scholarly journals THE ROLE OF INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) TO ALLEVIATE POVERTY IN BANGLADESH

Poverty is one of the problems in third-world countries like Bangladesh. There has been an ongoing battle against challenging living conditions-overcrowding, floods, deforestation, erosion, soil depletion, and natural calamities. Quite a lot of programs have been tried since the independence of Bangladesh in 1971, and to tell the truth, most have failed. Each time an anti-poverty program fails, it gives more fuel to the richer class to argue that there's no point in trying to help the poor. However, this is an age of information technology. Almost all of the spheres of human life are contributed by Information technology. Information Technology can change the fate of the poor by helping them to be with the current time and happenings by ensuring their capabilities to access information. The Government of Bangladesh also realizes the importance of the issue, and recently they concentrated on transforming the government services to digitize. As one of the initiatives to empower the poor with information, GOB has launched Union Information and Service Centre (UISC) in all of the Union councils of the country. The private sector started digitization of operations earlier than the government. Now, as the government has also initiated the process, the journey will get a smooth and parallel speed to develop the socio-economic condition of the poor of the country. This paper attempts to explore the capabilities of ICT to reduce poverty in Bangladesh. The study will also try to suggest how ICT can be better used to eradicate poverty. ICT is a rapidly growing field in Bangladesh in recent times. The contribution of ICT in every sector of the country is trying to be addressed to improve the situation. This study is conducted by reviewing the studies in this line to suggest better policies to be formulated. The results show that ICT has excellent capabilities to alleviate poverty despite many challenges to be faced.

The purpose of this article is to discuss the literature review and observable experiences on mixed reality posed by the use of information and communication technology (ICT) systems in the education system in the South African landscape. Human progress in the 21st century has been characterised by the rise of computer technology, that has become a defining feature in almost all social spheres. However, the reality shows that though ICT is celebrated for its undisputed, “uncertainty” and efficient services, especially when it comes to communication, information and dissemination. It also tends to encourage the abandonment of other modes of communication, specifically in relation to teaching and learning. In discovering the challenges and possibilities posed by the information technology, the notion of a didactical triangle will be explored. Literature reveals that the advent of ICT brought about various developmental opportunities and threats to human life. This article argues that consideration of institution and context is fundamental when it comes to a better understanding of the practicalities of information technology. This article will add value by shedding light on the realities and challenges in relation to ICT on the human life. The conclusion is that interventions that relates to information and communication technology have to seriously consider the structural constraints of access and social inequity as well as the effects of coloniality.

Today, information technology is being introduced into almost all components of human life and it is already difficult to imagine our society without IT innovations. Including the education system, which is currently modernized and equipped with new forms of training using information technology. This allows us to achieve new results in education in the form of increasing students' desire for cognitive activity and raising the general level of education of the population due to the rapidly growing quality of education. Since the introduction and active use of information technology in education, its effectiveness has also been increasing in parallel. The advantage of information technology is also that different technologies can be used depending on the particular discipline taught or depending on the topic, material that needs to be presented to students. To increase interest and master new material of the proposed audience by the teacher. This article analyzes the use of IT technology in the Engineering Graphics training course. Optimization of engineering graphics training consists in its modernization with the selection of new teaching methods, tools and techniques, use in the learning process, to increase efficiency, innovative technologies that contribute to the formation of students' creative way of thinking, as well as graphic culture.

The information and communication technologies (ICT) have penetrated into almost all areas of human life. They have a dual impact on education – increase learning efficiency and train students actively to use innovations. We assess this impact by examining teachers’ experience with innovative tools in Bulgarian schools. In an anonymous online survey, we investigate their opinions on the issues related to technology integration in contemporary classrooms. The research shows that educators appreciate the benefits of technology implementation in the teaching-learning process, but they need a single structured system encompassing all technological resources and tools. This work proposes a conception for a smart classroom – an innovative learning environment that can establish and control suitable conditions for education as well as to impact the instructional process directly.

In this day and age many people use Indonesian language which is not in accordance with the rules of language and with the advancement of information technology which rapidly raises many social media, one of which is Instagram which is loved by almost all Indonesian people. The purpose of this study is to find out and explain how much influence instagram has in fostering the development of Indonesian. The method used is descriptive qualitative method with data collection techniques. The results of the study explained that Instagram social media was also used by the Ministry of Education and Culture to develop Indonesian language through accounts @badanbahasakemndikbud which upload many Indonesian rules and grammar, including spelling of words, equivalent words, raw words, punctuation, word terms, proverbs, and so on. Not only official accounts from the government, some communities also contribute to developing the Indonesian language through Instagram, one of which is @sastraindonesia with upload contents that together discuss Indonesian rules and grammar. The impact of the instagram as one of the media used in the development of Indonesian language is that more and more people know about Indonesian rules and grammar because of the ease of access by Instagram communities.

Today we are surrounded by automated smart technology, which has touched almost all spheres of human life, from military to medicine and from education to the election. Electronic banking or e-banking is the fusion of information technology with the banking system. Thus the term electronic banking generically refers to various terms connected with virtual banking and often interchangeably used with the term internet banking. The Rangarajan Committees drew a phased plan for bank computerization in the 1980’s which recommended computerization of banks at various levels. The systematic use of Core Banking Solution (CBS) was another milestone development in the history of ebanking in India.

