concepts are identified with a constructive research method, where potential concepts are originally identified from literature and further enhanced with thematic expert interviews, and finally, the suggested concepts are tested with a questionnaire and presented in an integrated framework for the eco-efficient concepts to better understand the requirements and opportunities in public urban development. The results showed that the urban development concepts that were most appealing to public stake holders were; an integrated design process, eco-efficient traffic and transportation solutions, and eco-efficient complementary development. Local energy procurement and management was also perceived as relatively lucrative services when developing eco-efficient urban areas. This study provides an extensive information platform (different ideas, themes, and concepts) to promote eco-efficiency in urban development in order to maintain and improve the sustainable quality of life and welfare in our urban society. Santrauka Pasaulinis atšilimas miestų plėtrai visame pasaulyje atnešė naujų iššūkių. Skaičiuojama, kad statiniai, jų aplinka ir miestai atsako už maždaug 40–70 proc. poveikio aplinkai. Tai verčia abejoti esama miestų plėtros praktika ir ragina ieškoti naujų sprendimų, kaip spręsti šias problemas. Tyrimo tikslas – nustatyti įmanomas ekologiškai veiksmingas koncepcijas, kurias galima įdiegti vykstant miestų plėtros procesui. Koncepcijos nustatomos taikant konstruktyvaus tyrimo metodą, kurio metu potencialios koncepcijos randamos literatūroje, vėliau patobulinamos atliekant teminius pokalbius su ekspertais, o paskui pasiūlytos koncepcijos patikrinamos pagal anketą ir įtraukiamos į integruotą ekologiškai efektyvių koncepcijų sistemą, kuri leidžia geriau suprasti visuomeninės miestų plėtros reikalavimus ir galimybes. Rezultatai parodė, kad suinteresuotoms visuomenės grupėms patraukliausios buvo šios miestų plėtros koncepcijos: integruotas projektavimo procesas, ekologiškai efektyvūs eismo ir transporto sprendimai, ekologiškai veiksmingas papildomų erdvių ir patalpų vystymas. Vystant ekologiškai efektyvias miesto zonas, vietinis energijos pirkimas ir valdymas taip pat laikomi gana pelningomis paslaugomis. Šiame tyrime pateikiama išsami informacijos platforma (įvairios idėjos, temos ir koncepcijos), skatinanti ekologiškai efektyvią miestų plėtrą, idant urbanizuota visuomenė palaikytų ir gerintų darnią gyvenimo kokybę bei gerovę.

More and more high-spatial resolution satellite images are produced with the improvement of satellite technology. However, the quality of images is not always satisfactory for application. Due to the impact of complicated atmospheric conditions and complex radiation transmission process in imaging process the images often suffer deterioration. In order to assess the quality of remote sensing images over urban areas, we proposed a general purpose image quality assessment methods based on feature extraction and machine learning. We use two types of features in multi scales. One is from the shape of histogram the other is from the natural scene statistics based on Generalized Gaussian distribution (GGD). A 20-D feature vector for each scale is extracted and is assumed to capture the RS image quality degradation characteristics. We use SVM to learn to predict image quality scores from these features. In order to do the evaluation, we construct a median scale dataset for training and testing with subjects taking part in to give the human opinions of degraded images. We use ZY3 satellite images over Wuhan area (a city in China) to conduct experiments. Experimental results show the correlation of the predicted scores and the subjective perceptions.

Abstract. Nowadays, high-resolution fused satellite imagery is widely used in multiple remote sensing applications. Although the spectral quality of pan-sharpened images plays an important role in many applications, spatial quality becomes more important in numerous cases. The high spatial quality of the fused image is essential for extraction, identification and reconstruction of significant image objects, and will result in producing high-quality large scale maps especially in the urban areas. This paper introduces the most sensitive and effective methods in detecting the spatial distortion of fused images by implementing a number of spatial quality assessment indices that are utilized in the field of remote sensing and image processing. In this regard, in order to recognize the ability of quality assessment indices for detecting the spatial distortion quantity of fused images, input images of the fusion process are affected by some intentional spatial distortions based on non-registration error. The capabilities of the investigated metrics are evaluated on four different fused images derived from Ikonos and WorldView-2 initial images. Achieved results obviously explicate that two methods namely Edge Variance Distortion and the spatial component of QNR metric called Ds are more sensitive and responsive to the imported errors.

