The paper reveals the current problems of production systems, their lack of readiness to function in the conditions of application and development of NBIC technologies. The methodological basis of the research consists of fundamental works and modern scientific and practical developments of national and foreign scientists on the problems of creation and functioning of production, technological and socio-economic systems in the conditions of development using NBIC technologies. The research was carried out using such general scientific and special methods as: historical-dialectical and abstract-logical; comparative-analytical and system analysis; synthesis of scientific approaches. The authors prove the need to create a new system paradigm. The new paradigm of production systems that realize the potential of NBIC technologies is based on a concept that finds its concrete expression, firstly, in the initial or original concepts, and secondly, in the system of basic principles, laws, or sufficiently plausible hypotheses. It is these elements that make up the conceptual core of the paradigm, and efforts should be directed to their search and justification when forming a new paradigm. The paper analyzes the main methods and tools for implementing a new approach to the design of production systems.

The article is devoted to the problems of pricing processes in the economic security system. Pricing processes are one of the central and main processes in the economic. At the same time prices as a flexible tools are very powerful management lever of economic. Pricing processes are certain algorithms for generating prices, when various environmental factors are inconsistent and irregular. The article describes some problems of pricing processes in the economy, explores the practice of price manipulation by business entities. The authors analyze some antitrust regulation tools, content and conditions of their application and also define the disadvantages of these tools. The authors consider the situation, when exerting regulatory influence on pricing processes is on free prices market. The purpose of the issue is to reveal the features of the antitrust regulation tools in the management of pricing processes, to determine the basic principles of creating and functioning of a unified system for monitoring pricing processes. General scientific and special methods such as the system analysis method, the retrospective analysis method, and analytical methods of data research were chosen as scientific tools for conducting this study. The empirical materials of the study are presented by open data and analytical reports of the Federal Antimonopoly Service of Russia, decisions and definitions of the Supreme and Arbitration Courts of the Russian Federation, official data of state authorities. The authors make recommendations on how to accept some antitrust regulatory tools. They also determine the additional priority of the state’s economic security strategy in managing pricing processes and develop the objectives of creating a unified system for monitoring pricing processes.

An effective and sustainable transport system has been devised to meet public transport demand. Urban light transport (ULTra) is an innovative form of personal rapid transit. In contrast to other forms of public transport, there is no waiting, stopping, or transferring. In many situations, the new system can offer better transport than available by other means. ULTra has been designed to demanding sustainability requirements. Typically, ULTra reduces energy use and emissions by a factor of three compared with existing transport systems and also complements those systems. By providing a network link to major rail and bus stations, ULTra can make current transport services more attractive to passengers. The new system is also well suited for other major activity centers such as airports. In essence, ULTra replaces the old mass transit paradigm for transport with a new paradigm based on just-in-time transit. ULTra is now undergoing engineering development funded by the U.K. Department for Transport on a 1-km test track in Cardiff, Wales. The Cardiff County Council has received funding commitments by the National Assembly of Wales that could lead to system implementation by 2005. The system offers a new approach to public transport, with a real prospect of significant gains in effectiveness and sustainability.

This paper shows the diversity and significance of relations of duality among different economic systems. The composition of the principles underlying the system economic theory used for the analysis of duality in the economy is investigated. The concept of the economic system is clarified and the equivalence of three basic concepts of the economic system is shown: a) as a space-time volume (“black box”); b) as a complex of elements and connections among them; c) as a tetrad, including object, project, process and environment components. In a new way, the concept of the tetrad is revealed. The actual interpretation of the interrelationships of its components, based on the mechanisms of intersystem circulation of spatial and temporal resources and the transmission of abilities from one economic system to another, is proposed. On the basis of the obtained results, the most essential aspects of duality in the theory of economic systems are considered. It is shown that the interaction of internal content and the nearest external environment of economic systems lies in the nature of the relations of duality. A new approach to modeling the structure and to functioning of the economic system, based on the description of its activities in the form of two interconnected tetrads (the first tetrad reflects the intrasystem production cycle and the second one — the external realization-reproduction cycle) is put forward. It is shown that the concept of duality in a system economy creates prerequisites for adapting the functioning of local economic systems (objects, projects, etc.) in a market, administrative and functional environments and, as a result, harmonizing the economy as a whole.

