Increasing urbanization cannot be avoided and occurs throughout the world, including in Indonesia. Population growth in urban areas has various impacts in almost all dimensions of life. One of the innovative efforts made by the government to overcome these problems is to develop and implement the concept of a smart city, by utilizing information and communication technology (ICT) to provide services to improve the quality of life of the community and maintain the sustainability of the urban environment. This study discusses a literature review on environmental quality degradation which occurs in urban Indonesia as well as initiatives in one of the dimensions of a smart city, namely the smart environment, which can be applied to overcome these environmental problems. The literature review shows that the application of IoT by using sensors and RFID, data cloud, and Twitter has been proven successful in overcoming some environmental problems.

The era of the fourth industrial revolution has caused many changes in every aspect of human life. The rapid development of technology has brought many advances affecting the socio-economic aspects of the lives of people in urban areas. The impact is different in people who are adapted compared with people who cannot adjust. Therefore, the government must interfere to accommodate these different conditions to reduce socio-economic inequalities for the future. The government also plays a role in efforts to improve welfare through the Smart City program, which involves all components of society. This program involves planning, developing and implementing technology in an urban area, which creates complex and synchronized systems of interactions. The purpose of this study was to determine the strategic role of Smart City in improving people’s welfare. Kediri is one of the regions in Indonesia that has implemented a Smart City program and is continuously improving its implementation. Descriptive qualitative methods were used with a phenomenological approach. Data were collected through observations and literacy studies, to obtain a reflection of the implementation of Smart City in Kediri. The results described the implementation of the Smart City program, and showed that the quality of government services relating to the welfare of the community has improved, in terms of the economy, education, health and public facilities. The level of community participation in supporting regional activities has also increased due to the support of information and communication technology. City Development Planning can be described as a decision-making process to realize economic, social, cultural and environmental goals through the development of a spatial vision, strategies and plans, and the application of a set of policy principles, tools, institutional participatory mechanisms, and regulatory procedures. Connectivity between cities is needed for a Bali island which is the best tourism destination in Indonesia. Good connectivity between cities can contribute greatly to tourism destinations in each city / region. In the future it will be a great work if the development of urban areas on the island of Bali is the integrated tourism industry path connectivity in the Smart City Development system. Smart city is a dream of almost all countries in the world both in the provincial and urban spheres. With Smart City, various kinds of data and information located in every corner of the city can be collected through sensors installed in every corner of the city, analyzed with smart applications, then presented according to user needs through applications that can be accessed by various types of gadgets. Through the gadget, users can also interactively become data sources, they send information to data centers for consumption by other users.

Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

Any country’s environmental problems are related to the level of its economic development, the availability of natural resources and the lifestyle of its population. In India, rapid growth of population, poverty, urbanization, industrialization and several related factors are responsible for the rapid degradation of the environment.  Environmental problems have become serious in many parts of the country, and hence cannot be ignored.  The main environmental problems in India relate to air and water pollution particularly in  metropolitan cities and industrial zones, degradation of common property resources which affect the poor adversely as they depends on them for their livelihood, threat to biodiversity and inadequate system of solid waste disposal and sanitation with consequent adverse impact on health, infant mortality and birth rate. In India, efforts are being made on for the environmental management in a sustainable manner..  At all levels of education provisions have been made for the knowledge of environment and its conservation.  In the country many centres are providing special training for environmental management.  The programmes of environmental awareness have been launched through media.  India is an active member of International Organizations concerning environment.  Several programmes are going on under UNEP.  The Government has recently started emphasizing the combined use of regulatory and economic instruments for improving environmental quality.  There is a need for coordination between government agencies, NGOs and the public for the proper management of environment quality and to achieve sustainable development in the country.