In recent years, cities around the world have increasingly relied on culture–based development strategies for the revitalization of urban areas, such as urban heritage and the development of a creative economy. Typically, either one of these practices is put in place; however, in Kampong Glam, Singapore, both heritage development and creative economy strategies have been adopted by the national government and local organizations. This paper studies the coincidence of the two main culture–based urban development strategies and its implications in the same physical urban place. Drawing on geospatial mapping techniques and archival data, we aim to illustrate how the two cultural urban redevelopment strategies manifest and interact in urban space. We find that stakeholders draw on each strategy to counteract the excesses of the other, given their different aims and audiences, so as to regulate the interaction between the two and achieve balance among competing interests in the neighborhood.

A temática sobre parques em áreas urbanas é extremamente importante, permitindo diversas reflexões e perspectivas de análise. Neste trabalho, procura-se dar ênfase e articular discussões acerca dos benefícios ambientais proporcionados por parques urbanos e suas contribuições para a qualidade de vida da população, bem como avaliar o conforto térmico pelo índice de temperatura e umidade relativa do ar - ITU, verificando-se os horários pertinentes para prática de atividades físicas e de lazer pela população. O parque Mãe Bonifácia desempenha diferentes funções no espaço urbano devido a vegetação arbórea que o constitui, dentre estas os benefícios para a qualidade ambiental, para a saúde e bem-estar da população. Os índices de temperatura e umidade obtidos resultaram em valores mais amenos de temperatura e mais elevados de umidade e, consequentemente, maior conforto térmico no interior do parque em comparação aos valores obtidos na média geral de toda região urbana.Partindo-se desta premissa, é de extrema relevância estudos, que discutam a importância destas áreas no espaço urbano. Palavras-chave: Parques Urbanos. In this work, it was sought to emphasize and articulate discussions about the environmental benefits provided by urban parks and their contributions to the population’squality of life, to evaluate the thermal comfort by the index of temperature and relative humidity of the air (ITU), being verified, the pertinent schedules for practice of physical activities and leisure by the population. Mãe Bonifácia park has different functions in the urban space due to the arboreal vegetation that constitutes it, among them benefits for the environmental quality, for the population’s health and well-being. The temperature and humidity indices obtained resulted in lower temperature values and higher humidity and consequently, greater thermal comfort within the park compared to values obtained in the general average of the entire urban region. Starting from this premise, it isextremely relevant that studies discuss the priority to non-urban space areas. It is important to emphasize the importance that park users must have when carrying out activities after 10 o’clock, mainly in relation to the use of sunscreen, use of light clothes and light colors and constant hydration, to relieve discomfort generated at these times.Keywords: Urban Parks. Sustainable development is the concept of coordinating people and the environment and achieves contemporary development without compromising the interests of the next generation. It can also be thought of as not exceeding the biosphere’s carrying capacity. Urban metabolism emphasizes resource recycling and use to achieve balance between resource input and product output in urban areas. However, the scale of cities has expanded rapidly in recent years along with resource and energy demands. Waste and pollution also cause major threats to the environment and ecology. Given increasingly serious environmental problems, the original linear metabolism must be converted into a cyclical one to ensure urban sustainability. From the policy implementation report of Taipei City, this study used the fuzzy Delphi method to develop evaluation factors and integrated this with the analytic network process decision-making tool to determine the priority weights of each policy and evaluate development strategies for urban development based on the metabolism concept. The study results reveal that natural environmental sustainability and sustainable energy strategies were prioritized plans for evaluating urban development with the metabolism concept, and the results can be used as a reference for future urban development strategies.

The problems of designing children's preschool institutions in Ukraine are related to the need for pre-school education services to be broadly covered by children. The Government of Ukraine, and in particular the Ministry of Education, raised the issues of development and improvement of the quality of education in our country to the most urgent tasks. General education and informatization of Ukrainian society, growth of educational potential of the population, focus on increasing the amount of knowledge, starting with early childhood – all these and other provisions and directions of the development of domestic education should be reflected in the researches of Ukrainian scientists, including in the architectural and urban aspects. The consolidation of urban development, the lack of free areas for construction in prevailing urban areas, the proliferation of high-rise housing construction, the overcrowding of kindergartens puts an urgent issue in the development of new design solutions for preschool institutions built-in-type. In this sense, the priority task is the analysis of existing scientific research in the field of designing this type of preschool institutions.