The main aim of this article is to analyse and compare the former and revised system of environmental taxes in Lithuania. Conceptual, analytical and methodological issues associated with the use of these instruments in the Lithuanian context are thoroughly discussed. Comparative and system analysis allows revealing deficiencies of the previous system of taxes and positive features of the new system. Comparison of pollution taxes available in Lithuania with the damage costs related to these pollutants emissions as well as comparison of environmental taxes with those of EU and accession countries allows to evaluate the efficiency of existing tax system in Lithuania and provide recommendations for strategic actions with respect of increasing effectiveness of existing environmental taxation system.

In this article, using general scientific methods, the existing approaches to making management decisions in the process of implementing one or another variant of the economic behavior of an industrial park are analyzed. The results of the system analysis revealed that most approaches do not fully take into account the peculiarities of the economic behavior of the industrial park, depending on the interests of residents and resource suppliers. The main interest groups and conceptual basis for choosing an option for such behavior are presented.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. Flow Induced Motions are always an important subject during both design and operational phases of an offshore platform life. These motions could significantly affect the performance of the platform, including its mooring and oil production systems. These kind of analyses are performed using basically two different approaches: experimental tests with reduced models and, more recently, with Computational Fluid Dynamics (CFD) dynamic analysis. The main objective of this work is to present a new approach, based on an analytical methodology using static CFD analyses to estimate the response on yaw motions of a Tension Leg Wellhead Platform on one of the several types of motions that can be classified as flow-induced motions, known as galloping. The first step is to review the equations that govern the yaw motions of an ocean platform when subjected to currents from different angles of attack. The yaw moment coefficients will be obtained using CFD steady-state analysis, on which the yaw moments will be calculated for several angles of attack, placed around the central angle where the analysis is being carried out. Having the force coefficients plotted against the angle values, we can adjust a polynomial curve around each analysis point in order to evaluate the amplitude of the yaw motion using a limit cycle approach. Other properties of the system which are flow-dependent, such as damping and added mass, will also be estimated using CFD. The last part of this work consists in comparing the analytical results with experimental results obtained at the LOC/COPPE-UFRJ laboratory facilities.

A new approach to the study of enzyme activity in organic solvents has been developed by using optically transparent reverse vesicles. Polyphenol oxidase was incorporated in an active form into the above ternary system formed by the non-ionic surfactant tetra(ethylene glycol) dodecyl ether/n-dodecane/water. The enzyme in this microenvironment, surprisingly, showed an apparent positive co-operativity which has never before been described either in aqueous solution or in reverse micelles. In addition, the Vmax. expressed was similar to that in water and twice that displayed in reverse micelles.

The purpose of the article is to consider various historical and political aspects that form the geopolitical context of Russian-Armenian relations. The author tried to take into account the factors that appeared as the consequences of Azerbaijan's aggression and the results of the Second Artsakh War. Using the methods of factorial and system analysis the article studies various combinations of interaction between states, both directly located in the region and being global political players for which political processes in the Transcaucasia are only a part of more global political projects. The existing system of political relations is distinguished by instability and the formation of a new system of political and military risks. All participants in political relations have reasons to seek complications in Russian-Armenian relations. There are also threats for them in the context of the domestic policy of Russia and Armenia. Overcoming these negative phenomena is a condition for the preservation and development of statehood in both Russia and Armenia. The development of a negative scenario will lead to new military conflicts and systemic crises of the entire Greater Caucasus.

Construction, as a sphere of the national economy, has impressive statistical indicators, determining the importance and relevance of its proper legal regulation, especially in terms of land use for relevant purposes. This article discusses the current situation in the sphere of provision of land plots for construction purposes, further alteration and termination of the relevant lease relations; provides a detailed analysis of the current legislation, law enforcement and judicial practice in such sphere. The purpose of the article is to analyze and summarize legislation judicial and law enforcement practice in this area, as well as the development of specific directions for a comprehensive dissertation research, proposals for improving the legislation regulating these relations. This goal is achieved by solving tasks such as studying of the existing legal regulation of disputed legal relations, law enforcement and judicial practice, identification of problematic and conflict-of-laws issues in the field under consideration, review of the degree of scientific development of the research topic, determination of trends in the development of this sphere of legal relations, development of specific proposals for changing legislation and law enforcement practice. General scientific (synthesis, system analysis, analogy) and special (formal-legal, comparative-legal) methods are used to solve the above problems. Based on the results of consideration of these issues, the author formulates the main problems of the legal relations under consideration, an assessment of the current degree of scientific development of this field is given, the main directions of the planned scientific research are also outlined, proposals are formulated to improve legislation and law enforcement practice.