En el siglo XXI, debido a la creciente concentración de la población en los núcleos urbanos, las ciudades se enfrentan a grandes retos de sostenibilidad de la sociedad a largo plazo, a fin de convertirse en verdaderos polos de desarrollo económico, social y cultural. Como respuesta a esta problemática, las iniciativas estratégicas de ciudad inteligente (Smart City) se han expandido por todo el mundo y el Ecuador no ha sido la excepción. Tanto el gobierno central como los gobiernos seccionales están emprendiendo importantes proyectos en el marco de la ciudad inteligente; sin embargo, dentro de la sociedad ecuatoriana, este concepto aún resulta poco conocido y familiar.Frente a esta circunstancia, este trabajo de investigación tiene como propósito clarificar la visión del concepto de ciudad inteligente, mediante una revisión bibliográfica de la literatura científica y comercial, que responde a las siguientes interrogantes: ¿Qué es una ciudad inteligente? ¿Es un concepto que ha surgido recientemente? y de no ser así ¿Cómo ha evolucionado este concepto? ¿Qué áreas o sistemas del entorno urbano abarca el concepto de ciudad inteligente? ¿Qué servicios puede prestar? entre las más importantes. Poverty is one of the problems in third-world countries like Bangladesh. There has been an ongoing battle against challenging living conditions-overcrowding, floods, deforestation, erosion, soil depletion, and natural calamities. Quite a lot of programs have been tried since the independence of Bangladesh in 1971, and to tell the truth, most have failed. Each time an anti-poverty program fails, it gives more fuel to the richer class to argue that there's no point in trying to help the poor. However, this is an age of information technology. Almost all of the spheres of human life are contributed by Information technology. Information Technology can change the fate of the poor by helping them to be with the current time and happenings by ensuring their capabilities to access information. The Government of Bangladesh also realizes the importance of the issue, and recently they concentrated on transforming the government services to digitize. As one of the initiatives to empower the poor with information, GOB has launched Union Information and Service Centre (UISC) in all of the Union councils of the country. The private sector started digitization of operations earlier than the government. Now, as the government has also initiated the process, the journey will get a smooth and parallel speed to develop the socio-economic condition of the poor of the country. This paper attempts to explore the capabilities of ICT to reduce poverty in Bangladesh. The study will also try to suggest how ICT can be better used to eradicate poverty. ICT is a rapidly growing field in Bangladesh in recent times. The contribution of ICT in every sector of the country is trying to be addressed to improve the situation. This study is conducted by reviewing the studies in this line to suggest better policies to be formulated. The results show that ICT has excellent capabilities to alleviate poverty despite many challenges to be faced.

The government has declared that all Malaysians that no one; both in rural and urban areas; would be divested from the Information and Communication Technology (ICT) development. This calls for a need for teachers nationwide to make essential adjustments to the teaching and learning process. This paper takes a closer gaze on the obstructions faced by teachers in integrating ICT tools in teaching English language in the classrooms. This study aspires at determining why the teachers do not use ICT in the classrooms even they were utterly encouraged by sufficient technical supports.10 English teachers from a Secondary School were interviewed and their views and thoughts were discussed. The findings exposed that even the school is highly resourced with ICT tools and facilities, obstructions such as lack of time, amount of workload, lack of ICT skills and teachers’ negative attitudes towards ICT were hindering the teachers to incorporate ICT in their teaching. However, the teachers should be competent to shape and systematize their learning environment in non-traditional ways by merging the ICT with new pedagogy.

Resumen: El crecimiento de la población en las zonas urbanas es una dificultad que se genera a nivel mundial y que requiere de tácticas que permitan contrarrestar sus efectos. Las ciudades inteligentes son vistas como una excelente solución a esta problemática ya que genera soluciones viables al apoyarse en la tecnología para gestionar diversos aspectos dentro de los que se incluye el entorno urbano. Este trabajo presenta una revisión de investigaciones que involucran la gestión urbana dentro de las ciudades inteligentes. Analizando el papel que cumple la gestión urbana dentro las ciudades inteligentes, lo que nos muestra que la gestión urbana apoyada de las TIC coopera visiblemente en la conformación de las ciudades inteligentes logrando mejorar la calidad de vida de sus habitantes. ___Palabras clave: ciudad inteligente, gestión urbana, planificación urbana, TIC. ___Abstract: Population growth in urban areas is a wordwide-generated difficulty and requires of tactics to counteract its effects. Abstract. Smart City is a new concept that uses Information and Communication Technology (ICT) to promote the smartification of urban construction, planning and services. Currently, a number of countries and cities have conducted studies on Smart City, but they mostly focused on the conceptual connotations analysis and applications in specific domains, lacking a common, shareable and integrated framework understanding, which led to significant barriers among individual Smart City projects. By analyzing the framework connotations and application domains of Smart City, this paper proposed a common, shareable and integrated conceptual framework for smart city. Then based on this framework, a unified portal platform that is suitable for multiple domains, including the government, citizen and business, as well as common, custom and other application modes, is further proposed. Finally, Smart Weifang was implemented based on this platform. The application outcomes indicate that this common and shareable platform can effectively eliminate the data and technological barriers between different smart city systems, while also avoiding redundant financial investments. The investigation of the proposed framework and platform is of key significance to the unified construction of Smart City and the intensification of the hardware environment, thus representing a true achievement in the transition from “information island” to “information sharing and interconnection” for urban informatization.

Abstract. The development of cities that adopt smart is very much around the world, many cities in the world have developed the concept of a smart city in all aspects of life from identity to law enforcement systems in the traffic sector, smart cities have begun to be implemented in the city of Jakarta from 2000 onwards, Starting from the online payment system to the use of CCTV in law enforcement in the city of Jakarta, almost all aspects of government have used the system, from absences to public service applications, in this study using the literature review method, by studying many previous studies in order to deepen research that is is being carried out and finding renewable research problems, this research will produce a proposed system that can be used in the future as a concept for the development of a smart city Jakarta, with the proposed system as renewable research from existing research.