 Information and Communication Technology has become a basic need in people's lives and services by the government. The government as the executor of public services uses eGovernment as a means and infrastructure to realize effective, efficient and accountable. The application of e-Government in each district / city has a different level of effectiveness, so research needs to be done to improve and determine the future direction. This research was conducted in Mamuju District, West Sulawesi Province. This research approach is descriptive by using a type of qualitative research that aims to analyze the results of data processing based on theoretical indicators. Data collection techniques are carried out by in-depth interviews, observations, and documentation studies. Data analysis techniques with data reduction, data presentation and conclusion / verification with triangulation theory, which underlies the theory of The Four Forces Model of e-Government, research in the field, and data analysis to draw conclusions. The results showed that the implementation of e-Government in Mamuju District was not yet effective. Of the twelve indicators only four indicators are met. Not Achieving Effectiveness The application of e-Government in Mamuju Regency is caused by a lack of understanding of e- Government at the executive level, regional officials, technical officials, and legislative officials and most of the community. The lack of Human Resources (HR) in the field of Information Technology (IT) is a very big obstacle to the application of eGovernment in Mamuju District.Teknologi Informasi dan Komunikasi telah menjadi kebutuhan dasar dalam kehidupan masyarakat dan pelayanan oleh pemerintah. Pemerintah selaku pelaksana pelayanan publik menggunakan e-Government sebagai sarana dan prasarana untuk mewujudkan efektif, efisien dan akuntabel. Penerapan e-Government di setiap kabupaten/kota berbeda tingkat efektivitasnya sehingga perlu dilakukan penelitian untuk perbaikan dan penentuan arah kedepan. Penelitian ini dilaksanakan di Kabupaten Mamuju, Provinsi Sulawesi Barat. Pendekatan penelitian ini adalah deskriptif dengan mengunakan jenis penelitian kualitatif yang bertujuan menganalisis hasil pengolahan data berdasarkan indikator teori. Teknik pengumpulan data dilakukan dengan cara wawancara mendalam, observasi, dan studi dokumentasi. Teknik analisis data dengan reduksi data, penyajian data dan pengambilan kesimpulan/verifikasi dengan triangulasi teori, yaitu mendasari teori The Four Forces Model of e-Goverrnent, penelitian di lapangan, dan analisis data untuk mengambil kesimpulan. Hasil penelitian menunjukkan bahwa penerapan e-Government di Kabupaten mamuju belum efektif. Dari dua belas indikator hanya empat  indikator yang terpenuhi. Tidak tercapainya Efektivitas Penerapan e-Government di Kabupaten mamuju disebabkan karena kurangnya pemahaman tentang e-Government pada tingkat eksekutif, pejabat organisasi perangkat daerah, pejabat teknis, dan pejabat legislatif serta sebagian besar masyarakat. Kurangnya Sumber Daya Manusia (SDM) dalam bidang Information Technology (IT) menjadi hambatan yang sangat besar terhadap penerapan e-Governent di Kabupaten Mamuju.


Currently, utilizing of Information and Communication technology (ICT) in medical sector has been gained a lot of interests in global community i,e. developed, developing and under developed countries. Now-a-days, ICT intervention in almost all arena of medical services is very evident in Bangladesh and stakeholders are getting its benefits with this IT-assisted medical services. As a matter of fact, the government of Bangladesh already has declared ICT as one of its priority sectors; hence a large amount of budget for enhancing ICT in medical sector have been allocated. This paper explains the present scenario of the use of IT in medical sector of Bangladesh as well as this is an initiative to provide some guidelines and recommendation for possible socio – economic improvement of Bangladesh through exploiting the potential of IT in health sector. In addition to that, this work also gives a brief summery and comparative study about the scenario of health services in developed and developing countries. Finally, this research tries to comprehensively focus on ICT potentials in medical area in order to find future visionary direction for the ICT based medical services that match the socio-economic constraint of the people at Bangladesh.

As it is known that the Government of Palembang has implemented e-government, but how much e-government can help the Palembang city government to interact between the government and all levels of society including the poor in the city of Palembang. In its application, the condition of e-government services is still insufficient infrastructure that supports                e-government services for the poor in palembang. To design a good e-government service, it is necessary to design SI/IT services for the community in Palembang with service design stages in the Framework Information Technology Infrastructure Library (ITIL) Version 2011 in order to be accepted in all levels of society including the poor in the city of Palembang. SI/IT service design based on the results of analysis of the condition and needs of SI/IT services to the business process of community service. This research uses qualitative approach method and analysis with reference standard approach using ITIL standard version 2011 in Service Design. The result of this research is in the form of the design of information system of digital service of population such as administration and population services, Family of Hope Program (PKH) services and digital archive storage services based on the Stages of Service Design in ITIL Version 2011 that has been done, namely the Service Level Management process in the form of Service Level Requirement, Service Level Agreement and Operational Level Agreement documents.

The world today has entered to the era of information society connected in a virtual world. Not only in urban areas, this phenomenon is also commonly found in rural areas. Farmers in the village have begun to take advantage of their use of information technology to meet their needs. The result is a response from the government to develop an extension system based on the use of information technology called cyber extension. Based on this phenomenon, it takes a study of the effect of what is caused by the existence of cyber extension and the theory behind it. The approach used is qualitative approach using descriptive method and discourse analysis. The data used are secondary data collected through literature study method. From the discussion is known that cyber extension has given many changes in the social structure and culture of farming communities. Changes that there are moving towards the positive but there is also a precisely cyber extension causing changes to the negative direction. However, the change is not because of the reason because according to Castell, the growing information technology such as cyber extension is present in order to provide a positive effect for human life. While Bourdeau view cyber extension as an arena in which there is a fight capital owned by farmers and extension workers. So as to form a new habitus and give birth to a different social practice prior to the extension activities conducted in the virtual space.
